Robertson, Ph.D., Assistant Superintendent Department of Educational Leadership and Assessment ABSTRACT This assessment brief is a summary of the ACT test results for seniors in Virginia Beach City Public Schools (VBCPS) and includes comparisons of ACT data at the school, division, state, and national levels. The number of Virginia Beach seniors in the class of 2012 who took the ACT increased somewhat from the previous graduating class as 838 VBCPS seniors took the ACT during their high school careers. The average scores for Virginia Beach seniors on the ACT English and reading subject tests decreased from the previous year by two-tenths and one-tenth of a point, respectively, while the average ACT mathematics score increased by one-tenth of a point. The average ACT science and average ACT composite scores did not change from the preceding year. For the third year in a row, the average ACT scores for VBCPS seniors surpassed the average scores of seniors at the national level on all four ACT subject tests. The VBCPS average composite score of 22.1 exceeded the national average composite score of 21.1 but was slightly lower than the state average composite score of The ACT average composite score for African American students in Virginia Beach surpassed the average composite scores for their peers at the state and national levels for the ninth consecutive year. BACKGROUND Attitudes and approaches to postsecondary education began changing in the U.S. approximately six decades ago as a growing number of students wanted to attend college and the increased availability of financial aid prompted most colleges to increase their enrollments. In 1959, University of Iowa education professor E. F. Lindquist developed the first ACT test, and the American College Testing Program, Inc. was established as a not-for-profit organization. Lindquist's assessment was innovative because (1) the test results were extended beyond college admissions to include student advisement and placement, and (2) the test focused on practical knowledge rather than on cognitive reasoning. 1 The current ACT assessment comprises curriculum-based, multiple-choice achievement tests in four areas: English, mathematics, reading, and science. 2 assess students skills in planning and writing a short essay is optional for all students who take the ACT. According to ACT, Inc., the ACT measures skills and knowledge taught in school and deemed important for success in college. 2 Students receive a score on a scale of 1 to 36 for each subject test. The average of the four subject test scores is the ACT composite score. On the writing test, students are assigned an essay subscore from 2 to 12 and receive a combined writing score that ranges from 1 to 36. The scores reported in this assessment brief are derived from data for students who took the ACT test during their sophomore, junior, or senior year in high school and who also reported at the time they took the test of their expectation to graduate in For students who took the ACT multiple times, only the most recent ACT scores were used. ACT PARTICIPATION The number of ACT test takers in Virginia Beach, the state, and the nation continues to increase annually. The participation rate for the VBCPS seniors in the class of 2012 increased by one percentage point from the previous year. A total of 838 seniors in the graduating class of 2011 from all 11 Virginia Beach high schools took the ACT at least once during their last three years of high school. This total represented approximately 17 percent of the students who earned a diploma from VBCPS during the school year. These data are shown below in Table 1 along with the total number of ACT test takers at the state and national levels. ACT COMPOSITE SCORES AND TEST RESULTS BY SUBJECT Table 2 on the following page provides a listing of the average ACT scores for the last five senior classes in Virginia Beach. The table also shows the average scores for students in the classes of 2008 through 2012 at the state and national levels. The Virginia Beach average ACT composite score of 22.1 for 2012 graduates did not change from the score of the previous senior class. The identical composite score resulted from the average English and reading test scores decreasing slightly from the previous year, the average mathematics score increasing minimally, and the average science score remaining the same as the previous year. The VBCPS average scores on each subject test were at least nine-tenths of a point higher than the corresponding average ACT scores at the national level, which were with the exception of English unchanged from 2011 to The gap between the average ACT scores of Virginia Beach and the state average scores ranged from one-tenth to six-tenths of a point in English, math, and reading, while the VBCPS average score in science matched the state science score. The average ACT scores at the state level increased by one-tenth of a point in math, science, and on the ACT composite from last year. Although the Virginia Beach average composite score exceeded the composite score at the national level by a full point, the VBCPS composite was three-tenths of a point below the state composite score. 2 ACT, Inc., The ACT Test, < accessed on November 7,

ACT SCORES BY RACIAL/ETHNIC GROUP The average ACT composite scores over the past five years for the largest racial/ethnic groups in Virginia Beach are shown in Table 3. In addition, the scores for the same racial/ethnic groups for 2012 graduates at the state and national levels are included. The variability across years in scores for some of the VBCPS groups is due primarily to the relatively low numbers of ACT test takers for these groups. The average ACT composite scores for Virginia Beach students who indicated they were Black/African American or Two or more races increased from 2011 to The average composite scores for Asian and White seniors in the class of 2012 decreased by one-tenth of a point from the previous year, and there was no change in the average composite score for Hispanic students. Each of the VBCPS racial/ethnic groups had higher average ACT composite scores than the same groups at the national level, and the 2012 average composite scores were the same for the White student groups in Virginia Beach and the state. Although the table does not include state and national scores prior to 2012, data from previous years indicated that the average composite scores for VBCPS African American students have surpassed the average ACT composite scores for their peers at the state and national levels for nine straight years. 4 ACT COLLEGE READINESS BENCHMARK SCORES To help determine how well students are prepared for typical college course work, ACT utilizes College Readiness Benchmarks. According to ACT, College Readiness Benchmarks are the minimum ACT test scores required for students to have a high probability of success in credit-bearing college courses English Composition, social sciences courses, College Algebra, or Biology. A high probability of success means that students who meet or exceed a benchmark score have approximately a 50 percent chance of earning a B or better and approximately a 75 percent chance of earning a C or better 4 in the corresponding college course or courses. As illustrated in Table 4, over half of the VBCPS seniors in the class of 2012 who took the ACT met or exceeded the English, mathematics, and reading benchmark scores, while 38 percent reached the benchmark in science. Over the past five years, the percentage of Virginia Beach seniors meeting benchmarks has fluctuated by six points in English, eight points in math, four points in reading, and seven points in science. The percentage of VBCPS students who met or surpassed the benchmarks in all four subject areas reached a five-year high of 33 percent, which was equivalent to the state percentage and eight points higher than the national percentage. The data suggest that more Virginia Beach students who take the ACT are prepared for college course work than are ACT test takers at the national level. In addition, the VBCPS percentages either match or are within five points of the state percentages. It should be noted that the state and national percentages and average scores reported in this brief are derived from the ACT results of students who attended both public and private schools. ACT RESULTS BY HIGH SCHOOL Table 5 on the following page contains the number of ACT test takers data at each VBCPS high school along with the average scores for each subject test and the average composite score. The data are shown for seniors in the classes of 2011 and 2012 for comparison purposes. Because of the limited number of students who take the ACT at some schools, conclusions drawn by comparing scores across years and between schools should be made with caution. For example, the average scores at Princess Anne High School and the average math and science scores at Ocean Lakes High School are somewhat higher than the average ACT scores at other VBCPS high schools because the two aforementioned schools 4 ACT, Inc., Issues in College Readiness, < accessed on November 8,
5 house advanced academic programs that are available only to students who apply and are accepted in these programs. The number of seniors in the class of 2012 who took the ACT at each school ranged from 31 to 117 students. At eight Virginia Beach schools, 70 or more seniors took the ACT at some point during high school. The average composite score at five of these schools Cox, First Colonial, Kellam, Ocean Lakes, and Princess Anne surpassed the average ACT composite scores at the division, state, and national levels. The average composite scores at seven VBCPS high schools improved from the previous year. With 117 students taking the ACT, Ocean Lakes High School had the greatest number of ACT test takers in the division. Ocean Lakes and Princess Anne recorded the highest average science score in Virginia Beach. The highest average scores for English, math, reading, and the ACT composite were compiled by seniors at Princess Anne High School. ACT OPTIONAL WRITING TEST SCORES Two additional ACT scores are reported for students who choose to take the optional writing test. subscores are rated on a scale from 2 to 12, and the combined writing score uses the same range as the ACT subject tests (i.e., 1 to 36). The writing score is obtained by combining English test scores with essay subscores. As shown in Table 6 on the next page, the VBCPS average essay subscores and the writing scores decreased by one-tenth of a point in 2012 after remaining constant during the two previous years. There was a noteworthy increase from 2011 to 2012 in the number of seniors who took the writing test. An increase in the number of test takers generally results in somewhat of a decline in scores for most tests. For Virginia Beach seniors, the average essay subscore was slightly lower than for their peers at the state and national levels. The average combined writing score for VBCPS students was six-tenths of a point below the state average and exceeded the national average by six-tenths of a point. 5

SUMMARY Although the percentage of seniors who took the ACT and graduated from a Virginia Beach high school during the year increased from the previous school year, the average ACT composite score did not change from the senior class of The VBCPS average composite score of 22.1 was a full point higher than the average composite score at the national level but was three-tenths of a point lower than the state composite score. The percentage of VBCPS students who met or exceeded the ACT College Readiness Benchmarks in English, mathematics, and reading indicated that most seniors in the class of 2012 were adequately prepared for college-level course work in those subject areas. In science, 38 percent of the VBCPS seniors scored at or above the college readiness benchmark. One-third of the Virginia Beach ACT test takers met or surpassed the benchmark scores in all four subjects. This was the same ratio as the state and much higher than the nation. Only one-fourth of all ACT test takers in the class of 2012 nationally met the benchmark scores in all four subjects. Overall, almost all aspects of the Virginia Beach ACT results were similar to the ACT results from the previous year. 6
