Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) losure Authorized Public Disclosure Authorized Component Name Component Cost Enhancing and Scaling-Up Interventions that Address the Education Needs of the Poor 5.73 Community Participation in School Management for Better Performance 1.53 Governance and Institutional Strengthening of the Ministry of Education 5.43 Project Administration 2.07 Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Implementation Status Overview The Project contributed to increased coverage at the pre-primary education level in targeted areas. Net enrollment rates for the kindergarten year which became a compulsory education year since the approval of the new Fundamental Law of Education in January 2012 went from 46.3% in 2007, when the Project was approved by the Board, to 64.6% at the end of This improvement was boosted by the Project's creation of almost 800 Community-Based Centers for Pre-Primary Education (Centros Comunitarios de Educacion Page 1 of 7
2 Pre-Básica or CCEPREBs), mostly in rural and disadvantaged areas of the country. CCEPREBs were opened through the Project, with two-thirds of them being fully equipped with desks, educational materials for students and teachers, and stationery for students and teachers. The increase in quality at the basic education level has also been significant, especially for schools from the Honduran Program for Community-Based Education (Programa Hondureño de Educación Comunitaria or PROHECO), which were the ones targeted by the Project. While only 45% of students graduated from grade 6 in 2007 in PROHECO schools, a 98% graduation rate was reached by the end of The Project contributed to this improvement in graduation rates not only by ensuring training for all PROHECO teachers in multi-grade classes, with special emphasis on schools within Intercultural Bilingual Education (IBE) settings, but also by delivering materials to all PROHECO schools, both to teachers and students. The increase in accountability of the basic education system has also been sizeable. As of the end of the Project, all schools in the country (pre-primary, primary, and secondary) have been registered in the System for the Administration of Schools (Sistema de Administracion de Centros Educativos or SACE), the integrated system of education management of the Ministry of Education (Secretaria de Educación or SEDUC). The SACE presents a couple of modules that are of particular interest: 1) the PROHECO module, which presents information for all teachers working for this school-based management program, and detailed information on student enrollment, teacher absenteeism, and effective number of days with classes; prior to the system completion all PROHECO schools had already reported information to SEDUC to populate the system. Schools can now report this information electronically, and are expected to do so by the end of the ongoing 2013 school year. This will increase accountability by showcasing the potential of such a module if extended to the rest of the education system (PROHECO schools are approximately 10% of the schools in the Honduran system); 2) the SIARHD module, where SIARHD stands for the System for the Administration of the Teacher Payroll, and which contains complete information on the total number of teachers in the country and their characteristics; this information is being used by SEDUC to increase accountability by ensuring teachers are only entered once into the system and the different teacher characteristics that inform teacher salaries are accurately recorded and 3) the Plan Maestro module, a new dataset with detailed information on the conditions of each and every school in the country. This module has enabled SEDUC to have a complete dataset of all schools in the country, which can be used to prioritize investments according to specific needs (e.g. rehabilitation of infrastructure, furniture, etc.) The Project contributed to this achievement through the purchase of equipment (hardware and software), the financing of core capacity building activities, and the financing of the surveys that took place to collect the data, especially for the Plan Maestro. Finally, there was an increase in the governance of the basic education system, although it was of a smaller size compared to the improvements in the other three areas of the PDO. For example, with support from the Project, many schools nationwide were able to install Transparency School Boards (Murales de Transparencia or TSBs) within their school premises. In the last year, 23% of total complaints submitted to SEDUC s Transparency Unit were channeled through TSBs compared to a 40% target. Locations No Location data has been entered Results Project Development Objective Indicators Indicator Name Core Unit of Measure Baseline Current End Target Increased preschool enrollment in targeted Percentage Value areas Largely achieved. Increased 6th grade Gross Completion Rates Percentage Value in PROHECO schools Achieved. Page 2 of 7
3 Percentage of PROHECO schools that report through the PROHECO module of SEDUC s web portal information about enrollment, teacher absenteeism and number of school days Increased proportion of complaints submitted to SEDUC s Transparency Unit made through Transparency School Boards. Percentage Value Partially Achieved. All PROHECO schools reported to SEDUC information about enrollment, teacher absenteeism and number of school days. This information was then loaded by SEDUC's Statistical Division Unit in the PROHECO module loaded in the web portal. Schools did not report directly through the portal because the portal was created late in the process. However, PROHECO schools are expected to report all this information directly through the portal by the end of school year Percentage Value Partially achieved. Intermediate Results Indicators Indicator Name Core Unit of Measure Baseline Current End Target Number of new CCEPREBs opened and Number Value functioning with adequate school supplies Partially achieved of which are EIB CCEPREBs, of which 317 are IBE, have been opened and are functioning. Two thirds of them (593) have adequate school supplies. One third of desks for children will be distributed after Project closure. 4 Number of PROHECO schools receiving the packages of didactic material adapted to the National Curriculum, including textbooks and teacher workbooks, in Natural and Social Sciences. Number of PROHECO teachers trained in the usage of multi-grade didactic materials 443 from IBE CCEPREBs were trained. The reason why the 450 figure for IBE CCEPREBs was not reached was because there was no need. All volunteers in IBE CCEPREBs were trained. Number Value Surpassed. Every PROHECO school received the package of didactic material. Number Value Partially achieved. Every multi-grade PROHECO teacher was trained in the usage of multi-grade didactic materials. Direct project beneficiaries Number Value Achieved. The final numbers for this indicator are being calculated and will be reported in the ICR. Number Value Not achieved manuals were delivered to the Modernization Unit, but have not been distributed to the school networks yet. Theyare expected to be distributed in the next two months. Number Value Surpassed. Number Value Not achieved. SEDUC plans to complete the system after Project closure. Text Value No system currently in place Three information subsystems are being developed, out of which two are largely operational. Partially achieved. A plan to integrate them into one information system has been agreed with the government and will be finished after Project closure. System fully operational with updated information from 100% of departments Number Value Surpassed. Text Value Undifferentiated lines of authority, responsibility, information and execution across the central level and between central and departmental levels. HRM fully strengthened; revamped SIARHD fully comparable to SIAFI, in terms of integrity and validity controls; and SIARHD fully decentralized to 3 departments. Valid system of payroll integrity, SIARHD fully migrated to SIAFI Page 5 of 7
6 Staff from DIGECE and other relevant technical units of SEDUC trained in using information from learning assessment to monitor performance, feedback into policy making and results dissemination Partially achieved. The HRM system was strengthened through the Census of Teachers and the results of the Audit Report on Teaching Positions. A decision was made not to migrate the SIARHD to the SIAFI because the validity and integrity controls in the revamped system are equivalent to those of SIAFI. However, the HRM system has not been decentralized to all 18 departments, but to 3 of them. Number Value Surpassed.
