3 Proposal The proposed changes to the NSAA Athletic Bylaws would read as follows: The proposal deals with Yearbook: Article 3 Section: Page: 16 The section/paragraph/sentence indicates what is to be added/deleted/changed to the current Bylaw/Approved Ruling (additions in capital letters): The wrestling season shall begin with the first day of practice as permitted by NSAA rules and shall end with the state tournament. HOWEVER, THE EIGHT TEAMS IN EACH CLASS THAT QUALIFY TO THE STATE DUAL TOURNAMENT WILL HAVE THEIR SEASON EXTENDED BY ONE WEEK TO THE END OF THE STATE DUAL TOURNAMENT. The section/paragraph/sentence that needs to be added/deleted/changed would read as follows: The wrestling season shall begin with the first day of practice as permitted by NSAA rules and shall end with the state tournament. However, the eight teams in each class that qualify to the State Dual Tournament will have their season extended by one week to the end of the State Dual Tournament. Cost Analysis of Proposal: Participating schools will be reimbursed for travel and lodging expenses similar to other state tournaments. The NSAA has the potential to make a profit on this event. Rationale for the proposed change: The dynamics of a dual tournament are considerably different than the individual tournament. An individual state tournament can be won by a team with as few as five or six individuals. A dual tournament requires depth to win the tournament. In addition, a dual tournament promotes a total team concept where the weakest individual is as important as the strongest individual on the team. Dual tournaments are becoming more and more popular. Ten years ago there were little or no high school dual tournaments. Today there are many dual tournaments and most schools compete in at least one dual tournament with some schools scheduling as much as 50% of their tournaments as dual tournaments. A survey was sent out to all high school coaches. Several questions were asked including whether or not schools would be in favor of a state wrestling dual tournament one week following the current individual state tournament. The results of the survey are as follows: 3

4 Total In Percent Responses Favor In Favor Class A % Class B % Class C % Class D % All Classes % With the University of Nebraska moving to the Big 10 in 2011, it has been noted that by 2013 Nebraska will become the only state in the Big 10 region that does not have a state high school dual tournament. Currently, Ohio and Nebraska are the only Big 10 states that do not have a state high school dual tournament, but Ohio is adding it in We feel that it is a good move to align our state high school athletics with other high school state associations in the Big 10 region. 4

5 Date: Week 33 of the NSAA Calendar. Tournament Details Site: A venue with an arena floor space for eight regulation mats. Qualification: Eight teams will qualify in each of the four classes. The four district team champions would qualify plus four wild card teams in each class. The four wild card teams would be determined by adding district tournament points with state tournament points. The four teams with the most points that were not district team champions will be the four wild card teams. Tie-breakers for teams that are tied for the fourth wild card spot or for a district championship are as follows: (a) Higher number of state qualifiers. (b) Higher number of district tournament points. (c) Higher number of district champions. (d) Higher number of district runner-ups. (e) Higher number of district third place winners. (f) Higher number of district consolation semifinal losers. (g) Higher number of weight classes that scored district points. (h) Higher number of district tournament wrestlers. (i) Coin flip. Seeding & Pairings: Teams will be seeded 1 to 8 based on the number of team points scored at their district tournament plus the number of team points scored at the state meet. Tie-breaker for teams tied with the same sum of team points will be the same as the qualification wild card tie-breaker. The top bracket will have seeds #1 & #8 and #5 & #4. The bottom bracket will have seeds #3 & #6 and #7 & # 2. Format: Round 1: Quarterfinal duals for Classes A and B. Round 2: Quarterfinal duals for Classes C and D. Rounds 1 and 2 would alternate each year. Round 3: Consolation semifinal duals for all four classes. Round 4: Championship semifinals for all 4 classes. Round 5: Third and fifth place duals for all four classes. Round 6: Championship duals for all four classes. Quarterfinal losers will be paired in consolation semifinal duals. Consolation semifinal winners will be paired in fifth place duals. Championship semifinal losers will be paired in third place duals. Awards: Trophies will be awarded to the top four teams. Medals awarded to individuals on the top two teams with a maximum of 20 medals per team. 5

6 Reimbursements: Mileage. Mileage reimbursements will be based on the number of participants (qualifiers, number on roster) and one coach. (Note: Student Managers will not be included.) A school s mileage reimbursement will be figured using the following formula: (#miles one way 50 miles) x appropriate amount listed below: Amount Per Number of Participants/Coaches Mile $ $ $ Lodging. If lodging is used, $15 per participant and one coach will be paid based on the following criteria: Friday - over 150 miles and wrestling in Round 1. Saturday - over 150 miles and wrestling in the Championship Final. Team Personnel: Complimentary admission and floor passes for 24 team personnel will be given. A maximum of 20 wrestlers may be on the roster. Other team personnel may include coaches, student managers, or trainers. It is NOT meant to accommodate wrestlers that are not weighing in and will not compete in the meet. 8 Questions and Answers Why should wrestling have two state championship events? Wrestling is unique from the other sports. Wrestling schedules for many schools in this state are split between individual tournaments and dual tournaments. None of the other NSAA sports has this situation. Moreover, other sports have their own unique situations: swimming allows athletes to compete outside their school teams (bylaw ); basketball has the Jamboree Game prior to the winter sports date of first contests; basketball and volleyball awards a third and fourth place state trophy; and track has the Gold medal for all classes. In addition, several other states have a dual state tournament and individual state tournament for wrestling. With the University of Nebraska moving to the Big 10 in 2011, it has been noted that by 2013 Nebraska will become the only state in the Big 10 region that does not have a state high school dual tournament. Currently, Ohio and Nebraska are the only Big 10 states that do not have a state high school dual tournament, but Ohio is adding it in Over the years other sports have added state competitions and awards to their state championships based on their unique situation. Wrestling has not. Girl s basketball, boy s basketball, and volleyball have added a third place game with third and fourth place trophies to their state tournament. Track has added medals to eight places. Wrestling is requesting to add the state dual tournament based on its unique situation. Will this event take away any luster from the individual state wrestling tournament? No, it may actually enhance the district and state tournaments. Teams will be competing to get into the state dual tournament; therefore, every point will count. Teams with depth but a limited number of standout wrestlers will battle for every point even when they are out of the team race hoping to have a shot at the state dual tournament championship. Will participants miss any school days because of this event? Very little or no school will be missed. Because this event is being conducted on a Saturday, most schools will be able to travel after Friday classes have been completed Will the proposed date conflict with other state tournaments? Yes, there will be a minimal conflict with another state tournament. Swimming and Diving State Championships are currently held at the Bob Devaney Sports Center and finish up the proposed date of the state duals tournament. But because this swim event involves primarily Class A schools, it should not have any negative effect on its attendance if a state dual tournament is approved. Will extending the wrestling season one week be fair to other sports? The length of the winter sports are as follows: Wrestling 13 weeks Swimming and Diving 14 weeks Girls Basketball 15 weeks Boys Basketball 16 weeks Yes, extending the season will be fair to other sports because even with a one week extension wrestling will be tied for the shortest winter sports season. 8

9 Will this event give any advantage or disadvantage to the participating schools in the state dual tournament at the state individual tournament? No, this event is held after the individual state tournament. There is no advantage or disadvantage for the schools participating in the dual state tournament. No extra wrestling is needed to qualify for the state dual tournament. Won t the same schools win both wrestling championships? About half of the time the same schools may win. To win an individual state tournament, schools need to have several very strong individuals. To win a state dual tournament schools need to have quality wrestlers in most of the weight classes. Some schools have teams with both characteristics and win both tournaments. Will administration of this event require a large staff? Only a minimum staff would be needed to conduct this event. Dual events virtually run themselves and would require just a fraction of the planning that comes with the individual state wrestling tournament. 9
