4 This Handbook serves as the official publication of District 3-5A and is designed to assist school administrators, coaches and advisors with the everyday implementation of interscholastic athletic programs. The Handbook includes the District 3-5A bylaws and general information pertaining to overall membership and responsibilities for interscholastic/performance activity educators. School administrators are expected to make the information contained in this handbook available to those responsible for conducting the various interscholastic programs, who in turn are asked to review all rules and regulations with the participants in their respective programs. All identified responsibilities/ sanctions/roles contained in this Handbook are required and, by rule, subject to penalty for noncompliance. If you have any questions about a rule or any District 3-5A published document, communication should take place immediately with the District 3-5A office. District 3-5A maintains membership in the New Mexico Activities Association (NMA) and the National Federation of State High School Associations (NFHS) and adheres to administrative regulations, contest rules, bylaws etc. in those sports or activities in which the NMAA and NFHS serves as the governing body unless amended by the established process. I. Meetings General Information and Guidelines A. The District will hold three mandatory meetings per year. Dates, time and location will be determined. Schools may be fined $ for not having representation at mandatory meetings. B. Special sessions may be called by the chairperson or by the majority of the district schools. C. The district chair and secretary will be elected annually by majority vote. D. The district AD s will vote on all action items. The following procedure and protocol will take place: 1. Show of hands and verbal yes or no. 2. Secret ballot 3. Coin flip (Chair person or designee will flip coin) E. Senior night will be last home district game and parent night cannot be during district play. This will be followed in all sports.

5 II. Finance Payment of Regular Dues A. Dues of $ are payable to the District annually and must be postmarked on or before September 15th. Dues will be revisited at the spring meeting on Belen statement. B. Upon written request to the Director Chair, a school may arrange for quarterly payments. C. Schools that are delinquent at the end of the fiscal year in payment of membership dues are not eligible for participation in activities sanctioned by the District until all financial responsibilities have been met. D. Schools who drop out of the district because of realignment and or classification will have their $ dues returned. Expenditures A. The District Chair and the District Secretary will be compensated $ each annually. B. All monies will be rolled over ( July 1 June 30 fiscal year) C. All monies will be rolled over ( July 1 June 30 fiscal year) D. Schools leaving district 3-5A because of NMAA realignment and or reclassification will receive their $750 initial fee. III. Reporting A. Schools hosting a District Tournament/Meet must file a financial report with the District Chairperson. Reports are due within five school days of the events conclusion. IV. Regulations Regulation Changes A. Any rule changes will be made at the spring meeting for the following year. B. The district will follow N.M.A.A. regulations and procedures that supersede those in this handbook. C. N.M.A.A. rules and regulations apply to all sports not covered in this handbook.

6 Responsibilities Chairperson: A. Will call and conduct meetings of the member schools B. Obtain agenda items for meetings 3 days prior to meeting. C. Is ultimately responsible for all District events and Tournaments or playoffs involving District schools. D. Shall see that District Handbook is updated as needed and distribute to member schools and the NMAA. E. Will be responsible for the financial accountability of the district, including acquisition and disbursement of funds and goods in accordance with the District Handbook and the NMAA guidelines. An annual financial report will be submitted to the district schools prior to July 1 for each year. F. Shall order, buy and distribute awards for each sport. G. Will arrange officials for District Tournaments. V. Games postponed/cancelled/interrupted If weather or other reason requires postponement of a district game it shall be made up according to NMAA procedures except during the final weekend of the season, in which case the game must be rescheduled unless the game affects district seeding. If weather precludes the preceding, the game may be scheduled by the District Chairperson on Monday evening, with the day s district tournament games being postponed on day. Please refer to NMAA for this situation. VI. District Tournaments Event Conduct - The site, seeding, bracket, personnel, and other items are left to the discretion of the schools in the district. The district tournament is under the direction of the district chairperson and/or his/her designee. Ticket prices will be set by the NMAA Executive Director. A. District seeding for basketball and volleyball ; each school is to submit their district record to the seeding chairman for that sport. The seeding will take place the Sunday after the regular season has ended. B. District Tie- Breaking Procedures to Determine Placement (NMAA Handbook)

7 VII. Sportsmanship A. The district will abide by all NMAA bylaws concerning noisemakers and signage at games. All signs will be attached to a wall/permanent structure. B. Pursuing Victory with Honor guidelines will be used at all sporting events. C. Student seating sections will not be located behind the visiting team s bench. VIII. Awards A. The district recognizes only District Champions and Champion runner-ups, as noted in each sport along with All District selections. Regular Season teams or individual champions may be recognized by a school in a manner the school deems appropriate. (Sports that have a district tournament: The district will recognize the district tournament champion and the district regular season champion only.) B. There will be a district regular season champion and a district tournament champions trophy C. District Champ will receive Certificates. D. All District Teams/First team and Second team/certificates awarded E. All Academic awards for each sport shall be as follows: 1. Varsity squad full time members 2. Must have earned a 3.5 or higher. Accumulative for juniors and seniors only. F. All District awards shall be as chosen by the District. 3-5A coaches and awards will be consistent. G. District will be awarding a 3 x 5 plaque for player of the year and coach of the year in all team sports. 8 BASEBALL/SOFTBALL I. DISTRICT A. Each school will play each other twice a year home and home. Varsity and JV only. * 1:45 TIME LIMIT SUB VARSITY ONLY B. The team with the best record shall be declared the District Champion; the second best record shall be the runner up. II. TIE BREAKERS A. Tie breakers for district champ will use the NMAA tie breaker rule. III. GENERAL A. Any District varsity game that is terminated before seven innings by the umpire because of light failure, inclement weather, wet grounds, or darkness will be considered a suspended game. B. 1. Game shall continue from the point of suspension. C. 2. The line-up/batting order remains the same as the time of the suspension. D. Senior night will be last home district game parent night cannot be during district play. E. No celebratory huddling at home plate and or pitching mound before, during or after game. IV. AWARDS A. (Trophies/Plaques) will be awarded to the District Champion and Runner-Up in the District. B. Certificates C. All District team will be determined by the coaches at the end of the season meeting prior to the state tournament. (Truth and Consequences) D. All District awards shall consist of : First Team All-District Awards Certificates awarded Second Team All-District Awards Certificates awarded 3. Player of the Year will be most votes/5 x 7 plaque & coach of the year

9 BASKETBALL I. DISTRICT COMPETITION A. District Games- Member schools must play all other teams in the district twice on a home and home basis for the purpose of seeding in the district tournament. 3 officials will be used for regular season AND DSITRICT TORUNAMENT VARISTY GAMES. B. Game Times-4:00, 5:30 and 7:00 to start C-team games with JV to follow, and Varsity games to follow. 15 minutes between varsity game. 10 minutes between C and JV game. C. No huddle policy at center court. II. DISTRICT TOURNAMENT SEEDING A. Tie breakers will follow NMAA tie breaker rules. B. District Tournament week shall be the week prior to 1 st round of State. C. Game times will be at 6:00 PM. D. Three Officials will be used for the District Tournament. III. AWARDS A. Trophies are awarded to the district regular season champions and district tournament champions. B. 14 certificates to the district tournament champions and regular season champions will receive certificates. C. All District Awards will consist of : First Team All-District Certificates Second Team All-District/Certificates 3. 11 CROSS COUNTRY I. DISTRICT MEET A. Time for the meet will be as follows: Friday District Meets will use the following schedule: 3:00 PM Race 1 In odd numbered years the boys will be 3:30 PM Race 2 Race 1, in even number years, girls shall be Race 1 Saturday District Meets will use the following schedule: 11:00 AM Race 1 In odd numbered years the boys will be 11:30 AM Race 2 Race 1, in even number years, girls shall be Race 1 II. QUALIFYING A. The top three teams in each district plus the top ten individuals will represent the District in the State Meet. III. AWARDS A. Trophies for the first and second teams in the district meet will awarded. B. 9 Certificates for the District champs C. All District Awards will consist of: 1. Top ten finishers at the district meet will be First Team All-District certificates awarded 2. Second nine finishers will be Second Team All District certificates awarded

12 FOOTBALL I. DISTRICT GAME A. Each team play the other teams in the district once. B. Game times will be 7:00pm. C. Film exchange will occur as set up by the coaches the week prior. Exchange previous 2 games. D. After game huddles and celebrations will be conducted in the team s end zone and or sideline. (NOT IN THE MIDDLE OF THE FIELD). II. QUALIFYING A. The top two teams based on district records shall become the champion and runner-up of the district. B. Tie Breakers by NMAA tie breaker rules. III. AWARDS A. Champion and Runner-up will be given Trophies/Plaques as the top two teams. B. Limit of 42 certificates for district champ C. 25 First Team All-District certificates awarded D. 25 Second Team All-District certificates awarded E. year and coach of the year will be awarded with a 3 x 5 plaque Blow up mascots will be allowed. Schools must contact home management at least three days before the contest.

13 GOLF I. DISTRICT A. The top boys and girls team from district tournament shall represent the district at the state meet. II. AWARDS A. The top six individuals will be awarded certificates at the district tournament and will be declared the All-District team. Each coach may add one additional selection to the All-District team. B. 5 Certificates to the district champ team C. Trophies/Plaques will be awarded to First and Second Teams. SOCCER I. DISTRICT POLICIES A. Each team will play others in the district twice. Homes and homes each year. B. Tie breakers will follow NMAA guidelines. II. AWARDS A. Trophies/Plaques will be awarded to the District Champion and Runner-up B. 22 district champ certificates C. 11 First Team All-District certificates awarded D. 11 Second Team All-District certificates awarded E. Player of the year and coach of the year will be awarded a 3 x 5 plaque

14 TRACK AND FIELD I. DISTRICT MEET A. The district meet shall be a 1 day event with the host determined on rotation. B. The district meet will be held the weekend before the State Meet. C. The order of events is the same as the State Meet, except the host school has the option of scheduling field events. II. Event Schedule III. GENERAL A. Each school may enter 5 contestants per event and one relay team per event. B. Scoring same as state C. 1 Individual events D. 2 Relays IV. AWARDS A. Trophies/Plaques will be awarded for first and second place teams. B. Medals for 1 st Place/ Ribbons for 2 nd -6th C. High Point Girls and Boys/5 x 7 plaques

15 VOLLEYBALL I. Regular Season A. Member schools are to play each member school twice. B. Game times will be 4:00/5:00/6:00. II. District Tournament A. Use NMAA guidelines for tie breakers. III. AWARDS A. Trophies/Plaques will be awarded to the top two teams at the end of the district tournament. B. 14 certificates to the district champs C. 12 First Team All-District certificates awarded D. 12 Second Team All-District /certificates awarded E. Player of the year and coach of the year will be awarded a 3 x 5 plaque DISTRICT VOLLEYBALL BRACKET Tuesday First Round (6 vs. 3 & 5 vs. 4) Thursday Semi Final (Lower seed vs. 1 & Higher seed vs. 2) Saturday Championship All game times will be 6PM

16 WRESTLING I. GENERAL POLICIES A. All district teams will wrestle each other once during the season. A district dual match counts as one event towards the total number of matches allowed by state regulations. II. DISTRICT TOURNAMENTS A. The district tournament shall be held on the weekend prior to the State Tournament. B. Scoring for the district tournament will be No wrestle back for 2 nd place. C. The top 4 individuals in each weight class will represent the district at the state individual tournament the next weekend. III. STATE TOURNAMENT A. Individual: The top 4 wrestlers placing at the district tournament will represent the district at the state tournament the following weekend. B. The NMAA tie breaker rule will be used. IV. AWARDS A. A trophy/plaque is awarded to the First and second place team representing the district at the State Dual Team Tournament as district champion and runner-up. B. 14 district champ certificates C. 14 First Team All-District. Will be made up on 1 st team (champions)/awarded medals D. 14 Second Team All-District. Will be given to the district tournament runner-up/awarded certificates.
