2 Basic IRRS Training (BIT) Basic IRRS Training (BIT) Course I. GENERAL INFORMATION 1. INTRODUCTION The IAEA Integrated Regulatory Review Service (IRRS) was established by the International Atomic Energy Agency to strengthen and enhance the effectiveness of national regulatory infrastructure for nuclear, radiation, radioactive waste and transport safety and the security of radioactive sources whilst recognizing the ultimate responsibility of each State to ensure safety in these areas. The team members of IRRS missions are recruited from IAEA Member States, the staff of the IAEA Secretariat, and consultants from outside the IAEA Secretariat. Those recruited from the Member States should be experienced regulators and experts in specific topics. This course aims to train experts who have not previously participated in an IRRS Mission, but will be acting as reviewers in upcoming Missions. 2. WORKING LANGUAGE The course will be held in English. No interpretation will be provided. 3. OBJECTIVES The main objective of the course is to give information and guidance to staff from regulatory bodies who may take part in future IRRS Missions. 4. PARTICIPATION This course is primarily intended for regulatory staff of the IAEA Member States in the European region, but is open to Member States in other regions for a maximum of 60 participants in total. Member States could nominate one or two staff members of regulatory bodies as participant(s) for the course. Participants from European Union (EU) member countries were expected to be registered in the IRRS expert pool provided by the EU member countries. Future editions of the training course will be conducted on a regular basis. 5. 17 16 Basic IRRS Training (BIT) BIT Lecture 11: Reviewing Authorization, Inspection and Enforcement Functions of the RB DISCUSSION TOPICS: 1) Why is authorization so important, so emphasised in all international standards? Couldn't we simply trust the users to perform their radiation activities or use their nuclear facilities without the licence? 2) Compare the pro s and con s of a formal, direct, written request of the inspector in case of incompliance with an open discussion with the licensee looking for the optimum solutions of the recognised weaknesses 3) Explain an example of graded approach related to inspection activities 4) What is a better goal for the inspector: as many enforcement actions as possible or as few enforcement as possible?
17 Basic IRRS Training (BIT) BIT Lecture 12: Reviewing Review and Assessment Functions of the RB DISCUSSION TOPICS: 1) What are the main duties of the regulatory body and of the licensee in connection with the regulatory review and assessment of a submittal? 2) What kind of documents would you typically ask for in order to perform your review? 3) Why is it important to record the results of the regulatory review and assessment?

20 Basic IRRS Training (BIT) BIT Lecture 15: Reviewing Regulatory Aspects of Emergency Preparedness and Response DISCUSSION TOPICS:... 1) Since the RB does not have jurisdiction over all EPR aspects, how do we establish which EPR requirements from GS-R-2 apply, and to what extent? 2) Is it the RB s responsibility to verify that off-site emergency preparedness and response arrangements are adequate?
21 Basic IRRS Training (BIT) BIT Lecture 16: Reviewing Additional Areas DISCUSSION TOPICS: 1) Occupational radiation protection is not facility-specific. How should IRRS reviewers ensure it is effectively in place in all regulated facilities? 2) Medical exposure is a matter for doctors, who know best. 3) Frequency of review/revision of the IAEA Transport Regulations is higher than for other safety standards: advantages? Inconveniences?
22 Basic IRRS Training (BIT) BIT Lecture 17: IRRS Follow-up Mission... DISCUSSION TOPICS: 1) As a reviewer, what are you expected to achieve in a follow-up mission? 2) Can you formulate new observations in a follow-up mission? 3) What is the time-frame available for you as a reviewer to complete their written preliminary findings?
