2 Saranac Community Schools Board of Education Meeting #16 The regular meeting of the Saranac Community Schools Board of Education was held on Thursday, April 12, 2018 in the Library, Saranac Jr/Sr High School, 150 Pleasant Street, Saranac, MI. The meeting was called to order at 7:00 p.m. Present: Courtnay, Doll, Elliott, Hawkins, Jackson, Price & VanKuiken. Sarah Doll led in the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes from regular meeting dated March 22 nd and Finance Committee minutes dated April 9, 2018 were approved as presented. APPROVE TREASURER S REPORT: The Treasurer s Report for March was accepted as presented. ADDITIONS & DELETIONS TO THE AGENDA: None COMMENTS FROM GUESTS AGENDA ITEMS: None STUDENT REPORT: None ADMINISTRATOR S UPDATE: Elementary Principal, Mike Catrell reported the M-Step testing for 3 rd -6 th grade starts this week. They completed March is Reading Month and achieved all their goals. The book fair is going on right now. JSH Principal, Josh Leader reported they have started the statewide standardized testing this week. Ionia County Parent Advisory Council at the ISD will be recognizing Special Education award nominations for teachers, Melissa Chaffins & Tracy Dahms, and student Kyle Koerner. MSU s traveling theatre troupe will be performing for students on April 13. Friday April 20 there will be a Fine Arts Night at 7 p.m. at the JSH. Orientation for 7 th & 9 th grade students and parents will be held Thursday, May 10 th at 6:30 p.m. Prom will be held Saturday, April 28 th at the University Club in Grand Rapids. National Honor Society induction is April 24. Graduation speaker for this year is Virgil Biggs. Student, Kendahl Overbeck was at the meeting to receive a certificate from the board in recognition of her nomination for the MHSAA scholar-athlete Award. APPROVE SUPERINTENDENT S CONTRACT: Motion by Price, supported by Doll and unanimously approved that the Saranac Board of Education approve the Superintendent s Contract from July 1 st, 2018 to June 30, STRATEGIC PLAN FACILITIES AND ENVIRONMENT: Superintendent, Jason Smith updated the board on the District Strategic Plan Facilities and Learning Environment with the current progress and continued plans for the school year. 2
3 2 ND BUDGET AMENDMENT: Superintendent, Jason Smith presented the 2 nd budget amendment for general fund, and the 1 st budget amendment for food service. COMMENTS FROM GUESTS NON AGENDA ITEMS: None SUPERINTENDENT S REPORT: Jason Smith reported the Appreciation Dinner is set for Tuesday, April 17 at 6 p.m. We will be providing a room for Head Start in the Elementary School for next year. Technology Director, John Milewski is looking into IT requirements for the Microsoft Academy curriculum. The administrators have begun initial discussions on the FY 19 budget. There is a meeting on Friday, April 13 with the Michigan Department of Treasury. There will be an article in the Sentinel regarding the upcoming bond election and the voting locations. BOARD REQUESTS/REPORTS: A board member reported that the PTSO carnival is scheduled for April 27. A board member reported on state budget bills that impact homeschool partnerships. COMMUNICATIONS: None CLOSED SESSION FOR NEGOTIATION PURPOSES: Motion by VanKuiken, supported by Courtnay that the Saranac Board of Education go into closed session at 8:25 p.m. for the purpose of negotiation planning, returning to open session at 8:32 p.m. Roll Call Vote: Yes Courtnay, Doll, Elliott, Hawkins, Jackson, Price & VanKuiken,. Motion Carried. OTHER: Superintendent Smith reported on the school calendar. 35 TO: Board of Education FROM: Jason Smith, Superintendent SUBJECT: Teacher Partial Leave of Absence Per the SEA collective Bargaining Agreement any tenured bargaining unit member (teacher) who was at one time a full-time employee and is currently less than full-time is considered to be on a partial leave of absence. An employee on a partial leave of absence is entitled to return to a comparable position for which he/she is certified and qualified, even if such a return necessitates displacement of a bargaining unit member. Those employees on a partial leave of absence must notify the Board of Education in writing by April 15 th if they wish to return to full time employment for the following year or request a continued partial leave of absence. We have been notified by one of the teachers that they wish to remain on a partial leave of absence for the school year. The request can be handled in one of two ways. 1. Agree to the request as submitted. This will allow the teacher to continue to work half time but have the right to request to return to full time at the end of the year. 2. Deny the request. This will require the teacher to either return to full time employment next year or resign half of their position and become a half time teacher. This would only entitle them to half time employment in future years. Background: Suggested Resolution I move that the Saranac Board of Education approve/deny the request for the teacher to remain on a partial leave of absence for the school year as presented.
