2 CHANCELLOR S OFFICE CALIFORNIA COMMUNITY COLLEGES 1102 Q STREET SACRAMENTO, CA (916) Student Right-To-Know (SRTK): Rates and Analysis for the 2004 Cohort Executive Summary As mandated by the Federal Government and performed under the terms of the "Student Right-To-Know Subscription Agreement" entered into between the Chancellor's Office and individual districts of the California Community College (CCC) system, the following is a summary report of the April 2008 IPEDS-GRS (Graduation Rate Survey) submission. The aggregate SRTK rates for the entire CCC system are as follows: Completion Rate: 24.9% Transfer Rate: 25.1% Derivation Methodology: Who is Counted? The Federal IPEDS-GRS report has very strict definitions of the cohort that is used in creating these rates. The cohort consists of: -all first-time freshman students who enrolled in a Fall, 2004 primary term, who are identified as -enrolled in courses that are creditable towards a degree, diploma, certificate, or other award OR -enrolled in Non-credit vocational courses In the past the IPEDS-GRS collected information on the cohort in two different catagories. The full-time cohort and the part-time cohort. The part-time cohort is nolonger reported in the IPEDS-GRS. the full-time cohort consists of those students who, in the Fall, 2004 primary term, attempted twelve (12) units or more of credit-degree applicable coursework as of the first-census date of the college. The outcomes of these students are reported in the IPEDS-GRS. Once a student is placed in the cohort, they remain in that cohort over the tracking period, even if their credit load goes up or down throughout this period. Derivation Methodology: Tracking Period. The students in both the part-time and full-time cohorts are tracked over a period of 6 primary terms, including the Fall 2004 term. Therefore the tracking period encompasses the period beginning Fall 2004 and ending Spring 2007.
3 Derivation Methodology: What to Track? In the full time cohort, student outcomes are tracked over this three-year period. The outcomes include: whether the student earned an award (AA/AS or Certificate) at the same community college whether the student became "transfer-prepared" (earned a minimum of 60 UC/CSU transferable credits within the CCC system with a minimum GPA of 2.0) whether the student transferred to a four-year college or university whether the student transferred to another two-year college or community college These outcomes are represented by various line counts in the IPEDS-GRS. Outcome Tracking Hierarchy. The IPEDS-GRS provides an implicit hierarchy of outcomes. In order, these are: 1. Student earned an AA/AS 2. Student became "Transfer-Prepared" 3. Student earned a Certificate award 4. Student transferred to a four-year college or university 5. Student transferred to another two-year college or community college Counting Methodology. The IPEDS-GRS calls for a very explicit counting methodology whereby students are counted according to the aforementioned tracking hierarchy and can only be counted once. No double counting of student outcomes is allowed, even though the tracking hierarchy is not mutually exclusive. The process of counting outcomes is outlined as follows: 1. Start with original cohort. 2. Subtract from these all students who were shown as having enrolled in the U.S. Armed Forces during the cohort tracking period and who did not earn any type of award, become transferprepared, or transfer to any other two- or four-year institution. These are the allowable exclusions; subtract them from the original cohorts to determine the adjusted cohorts. We currently have no data for this exclusion. 3. Of the adjusted cohorts, count students who earned an AA/AS or a certificate or who became "transfer-prepared". If a student's outcome satisfies more than one of these conditions (i.e. earned an AS and became transfer-prepared, or earned two AA degrees), their outcome is only counted once. This group is called the completers. For the full-time adjusted cohort only, divide the number of completers by the full-time adjusted cohort to calculate the SRTK Completion Rate. Remove the completers from further calculations.

Of the remainder ([adjusted cohorts] - [completers]), count students who were shown as having enrolled at another four- or two-year institution after the original term of the cohort (the 2004 cohort includes transfers to UC, CSU, other CCC schools and for NSLC members, transfers to other Public and Private Colleges.). Multiple transfers are counted as one transfer only. This group is called the transfers; for the full-time cohort only, divide transfers by the full-time adjusted cohort to calculate the SRTK Transfer Rate. Remove transfers from further calculations. Please note that the SRTK Rates are derived from the FULL-TIME COHORT ONLY. The full-time cohort was 86,982 (after exclusions) students for Fall, No rates are derived from the part-time cohort. Commentary: Applicability of Rates and Limitations of Methodology. The calculation of SRTK rates using the IPEDS-GRS methodology has some obvious anomalies when applied to the California Community College system. These include: Small cohorts in relation to overall student population. The limitation of counting only first-time, degree-, certificate-, or transfer-seeking students greatly reduces the tracking pool. Statewide, only 86,982 students are tracked of a total of over 1.65 million students (approximately 5%) attending the CCC system in Fall, As aresult, some colleges' cohorts are less than 100 students which can cause large fluctuations in rates based upon the success of an individual student. Counting hierarchy. The implied hierarchy of outcomes (completers first, then transfers, with no double-counting allowed) is not necessarily representative of the mission of many of the California Community Colleges, some of whom actively promote themselves as "transfer centers". Such colleges' transfer rates may be penalized because they have to count many of their transfers as completers. Combination of transfer counts. The combination of transfers to four-year colleges and transfers to other two-year colleges into one reported rate creates a potentially misleading statistic. This is amplified when colleges in multi-campus districts report their transfer rates because they tend to have higher levels of transfer and concurrent enrollment within colleges in their district. Differences in mission and focus. It may be difficult to justify the comparison of rates between one CCC and another because colleges may focus their efforts in areas outside those that are measured by SRTK rates. Public Disclosure. It is a federal requirement that the SRTK rates generated from the 2004 cohort be made public by July 1, Public disclosure guidelines include: Disclosure must be made available to all current and prospective students and high school counselors upon request Disclosure is to be made in such places as admissions literature, brochures, catalogs, and websites. A Statewide website for SRTK rates can be found at Disclosure is to be made anytime a student enters into a financial obligation with the institution (does not include the acceptance of application fees)
