Molica Director Lottery Education The enclosed report summarizes, by county, disbursements from the Lottery Education Fund made by the California Lottery to public educational institutions across the State, for Fiscal Year (FY) The California Lottery was established to provide supplemental funding for education in California. Specifically, the Lottery must provide at least 34 % of all revenue, unclaimed prizes and interest in the form of supplemental funding for public education in California. To date the Lottery has generated over $15 billion or 37.15% percent of revenues for California s public schools. In FY , revenues from the Lottery generated $1.019 billion or $125 per pupil and supported over 8.1 million students in California s public schools. These funds are in addition to the $6,624 per pupil, or $56 billion provided by California s General Fund. Lottery funds do not just go to K-12 schools -- they support students in all areas of public education, including: Community colleges, the University of California, the California State University, adult education, charter schools and even the California Youth Authority receive Lottery funds. A breakdown of Lottery funding by source follows: Type of Institution Percentage of Lottery Funds K-12 Schools 79% Community Colleges 15% California State University 4% University of California 2% Miscellaneous Educational Institutions Less than 1% A recent report from the California Department of Education to the Legislature stated that Lottery funds are primarily used to support two areas in education teacher salaries and instructional materials. Specifically: 77% of Lottery funds are spent on salaries and benefits for educators. This money helps school districts fund class-size reduction programs, hire classroom aids, nurses, school psychologists, and specialists. 18% of Lottery funds are used to buy instructional materials for the classroom; including textbooks, classroom supplies, computers and software, library books and laboratory equipment. 5% of Lottery funds are used to support other programs and services. This report also itemizes Lottery funding based on Proposition 20 which stipulates that 50% of funding above the FY benchmark be spent on instructional materials on a per-student, or average daily attendance basis. Even though Lottery funds only account for approximately 1.5% of all education funding, they provide school districts the flexibility to keep valuable programs and services for students.
