4 Defining Research & Excellence Issues of Measurement /1 [S&T] Research (OECD, 2002) = creative work undertaken on a systematic basis in order to increase the stock of knowledge, including knowledge of man, culture and society, and the use of this stock of knowledge to devise new applications Research Excellence (our definition, based on Tijssen, 2003) = the high quality outcome of research 1.
