CALL TO ORDER BY CHAIRPERSON Ms. Redmond called the meeting to order at 12:03 p.m. II. ROLL CALL AND RECOGNITION OF VISITORS III. PRESENTATIONS BY INDIVIDUALS FROM THE COLLEGE AND COMMUNITY None IV. PRESENTATIONS: Copyright Issues Facing the College Community Alice Lubrecht Ms. Lubrecht, Dean of Library and Information Resources, discussed the complex issues faculty members face in working with copyrighted material in class. Under the concept of "fair use," material protected by copyright may be used for education and research without violating the
2 copyright. However, electronic publishing of text and video, as well changes in copyright law, have complicated the issues. Electronic publishing has made it easier for students to practice plagiarism and more difficult for faculty to recognize it and identify the original sources. Students have erroneously come to believe that any text available electronically is in the public domain. To combat plagiarism and the rise of on-line businesses that sell papers to students, on-line services like Turnitin.com provide educators with a tool that analyzes student writing for plagiarized material. Students can also use Turnitin's software to determine whether their papers would pass scrutiny for original work and proper citation of sources. The following questions are useful in determining whether an intended use of copyrighted material is considered "fair use": Is the intended use educational or commercial? Is the material a work of fact or fiction, or a mixture of both? How much material is to be used? What is the potential market impact of the intended use? The College has attempted to address such issues with Administrative Procedure 753, which governs library reserve materials and specifies that the library should own one copy of any work that will be reserved more than once. Otherwise, use is limited to five years. For all other materials, faculty members must write for permission. This practice pertains even to out-ofprint publications, since requests can indicate to publishers that continuing interest in a work may justify its reissuance. The College is using the same guidelines for digitized videos. V. OLD BUSINESS VI. RECOMMENDATIONS/REPORTS/COMMENTS FROM THE CHAIR Ms. Redmond reminded the trustees of their invitation to attend the grand opening of the Gettysburg Campus's new facilities on September 6, 2002.
3 IX. RECOMMENDATIONS/REPORTS/COMMENTS FROM THE PRESIDENT A. CONFERRAL OF EMERITA STATUS - (Res ) ROSEMARY THOMPSON McAVOY As recommended by the President, the Board of Trustees conferred upon Rosemary Thompson McAvoy, upon her retirement from the Board of Trustees of Harrisburg Area Community College, the title of Trustee Emerita in deep appreciation of her service. Seconded: Mark A. Whitmoyer Motion carried B. College and Other Matters Dr. Baehre Dr. Baehre announced that students continue to avail themselves of the College's tuition waiver for unemployed workers. For the fall semester, 158 students College-wide were registered for credit courses under the TAUW program. An additional 56 students were registered for non-credit courses under TAUW. Overall registration continued to set records at the College, and stood at 14.3% over budget. At Gettysburg, enrollment had reached 32% above fall 2001 audited figures; at Lancaster enrollment was up 28%; at Lebanon, 14%; and at Wildwood, 7%. Dr. Baehre also announced that a web site created by one of the College's students had been chosen as the "Web site of the day" in the Netherlands. She also announced that on Sept. 12 she would give a budget presentation for the West Shore School Board, at the invitation of the district superintendent. X. PERSONNEL Mr. Robinson A. PRINTING OF FALL 2002 CREDIT TABLOIDS FOR (Res ) ALL CAMPUSES Upon the recommendation of the President, the Board of Trustees approved printing of Fall 2002 Credit tabloids for all campuses from Gateway Press, Inc., for the low bid of $24,983.00, as specified by resolution. B. ONE-YEAR CONTRACT FOR PRINTING (Res ) OF THE FOURTH ESTATE STUDENT NEWSPAPER one-year contract for printing of The Fourth Estate student newspaper from Press and Journal Publications for the amount of $14,000.00, as specified by resolution. C. PURCHASE OF TWENTY-TWO FOOT (Res ) DUAL REAR WHEEL PASSENGER BUS FOR STUDENT GOVERNMENT ASSOCIATION purchase of a 22-foot dual rear wheel passenger bus for the Student Government Association from Leibensberger Transportation for the low bid of $42,276.00, as specified by resolution.

PURCHASE OF JOHN DEERE 6 X 4 GATOR (Res ) FOR LANCASTER CAMPUS FACILITIES MANAGEMENT DEPARTMENT purchase of a John Deere 6 X 4 Gator for Lancaster Campus Facilities Management Department from Bomberger s Store, Inc., for the low bid of $13,019.96, as specified by resolution. E. PURCHASE OF (1) REPLACEMENT GROUPWISE (Res ) AND (1) WEB CT SERVER purchase of (1) replacement Groupwise Server and (1) new WebCT Server from CompaqGEM/Advance Tech, Inc., for the low quote of $67,614.00, as specified by resolution. F.
