2 Introduction: Eastover Elementary has experienced enrollment resurgence the past few years. Earlier in the decade, Eastover struggled to maintain enrollment; and was designated a workplace transfer school in 2001 and on the vacant schools list in years 2002 through 2005 in order to attract students. Eastover is a geographically large attendance area that includes Eastover, Myers Park, Dilworth, Elizabeth and Midtown. There are three magnet elementary schools located within the Eastover attendance zone: Myers Park Traditional, Elizabeth Traditional, and Dilworth Visual and Performing Arts. A significant number of students (286) who live in the attendance boundary attend magnet programs. Below is a chart based on 20 th day 2009 data that shows the enrollment dynamic of the school. Since 2006, the kindergarten class has been the largest grade with 5 th grade the smallest. For , the entry age for kindergarten was moved back from five years of age on or before October 16 th to August 31. EC self contained) * = 589 *20 th day data. To further compound overcrowding at Eastover, the space on site to add mobile units is extremely limited. All instructional classrooms must be contained within the existing facility. To accommodate growth for , the auditorium has been temporarily converted to classrooms (though not counted as part of the core classroom capacity). Public Engagement: As a result of the two public engagement meetings held September 29 th and October 8 th at Myers Park HS, and having received numerous s and phone calls, the following describes three revised discussion options which address the issue of overcrowding at Eastover: a) small attendance boundaries with Myers Park Traditional and Elizabeth Traditional changes from a full to partial magnet b) boundary change and facility move between Dilworth Arts and First Ward c) boundary change and facility move between Dilworth Arts and First Ward with boundary expanded into Selwyn Elementary attendance area (this is the first time mentioned, community engagement will be sought). The other options previously presented are eliminated. 2

3 (Option A) Attendance Boundaries for Myers Park Traditional and Elizabeth Traditional Making Them Partial Magnets The map and datasheet show a small attendance area around Myers Park Traditional and Elizabeth Traditional. There are a total of 85 students (non magnet, non self contained Exceptional Children), in addition to 15 students for growth, moved from Eastover to Myers Park Traditional and 33 students, 5 additional students for growth moved from Eastover to Elizabeth Traditional. To accommodate the additional enrollment, 60 seats at kindergarten were reduced for Myers Park Traditional, and 40 seats at kindergarten were reduced at Elizabeth Traditional. All students currently in the Traditional magnet program will remain in the program. It is anticipated that the Traditional magnet program implemented school wide. This option changes Myers Park Traditional and Elizabeth Traditional for a full magnet program to a partial magnet. As a result, fewer seats will be available for the Traditional magnet program. The affect on total enrollment, capacity utilization and free and reduced priced lunch is described in the corresponding data table starting on page 8. Below are charts for the Traditional magnet programs by sending school and grade. Both magnet programs pull students from all over the county. 7 Elizabeth Traditional Sending Schools KG Grand Total Winterfield Elementary (Option B) Facility Move Between Dilworth Arts Magnet and First Ward Option, Boundary Change: In conjunction with a boundary change between First Ward and Eastover, this option moves the location of the magnet program from Dilworth Arts to First Ward. Dilworth becomes the school that serves the attendance area, and First Ward serves as the Visual and Performing Arts magnet. This option supports maintaining a strong magnet presence at the school and in the immediate community. This option moves the location of the magnet program from Dilworth to First Ward. As a result of the magnet review and Board approved plan, the Accelerated Learning program will be eliminated from First Ward for the school year. For the 20 th day 2009, there were 175 students (school total 447) from outside the attendance area enrolled in the magnet program. The magnet program represented 40% of the total enrollment for First Ward that will be eliminated in The Board previously directed staff to develop a magnet program for First Ward. The staff has been working with the community to meet this directive. With the move of the magnet program, the additional magnet program will not be necessary. The map and datasheet begin on page 10 of the report. (Option C) Facility Move Between Dilworth Arts Magnet and First Ward Option, Boundary Change Including Selwyn: As the same from Option B, the Visual Performing Arts Magnet at Dilworth will move to First Ward and Dilworth becomes the attendance area school. This new boundary leaves an area boundary by Providence Rd., Chilton Pl. and Queens Rd. in Eastover while moving an area in the Selwyn attendance zone to the new Dilworth attendance zone. This is the first time mentioned, community engagement will be sought. The map and datasheet begin on page 12 of the report. 7
