4 Korea becoming a Multicultural society The issue of providing school education for children of multicultural family background is being treated as most critical Korea shifting from being a sending country to receiving country after the 1988 Korea becoming a multicultural society Seoul Olympics Korean situation may differ from countries with active multicultural policies, with relatively rapid shift towards multicultural society and having foreign incoming population mostly made up of laborers, marriage immigrants and North Korean defectors arising from North-South division (Hwang, 2011) Multicultural families are expected to increase steadily due to the rise of multicultural population settling in Korea, and the proportion of multicultural students attending elementary and middle schools is also on the rise Foreigners residing in Korea 3.4% 3.4% of the total Population (as of 2015) (as of 2015) 1.8 million Total Population Foreign Residents Approx 610,000 Foreign Worker Approx. 150,000 Approx. 29,000 Marriage Immigrants (as of 2014) North Korean Defectors (as of 2015) 1

6 The Number of Multicultural Students on the Continual Increase Multicultural students in each school level (2006~2014) 70,000 60,000 50,000 40,000 30,000 20,000 elementary middle high 10, Source : 2015 Youth Statistics (Statistics Korea,2015) With 121,000 preschool multicultural children in 2015 (MOE, 2015) and more rapid increase shown in the lower school levels, long-term policies are needed to cope with the issue. As students from multicultural families are more likely to face the problem of underachievement due to traits of multicultural families, it is necessary to provide learners with multicultural backgrounds an equal opportunity in educational institutions (Banks, 2002). 3

21 K-MOOC and Multiculturalism K-MOOC can be used to support multicultural families in many ways including : 1 As a Study Aid overcoming language barrier K-MOOC includes contents in English (or with English subtitles) that have been developed for foreign students studying abroad in Korea can also be utilized for multicultural youth having learning difficulties due to language issues. 2 3 Utilization of Korean studies-related contents towards enhancing cultural understanding K-MOOC courses as motivation for higher education students can take various classes according to their interest 22

23 Best Practices 2015 Korea Happy School Exhibition : Multicultural Education Promotion Booth The Ministry of Education hosts the National Happy School Exhibition to introduce nationwide best practices demonstrating the changes in the field of Education under the theme of dream, talent and happiness for cultivating creative talents. Multicultural Education Promotion Booths are operated during the Exhibition to introduce policies and current status on multicultural education, enhancing public understanding. 23

24 Best Practices Korea Multicultural Education and Activities in Elementary Schools Selected as the hub school for multiculturalism, Shindang Elementary School in Daegu develops and operates various programs, including intensive Korean class, school adaptation programs, after-school mother tongue classes on Chinese and Vietnamese, and cultural activity programs. 25
