3 Dual Credit Statute & Rules Texas Educatin Cde (TEC) Outlines hw public junir clleges may establish dual credit partnerships with public and private high schls/schl districts. Texas Educatin Cde (TEC) Requires that each schl district implement a prgram under which students may earn at least 12 semester credit hurs f cllege credit in high schl. 6 Dual Credit Basics Curriculum The cllege shall ensure that a dual credit curse and the crrespnding curse ffered at the main campus f the cllege are equivalent with respect t curriculum, materials, instructin, and methd/rigr f student evaluatin. Faculty Faculty must meet the same standards and apprval prcedures used by the cllege t select faculty respnsible fr teaching the same curses at the main campus f the cllege. Dual credit faculty qualificatins specified in TEC (g). The cllege shall supervise and evaluate instructrs f dual credit curses using the same prcedures used fr faculty at the main campus f the cllege. 7 Dual Credit Basics Funding An institutin f higher educatin may waive all r part f tuitin and fees fr students enrlled in dual credit curses. In its instructin and peratins frmula applicable t an institutin f higher educatin, the bard may nt include any SCH earned frm cllege curses ffered fr dual credit unless they are earned thrugh curses in the institutin s cre curriculum, career and technical educatin curses, r freign language curses. 8 ECHS Statute & Rules Texas Educatin Cde (TEC) Requires TEA t establish and administer an early cllege educatin prgram fr students wh are at risk f drpping ut f schl r wh wish t accelerate cmpletin f the high schl prgram. 12 ECHS Basics Funding State funding fr high schl and cllege credit will be available t the public schl district and the C/U based n the current funding rules f the State Bard f Educatin and the Bard. A student enrlled in an ECHS curse fr high schl graduatin credit may nt be required t pay fr tuitin, fees, r required textbks. The schl district r charter in which the student is enrlled shall pay fr tuitin, fees, and required textbks, t the extent thse charges are nt waived by the institutin f higher educatin. Ryan Guillen wuld require the THECB and TEA t jintly develp statewide gals fr dual credit, early cllege high schl, career and technical educatin dual credit prgrams, and jint high schl and cllege credit prgrams t prvide unifrm standards fr evaluating thse prgrams by August 31, The gals must address: (1) a dual credit prgrams achievement f enrllment in and acceleratin thrugh pstsecndary educatin; (2) perfrmance in cllege-level cursewrk; (3) the develpment f an effective bridge between secndary and pstsecndary educatin in the state. 17 SB 22 SB0022 by Sen. Larry Taylr wuld establish a Pathways in Technlgy Early Cllege High Schl (P-TECH) prgram and P- TECH advisry cuncil and repeal the Tech-Prep prgram. The P-TECH advisry cuncil will be cmpsed f 12 members appinted by the gvernr, lieutenant gvernr, and speaker f the huse, and will prvide recmmendatins t the cmmissiner f public educatin regarding the establishment and administratin f the P- TECH prgram and the criteria fr designating a schl as a P-TECH campus. 18 SB 22 The cmmissiner f public educatin is required t establish and administer a P-TECH prgram fr students wh wish t participate in a wrk-based educatin prgram. The prgram must be pen enrllment and prvide a participating 9 th -12 th grade student a curse f study t cmbine high schl curses and pstsecndary curses. The prgram must prvide a participating student the pprtunity t receive a high schl diplma and an assciate degree, a tw-year pstsecndary certificate, r industry certificatin and cmplete an internship, apprenticeship, r ther jb training prgram by the sixth anniversary f the students first day in high schl. 19 SB 22 By rule, the cmmissiner f public educatin shall establish a grant prgram t assist schl districts and pen-enrllment charter schls in implementing the P-TECH prgram at a campus designated as a P-TECH schl frm funds apprpriated fr that purpse. The cmmissiner f public educatin shall establish the criteria fr designating a campus as a P-TECH schl and fr participatin in the grant prgram. 20 SB 802 SB0802 by Sen. Kel Seliger requires the Texas Higher Educatin Crdinating Bard t cnduct a study t identify best practices in ensuring that cllege curse credit earned at ne public institutin f higher educatin, including credit earned thrugh dual credit curses, transfers and applies tward a degree at a receiving public institutin f higher educatin. The study must: (1) evaluate existing articulatin agreements that gvern the transfer f curse credit between institutins f higher educatin; and (2) identify public institutins f higher educatin that are implementing best practices fr the transfer cllege credit t receiving public institutins f higher educatin. Kel Seliger wuld restrict curses that culd be ffered in regular dual credit prgrams t thse cntained in the cre curriculum f a public institutin f higher educatin, career and technlgy educatin curses, r freign language curses. Early cllege high schls and any ther early cllege prgram that assists a student in earning an assciate degree while in high schl wuld be exempt frm this restrictin. 23 SB 1091 Requires that an institutin f higher educatin s plicy fr granting credit t entering freshman students wh successfully cmplete the Internatinal Baccalaureate Diplma Prgram (IB), achieve required scres n ne r mre f examinatins in the Advanced Placement Prgram (AP) r the Cllege-Level Examinatin Prgram (CLEP), r successfully cmplete ne r mre dual credit curses include a prvisin that restricts granting credit fr dual credit curses t thse cntained in the cre curriculum f a public institutin f higher educatin, career and technlgy educatin curses, r freign language curses. Credit earned frm dual credit curses ffered as part f an early cllege educatin prgram r any ther early cllege prgram that assists a student in earning a certificate r an assciate degree while in high schl is exempted frm this requirement.
