1 WILLIAM SHREWSBURY PRIMARY SCHOOL HEADTEACHER'S REPORT TO THE GOVERNING BODY FOR THE AUTUMN TERM 2016 MONDAY 28 TH NOVEMBER 2016 at 6.00 p.m. 1

2 Dear Governors, This has been a challenging year for education in many areas but particularly in assessment and testing, recruitment, structures and funding. In terms of assessment, despite the chaos surrounding the end of key stage tests, we now know that our school s performance compared to other schools nationally was very strong at the end of Key Stage 2, above at Year 1 and broadly in line at the end of Key Stage 1. We have analysed the data carefully and shared the main findings with you. We know where our weaknesses are and we have already started work to address them. I think we are well placed to ensure we maintain our high standards and make improvements in identified areas. Teaching and learning is good overall in our school and we should celebrate that. In terms of recruitment, we are fortunate to have been able to find and identify good quality staff. It is definitely much harder to recruit than ever before but we invest time and resources in getting this right and I believe it is paying off. In addition, we are investing training and development in the next generation of middle and senior leaders and we are growing our own staff to ensure we have an effective succession plan when staff retire or move on. In terms of funding, we have continued to manage our finances prudently and we are fortunate that our numbers remains stable. There is no slack at all in the budget and no sign of improvement. We have pared back our expenditure as far as we can without reducing staff. We must hope the Fairer Funding consultation will at least not leave us any worse off than we already are, but we will need to have a vision of how we will proceed if the cuts get any worse. Finally, in terms of structures we have reached the point where we need to take a view on what the next steps for the school will be. We may not need to take those steps immediately but a time will almost certainly come in the next few years when we will. Although the government has dropped the notion of compulsion in changing school structures it has not given up on the ambition that all schools will eventually become academies. The more pressing problem in Staffordshire is what will happen if the Local Authority is no longer able to support maintained schools, which by its own admission may be in the next two years. We are a strong and good school. We are outward facing and have been collaborating effectively with others for many years. The time has now come to be masters of our own destiny and decide which way we should go next. I have every confidence you will make the right choices for our school and for the community it serves. 4 2. PERSONNEL 2.1. Staffing. Three new staff have begun work this term; Miss Emily Berry, NQT in Year 5, Miss Lucy Hunt, 3 years experience, in Year 4 and Miss Emily Jay, NQT in Year R. They have all settled in very well and are proving to be very good additions to the staff team. We have appointed Mrs Nicola Cornell, an experienced Infant teacher, to cover Mrs Marriott s Pupil Premium groups. Mrs Bailey, Mrs Griffiths and Mrs Marriott are all on maternity leave. Mrs Marriott s Maths TLR is being covered by Mrs Nattrass and Mr Riley. We appointed Mr Kevin Bailey to replace Rob Johnson as Site Supervisor and Mr Bailey, an experienced school janitor, has made a very good start to the role. We have recruited a new lunchtime supervisor and a new cleaner this term. We have promoted one of our existing cleaners to the role of Senior Cleaner following the retirement of Mrs Heather Bailey after 19 years at the school Whole Staff INSET/staff meetings Two whole school INSET days were held on 5 th September and on 31 st October. On 5 th September, as is usual practice, the morning session included annual updates on child protection, health and safety, risk assessments and medical issues for the whole school community, English and Maths updates and the rest of the day was for staff, department and year group meetings and preparation for the new term. On 31 st October the teachers focused on Reading and Assessment, two of our main priorities for this academic year. The support staff had Intervention Training and Emergency First Aid training on that day. A full list of themes for whole staff meetings and Leadership and Management meetings for the Autumn Term is attached at the end of the report Training. This year we have taken a conscious decision to invest more time and resources in staff CPD and in particular the development of leadership skills at all levels. I have met with each member of the teaching staff to discuss their professional development and career plans and we have identified personalised training for each teacher. We are using a number of new providers for the training this year and feedback so far from staff has been very positive. In addition, a number of new staff have taken on additional responsibilities as a result of this plan. We will be overspent on the training budget this year but I believe this is a very good investment in the future of the school. A full list of courses attended is attached on an excel spreadsheet with the of the report Performance Management..Last term, team leaders carried out the remainder of the lesson observations as part of the performance management cycle. Review meetings took place at the beginning of the Autumn Term. The Governors Pay committee met on 11 th October to consider the performance reviews and pay recommendations. Objectives for the academic year were set in consultation with staff on 28 th September (teachers) and 6 th October (TAs).These are linked to key objectives in our Learning Development Plan and these can be seen in the appendix at the end of this report. 4

5 The Senior Leadership Team will be working on the main priorities in the Learning Development Plan for their performance management objectives. These will be similar to those of the rest of the staff in some aspects but with additional actions to reflect the fact that they are responsible for the progress of the objectives for their whole department. The Teaching Assistants objectives have also been set this term and midday supervisors performance management will be done in the Spring Term. Examples of objectives for all staff can be seen at the end of this report. 2.5 NQTs We have had two NQTs in school this year and we are provided training and support to them from a variety of sources. Mrs Elsmore and Mrs Pearson are their mentors and in addition they will have in-house mentoring and support from our own staff, visit other trust schools, attended courses, meetings and conferences and be given an additional 10% non-contact time to plan and prepare lessons. 3. PUPILS AND CURRICULUM 3.1 Exclusions. There have been no exclusions this term. 3.2 Admission numbers. We currently have 671 pupils on roll. 3.3 Special Educational Needs. Heidi Elsmore Inclusion Lead SEND Governors Report Heidi Elsmore Main achievements this term: The Educational Psychologist has completed an assessment for 1 child and we have agreed on completing two cycles of plan, do, review before putting in the application for an EHCP. There are some discrepancies between the assessments and what he is able to do in class and so we need to gather more evidence. An AEN has been put in for this child. A further AEN has gone in for a Year 1 child and I have started to put together another AEN for a Reception child. We have had 1 EHCP annual review. Our SENSS support has been into school to complete a dyslexia friendly learning walk. This went very well. Actions from this were to add arrows around school to direct people to some key locations (Exit, Early Years, ICT), displaying the School Council for KS1 as well as KS2, mnemonics and numbers as words in the classroom. She was impressed with the folder of evidence but informed me that we will need to do the re-verification of the Full-Status and then quickly onto the Enhanced. The assessment is on the 30 th November. Thank you to Louise Salt and Jane Hunt for making resources and to Louise for communication with Governors about training. Interventions are successfully up and running. Staff seem more confident this year and have really taken ownership of the interventions and enjoying delivering them. We are very lucky to have the amazing TA s that we have at WS! See intervention impact tables.(available on request from Bernadette) We have had TA s from Outwoods and St Modwen s to observe our TA s deliver FFT and precision teaching in Y1 and Y6. Jane Hammond has successfully delivered a Makaton weekend course. I have attended the Senco update and a dyscalculia training course. 5

6 We have had two staff meeting focussed on SEND. I have been to nasen to help with the development of the SEND Gateway. This was a great opportunity and I hope to be involved during the following stages also. Emma Martin and Amy Bushell have attended training through HOPE and developed their own Mindfulness intervention. They are initially delivering in Y1 and 3 but we hope to deliver some sessions to all children. The feedback so far has been incredibly positive. The FUSE (Families United Socially and Emotionally) meetings have gone well. The numbers attending have been gradually increasing over the 3 meetings that we have had. We had a speech and language therapist attend the last meeting and have plans for other visitors in future meetings. Thank you to Katie Herbert and Helen Dimelow for supporting with this. Once we hopefully complete the re-verification, we will go on to achieve Enhanced status. All new staff (last 2 years) have completed a training needs questionnaire and I would like to support them on filling some of their gaps in skills and knowledge around SEND. Contact Small Talk to arrange for Libby Hill (SALT) to come and support a PP child with significant need and also to give advice on how we can further support our children in Early Years. Pupil Premium. The most recent Pupil Premium report is now on the website and hard copies will be available at the meeting. 6

7 3.5 Sports Premium The report was attached at last term s meeting and is available on the website. 3.6 Attendance and Punctuality. Last academic year saw some of the highest levels of attendance I can remember. Unfortunately, the pattern this year is not the same as we are already seeing an increase in the numbers of parents applying for holiday leave following the Isle Of Wight case. However, the instruction to schools from the DfE is to continue to follow the original advice and guidance and it will be up to Local Authorities to decide which cases to administer fines to. Headteachers are still not permitted to authorise holiday leave except in exceptional circumstances. We have had good support from our local Education Welfare Worker, although she has now moved elsewhere. The EWW team always give positive feedback o our procedures and on the punctuality of the pupils. 3.7 Extra-curricular activities. The following activities have been available: football, high fives, hockey, table tennis, games club, Acorn Singers, Acorn Recorders, Acorn Band, Soccerstars, dodgeball, Laura Pyatt singing and dancing, multisports, girls football, sensory circuits, athletics, fencing, y1 computing, KS1 drama, boccia, marvellous maths, arts award explorer. Y1 reading, rugby, konga, running club, change for life, science, sport is our thing. 4.SCHOOL IMPROVEMENT PLANNING Strategic and Development plans. We have continued to work on all aspects of our Learning Development Plan. We are making good progress in many areas with most areas on track to be completed by the end of term. The key drivers of the plan are raising standards in reading, especially boys and vulnerable groups and a focus on ensuring all groups of children progress and achieve to the highest standards. The following actions have been carried out in each of the areas this year and the bold sections relate to events this term: Key area 1 Achievement and Progress in Learning 1. During the October inset day, staff met to suggest a range of strategies to support children, particularly boys, in their reading as this is our key focus for this year arising out of data analysis. Teachers are putting these plans into action. To engender a feeling of excitement about reading, we have held a Roald Dahl book day alongside a successful book fair. We have had a visit from the author Luke Temple who was very popular with the children and Mr Riley s class were very lucky to have a visit from some of the Burton Albion players who talked to them about reading and writing. We have a number of volunteers from Help the Aged who come in every week to read with individuals and groups of children and Darcy the reading dog has particularly enjoyed listening to stories. 2. Jo Perry and Zoe Poynton have worked hard to ensure that new target strips are in place for writing and reading. These ensure that the children and their parents know what their next steps in learning are. Mrs Crowden and Mrs Marriott made changes to the Maths target mats to ensure that these were in line with new expectations and assessment systems. These are all now being fully implemented 7

8 3. Year 3 staff have been working hard to ensure that the lower attainers are making accelerated progress to ensure that a higher percentage of children reach age related expectation. Miss James has been providing intervention strategies for pupil premium children and Mrs Curtis has been providing some support. The children have a very positive attitude towards Maths. 4. New performance management objectives have been set for the year to target children from vulnerable groups to ensure that all pupils make appropriate levels of progress. Key area 2: Great teaching, learning and assessment 1. Some year groups have already carried out their first lesson study activities. This involves teachers planning together and observing one another teaching and providing feedback for one another. This is an effective way to share good practice and learn from one another. 2. On the inset day, Mrs Curtis ran a session to demonstrate how to plan lessons to ensure that children utilise higher order thinking skills. This ensures that all children, but particularly the higher attainers are challenged in all areas so that their levels of attainment are improved. Mr Runacus followed this up at the next staff meeting by sharing resources from a recent course on this subject. 3. Last year, Mrs Curtis worked with Mrs Waters to develop her P4C and further training was provided. This year, Mrs Waters has begun to work with new members of staff to provide demonstration lessons on how to carry out P4C sessions. This also develops higher order thinking and verbal language skills Key area 3: Developing a curriculum for learning for life 1. The new outdoor area for the reception children is proving very successful with children learning a wide range of skills through very creative and imaginative play. During a recent visit from the Early Years Advisor we have been told that this provision is outstanding which is an excellent outcome 2. Mrs Hayden has rewritten the homework policy (now the home learning policy) and many families have already taken part in creative homework projects together. The children have been very motivated by these activities. Family Learning has taken place in a number of year groups. Mrs Pearson has run Early Reading meetings for Reception parents. 3. Resources and plans are now in place for the first Forest Schools programmes which will take place in Reception after Christmas. Key area 4: The learning environment: Support for pupils personal development 1. Mrs Curtis has carried out a survey of the children s views on a range of subjects and a group of Year 6 pupils are currently processing this data. 2. Mr Runacus has rewritten the behaviour policy and we have introduced the Superclass system where children can work together as a class to earn rewards. He has also made changes to the Year 6 responsibilities. Year 6 pupils are involved in supporting children in a range of learning activities such as Year 3 reading and KS1 after school clubs. 8

9 Key area 5: Effective leadership for learning 1. I have met with each teacher for a professional development review to establish aspirations and future training needs. SLT met to use this information to target courses and in school/in Trust professional development activities. 2. Mr Randles has attended a course on coaching and has shared his learning with SLT. He will also be sharing this information when he next meets with the Middle Leadership Team. 3. We have increased the size of the Maths Team to give some teachers the opportunity to develop their leadership skills. Mrs Nattrass has been appointed to cover Mrs Marriott s maternity leave as KS1 TLR and Mr Riley have been awarded a temporary TLR to support Year 3 and 4 Maths. 4.2 SEF We have updated the SEF this term in light of progress we have made on school priorities this year. We have also produced a two page short version for an Ofsted team to read more easily. 4.3 Curriculum and Standards Committee (Please see committee minutes) 5.PREMISES. (Please see Finance and Resources committee minutes) 6.FINANCE. (Please see committee minutes) 7. PARTNERSHIPS. 7.1 Parents. (Angela Hayden) This has been a busy term for working with parents. We started with another successful Tea and Tissues event for Reception parents that was well attended and well received this will now be an annual feature. We have already held the information evening for potential Reception parents and many new faces attended both in and out of catchment. Year 1 have completed Family Learning in class for lots of interested parents and Reception have their Christmas crafts events ready to start next week. The Book Fair attracted many families this time and it was busy for the whole evening on Thursday. There was a great atmosphere and good book sales. Reception are holding their Early English Meetings today, Year 1 next week for Phonics and Year 2 after Christmas. We anticipate meeting with many families at the AFWS Christmas Fair at the weekend. The new Families newsletter was well received and I am anticipating lots of children to the Sing a long Film Club in December. A good start to the year overall! 9

10 7.2 Governors Please see the link governor list attached below. There are some small changes and we have a vacancy for a link governor for History and Geography. This term, Lorna Perkins has been spending time in different year groups in key Stage 2 and Steve Willets has started a TA placement in Year 1. Linda Perry has completed a safeguarding audit with me. Helen Dimleow has met with Heidi and supported the FUSE meetings. Next term I will be arranging a governor visit week in the week commencing 27 th February. Please out this in your diary and make sure you are able to come in to school at some point during this week Community and Trust Update. We have continued to take part in a wide range of moderation activities. Staff from EYFS, Year 2, Year 4 and Year 6 have all carried our moderation with other trust schools as part of a commissioned activity with the Local Authority. Year 6 will be taking part in the Trust Carol Concert at de Ferrers in December. The Trust heads have continued to meet and shared data and the Raiseonline outcomes across the schools. We have also continued to explore ideas for different school structures. Other groups of staff have also met including the Deputy Heads, Early Years, Pupil Premium staff and the SENCOs. We held a Black and Yellow Day to raise funds for the Trust on November 4 th. Year 4 will be visiting Hillfield House to sing to the residents in the last week of term. We raised funds for UNICEF in our Harvest Week and at the Macmillan Coffee Morning. The choir have been invited to sing at the Mayor s Concert on December 11 th. We are very excited about having a visit from the Premier League Trophy on 7 th December. Mike won this for the school in a competition and we are one of only 5 schools in the country to have this prestigious visit look out for more details in the press soon. 7.4 Events In and Out of school Here is a small selection of the events and visits this term: Visits: Year 4 Birmingham Art Gallery and Museum and Birmingham Synagogue Year 6 Claymills Pumping Station and Shugborough Hall and Museum Year 1 will be visiting the church later this term and Year 2 are going to the panto Visitors: Luke Temple, the children s author visited school and worked with various year groups. A presentation by NSPCC was given to all pupils in the school with workshops for y 5 and 6 A Theatre Company performed Scroogical the Musical for the whole school Betty Brewer visited on Trust Black and Yellow membership day and Burton Albion Community Sports trust are regular visitors to school! Darcy Dog has visited three times and has been reading with groups of boys Chris Young, a composer, came to work with Year 6 on music Year 4 had a Tomb day as part of their project on the Egyptians and Year 3 had a visitor from the Stone Age! 7.5 Diary of Upcoming Events. 10

15 TEACHING ASSISTANT PERFORMANCE MANAGEMENT OBJECTIVES 2016 Objectives 1.
