2 Report on Community and Social Development Initiatives The Borough held a public consultation on May 1, 2010, to obtain residents opinions on what actions to take with regard to social and community development. An information and training activity (obligations of a board of directors) with organizations recognized by the Borough (Autumn 2012). Borough Services On May 25, 2010, the Borough council set up the Comité consultatif en développement social et communautaire (CCDSC) and, on May 24, 2011, adopted an action plan for Borough of elected officials presented the major undertakings in for several fields of activity, including Community Life and Sports, Culture, and Recreation (including developing parks in the Borough) under the Politique de développement social et communautaire de la Ville de Sherbrooke, and in accordance with the Borough s responsibilities. A complete report of the initiatives carried out in the nine fields of activities was sent to residents of the Borough of last June. COMMUNITY LIFE Area: Activities in the community and at the Centre communautaire et culturel de l Arrondissement de Inauguration and open house (in January 2011). More than 800 people visited the Centre s rooms and Borough office. Purchase of sound equipment for Rooms 120 to 123, and for Room 003 in the Centre s Salle Bernard-Bonneau. Annual organization of the Borough s family celebration. Area: Support community initiatives and organizations A study was conducted to justify the need to relocate a youth centre in Parc André-Viger, and two fundraising campaigns were held (2012 and 2013) which collected a total of $31,000. Funds are also reserved in the Borough s capital budget for this project. The Comité vie de quartier nord received two mandates (2012 and 2013) to establish citizens committees in the following local communities in the Borough of : Saint-Alphonse-de-Liguori Chauveau Laurentie Saint-Jean-de-Brébeuf Lionel-Groulx Vieux-Nord André-Viger Promoting the Fêtes de rue program and purchase of material to lend to residents organizing events (e.g.: coffee makers, activity kit containing a parachute, games, etc.). Technical, financial, and professional support to community and recreational organizations, Borough residents committees (Comité vie de quartier nord (CVQN), youth centre, citizens committees, seniors clubs, etc.) and for events such as the Carnaval de Sherbrooke, Fête du Lac des Nations, Rendez-vous d Howard, etc. In 2013, the Borough of will provide $648,286 in financial and technical assistance. From 2011 to 2012: Eight discussion groups were created in the Borough s local communities: - Lionel-Groulx - André-Viger - Laurentie - Saint-Alphonse-de-Liguori - Vieux-Nord - Beckett - Saint-Jean-de-Brébeuf - Chauveau Annual organization of an evening to honour volunteers from organizations recognized by the Borough. Creation of the Hommage aux bénévoles wall in the Centre communautaire et culturel de l Arrondissement de Jacques- Cartier which displays the photos of volunteers. Coffee meetings between elected officials and citizens. Sports, Culture, and Recreation (including developing Borough parks) Work in Borough of parks ( ), such as: - planting trees; - addition of a synthetic surface for water games; - addition of urban furniture, play units, and a pavilion; - improvement to trails; - draining of land; - creation of a community garden. Note: This work represents a total of $730,554. Implementation of the Comité Arts et culture in 2011 to promote cultural development in the Borough. CAROLINE-BOWN COMMUNITY GARDEN The Caroline-Bown Community Garden, next to Parc du Bois-Beckett, brings together amateur gardeners dedicated to growing organic vegetables. The garden has 90 small gardens, seven of which are raised to make it possible for people with impaired mobility to also garden. The plots are 10, 15, and 25 m 2 and rental costs vary between $15 and $30 for the season. Members assume the site management and maintenance. The small gardens are rented out to residents based on the following priority: Beckett sector, Borough of, the Ville de Sherbrooke. 4 Borough Services COMITÉ VIE DE QUARTIER NORD Organizing local activities... A winning proposition! For the past 13 years, the CVQN s mission, in the North Ward and later in the Borough of, has remained the same: To promote and support the community getting together, citizen participation, joint action and the pooling of resources, and activities in the community, and to represent the needs of the population of the Borough of. All of this with a view to improving the quality of life of residents on various levels: personal, family, social, cultural, economic, and environmental. Over the years, this mission has taken many forms: Parks development Community and cultural centre project Study of the community Citizen participation Development and management of community life in partnership This year (2013) is marked by the implementation of the citizen participation training program, Pour une participation citoyenne allumée. Our wish is for every local community to have a citizens committee. The city s Community Life Department and the Observatoire estrien en développement des communautés remain crucial partners in this project. We continue our work with the Héritage Vieux-Nord committee for the next Café urbain this fall and will continue with the Marquez le patrimoine avec des fleurs project. Our action plan for is an ambitious one: Set up three citizens committees (in the local communities of Beckett, St-Alphonse, and Lionel-Groulx); Carry out four neighbourhood parties (St-Alphonse/Hélène- Boullé, St-Jean-de-Brébeuf, Beckett, and Vieux-Nord); Offer the Pour une participation citoyenne allumée! training to the local communities of Chauveau (including the Comité de citoyens des jardins Marie-Victorin) and André-Viger (including the Comité de citoyens de St-Charles-Garnier); Seek out sources of funding; Produce two editions of La Voix du Nord, including an article for each local community; Ensure logistical and administrative support to guarantee the committee s autonomy; Bring to the table, during annual meetings, one leader per local community to ensure that ideas progress. Seek the cooperation of Borough officials; Develop different types of partnerships with community organizations and stakeholders; Support citizen initiatives in community action and develop membership. 6 Borough Services A PAGE IN THE HISTORY OF THE BOROUGH OF JACQUES-CARTIER École secondaire Montcalm: 50 years of innovation and drive A new high school for the North Ward On February 20, 1961, commissioners from the Sherbrooke Catholic School Board, faced with a growing population, expressed the wish to build a high school in the city s North Ward. On April 6 of that year, it was officially decided to build a high school for boys. The institution featured 24 classes, laboratories, a library, office space, and a chapel and was slated to open in September In July 1961, commissioners purchased the land for the future École Montcalm. However, the construction project, after a few modifications, was not approved by the provincial Ministry of Youth until fall The addition of six classes enabled the school to welcome 900 students. Commissioners also accepted a few changes which reduced the total cost of the work and included an indoor pool, in partnership with the city of Sherbrooke. The Sherbrooke Catholic School Board was the first school board to support such an initiative. Construction began in February However, the partial opening planned for September was postponed by a week because the classrooms were not ready. Commissioners officially moved in to the facility on February 28, 1964, one year after commencement of the work, and opened the school s doors in September. A total of 824 young men were registered and, due to a high number of registrations, some students in Grade 8 had to be redirected to École Racine in the western part of the city. Work to expand the school, longawaited since 1967, began in Thanks to this work, about 50 rooms were added and the school was able to welcome between 1200 and 1300 students. École Montcalm connected to the world! As part of school activities, students at Montcalm were called on to discover the world. One of the first projects in this respect began in 1978 when the Ministry of Education and Intergovernmental Affairs requested the school s participation in a satellite link project with the Montchapet school in Dijon. The project consisted of installing a satellite antenna in front of the school so that both schools could communicate with each other. The first link was planned for April 24, 1979 and 25 students took part in the event under the supervision of teacher Claude Choquette. The goal was to introduce the French students to the regional environment, cultural life, and music of the Sherbrooke area. Other links were made with students in Caniapiscau and James Bay in In March of the same year, a group of Arts and Communications students flew to Dijon to meet their French colleagues. Several trips were organized for the students, including a few of a humanitarian nature. In 1990, 22 students travelled to the Dominican Republic to help renovate a community centre and an activity centre. Art at the core of learning Art played an important role at École Montcalm. A photo and film festival was organized in The event was a chance for several students to show their work; the competition s jury even included National Film Board representatives. In 1974, as part of the 5 th photo and film festival, 20,000 photos and 23 short films were produced by students, of which 60 photos and 15 films were selected for the competition. In addition, on February 19, 1991, the school launched the art gallery Premières Œuvres, making it possible to appreciate the students artistic works. The school also offered concentrations in art as part of its regular classes. Beginning in 1970, students could choose a vocation in Arts and Communications with the goal of learning basics in photography and animated film. In this context, students had access to a dark room as well as a video editing room. The vocation of Music was offered in 1976, and finally Arts and Culture in The school s musical groups were very successful in Quebec, earning a number of prizes over the decades. Each year, the students showcased their talent during concerts, in addition to performing in musicals, plays, and talent shows. Since 2010, the Harmonie de Montcalm has brightened the lives of hospital residents in Sherbrooke by volunteering to perform in a concert once a year. To Mitchell-Montcalm Until the school year, the École Montcalm welcomed only boys. In September of the 1974 school year, the Commission scolaire régionale de l Estrie decided that the school would welcome both girls and boys from secondary 3 to 5. The Mitchell-Montcalm high schools were only officially institutionalized on March 17, École Montcalm today For the school year, the Pavillon Montcalm welcomed close to 850 students who enjoy a multitude of artistic, cultural, and sporting activities. In addition to the three arts vocations, students can choose different study profiles touching on sports, science, and computer science. Since December 2010, the school houses the Centre communautaire et culturel. A turning point which demonstrates that École Montcalm remains deeply rooted in its environment and its community. 144 INFOSHERBROOKOIS Autumn 2013
