The ACT EMS suite translates that data into usable reports and services that assist in enrollment decisions. 5 Educational Opportunity Service (EOS) Overview EOS is a service that connects higher education institutions and scholarship programs with students who are interested in receiving information about educational opportunities. Students have the opportunity to opt-in to participate in ACT EOS when they register for the ACT test or take the ACT Plan assessment. Coming in ! 5
