1 MEMORANDUM OF UNDERSTANDING BETWEEN GALLAUDET UNIVERSITY AND NORTHERN ESSEX COMMUNITY COLLEGE General Transfer This document establishes a Memorandum of Understanding between Gallaudet University, located at 800 Florida Ave NE, Washington, DC and Northern Essex Community College, located at 100 Elliot Street, Haverhill, MA The intention of this agreement is to facilitate the transfer process of academic credits of qualified students from the regionally accredited Northern Essex Community College to the four-year program at regionally accredited Gallaudet University for the purpose of providing a matriculation program at the baccalaureate level. Students completing the Associate Science, Applied Science or an Associate in Art degree at Northern Essex Community College in accordance with the minimum standards set by Gallaudet University, may be admitted to Gallaudet University s undergraduate program provided they meet the eligibility standards established by Gallaudet University s Office of Admissions. Students who do not meet the aforementioned minimum standards will be considered for admission to Gallaudet University on a case-by-case basis. The guidelines that govern this Memorandum of Understanding are described below. Deaf and hard of hearing prospective students must be accepted through Gallaudet University s regular admissions process. Hearing prospective students must be accepted into the Hearing Undergraduate Students program (HUGS). Gallaudet University guarantees the transfer of college-level credits, provided that all coursework has been completed with a minimum grade of C or the equivalent. Course Equivalencies have been established to ease the transfer evaluation process. The equivalencies are subject to change and the current information is available on Gallaudet University Registrar Office s website. Undergraduate students, including those who transfer from Northern Essex Community College are required to complete the General Studies Curriculum as a part of their degree requirements. General Studies courses, which follow an interdisciplinary curriculum, do not have exact equivalencies from Northern Essex Community College. A system of credit waivers has been established to waive these General Studies requirements, thus allowing students to complete their requirements in a timely manner. Information on the credit waiver system is available on Gallaudet University's General Studies Program website. Gallaudet University may require validation examinations in courses in which students have received transfer credit. Placement tests in English, American Sign 1

2 Language and Mathematics are offered to determine appropriate placement in credit-bearing courses or non-credit bearing courses. An applicant may be admitted with conditions in English, American Sign Language, and/or Mathematics if the applicant corroborates academic potential and high motivation evidenced by: 1. Good overall grade point average (GPA) in academic courses from Northern Essex Community College 2. Acceptable scores on appropriate admissions exams 3. And letters of recommendation from school personnel, vocational rehabilitation counselors, or other professionals. Admitted hearing undergraduate students are eligible for financial aid through federal programs, but are not eligible for merit-based financial aid awarded to deaf and hard of hearing students. The Gallaudet University Office of Admissions reserves the right to request additional documentation and standardized testing from any potential transfer applicant. Implementation and interpretation of this Memorandum of Understanding will be consistent with applicable and mandatory policies and procedures established by the accrediting and governing bodies of Gallaudet University and other agencies having jurisdiction over either institution. The District of Columbia laws prevails if there is a conflict between the two jurisdictions. This Memorandum of Understanding becomes effective with the signatures of all parties and shall continue in effect unless voided by either party upon sixty (60) days prior written notice. Gallaudet University and Northern Essex Community College will consider in good faith any amendments either party proposes. The Memorandum of Understanding may only be amended in writing, with amendments signed by both parties. Signed on October 20,
