27 AREAS OF CONCERN SUPPORTING TRANSIENT POPULATION: English Language Arts Only 45% of students transferring into the district in past 3 years tested proficient on PARCC ELA compared to 61% of students who have been in district more than 3 years. 31% of students transferring into the district in past 3 years scored at a 1 or 2 on PARCC ELA compared to 17% of students who have been in district more than 3 years. GRADE 6 PROFICIENCY: Grade 6 proficiency levels in both mathematics and language arts are testing below state levels. 27
