James Tomkins, PhD Chancellor PRESENTATION OF CANDIDATE FOR HONORARY DEGREE Presented by Richard Kleer, PhD Dean of Arts Kenneth John Sunquist Ken Sunquist is an international strategic business advisor, management consultant and corporate director. After graduating from the Regina campus of the University of Saskatchewan with a Bachelor of Administration degree in 1970, Sunquist worked as assistant clerk to the Executive Council of the Government of Saskatchewan and executive assistant to the premier. He moved to the federal civil service in 1973 and has had postings in Jamaica, Yugoslavia, the United States, Korea, China and Indonesia. When I graduated, jobs in the international scope did not exist in Saskatchewan unlike today. So it forced me to seek out opportunities elsewhere, Sunquist says. He served as acting ambassador to China in the 1990s, and was appointed ambassador to Indonesia from 1998 to Sunquist later was an assistant deputy minister in the Department of Foreign Affairs and International Trade and the chief trade commissioner for Canada. Among his honours: the Minister of Foreign Affairs Award of Excellence for Policy, the Public Services of Canada Award for Excellence in Management, the Public University of Regina 1

2 Service of Canada Award for Excellence in Policy and the Queen s Diamond Jubilee Medal. The University of Regina named him the 2013 recipient of the Alumni Lifetime Achievement Award. He says his foundation for success was laid during his studies at Regina campus: The faculty challenged me to meet my goals. The quality of education at this campus is outstanding and made it possible for me to contribute on the larger stage. Sunquist says being named an Honorary Degree recipient is an unexpected honour, a total surprise, an unanticipated acknowledgement of a lifetime of commitment to this university as a student, as Student Union president, as an alumnus, and most of all as a friend of the university who helped market the campus and Canadian values, in Korea, China and Indonesia. Sunquist retired from the public service in 2011 but continues to work as a business advisor and management consultant with governments, universities and businesses. He has also accepted appointments to a number of boards, including CARE Canada, where he is board chair. CARE Canada is one of the country s largest development and humanitarian relief non-governmental organizations. CONFERRING OF HONORARY DEGREE R. RECOGNITION OF FIRST GRADUATES FROM NEW PROGRAMS Master of Journalism The Master of Journalism degree program was established in 2014 and the first cohort of students were admitted in Fall Today we celebrate the first graduates from this program. The professional Master s option in Journalism is a 30 credit program to be completed over three semesters. It is not an academic track degree; rather it is designed to develop students capacity for advanced journalistic investigation. Candidates take a suite of core courses in the theory, history and methods of journalism as well as two advanced specialization options (in print, magazine, broadcast, documentary, international media, alternative media or photojournalism). An outside elective draws on the resources of other departments and programs and is related to students professional capstone projects. In lieu of a thesis, a professional project is completed under the supervision of an assigned faculty member. Long-form journalism proposals may include a film or radio documentary; a creative non-fiction or investigative series for magazine, newspaper or online publication; a publisher-ready book proposal and first chapter; a photo-journalism exhibit; or a community-based media project. Students follow a rigorous and methodical process of research planning and investigation to produce journalism of publication / broadcast quality. Proposals must meaningfully advance the public interest. Students also participate in a Master s workshop, as they move from the conceptualization and investigation phases to the project production phase. Master of Nursing Today we award the first degrees in Master of Nursing with a specialization in Nurse Practitioners. This program was established in 2013 and the first cohort of students admitted in Fall 2014.The Faculty of Nursing offers an innovative approach to Canadian primary care Nurse Practitioner education with the Collaborative Nurse Practitioner Program (CNPP) in partnership with the Saskatchewan Polytechnic. The CNPP program prepares primary care nurse practitioners at the graduate level enabling them to contribute and support improved access to quality primary health care in Saskatchewan. Graduates of the program will have both academic and clinical preparation in the knowledge, skills, judgements and essential competencies that are required for the Canadian NP examination. As clinicians, leaders and role models, nurse practitioners bring a holistic approach to care that directly impacts the lives of individuals, families and communities. The CNPP offers Registered Nurses an opportunity to achieve advanced competencies required for nurse practitioner registration and licensure. Building on baccalaureate RN practice, the program blends in-depth knowledge of nursing theory and practice with legal authority and autonomy. Students develop enhanced skills in health assessment, diagnosis, planning, intervention and evaluation within the framework of primary health care. Community development, health promotion and collaboration with interprofessional health care providers are essential components of the CNPP. Students critically appraise and apply research, best practice guidelines and theory relevant to advanced nursing practice rd Fall Convocation

27 ACADEMIC REGALIA The academic regalia worn by the graduates and the members of the platform procession may consist of a gown, a hood or stole (worn over the shoulders), and a hat or mortarboard. All universities have distinctive academic dress for each degree conferred and, at times, for the disciplines in which the degree is awarded. Hence, the colourful variety of academic dress worn by members of the platform procession, who have graduated from dozens of Canadian and international universities, and represent particular groups. With the exception of students graduating with a PhD and federated college students, graduates wear black gowns. PhD graduates gowns are scarlet with royal blue around the collar, down the front and around the sleeves. Students graduating from the University of Regina who have been registered through a federated college wear the following: red gowns for Campion College students, sky blue gowns for First Nations University students, and royal blue gowns for Luther College students. Serving members of the Canadian Forces or Canadian Police Forces may wear their dress uniform without an academic gown, and wear a hood corresponding to the degree they are receiving. At today s ceremony, the dean of their respective faculty formally hoods students. The University of Regina also permits members of the Platform Party to hood graduates of their immediate family. 29 HONORARY DEGREES REGISTER On June 6, 2004, at a Special Convocation ceremony held to confer an honorary degree on Her Royal Highness The Princess Royal, the University of Regina began the tradition of having the honorary degree recipients sign an Honorary Degrees Register. Made of dark green leather embossed in gold with the University of Regina crest and lettering, the book was designed by Brenda Righetti and Bev Liski, and was handcrafted by J.L. Perkins Bookbinder Ltd. ORGANIZATIONAL STRUCTURE OF THE UNIVERSITY The University of Regina operates under the terms of The University of Regina Act. Convocation is composed of the Chancellor, the Senate, all graduates of the University of Regina, all graduates of the University of Saskatchewan at Regina Campus, and such other classes of persons as the Senate may from time to time determine. Graduates of the University of Saskatchewan, as defined by The University Act, 1968, may become members of Convocation of the University of Regina by notifying the Secretary in writing. Convocation meets twice annually, in June and October, unless there are extraordinary circumstances. The Chancellor is elected by the members of Senate, holds office for three years, presides over Convocation, confers degrees and is ex officio Chair of the Senate and a member of the Board of Governors. Senate is the University s window on the world. It is concerned with the academic welfare of the institution and has a variety of duties and powers. Most of the broader issues of academic policy within the University are reserved for Senate s approval. In another role, it acts as an ultimate court in academic affairs. The membership of Senate includes persons, ex officio, by virtue of their offices. Convocation elects another fourteen members of Convocation to the Senate. Students registered in the university elect six students of the University to Senate. In addition, any professional society, group or organization in the province that Senate believes contributes in a significant way to the social, economic and cultural welfare of the province may be represented on Senate. The Board of Governors consists of eleven members and is responsible for overseeing the administrative and business affairs of the University. It ultimately has authority in matters related to the raising and spending of University funds, and the acquisition and management of University property. Council is the senior legislative body on academic matters. Its membership includes administrative officers, all Deans and directors of academic programs, all members of the teaching staff except sessional lecturers, and a number of student representatives. All matters of substance related to the academic affairs of the University must be considered and approved by the Council, as well as matters of academic discipline. The Executive of the University of Regina Council (Executive of Council) has been empowered by Council to act on its behalf in all matters with the provision that requesting a special meeting of Council may challenge a decision of the Executive. Executive of Council membership is devised as a proportional basis of the academic composition of this University. Disciplines that are related to one another in the broader areas of teaching are, for purposes of administrative and academic planning, brought together into Faculties, of which there are currently ten. Each Faculty is headed by a Dean; formal membership includes the Dean and the teaching members of the various associated disciplines. The Deans are recognized by The University of Regina Act as being the chief executive officers of their respective Faculties and are directly responsible to the President, through the Provost and Vice-President (Academic). Subject to the statutes of the Senate and the University of Regina Council, each Faculty has charge of all matters of scholarship in its disciplines and programs. University of Regina 29
