EXECUTIVE DIRECTOR EXT 242 Executive Board Minutes December 14, 2011 Executive Board Member Attendance: Sport Commissioners: Debi Hanson, Volleyball Vern Loy, Basketball tel. Ken Woods, Football Janet Irigoyen, Soccer - absent John Whittemore, Baseball John Graham, Softball Masa Miyake, Wrestling Regional Representatives: Dave White, Central Mike Robison, Coastal Tom Simshaw, Portland Metro Erick Watson, Southern absent J.R. Call to Order/Introductions/Approval of Minutes: The meeting was called to order at 9:06 AM the Sept. 14, 2011 minutes were approved. Former OAOA Board Member Todd Wagner, Emerald Regional Representative, was recognized for his excellent six years of board service. 2. OSAA and OACA Reports: Tom, Brad and Cindy reported that all fall championships were successfully completed. Rob noted the unique working relationship between the officials, coaches and AD s associations. OACA did not receive any complaints regarding fall sport officiating. OACA will be hosting a national coaching association conference in January, OACA has and will be sponsoring clinics in basketball, baseball and football. Rob asked OAOA for help in recognizing outstanding officials at their OACA banquet for OACA s Official of the Year Award. Suggestions need to be given to Rob by our March 14 th meeting. Rob also noted his availability to assist with the Principle Course via his presentation on the Art of Officiating.

2 3. Executive Director Update: a. Winter OAOA Newsletter The next newsletter will is scheduled for mid-january. Authors of the articles have been notified that there articles need to be submitted. b. OAOA Baseball Manual The new OAOA baseball umpires manual has gone to the printer and will be available to umpires for the 2012 season. Cost will $7.00 and includes a DVD. A tremendous effort by all involved especially Mark Anderegg (PBUA) and Tad Cockerill (SRI). c. Cliff Keen request Jack reviewed the packet insert re Cliff Keen Athletics program that provides rebates to associations whose officials purchase uniforms and supplies. OAOA does not endorse any particular supplier, but will make the information available to local associations. d. Media Relations Jack reviewed an issue that has surfaced with the Oregonian publishing the names of football game officials. The OAOA Football Committee is opposed to the release of official s names. Brad explained the OSAA position of releasing official s names as a part of the timing schedule to the radio media but will reconsider listing names. The debate is trying to find a balance between publicly recognizing officials for their accomplishments vs. potential negative connotations Officiate Oregon Day (OOD) - Take the Next Step : Jack demonstrated the Officiate Oregon Day (OOD) website containing registration information, schedule of events, speakers and clinicians, etc. Suggestion made that other hotel information be made available to officials as alternatives to the Marriott. Currently, 151 officials are registered. Vern spoke on promotion and marketing. His working on TV and radio promos are forthcoming in southern Oregon. Randall will develop the onsite check-in/registration process following the March meeting. Refunds will be handled on a case-by-case basis. OOD will get a proclamation from the Governor. John reviewed the program schedule in the Board handout. Whenever content is developed, it will be pushed out to the membership as a registration incentive. Jack talked about his contacts re corporate sponsorship. Inviting coaches to OOD might enhance sponsorship. Sport Breakout Session Managers: The board felt it important to have one person in charge of and responsible for the three breakout sessions in each sport. The breakout session managers are encouraged to delegate as much as possible to the SRIs, Committee Chairs, other leaders of each sport. The most important function is to obtain speakers/clinicians and develop format, i.e. video/powerpoint presentations, panel discussions, single presenters, topics, etc. Jack should be kept in the loop to assist and update/publicize as the programs develop.

OAOA Awards and Recognition Program: Review of deadlines: Fall Sports Winter Sports Springs Sports Association of the Year Coach Meritorious Sportsmanship of the Year Clark reviewed the award nominations received to date, the upcoming deadline for fall sport Official of the Year nominations and urged Board members to remind their associations to submit nominations for the various OAOA awards. 6. Old Business: a. 501c3/HB2347 issues 501c3 associations may need to change to another c designation to be protected by the language of HB2347. Contact Jack with any questions. b. Regional representatives communication with associations OAOA Informational PowerPoint Jack and Tom noted that the OAOA Informational PowerPoint has been sent to the Board for use with local associations. Several presentations have been made. Suggested that it be posted on the Central Hub with a voiceover. 7. New Business: a. Basketball Certified OAOA Trainer Clinic other sports? Randall, Tom and Cindy reviewed the very successful recent train-the-trainer certification clinic for basketball officials. Other sports are encouraged consider this model as a way of delivering the same message to each association.

4 8. Board Standing Sub-Committee Reports: d. Regional Representatives (Tom and Erick) Regional reps will to discuss a system for tracking visits to local associations. Two way communications between the board and associations is essential. e. Finance (JR, Randall, Masa and Jamie) Quarterly reports will continue to be provided to the Board. The Finance committee will request additional reports and detail as needed. f. Bylaws (Erick, JR, Mike, Vern and Dave) g. OCEP/Training (Erick, Mike, Debi, Jamie and John W.) Basketball clinics to be scheduled 1/22 and 1/29 in Bend and Salem. h. Recruitment/Retention (Vern, Ken, Janet and Dave) i. Awards and Recognition (John G., Tom and Randall) Nothing in addition to Clark s report. 9. State Sport Committee Reports: a. Wrestling (Miyake) The new Frisch video will be posted to the Central Hub. Wrestling officials may be required to view this training video which contains a testing component. Oregon National Guard may provide a mat for the OOD wrestling breakout. b. Basketball (Loy) c. Baseball (Whittemore) State baseball committee will meet after the baseball commissioner s meeting in January. d. Softball (Graham) State softball committee to meet after the softball commissioner s meeting in January. Softball will be proposing that association crews be used for state championship games. e. Football (Woods) Season ending teleconference just held. Does an association have to accept a person who has registered? Brad will work with Arbiter to create a stop page in the registration process. Discussion continues re using 4 officials at all sub-varsity games and 5 officials at the varsity level.

5 f. Soccer (Irigoyen) g. Volleyball (Hanson) All state tournaments went well. Starting to see positive results from all the training, but some associations are still doing their own thing. 10.
