1 Page 1114 The Washington County School Board met in Regular Session on Monday,, at 7:00 p.m., at the Washington County School Board Office. The following were present: Dr. Alan Lee, Superintendent Mr. Bill Brooks Ms. Elizabeth Lowe, Chair Mr. Jim Bishop, Vice Chair Mr. Buckey Boone Mr. Kevin Downs Ms. Kathryn Roark Mr. Jimmy Wallace Mr. Stephen Clear, Clerk 1. The meeting was called to order by Ms. Elizabeth Lowe, Chair. 2. Determination of Quorum. 3. Mr. Jim Rector led the Pledge of Allegiance. 4. Upon motion by Mr. Bishop, seconded by Mr. Downs, by 7-0 vote, the School Board Meeting Agenda was approved as amended. 5. Mr. V. T. Rector, Principal, Rhea Valley Elementary School, gave a report on his schools accomplishments. 6. Public Comment: None 7. Upon motion by Mr. Wallace, seconded by Mr. Bishop, by vote (Mr. Downs abstained), the minutes of the February 19, 2001, meeting were approved as presented. 8. Upon motion by Mr. Brooks, seconded by Ms. Roark, by 7-0 vote, the bills were approved to be paid from the funds, by the checks and in the amounts indicated: General: Check Nos $ 244, , ,544, , , ,419, Cafeteria: Check Nos , , , , Textbook: Check Nos Upon motion by Ms. Roark, seconded by Mr. Boone, by 7-0 vote, March, 2001, was proclaimed Month of the Arts. Ms. Lowe presented certificates of recognition to Ms. Vicki Burkett, Choral Music Instructor at Abingdon & Greendale Elementary Schools, and Ms. Dana Hendrickson, Art Instructor at Valley Institute and High Point Elementary, for their leadership in art and music. 10. Upon motion by Mr. Boone, seconded by Mr. Brooks, by vote (Mr. Bishop abstained), resolution to permit Washington County School employees an opportunity to participate, through payroll deduction, in the United Southwest Federal Credit Union was approved. 11. Upon motion by Mr. Bishop, seconded by Mr. Downs, by 7-0 vote, resolution was approved to permit acquisition of 15 by 200 property from Mr. H. C. Williamson, in exchange for construction of a fence between the school property and his property, for Rhea Valley Elementary in order to meet zoning codes prior to building an addition.

2 Page Upon motion by Mr. Wallace, seconded by Mr. Boone, by 7-0 vote, a waiver, to be submitted to the Department of Education to allow school to begin prior to Labor Day for the School Year, was approved. 13. Upon motion by Mr. Boone, seconded by Mr. Downs, by 7-0 vote, the request to begin a co-ed soccer program at Patrick Henry High School, with funding to be requested from the budget, was approved. 14. Superintendent Update: Dr. Alan Lee asked that the Board consider having a public hearing on the proposed Budget on March 19, 2001, at 6:30 p.m. (prior to the regular board meeting). Upon motion by Mr. Boone, seconded by Mr. Downs, by 7-0 vote, it was approved to have a public hearing on the Budget on March 19, 2001, at 6:30 p.m. 15. Board Update: Ms. Roark announced the John S. Battle High School and Wallace Middle School Spring Concert, which will be held on March 13, 2001, at 7:00 p.m. at John S. Battle High School. Mr. Wallace attended an elementary school and read to the children. Mr. Brooks visited Valley Institute Elementary School and read to the first and second grade classes. He also wanted to recognize Ms. Toblemann and Ms. Fields for their publication of awardwinning articles. Mr. Downs thanked Greendale Elementary for the recognition breakfast. He also read to a third grade class. Mr. Boone read at Watauga Elementary. He commented on a rap presentation of the school menu by the cook. He also invited everyone to visit the Starving Artist and view their art exhibit. Mr. Bishop commented on the cafeteria fire at Holston High School. Ms. Lowe thanked the schools that left artistic pins for the board members. 16. Upon motion by Ms. Roark, seconded by Mr. Bishop, by 7-0 vote, resolution to reconvene into open session was approved. 18. Upon motion by Mr. Bishop, seconded by Mr. Brooks, by 7-0 vote, the closed session was certified pursuant to of the Code of Virginia. 19. Upon motion by Mr. Bishop, seconded by Mr. Wallace, by 7-0 vote, resolution to expel student in Case No. 1 for the remainder of the School Year was approved. 20.
