7 Top-level trends Over last four years the number of people starting Apprenticeships in TVB has decreased by an average of 1.2 per year. Whilst there was a 7.6% increase in starts between 2013/14 and 2014/15 this was much lower than the national increase of 13.5%. Achievement rates have fluctuated over the last three years. The number of workplaces offering Apprenticeships in TVB grew at a faster rate than the national average between 2013/14 and 2014/15 (6.9% v 4.7%) Apprenticeship starts, participation, achievement and workplace numbers 2011/12 to 2014/ / / / /15 Growth 2013/14 to 2014/15 Average annual growth rate Starts (excl. This was due to training undertaken at the Arborfield Garrison in Wokingham. Training ceased at Arborfield in September 2015, so it is anticipated that Army start figures will drop considerably in 2015/16. As those undertaking Apprenticeships with the Army are unlikely to be available to work in the local labour market, the Start data presented within the remainder of this presentation excludes those undertaking Apprenticeships with the Army. We are unable to strip this group out of the participation and achievement rate data so please bear this in mind when drawing conclusions. NOTE 2: Trends are often driven by changes in government policy (e.g. age groups eligible for funding)

8 Apprenticeship starts Apprenticeship starts have increased over the last 12 months. This increase is concentrated in the older age group (25 plus) and at Level 3. West Berkshire experienced a particularly high increase. 8% increase in Apprenticeship starts in Berkshire between 2013/14 and 2014/15 Growth in starts ranges from 17% in West Berkshire to -1% in Windsor and Maidenhead All of the growth was in the 25+ age group. The number of year olds and year olds starting Apprenticeships fell during this period Between 2013/14 and 2014/15 the greatest increase in Apprenticeship starts was at Level 3 (460), followed by Level 4 (80). The number of Level 2 starts fell by 30 during this period. 9 Apprenticeship starts by age In line with the national trend, the largest age group starting Apprenticeships in TVB in 2014/15 were those over the age of 25. A slightly higher proportion of Apprenticeships were started by year olds in TVB than nationally (28% v 25%) There is some variation across Berkshire in terms of the age of those starting Apprenticeships. 10 Apprenticeship starts by gender and local authority of learner 2014/15 Apprenticeship starts by gender In line with the national average, more females started Apprenticeships in TVB in 2014/15 than males There is variation across Berkshire with the gender split being most equal in West Berkshire (49%/51%). Since 2012/13, the gender gap in Apprenticeship starts has narrowed slightly. The gender gap has narrowed slightly over the last three years. West Berkshire has the highest proportion of male starts (51%) and Slough and Windsor & Maidenhead the lowest (42%). Source: Skills Funding Agency Apprenticeship Start Data In 2014/15, 57% of Apprenticeship starts by Berkshire residents were at Level 2 (Intermediate), 40% were at Level 3 (Higher) and 3% at Level 4 or above (Advanced). The numbers starting Higher Apprenticeships have increased gradually over the last four years. 12 Apprenticeship Employers Nearly a third of all Apprenticeship starts in 2014/15 were with micro employers (with 10 or fewer employees). A quarter were with small employers (11-30 employees). Approximately 30% were with medium employers ( employees) and 12% with large employers (300+ employees) There was some variation locally. 14 Apprenticeship starts by subject area and local authority of learner 2014/15 Apprenticeship starts by sector subject area Across Berkshire concentrations of Apprenticeship starts in certain subject areas broadly align with local economic structures. For example, West Berkshire has the largest manufacturing sector within Berkshire and the largest proportion of Engineering and Manufacturing Technologies Apprenticeship starts. Similarly Reading has the largest health sector and Slough the largest business administration sector. 15 Training providers The majority of Apprenticeship training delivered to Berkshire learners is delivered by Private Sector Public Funded providers. When Army provision is excluded, nearly three quarters of the remaining starts in 2014/15 were with Private Sector Public Funded training providers. 25% of starts were with General FE and Tertiary Colleges. This is lower than the national average of approximately 30%. 16 Main providers of Apprenticeship training to TVB residents In 2014/15 the British Army was the main provider of training to Berkshire residents (most likely those living at Arborfield Garrison). They are followed by three national Private Sector Public Funded training providers. 17 Apprenticeship achievement rates Berkshire s Apprenticeship achievement rates seem comparatively good, sitting just above the national average. However, when broken down it appears that the high rate is being driven by the high achievement rate of those undertaking Apprenticeships with the Army. We are unable to extract this group from the analysis but we can see that achievement rates at Level and amongst those learning with colleges and private providers are lower than the national average. Berkshire s overall Apprenticeship achievement rate is above the national average (72.4% v 71.7%) Achievement rates for those learning with General FE Colleges and Private Sector Public Funded providers are lower than the national average, whilst rates for those learning with Other Public Funded providers (which includes the Army and local authorities) are higher Achievement rates in Berkshire are highest at Level 3 (Advanced Apprenticeships) and amongst year olds Achievement rates for Level 3 and Level 4 Apprenticeships are higher in Berkshire than nationally but for Level 2 Apprenticeships are lower Source: Skills Funding Agency Achievement Data

21 Summary Comparatively low take-up of Apprenticeships by individuals in TVB and low % of employers offering Apprenticeships Apprenticeship starts in TVB are increasing but at a slower rate than the national average Higher take-up of Level 3 Apprenticeships in TVB than nationally Higher than average Apprenticeship achievement rates in TVB, but this is likely to be driven by high Army achievement rates The two main areas in which there appears to be gaps in Apprenticeship provision in TVB are Engineering & Science and Construction. In terms of local economic need and growth forecasts, there seems to be greatest scope to strengthen Berkshire s digital technologies Apprenticeship offer. In terms of where to focus efforts on raising demand amongst employers, there appear to be greatest need to work with Engineering & Science and Construction employers, and more generally, employers in Slough, to increase the numbers taking on Apprentices. And there appears to be greatest scope to raise demand amongst individuals to apply for Apprenticeships in Hospitality.
