4 PREFACE Keeping in view the objectives, mission and vision of reforms in the field of Education, here is an effort of presenting the significant document namely Institutional Planning and Annual Calendar for the session It consists of an overview of the Vidyalaya like its establishment, growth and development. It also consists of all the key elements like Vidyalaya Management and Administration, responsibility sharing through various committees, clubs, activities etc. It also consists of the planning of the activities and important days which covers prominently Scientific, Literary/stage activities, Performing Arts and Arts related activities, prominent festivals, important holidays etc. While preparing this document the guidelines sent by Regional Office Chandigarh and Head Office Delhi have been taken into consideration. The efforts are directed towards fulfilling the objectives of Navodaya Vidyalaya Samiti through optimum utilization of available resources both Human Resource and Material Resource. I am Grateful to all those who have helped me directly or indirectly in preparing this vital document. There is always scope for improvement as nothing is perfect or final in this world. 5 ABOUT KASHMIR According to Nilmatpurana which is the oldest legend (and also its translation---rajtarangini), Kashmir was once a lake known as Satisar, i.e., the lake of Sati, named after Parvati(Goddess Durga), the divine consort of Lord Shivameasuring depth in hundreds of feet. It was occupied by a demon Jalodbhava(Water Born) till Lord Vishnu occupied and assumed the form of a boar(varah) and and killed the demon and cut the mountain at Varahmulla (Varmul or Baramulla), bearing and opening in it for the river water to flow through. The water of the lake rushed out and the valley was free from demon. There was water all around. Kashyap Rishi drained off the water making it an abode. According to Nilmatpurana, the chief of the nagas, the author of the purana called Nila and the son of the sage Kashyap Rishi took care of the land and named it after his father (KASHMIR). Set like a jeweled crown on the map of India, Kashmir is a many faceted diamond, changing character with the seasons always extravagantly beautiful. Three Himalayan ranges Karakoram, Zanaskar and Pir Panjal snow capped, majestic, frame the landscape from northwest to northeast. They are the birthplace of great rivers which flow through the Kashmir valley. Rajtarangini the chronology of Kashmir kings written by Kalhan euoliges the beauty of Kashmir as follows: Kashmir Parvati Paroksh; Tat Swami ch Maheshwara:. Meaning that Kashmir is as beautiful as Goddess Parvati manifest; and its owner is Lord Shiva Himself. Emperor Ashoka introduced Buddhism to Kashmir in the 3 rd Century BC which was later strengthened by Kanishka. Huns got the control of the valley in the early 6 th century. The valley regained freedom in 530 AD but soon came under the rule of Ujjain Empire. After the decline of the Vikramaditya the valley had its own rulers. There was a synthesis of Hindu and Buddhist cultures. Lalitaditya ( AD) was the most famous Hindu ruler who extended his kingdom upto Bengal in the East, Konkan in the South and Turkistan in the North. Islam came into Kashmir in the 13 th and 14 th centuries. Zain-Ul-Abedin ( AD) was the most famous Muslim ruler who came to Kashmir when the Hindu King Sinha Dev reigned there before Tatar invasion. Later Charaks Haider Shah, son of Zain-Ul-Abedin, continued to rule till 1596 AD when Akbar conquered Kashmir. Later on Pathans, Maldev, Dogras ruled over it. The state was governed by by the Dogra rulers till 1947 when Maharaja Hari Singh signed the instrument of accession in favour of the Indian Union on October 26, Page 5 of 59

6 ABOUT SRINAGAR & GANDERBAL Sri means Sun in Sanskrit, hence Srinagar literally means Suncity. Srinagar is located in the heart of the Kashmir Valley, and is spread on both sides of the Jhelum river. Kalhan, author of Rajtarangini states that Srinagar was founded by Emperor Ashoka in 3 rd Century BC. The present Srinagar was founded by Pravarsena II. Hiuen Tsang, the Chinese traveler had visited it in 631 AD. Lalitaditya Mukhtapida was he most illustrious ruler of the Hindu period which ended in 1339 AD. King Zain-Ul-Abedin ( AD), who was popularly known as Badshah was a great patron of Sanskrit. Akbar captured the valley and endowed Srinagar with mosques and gardens. The Sikhs overthrew the last Muslim ruler during the reign of Maharaja Ranjit Singh in In 1846 the Dogras secured the sovereignty of Kashmir from the British under the treaty of Amritsar, and in 1947 it became a part of the Indian Union. Srinagar is at once a collection of images: a son-et-lumiere that tells the story of the love of Mughal Emperors for this paradise vale; deep green rice fields. Ice clad mountains; river bridges of gardens in bloom and lakes rimmed by houseboats; tourists from all over the world involved in all kinds of adventure sports; Pilgrims seeking peace of soul visiting the holy shrine, temples or holy places; at once summer capital of the state, business centre and holiday resort. The river Jhelum and the lakes the Dal, the Nagin, the Anchar, dominate Srinagar and its life and activities. Here lush wild gardens of lotus and water lily flower amidst bustling lanes. By the lakeside spread the beautiful gardens of Shalimar, Nishat, Chashm-e-shahi, Parimahal, Botanical Garden, Nehru Park with variety of beautiful flowers, plants and trees and water sports. The district Ganderbal has been carved out of District Srinagar in Situated on the banks of Sindh, Ganderbal offers excellent camping and mooring sites. It is terminal point for several wonderful places in the valley like Sonamarg, Kokernag, Verinag, Holy Amarnath Shrine via Baltal, Kangan, Manasbal, Ksheer Bhawani Temple and other places. Tremendous water resources are available in Ganderbal district which are responsible for feeding maximum of Srinagar district and adjoining areas of district Ganderbal. District Ganderbal is also known for being a leading area in the poultry and fisheries business. It is known far and wide for the beautiful craft known as Pashmina displayed especially on shawls and other fabric. All over India and world Pashmina craft can be seen as it is in huge demand. Academic infrastructure is also coming up tremendously here. The Govt. has located a site here for opening central University. Also a polytechnique is proposed to be established adjacent to the vidyalaya. Besides, the enthusiasm and response vis-a-vis education for all and especially for girls is highly motivating and exemplary in Ganderbal. Page 6 of 59

7 NAVODAYA VIDYALAYA SCHEME Introduction In accordance with the National Policy of Education (1986), Government of India started Jawahar Navodaya Vidyalayas (JNVs). Presently the JNVs are spread in 28 States and 7 Union Territories. These are co-educational residential schools fully financed by Govt. of India through an autonomous organization. Navodaya Vidyalaya Samiti admissions in JNVs are made through the Jawahar Navodaya Vidyalaya Selection Test (JNVST) at Class VI. The medium of instruction in JNVs is the mother tongue or regional languages up to class VIII and English thereafter either English or Hindi is used as medium of instruction for rest of the subjects. Students of the JNVs appear for X and XII class examinations of the Central Board of Secondary Education. Though from this year there is a choice for Class X for appearing as internal/external candidate. While education is free in these schools including boarding, lodging, uniforms, text books and several other things, a nominal fee of Rs. 200 per month is collected from the children of Class IX to XII. However, children belonging to SC/ST, Girls and children belonging to the BPL (Below Poverty Line) families are exempted from any fee. Main Objectives of the Scheme To provide good quality modern education including a strong component of a culture, set of values etc. Awareness of the environment, adventure activities and physical education to the talented children predominantly from rural areas. To ensure that students attain reasonable level of competency in three languages. To promote national integration through migration of students from Hindi to non-hindi speaking states and vice-versa. To serve in each district as focal point for improvement of quality of school education in general through sharing of experiences and facilities. Page 7 of 59

8 STATE WISE DISTRIBUTION OF JAWAHAR NAVODAYA VIDYALAYAS According to the Navodaya Vidyalaya Scheme, one Jawahar Navodaya Vidyalaya is to be set up in each district in a phased manner. At present there are 595(576+19)vidyalayas spread in 27 States and 7 Union Territories out of which 583 (576+16) are functioning. 9 JAWAHAR NAVODAYA VIDYALAYA HATBARA GANDERBAL AT A GLANCE Kashmir, known as paradise the Paradise on Earth throughout the world has scenic beauty par excellence. The snow covered glittering peaks, sprawling lush green pastures, lotus lakes, blue rivers, deodar forests, sky soaring Chinars are the divine gifts of nature to this God s chosen land. Ganderbal, one of the district carved out of Srinagar is situated on the outskirts of the Srinagar city at a distance of around 30 Kms. JNV Hatbara Ganderbal was established in the year 1987 by NVS authorities, an autonomous organization under the Ministry of Human Resource and Development, Government of India, New Delhi. The vidyalaya was mostly running in rented buildings for the maximum time at village Haran, which resulted in its slow progress. It also witnessed unfortunate turmoil of militancy era of 90 s violence and disturbances soon after its inception, which adversely affected its pace of growth and development in every field. As a result of the strong commitment and tireless efforts of the officers of Navodaya Vidyalaya Samiti, Regional Office, Chandigarh and NVS, Head Quarter, New Delhi, this institution was finally shifted to its permanent site at Hatbara in The execution of the construction work at permanent site is still under progress and it is yet to come up as full fledged institution, though the vidyalaya had been upgraded to +2 stream, in the year Today classes 6 th to 12 th with two sections each sit in the Academic block for regular classes. There is space and scope for CCA and other activities. The Vidyalaya has a huge campus of about 182 Canals fenced with concrete boundary wall but it has yet to be properly maintained in view of water logged area. The NVS has taken this vidyalaya on priority basis as far as education of children is concerned. It has been taken up under Smart School Project. This Smart School is growing up year by year with the setting up of well equipped laboratories for different disciplines like Physics, Mathematics, Biology, Chemistry and IT/Computer Science. Also there is a separate set up for miscellaneous things like Art, Music, Sports. There is a Smart Room and a museum with collection of ancient and traditional relics. Projects are in pipeline for getting couple of rooms equipped with LCD projectors and proposal has been given for getting the broadband connectivity. CCE has been implemented in the vidyalaya as per the desires and norms of Min. of HRD, NVS and CBSE. Page 9 of 59
