2 Executive Summary Since 200 2, the Center for School Change has been compiling demographic data about K-12 public school enrollment in Minnesota s district and charter public schools. The Center has done this so help inform public discussion. We used data directly from the Minnesota Department of Education Data Center, based on self-reports from districts and charters. Our work is guided by what we understand to be the best available data. Thus, we do not suggest that overall, district public schools, or charter public schools, are better. In testimony and various newspaper columns, we ve urged that educators, families, policy-makers use multiple measures to determine which schools, whether district or charter, are most effective in helping students achieve success. The report below concentrates on K-12 enrollment patterns and demographics. This is not a report about effectiveness. We note several trends over the last 10 years: 1. Overall K-12 public school enrollment has increased from 838, 997 (2005-6) to 855,867 ( ). 2. Statewide, Minnesota K-12 charter enrollment has more than doubled (from 23,689 to 53,960). 3. Meanwhile, district public school K-12 enrollment declined slightly from to 804,557 to 801, Charter enrollment has gone from about 3% to about 6% of K-12 Minnesota public school enrollment. 5. On average, charters enrolled a higher percentage of students from low income families, a higher percentage of students of color, and a higher percentage of English Language Learners. Charters enroll about 1% lower percentage of students with some form of disability. 6. These same patterns in terms of demographics are true in Minneapolis. In St Paul, the district enrolls a somewhat higher percentage of students from low income families, students of color, English Language Learners and students with some form of disability. 7. K-12 Charter enrollment has continued to grow in both Minneapolis and St Paul over the last decade. Both urban districts have seen a decline in K-12 enrollment over the last decade. However, Minneapolis district enrollment has increased in the last few school years. In St Paul, district k-12 enrollment has continued to decline. 8. As information in the appendices shows, charter enrollments and demographics vary widely. It would be a mistake to make generalizations about individual Minnesota charter public school K-12 enrollment % of charter students are enrolled in Minneapolis and St Paul charters. 49.7% are enrolled in suburban or rural charters.
