1 West Central Communities ES (03-W) On July 30, 2008, Board Member, Dr. Sandra Richmond requested the following information relative to the Capital Plan Workshop and Elementary School 03-W: Request: Please provide a list of subdivision names, number of units constructed and planned, number of permits, etc. for Elementary 03-W. Response: Please refer to the attached maps and table regarding Elementary 03-W Study Area, proposed Elementary 03-W boundary area and data regarding planned residential developments/subdivisions. There are 2,918 planned future residential units within the Elementary 03-W study area. Thirty-six percent of these planned units or 1036 units are within the proposed Elementary 03-W boundary area. Request: Please provide the number and percent of students in Equestrian Trails Elementary School (ETES) that would need to be moved out of their municipal areas to attend Elementary 03-W. Response: Equestrian Trails Elementary School (ETES) is located in the Village of Wellington and West Central Communities Area Elementary (03-W) is in unincorporated Palm Beach County. Students currently assigned to ETES live in the Village of Wellington, the Village of Royal Palm Beach and in unincorporated Palm Beach County. No students that live in the Village of Wellington will be moved to 03-W. 367 students that live in the Village of Royal Palm Beach and that are currently assigned to ETES will be moved to 03-W under the most recent draft boundary change. Students living in SAC 156R (Victoria Groves/Shoma), which is in the Village of Royal Palm Beach would be traveling about the same distance to get to 03-W as they currently do to get to ETES. Some students currently attending Cypress Trails ES (i.e. those living in Bella Terra) would be traveling a shorter distance to get to 03-W than they currently travel to get to Cypress Trails. Other areas moving from Cypress Trails to 03-W are the same distance to either school or slightly closer to Cypress Trails. The SAC moving from Cholee Lake to 03-W is much closer to 03-W than Cholee Lake Elementary School. Request: Please provide the number of Village of Royal Palm Beach elementary students that would move out of their municipality to attend Elementary 03-W. Response: Two hundred and thirty-two (232) Village of Royal Palm Beach elementary students (SACs 106C and G) are proposed to attend Elementary School 03-W from Cypress Trails Elementary. Three hundred and sixty-seven (367) Village of Royal Palm Beach elementary students (SAC 156R) are proposed to attend Elementary School 03-W from Equestrian Trails Elementary. For comparison, the following information is provided:

7 Questions: West Central Communities Elementary (03-W) 1. Are there alternatives to building the school? 2. If the decision is to build the school what is the best means of accessing the site?

8 Implications of Postponing 03-W Pros: 1. Saves some capital funds. 2. Makes funds available for other prioritized projects. 3. Saves cost of school administration. Cons: 1. Extensive boundary changes necessary to meet Concurrency and CSR. 2. Expense of adding relocatables to several campuses. 3. Expense of adding covered walkways as required by law. 4. Existing relocatables, including some old ones, at several schools will remain. 5. Impacts PE space for schools with relocatables (esp. ETES). 6. Does not provide space for growth. 7. Could reduce or eliminate choice seats at Pine Jog ES. 8. Only delays the construction of the school which will eventually be necessary due to continued growth in the area. 9. The school (03-W) will cost more to build at a later date. 10. Meeting CSR will be difficult for several schools resulting possible penalties. 11. Relocatables are generally more expensive to operate, maintain and secure than permanent buildings. 12. Several elementary schools would have enrollments of 1,100 1,200 students.

Johnson ES 91% (0/21) Cost Considerations: Each additional modular (new) installed - $150,000 Each relocatable moved and installed - $35,000 Covered walkways - $43/SF Higher annual cost for maintenance and utilities Other Considerations: Statute requires the elimination of portable classrooms that are 20 years old and older. There are no relocatables at Elbridge Gale ES and the school was built for CSR. Equestrian Trails and Royal Palm Beach do not have space for more relocatables. Students living in RPB would probably be in schools in Wellington or unincorporated PBC due to a lack of space in RPB.

11 03-W Access Options Pioneer and Marginal Some widening of both streets. Traffic light or roundabout at Lyons and Pioneer. Culvert at Marginal bridge (south). No additional land acquisitions. Est. Cost: $1.3M to $1.8M Lyons Road Turning lanes off of Lyons. Traffic signal on Lyons. Additional land required. Fewer homes impacted by school traffic. A school of approximately 70 to 140 students planned on Lyons. Est. Cost: $2.0M to $2.4M

Whispering Pines ES is getting an addition to right size the school and eliminate portables.

Coral Sunset. Coral Sunset s Program Capacity is 83%. The District recently completed additions at Coral Sunset and Hammock Pointe to eliminate the portables. Adding students would likely result in adding them back. The plan for Waters Edge ES is to split the gifted program as opposed to a boundary change.
