2 1. Backgrund: Prductive entrepreneurship is crucial t lcal ecnmic grwth, emplyment creatin and innvatin. Entrepreneurial activity creates jbs, drives efficient resurce use and accelerates the prcess f generating, diffusing and applying innvative ideas and cncepts. The LEED Prgramme apprach fcuses n fstering entrepreneurship at the lcal level, as best practices ver the past 20 years have shwn the increasing imprtance f mbilising lcal talents and resurces rather than relying exclusively n inward investment and financial supprt frm central gvernments. The effectiveness f such lcal plicies is recgnised by the increased emphasis that labur market plicies place n active measures supprting jb creatin and SME develpment at the lcal level. Lcal and reginal authrities emply a range f measures t encurage enterprise creatin and develpment. They include business netwrks, business incubatrs, micr-credit schemes, business advisry and extensin services and cluster develpment prgrammes. Prmting entrepreneurship, hwever, is nt a develpment panacea. It shuld be part f an array f prgrammes and plicies f a cmprehensive lcal develpment strategy. 2. Target Cuntries: Albania, Bsnia and Herzegvina, Bulgaria, Cratia, Czech Republic, frmer Yugslav Republic f Macednia, Hungary, Latvia, Lithuania, Pland, Rmania, Serbia and Mntenegr, Slvenia, Slvak Republic and Ukraine. 3. Participants Prfile: Tw participants will be selected in each cuntry. Participants frm each cuntry will represent bth the natinal plicymaking cmmunity and innvative entrepreneurship and SME rganisatins wrking at the lcal level. This will ensure a dialgue between natinal and sub-natinal stakehlders in the entrepreneurship field. The target grup fr such a prgramme will include: Natinal, reginal and lcal gvernments. Business frums, e.g. chambers f cmmerce, trade federatins. The educatin and training sectr. Lcal and reginal develpment agencies. 4. Seminar Cntents: The seminar will be structured arund the fllwing themes: The ratinale fr plicy interventin. The typlgy f instruments available and the prblems they address. Selected instruments f particular imprtance t target cuntries : a. addressing the SME finance gap. b. Influencing entrepreneurship spirit and skills. c. Prmting SME innvatin. d. Strengthening lcal enterprise clusters. e. Prmting SME internatinalisatin. Creating cmprehensive and integrated entrepreneurship strategy. 5. Seminar Objectives: The Seminar will have the fllwing bjectives: 2

3 t identify the ratinale fr entrepreneurship plicy interventins in crrecting market failures and ther barriers t lcal ecnmic develpment; t prvide an verview f the brad range f plicy instruments that can be used t achieve public plicy bjectives in the field f entrepreneurship prmtin at lcal level; t study in detail a selectin f the mst imprtant instruments fr transitin ecnmies; t cnsider hw t integrate entrepreneurship plicy instruments int cmprehensive lcal develpment strategies. 6. Methdlgy: The training prgramme will be based n a mix f shrt presentatins by invited trainers and OECD staff fllwed by discussin, grup wrk arund case studies develped by participants prir t the seminar, discussin f case studies develped by trainers prir t the seminar, study visits t view instruments used in the Prvince f Trent and grup wrk exercises. A draft agenda is presented belw. It is envisaged that there will be fur sessins per day: tw in the mrning and tw in the afternn with cffee breaks r lunch breaks between each sessin. On Wednesday-Thursday the participants will split int tw grups, with participants asked t select which issues they wuld prefer t fllw. There can be a maximum f 20 peple in any grup and places will be filled in rder f registratin s it is recmmended t make yur preferences knwn as early as pssible. 7. Wrking Language: The wrking language f the seminar will be English. 8. Cst f Participatin: The fllwing csts f participatin are cvered by the LEED Prgramme: Tuitin and training materials. Accmmdatin and meals in the training premises. Study visits t relevant rganisatins in the Autnmus Prvince f Trent. The LEED Prgramme can nt cver csts f travel between the participant s hme cuntry and Trent, r medical care and insurance during the stay in Italy. A limited number f full grants fr travel csts are available. These grants will be awarded based n an assessment f applicant s case study, mtivatin letter and curriculum vitae. 9. Applicatins: Fr Practitiners/Lcal initiatives selectin will be cmpetitive, based n their applicatin. This shuld include: a duly cmpleted Case Study Frm a letter f mtivatin curriculum vitae.
