1 OFFICIAL PROCEEDINGS BOARD OF EDUCATION, DISTRICT NO. 148 DOLTON, COOK COUNTY, ILLINOIS The MINUTES of the Regular Meeting of the Board of Education, District No. 148, Dolton, Cook County, Illinois held at the Administrative Office in said School District at 7:00 p.m., on the 23 rd of January ROLL CALL After the Pledge of Allegiance, President Ernesto Mickens called the meeting to order at 7:01 p.m. and directed that the roll be called. Upon the roll being called, the following members answered present: Charles Lloyd, Dexter Miles, Faith Gunter, Larry Lawrence, Charles Givines, Kim Adkins and Ernesto E. Mickens. Also present were Attorneys Mr. Miller and Mr. Steele (Ottosen Britz Kelly Cooper Gilbert & Dinolfo, Ltd.), Superintendent of Schools Dr. Nohelty, Assistant Superintendent Dr. Moore, Director of Support Programs Mrs. Llanes, Director of RTI/PBIS & Bully Prevention Mrs. Navarre, Director of Technology Ms. Marshall, Director of State and Federal Grants Dr. Davis-Smith, Director of Research and Innovation Mr. Donermeyer; Principals: Mr. Chambers, Mr. James, Dr. McFarlane, Ms. Montgomery, Dr. Parker, Ms. Walker; Assistant Principals: Dr. Marks, Mr. Palicki, Mrs. Williams; and Senior Executive Assistant Mrs. Chapman. APPROVAL OF AGENDA Mrs. Adkins moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 approve the January 23, 2018 agenda. Ayes: Lloyd, Miles, Gunter, Lawrence, Givines, Adkins, and Mickens Abstain: None CONSENT AGENDA There was discussion regarding the procedure that was followed in establishing a Consent Agenda in the past. Mrs. Adkins stated previously there was a motion for a Consent Agenda before approving the Consent Agenda. Mr. Miller explained different attorneys have different opinions on establishing a Consent Agenda. Mr. Miller shared the following two ways in which this can be done: 1. asking if there is an item that a Board Member would like removed from the Consent Agenda for discussion. The item is removed and the Consent Agenda is approved with the removal of the requested item for discussion later in the meeting; and 2. a motion is made to approve the Consent 1

2 Agenda and then asked if there is any discussion. Mr. Miller explained the legal effect is the same, but neither one is incorrect. Mrs. Adkins moved and Mr. Lawrence seconded the motion that the Board of Education, Dolton West School District 148 approve the January 23, 2018 Consent Agenda. Ayes: Lloyd, Miles, Gunter, Lawrence, Givines, Adkins, and Mickens Abstain: None DISTRICT ITEMS OF INTEREST Dr. Nohelty invited Mr. Hurst to introduce the 4 th grade science fair winners. Principals from Franklin, Lincoln, Park, Riverdale, Roosevelt and Washington schools introduced science teachers to share information about the students they selected as the science fair winners. Each 4 th grade student explained their science project and received a certificate and gift from the Board of Education that was presented by Mr. Miles and Mrs. Adkins. Mr. Hurst introduced the following organizations who presented each winner with a donation: Ms. Jessica Brown of Nevaeh Chapter and Iota Phi Lambda Sorority, Inc., and Mr. Jeffrey B. Chapman and Mr. James Jones of Ezekiel Lodge #38. Mr. Mickens encouraged parents to attend the meetings to witness the good works of the students in District 148. All Board Members thanked the students for their hard work and the donors for their continued support and encouragement to the students in District 148. Dr. Nohelty provided an update regarding the schools with the highest attendance percentage for the month of December Dr. Nohelty reported Riverdale School achieved 93.34% and Washington Jr. High School achieved 94.04%. Lincoln Jr. High School won the highest attendance percentage for the month of December with a percentage of 95.58%. Dr. Parker and Dr. Marks accepted the trophy for Lincoln Jr. High. Dr. Nohelty shared the classroom incentive for the month of February 2018: Perfect attendance for 7 consecutive days beginning Monday, February 5, 2018 to Wednesday, February 14, Mrs. Llanes, Director of Support Programs, shared information from a meeting in January with District nurses and members from Partnership for Resilience to discuss the needs for students in District 148. The Asthma Van was contacted and will work with District 148 to provide services for preventative asthma care and educate parents on asthma triggers in an effort to be the primary care for children with asthma, as well as prevent parents from having to use the emergency room as their primary asthma care. A phone number will be provided to parents to contact and locate a van in the event services are needed. Advocate was also contacted to provide services for physicals. 2

3 Mrs. Navarre, Director of RTI/PBIS & Bully Prevention, reported on Restorative Justice. DEA/DSA Phase I training. Parent Advisory Committee will take place on February 20, 2018 at 5:00 p.m. at Lincoln School. Karen Fulton will conducting informational sessions. Phase II training for staff who did not complete is scheduled for February 23, 2018 at Lincoln. A site visit took place at Riverdale School on January 18, 2018 for nomination for nomination as a showcase school. Joy from The Flippen Group was present and will prepare a report regarding this visit. The report will be submitted to a committee, which is composed of The Flippen Group Leadership Team, who will make the final decision if Riverdale School will become a National Showcase School. Process Champions in the month of February from Roosevelt and Lincoln are going to visit Riverdale School. This was put in place by Nina Dillard in the months of November and December. Mrs. Navarre discussed Capturings Kids Hearts will be coming to the remaining schools who have not received the training as of yet. Mrs. Navarre state she will provide a report on in-school/out-of-school suspensions next month. Mrs. Navarre displayed Teachers Editions of Math in Focus books for the Board to review. Ms. Marshall, Director of Technology, provided an update from the Technology department to include Information System Specialists working on serves, new Smart Boards coming in, laptops in classrooms and preparation of labs for PARCC testing. Dr. Lisa Davis-Smith, Director of State & Federal Programs, provided a report on applying for the 21 st Community Centers Grant. Based on a needs assessment, the following schools have been identified as sites to host this program: Park, Washington Jr. High and Lincoln Jr. High. The intent is to use these funds allocated by the grant to focus on the following areas: English, Language Arts, Science, Technology, Engineering and Math, Social and Emotional Learning Activities, Character Ed Activities, homework and tutoring activities. Letters requesting partnership were circulated regarding this program and positive responses have been received from various community businesses such as Dolton Library, Dolton Police Department, Karen Fulton with Restorative Justice. Dr. Davis-Smith is looking to have a rigorous and robust program. A copy of the community partnership letter was shared with the Board Members for review. The grant is for a five-year period which is due on February 15, There was discussion regarding current after school programs. Mr. Donermeyer, Director of Research & Innovation, shared information regarding how the District delivers professional development to the staff and issues the District is experiencing with professional development. Mr. Donermeyer discussed working on focusing training on one area during institute and SIP days. Mr. Donermeyer discussed identifying those teachers who have received more training than those teachers who have received less training. Mr. Donermeyer suggested using teachers who are experts in an area to lead in-house training as opposed to going outside of District to seek training. There was discussions regarding professional development in partnership with individual teachers plan and evaluation. Dr. Moore thanked Mrs. Navarre for displaying the Math in Focus textbooks and for sharing this information with the Board of Education. Dr. Moore stated copies of these text books will not be made. 3

4 Dr. Moore reported on Dr. Nohelty moving the District towards Reading Recovery. Teacher Leaders and Coaches are needed and a job description for these positions are available online. The purpose of this program is to try to close the achievement gap. Reading specialist endorsement credentials are required. All principals attended a twoday conference with speaker Anthony Muhammad. Dr. Moore shared information from this conference. Mr. Mickens asked for a list of all District 148 teachers who currently have credentials for these positions. Dr. Nohelty reported that District enrollment for January 2017 at 2,151 and January 2018 at 2155, showing a gain of 4 students. Dr. Nohelty shared information regarding the Principal opening at Roosevelt School. This position was posted for more than six weeks. 31 applications have been received. Applications are currently being reviewed to schedule interviews. The Interview Committee will be comprised of administrators, teachers, staff and two parents. Mr. Mickens expressed his interest in being a part of the Interview Committee. PRESIDENT'S REPORT The Finance Committee and Buildings & Grounds Committee meetings were held on Tuesday, January 9, Summaries of these meetings will be enclosed in the Board Packet following approval by each committee. The summaries of the Finance Committee and Buildings & Grounds Committee meetings held on Tuesday, December 12, 2017 are enclosed for Board review. DISTRICT LEADERSHIP TEAM The District Leadership Team Meeting was held on Tuesday, January 16, Mrs. Adkins shared information discussed at this meeting which included Reading Recovery and the upcoming Parent Advisory Committee Meeting at Lincoln Avenue School scheduled for February 20, 2018 with Ms. Karen Fulton. CAPTURING KIDS HEARTS NATIONAL SHOWCASE SCHOOL NOMINEE SITE VISIT Riverdale School has been nominated by Capturing Kids Hearts for the National Showcase School. A nominee site visit was held on Thursday, January 18, This is an exciting opportunity for District 148. Ms. Montgomery shared Joy from Capturing Kids Hearts was present at this site visit and is looking forward to coming back to visit Riverdale School. Ms. Montgomery shared information regarding this site visit. ILLINOIS SCHOOL PSYCHOLOGISTS ASSOCIATION S 2018 TED SMITH PRACTITIONER OF THE YEAR AWARD Dr. Vic Fuller is the recipient of the Illinois School Psychologists Association's 2018 Ted Smith Practitioner of the Year Award. This award recognizes the ISPA member who is most outstanding in the practice of school psychology. Dr. Fuller was named the winner of this prestigious award and received a plaque in his honor during the ISPA Convention Awards Luncheon in Springfield on Thursday, January 18, Dr. Fuller was acknowledged by the Board of Education for receiving this award. Dr. Fuller expressed 4

5 his appreciation of receiving this award and reflected on his 18 years of having the opportunity to grow in District 148. Mr. Fuller stated he is proud to represent the State of Illinois and District 148. SCIENCE FAIR STUDENTS LUNCHEON WITH REPRESENTATIVE WILL DAVIS The awards ceremony hosted by Representative Will Davis has been postponed. A new date and time will be forthcoming. This special recognition is for junior high students from Lincoln, Roosevelt and Washington Schools. NATIONAL SCHOOL BOARDS ASSOCIATION ADVOCACY INSTITUTE The National School Boards Association s 2018 Advocacy Institute is scheduled for February 4-6, 2018 in Washington, D.C. Updated conference information is attached for Board review. Conference registration and accommodations have been confirmed for the following: Ernesto E. Mickens, Larry Lawrence, Kim Adkins, Charles Givines, Faith E. Gunter and Charles W. Lloyd. SOUTH COOK DIVISION BREAKFAST MEETING A breakfast meeting sponsored by the South Cook Division of the Illinois Association of School Boards will be held on Saturday, February 3, 2018 at Whittier Elementary, 71 E. 152 nd Street, Harvey, IL Registration will begin at 9:30 a.m. Breakfast will begin promptly at 10:15 a.m. with the presentation to follow. Registration is required for this meeting. Mr. Miles and Mrs. Chapman will be in attendance for this meeting. BRING YOUR PARENT, GRANDPARENT, SPECIAL PERSON TO SCHOOL February 8, 2018 is Bring Your Special Person to School day in School District 148. All are encouraged to participate. RIVERDALE PARK DISTRICT S ANNUAL BLACK HISTORY CELEBRATION Riverdale Park District will host their Annual Black History Celebration on Saturday, February 24, 2018 at 1:00 p.m. to 4:00 p.m. at the Ivanhoe Fieldhouse, S. Stewart, Riverdale, IL. This year s theme is Young, Gifted, Black, and Blessed. Information regarding this event is attached for Board review and approval. Please let Mrs. Chapman know if you are interested in attending. SOUTH COOK DIVISION DINNER MEETING A dinner meeting sponsored by the South Cook Division of the Illinois Association of School Boards will be held on Wednesday, March 7, 2018, at the Orland Chateau, LaGrange Road, Orland Park, IL Registration will begin at 5:30 p.m. with the presentation to follow. The topic of the program will be: Successful Students, Successful Schools. NATIONAL SCHOOL BOARDS ASSOCIATION S ANNUAL CONFERENCE The National School Boards Association s Annual Conference will be held April 7, 2018 to April 9, 2018 in San Antonio, TX. Conference registration and hotel reservations have been confirmed for Ernesto E. Mickens, Larry Lawrence, Kim Adkins, Charles Givines, Faith E. Gunter and Charles W. Lloyd. Airline tickets have not been secured as of the time of this meeting. 5

6 STATEMENT OF ECONOMIC INTERESTS The Cook County Clerk s Office requires Units of Government to use an online system to report the list of people required to file a Statement of Economic Interests. Filers who filed online last year will be notified via the address used last year. Filers will receive instructions on how to file an online Statement of Economic Interests in March. If your address has changed since last year or if you are in question of the address on file, please see Mrs. Chapman. The Act requires the Cook County Clerk to collect a $15.00 late filing fee from any person who is required, but fails to file a Statement of Economic Interests by the May 1st deadline. Non-Filers are reported to the Cook County State s Attorney s Office. All Board of Education members and Administrators of District 148 must file a Statement of Economic Interests. COMMITTEE CHAIR REPORTS Mr. Lloyd reported the Finance Committee met on January 9, Renewal software for Technology and Police Liaison pay increase are items that will be presented under Action Items for approval. Mr. Givines reported the Buildings and Grounds Committee met on January 9, APPROVAL OF POLICE OFFICER LIAISON PAY INCREASE Mr. Mickens moved and Mr. Lawrence seconded the motion that the Board of Education, Dolton West School District 148 approve the pay increase for Police Officers in the amount of $26.50/hour. Ayes: Lloyd, Miles, Gunter, Lawrence, Givines, Adkins, Mickens APPROVAL OF THE RENEWAL OF RAPTOR TECHNOLOGIES SOFTWARE Mr. Lloyd moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 approve payment in the amount of $4, to Raptor Technologies Software for a one (1) year 2018 Raptor Annual Access Fee Renewal beginning February 1, Ayes: Lloyd, Miles, Gunter, Lawrence, Givines, Adkins, Mickens 6

7 AUDIENCE PARTICIPATION Ms. Lil Husbands asked if all Police Officer Liaisons will be receiving the pay increase depending on their time of service. Mr. Mickens stated they will all received the same pay. Ms. Husbands asked for clarification regarding ECC, a grant and possible move to Tubman School. Dr. Nohelty stated information regarding ECC will be forthcoming regarding ECC next month. Mr. Paul Walker expressed concerns that Washington Jr. High School is in need of a mentoring program for male students. Mr. Walker asked if each school has to apply for after school programs and would like to know the disparity between the different schools. Dr. Nohelty offered to contact Mr. Walker to discuss mentoring programs for male students. There was brief discussion regarding after school programs offered at different schools in District 148. EXECUTIVE SESSION Mrs. Adkins moved and Mr. Mickens seconded the motion that the Board of Education, Dolton West School District 148 move into Executive Session at 8:51 p.m. for: Discussion of employee performance and employee compensation pursuant to 5 ILCS 120/2(c)(1): (a) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body Discussion of pending litigation pursuant to 5 ILCS 120/2(c)(11): (a) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal Ayes: Lloyd, Miles, Gunter, Lawrence, Givines, Adkins, Mickens RETURN TO OPEN SESSION Mr. Lloyd moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 return to Open Session at 10:04 p.m. Ayes: Lloyd, Miles, Gunter, Lawrence, Givines, Adkins, Mickens ACTIONS FOLLOWING EXECUTIVE SESSION Mrs. Adkins stated there will be a Special Board Meeting on Tuesday, January 30, 2018 at 7:00 p.m. at District Office. 7

8 MISCELLANEOUS Mr. Lloyd shared he discussed with several principals a project with a professional basketball player from the Portland Trailblazers. The project consist of filming a video on basketball fundamentals in one of District 148 gyms. Mrs. Adkins expressed an interest in Urban Intellectuals Black History flash cards. Mrs. Adkins believes this will be beneficial for the students in District 148 and will share this information with Dr. Nohelty. Mr. Mickens shared a Meet and Greet with Above & Beyond on March 24, 2018 from 1:00 p.m. to 4:00 p.m. Mr. Mickens will share this information with Board Members who are interested in attending.
