1 3 TRIAL URBAN DISTRICT ASSESSMENT (TUDA) RESULTS Achievement and Accountability Office December 3
2 NAEP: The Gold Standard The National Assessment of Educational Progress (NAEP) is administered in reading and in math every other year to students in grades 4 and 8 across all 5 states. TUDA (Trial Urban District Assessment) is a disaggregation of NAEP results for large urban school districts in cities with populations of 5, or more. City Schools has participated in TUDA since 9. Widely considered the gold standard, the NAEP helped inform development of the Common Core State Standards.
3 3 TUDA Results: Insight into Higher Expectations 3 City Schools students have held ground on the NAEP since 9 and, in some cases, have made meaningful progress. For example, s 8 th graders posted a statistically significant four-year gain in reading from 9 to 3, the largest among TUDA districts. More broadly, results reflect new way of measuring student achievement with a new set of proficiency levels. Results offer a preview of how students are likely to fare on new Common Core assessments.
4 3 TUDA Results: Forward Movement Matters 4 Results show progress over time on rigorous assessment. Forward movement is important and encouraging as City Schools implements curricula and assessments aligned to higher standards. Results reset how City Schools and districts nationally view proficiency. Results underscore both opportunities and challenges as City Schools continues implementation of the Common Core.
5 3 TUDA Results Overall, the 3 TUDA results show modest growth for City Schools over four years, with a larger gain in 8 th -grade reading: 4 th -grade reading, a -point gain from in 9 to 4 in 3 8 th -grade reading, a 7-point gain from 45 in 9 to 5 in 3 4 th -grade math, a -point gain from in 9 to 3 in 3 8 th -grade math, a 3-point gain from 57 in 9 to 6 in 3 Last year s 8 th graders were 4 th graders in 9 and they have benefited from recent reforms. Scores in 4 th - and 8 th -grade math held steady from 9 levels, even as inclusion rates increased from 89 percent in 4 th -grade math and 88 percent in 8 th -grade math in to 98 percent for both in 3. 5
6 3 TUDA Results: Baltimore in the National Context Based on its average scale scores on the 3 NAEP, City Schools ranks 6 th among the TUDA districts in 4 th -grade reading, 3 th in 8 th -grade reading, and 7 th in 4 th -grade and 8 th -grade math. When comparing solely low-income African American students, who comprise approximately 9 percent of the district s students, moves up the ranks and come within closer range of its TUDA peers. Again, 8 th -grade reading stands out: City Schools average scale score for 8 th -grade reading is 5, compared to the large city average (58) and top-ranking Hillsborough County (67). 6 When only looking at low-income African American students, City Schools scale score is 48, compared to the large city average (43), Hillsborough County s (49) and New York s (5). The rankings shift, the gap between Baltimore and its highest performing peers all but disappears and the district moves from 3 th to 3 rd place.
7 3 TUDA Results: An Indicator of Rigor Moving Forward 7 None of the TUDA districts met the cut scores for proficiency in any grade or subject in 3, underscoring the high degree of rigor embodied by the NAEP. Proficiency rates are lower than most districts are accustomed to on state standardized tests. The knowledge and skills that the NAEP measures closely reflect the content we are teaching students under the Common Core standards. City Schools and the nation are moving toward a higher, different bar. The 3 TUDA results inform the district s ongoing implementation of the Common Core.
