We are pleased to provide the responses below: 1) AS /AA (Rev): Recognizing the Integration of Sustainability into California State University (CSU) Academic Endeavors We are pleased that the ASCSU has acknowledged the contributions of students, faculty, and staff for their efforts integrating sustainability throughout the academic enterprise. This is an important on-going issue and recognition from the ASCSU demonstrates awareness and supports the varied and diverse activities of all the constituents throughout the CSU. 2) AS /FA (Rev): Endorsing the Joint Statement on Academic Freedom by California State University (CSU) Presidents Armstrong, Hellenbrand, and Welty The resolution is supported for its intent and scope. It reaffirms the principles of academic freedom, the free expression of ideas, scholarly inquiry, and professional ethics. 2 Page 2 3) AS /EX (Rev): Academic Senate CSU Calendar of Meetings The calendar of meetings for follows a pattern that has been appropriate considering other regularly scheduled meeting times. 4) AS /AA (Rev): Resolution Calling for the Issuance of an Executive Order Banning the Sale and Distribution of Tobacco Products on the Campuses of the California State University The resolution recommends the issuance of an executive order that bans the sale and distribution of tobacco products on all CSU campuses. Realizing the health hazards involved with smoking, campuses have developed policies that govern the use of tobacco products. A blanket executive order on the sale and distribution of tobacco removes the authority of the campuses to make cogent decisions about the health and welfare of their students, faculty, and staff. A debate on the sale and distribution of tobacco products would be informative to those engaged in the decision-making process and campus policy can be formulated to address this issue. 5) AS /EX (Rev): Appointment, Confirmation and Service of Trustees to the California State University (CSU) We agree and endorse this resolution, which reiterates California Education Code section With the announcement of two new trustees for the BOT, the Governor is moving in a timely fashion. The Senate s confirmation will be scheduled according to their calendar. 6) AS /FA (Rev): CSU Faculty Profile: Proportion of Tenure-Track/Tenured Faculty and Demographic Trends, Report on Commitment 2 of the CSU Access to Excellence Strategic Plan We would like to thank the ASCSU for the resolution and the detailed report written by the Faculty Affairs Committee. We readily reaffirm our support for Commitment 2 and all others commitments in the Access to Excellence (A2E) strategic plan. We are aware that many of our plans outlined in A2E, which includes increasing the number of tenured and tenure-track faculty, have been negatively impacted by the severe budget cuts we have experienced. Hiring probationary and tenured faculty throughout the CSU remains a priority but must be done at the campus level in the context of reduced resources. Simply stated, we are aware that hiring qualified tenured and tenure-track faculty is vital to many of our programs. The ASCSU s resolution is important to both the faculty and administration throughout the CSU and the written report sends a message to the legislature and governor that budget cuts are eroding our ability to maintain the core mission of the CSU.

3 Page 3 7) AS /FA (Rev): Calling for The Review or Creation of Campus Policies on Emerti Faculty The resolution encourages campuses to review and develop policies, if not already in place, for awarding retired faculty the status of emeriti faculty. Many campuses have policies but practices are uneven. The resolution recommends that policies should address 4 criteria, which we support as stated below: a. eligibility/criteria for determining emeritus status b. the process to acquire emeritus status c. honors/privileges provided for emeriti faculty d. responsibilities of emerti faculty 8) AS /AA (Rev): Opposing the Western Governors University Model for Online Education Opposition to the Western Governor s University model for online education is duly noted. The resolution stems from concerns about the development of Cal State Online. As currently structured, Cal State Online is not following this model and the governing board includes members of the faculty and the Chair of the ASCSU to ensure faculty consultation and input as plans unfold. 9) AS /FGA/AA (Rev): Accessible and Affordable Open-Source Digital Textbooks We would like to thank the ASCSU for their commitment to the development and use of affordable and accessible textbook options. We agree that early and continuous consultation with faculty is essential for the success of the project. Faculty will retain control over the selection of their course materials but should be engaged with experts in instructional design, accessibility, technology, support services, and business practices in an ongoing consultation process. 10) AS /APEP (Rev): Restricting California State University (CSU) Courtesy Recommendation to the California Commission on Teacher Credentialing (CCTC) This resolution has been addressed. We appreciate the collaborative work between the ASCSU and Dr. Beverly Young that resulted in Executive Order 1077, which was distributed on May 3, ) AS /Shared Governance Cmt. (Rev): Internal ASCSU Actions Following the Disposition of Resolutions This resolution is internal to the functioning of ASCSU, which we support.

4 Page 4 12) AS / Shared Governance Cmt. (Rev): Procedures for CSU Administration and Board of Trustees Responses to Academic Senate CSU (ASCSU) Resolutions The resolution calls for plans and timelines to be established for implementation of resolutions if they are acceptable to the CO. Depending on the scope and number of resolutions, additional resources may be required to operationalize some resolutions. Sharing the responsibility with the ASCSU may be required. Further discussion is necessary on other aspects of the resolution. 13) AS / Shared Governance Cmt. (Rev): Procedures for Dealing with a Vote of No Confidence Votes of no confidence may occur for various reasons, one of which may be related to the lack of shared governance. This may occur at the faculty level in terms of a department chair or at the executive level. The processes used to address these issues are strictly confidential personnel matters. 14) AS /FA (Rev): Amending the Constitution of the Academic Senate, the California State University (ASCSU) to Include Advancing Academic Freedom This resolution is a good example of the CO executive staff and ASCSU working together to forge language to include advancing academic freedom in the ASCSU Constitution. We understand this will requires a vote by campus senates before it goes to the Board of Trustees. 15) AS /APEP: CMS-Implementation of a Data Collection Survey to Include Self-Identification of Lesbian, Gay, Bisexual, Transgendered (LGBT), and Disability Status The resolution is moving forward but will take time to develop as it involves CMS and adding to the functionality. This will require a scope document from Academic Affairs, which is being written. However, it has been added to the Academic Affairs list of projects, which has been presented to IT. 16) AS /APEP/AA: Resolving Course Identification Numbering System (C-ID) This resolution has merit because a transparent intersegmental process is needed to resolve differences over the approval of courses evaluated against C-ID course descriptors. Split decisions can be problematic and a clear process would maintain intersegmental cooperation. This is fundamentally a curriculum issue and we need to discuss the CO s role, if any, in the negotiations or agreement process.

5 Page 5 17) AS /EX: Commendation and Appreciation for Dr. Herbert L. Carter We appreciate the ASCSU s recognition of Dr. Herbert L. Carter for his many years of devoted service to the CSU. 18) AS /FGA: Commendation of the Funding the Future of the CSU Conference Hosted by California State University (CSU) Northridge This resolution focuses on the two-day conference Funding the Future of the CSU which was well attended at CSU Northridge. The resolution recognizes the contribution to our future and we heartily agree. 19) AS /FA/AA: Reasserting Faculty Control of Curricula Regardless of Delivery Mode We would like to thank the Senate for the resolution, which has been widely disseminated. Administration respects the purview of the faculty in matters that pertain to curriculum and the reassertion is taken as a reminder. As discussed earlier, faculty involvement in Cal State Online is secure and issues related to curriculum have been entrusted to the campuses and their policies and procedures, which conform to the spirit of the resolution. 20) AS /APEP: Support for Early Degree Progress Assessment and Efficient Electronic Transfer of Transcripts The resolution provides a clear justification and rationale for the effective implementation of SB We applaud the Senate s understanding and support on this issue. 21) AS /FA: Commendation of Dr. Elizabeth Ambos, Assistance Vice Chancellor, Research Initiatives and Partnerships We appreciate the ASCSU s recognition of Dr. Elizabeth Ambos for her many years of devoted service to the CSU.
