2 FROSTBURG STATE UNIVERSITY THE SEARCH FOR THE PROVOST AND VICE PRESIDENT FOR ACADEMIC AFFAIRS THE OPPORTUNITY Frostburg State University (MD), a 5,700-student public, four-year university of the University System of Maryland, invites inquiries, nominations, and applications for the position of Provost and Vice President for Academic Affairs. Reporting to President Ronald Nowaczyk, who assumed office in May 2016, and serving as a member of his Executive Cabinet, the Provost and Vice President for Academic Affairs (Provost) is the chief academic officer of the University, responsible for providing leadership for the core academic mission of the university. The Provost oversees the Colleges of Business, Education, and Liberal Arts and Sciences as well as the offices supporting faculty affairs and the student academic experience from recruitment and admission through graduation. The new Provost is expected to assume office on or before June 1, THE UNIVERSITY SETTING Founded in 1898, Frostburg State University (FSU) is a comprehensive, regional, largely residential university set on 260 acres in the scenic highlands of Western Maryland. The University is the only four-year public institution in Maryland west of the Baltimore- Washington metropolitan area, and serves as the premier educational and cultural center for Western Maryland and surrounding counties in Pennsylvania and West Virginia. The region is rich in both history and recreational attractions. Rocky Gap, New Germany and Deep Creek Lake state parks offer camping, boating, swimming, hiking, and skiing. The Great Allegheny Passage rail-trail provides 150 miles of biking and hiking from Cumberland, MD, to Pittsburgh, PA. Located less than three hours from Washington, DC, Baltimore and Pittsburgh, the city of Frostburg has a population of about 9,000 full-time yearround residents. A Historic Main Street Community with many turn-of-the-century homes, churches of many denominations, and six community parks for MISSION: Frostburg State University is a studentcentered teaching and learning institution featuring experiential opportunities. The University offers students a distinctive and distinguished baccalaureate education along with a select set of applied master s and doctoral programs. Frostburg serves regional and statewide economic and workforce development; promotes cultural enrichment, civic responsibility, and sustainability; and prepares future leaders to meet the challenges of a complex and changing global society. 3 recreation, Frostburg boasts a downtown area that includes shops and eateries as well as a growing community of creativity and community spirit. The Allegany Arts Council, based in nearby Cumberland, promotes artwork from the county s arts community, and offers related programming, courses, and classes. Named after Meshach Frost, who, along with his brother, incorporated the Frostburg Coal Company in 1845, Frostburg sits on the Historic National Road. The coal industry and the establishment of State Normal School #2, which became the University, played a major role in the city s development. Currently a residential-academic community, Frostburg retains very little of its mining past. The growth of Frostburg State was a major factor in Frostburg s economy. When the General Assembly provided no funds for land, the citizens of Frostburg raised the money to purchase the site for the school. Founded as a normal school for the education of teachers, the institution expanded in keeping with student needs. It became a four-year teachers college in 1934, and Frostburg State College in In 1988 it acquired university status and in 2015 granted its first doctoral degrees. The university provides employment for local citizens and contributes to the welfare of local merchants through the purchasing power of students, faculty, and staff, contributing significantly both economically and culturally. 2

4 THE UNIVERSITY Frostburg State University offers more than 45 undergraduate majors through its three colleges, and offers graduate degree programs in business, education, biological sciences, computer science, psychology, nursing, and recreation management. As a member of the University System of Maryland (USM), Frostburg actively seeks out opportunities to increase the offerings available to students through collaboration with other institutions in the System. Comprised of 11 universities, a three-site research institute, and two regional higher education centers, USM serves more than 111,000 undergraduate students, 44,000 graduate students, and has more than 8,000 full-time faculty. FSU PROFILE FALL 2015 z 4,961 undergraduate 721 graduate 74 doctoral z 17:1 student/faculty ratio z Average class size 22 students z Undergraduate minority rate: 42% z About 77% of students receive some form of financial aid z 90% of freshmen live on-campus OTHER INSTRUCTIONAL SITES FSU serves as the Coordinating Institution for the University System of Maryland at Hagerstown (USMH), a regional higher education center about an hour away in downtown Hagerstown that offers upper-division undergraduate and graduate academic programs by six universities within the USM. Baccalaureate programs offered by Frostburg at USMH include business administration, elementary/early childhood education, psychology, and liberal studies; graduate programs include eight master s degree programs in education and the Ed.D. in Educational Leadership. FSU offers several programs in collaboration with other institutions. In addition to the mechanical engineering program offered in collaboration with the University of Maryland College Park, the electrical engineering concentration in the BS in engineering may be completed at the Anne Arundel Community College Regional Higher Education Center at Arundel Mills; the materials concentration in the BS in engineering may be completed at Cecil College. Students may pursue the BS in Adventure Sports Management in a program offered through nearby Garrett College. The University also has a BSN collaborative agreement with Allegany Community College and articulation agreements with the Community College of Baltimore County, Hagerstown Community College, and Frederick Community College. The MS in recreation and parks management and MBA are offered online, and the MS in Computer Science and the MEd in Special Education offer online options. 5 UNIVERSITY LEADERSHIP AND GOVERNANCE President Ronald Nowaczyk 4 BOARD OF REGENTS At the highest level, FSU is governed by the USM Board of Regents. The 17 members of the Board of Regents, including one student member, are appointed by the Governor of Maryland. The Board of Regents is responsible for the governance and management of the University System of Maryland and the 12 institutions, overseeing the System s academic, administrative and financial operations, formulating policy, appointing the USM Chancellor and the presidents and holding them accountable. The Board s Effectiveness and Efficiency Initiative serves USM s goals of quality, accessibility, affordability, and accountability. The University Provost meets regularly with his or her peers in the USM. THE PRESIDENT Frostburg State University is led by President Ronald Nowaczyk. President Nowaczyk joined the University in May 2016, bringing more than 35 years of experience in higher education. Previously, he served as Provost and Vice President for Academic Affairs at Clarion University, a public comprehensive institution in Pennsylvania where he facilitated eight new degree programs in response to student demand; increased online bachelor-level program offerings; established funding opportunities for faculty development, including increased institutional support for research, scholarship, and outreach; and developed an academic strategic plan focused on increasing student enrollment and graduation rates. Before joining Clarion in 2011, Dr. Nowaczyk served as Dean of the College of Arts and Sciences at the University of New Haven ( ), Associate Vice Chancellor for Economic and Community Development at East Carolina University ( ), and chair of ECU s Department of Psychology ( ). He also served for a year as an ACE Fellow at the University of Delaware ( ). As a faculty member in Psychology at Clemson University ( ), Dr. Nowaczyk also served as President of the Faculty Senate. His other professional experiences include serving as a visiting scientist at the Institute for Computer Applications in Science and Engineering at NASA Langley Research Center in 1997, and as a visiting human factors research consultant at AT&T Bell Laboratories from 1989 to At Frostburg, President Nowaczyk is supported by an Executive Cabinet comprised of the Provost and Vice President for Academic Affairs, the Vice President for International and Government Affairs, the Vice President for Administration and Finance, the Vice President for Student Affairs, the Vice President for Human Resources, and the Vice President for University Advancement/Executive Director of the Frostburg State University Foundation, Inc. SHARED GOVERNANCE Frostburg State University enjoys a strong and engaged culture of shared governance. As the primary policy development body on behalf of FSU faculty, the Faculty Senate formulates and recommends policies and adopts resolutions concerning a variety of academic and operational issues. It consists of 27 faculty senators plus the Council of University System Faculty rep-

6 resentatives, the chair of the Graduate Council, and the chair of the Academic Chairs Council. Its policies are updated yearly through the Faculty Handbook Subcommittee of the Faculty Concerns Committee. The Senate meets eight times per academic year, and regular meetings are open to any member of the University community. Faculty assemblies are held three times per year. Unless excluded due to managerial, supervisory, or confidential employment status, staff members at FSU are represented by either AFSCME or FOP Lodge #147. In addition, the Council of University System Staff (CUSS) provides a voice for staff employee concerns in reference to basic decisions that affect the welfare of USM employees. CUSS is comprised of staff representatives from each of the 12 USM institutions and the USM Office. Based on proportional representation based on the size of the institution, FSU has two primary members and two alternate members. The Student Government Association expresses student opinions on University affairs and budgets and allocates the student activity fee. A president, vice president, and treasurer are elected by the student body, and a secretary is appointed from the elected senators, who include eight off-campus students, eight on-campus students, six at-large students and one transfer student. The total number of seats includes one non-traditional student and two freshmen who are appointed by the SGA president. The recently created Ad Hoc University Council brings together the chair of the Faculty Senate, two other faculty members, three staff members, and three students with the President and Vice Presidents. 7 THE ACADEMIC PROGRAM The Division of Academic Affairs is committed to realizing the core mission of Frostburg State University by advancing academic programs that prepare a changing student population for an era of complexity and globalization. The diverse, recognized, and credentialed faculty of the Colleges of Liberal Arts and Sciences, Business, and Education is committed to excellence in teaching, learning, scholarship, and creative artistic production. THE COLLEGE OF LIBERAL ARTS & SCIENCES The largest academic unit in the university, CLAS is committed to providing students with a rigorous liberal arts and sciences curriculum grounded in a flexible, broad-based general education program and enriched by the availability of 34 undergraduate major programs in natural sciences, social sciences, fine arts, performing arts, and humanities. The curriculum recognizes emerging societal needs through interdisciplinary offerings in areas such as Ethnobotany, International Studies, and Sustainability. In addition, the College offers six graduate degree programs in the biological sciences, computer science, counseling psychology and engineering (in collaboration with University of Maryland College Park). The College s commitment to creating experiential learning opportunities for students includes study abroad, undergraduate research with faculty mentors, and creative performance and production. In 2016, 221 students and 73 faculty members from 16 academic departments of the College participated in the Undergraduate Research Symposium, which allowed them to present their research to their peers and the public. THE COLLEGE OF BUSINESS Comprised of the Departments of Accounting, Economics, Management, and Marketing and Finance, the College of Business prepares students to successfully meet professional opportunities through a dynamic, student-centered educational environment that emphasizes leadership, notable and timely research, application of knowledge, and global experiential learning. Accredited by AACSB, FSU Business is required to engage in a process of annual self-evaluation and periodic external reviews of accomplishments to assure an environment of continuous improvement. AACSB helps provide a network for the latest information on employer needs, program innovations, academic and workforce issues, and environmental scanning mechanisms that enable FSU Business to provide graduate and undergraduate educational opportunities that are relevant and timely. THE COLLEGE OF EDUCATION The College of Education consists of the Department of Educational Professions and the Department of Kinesiology and Recreation, and together these two departments encompass 14 programs in teaching, athletic training, and recreation and parks management, including the Doctor of Education in Educational Leadership. 6

THE GENERAL EDUCATION PROGRAM Undergraduate students in all three colleges receive a well-rounded liberal education, building their educational programs on the General Education Program. 9 ACADEMIC FACILITIES Frostburg students enjoy modern facilities including outstanding physical education and performing arts centers, a state-of-the-art science center and apartment-style housing clustered around spacious, student-friendly quads. Classroom buildings include the Compton Science Center, and in addition to specialized departmental labs, science facilities include a planetarium, greenhouse, live animal rooms, herbarium, arboretum, biotechnology center, and microscopy suite. The Appalachian Laboratory of the University of Maryland Center for Environmental Science also provides research facilities for FSU students and faculty. A rich computing environment includes specialized department labs housed in various campus buildings as well as the main University Computer Labs located in the new Catherine R. Gira Center for Communications and Information Technology; the newest building on campus. The Gira Center earned LEED Gold certification from the U.S. Green Building Council and houses the departments of Computer Science and Information Technologies; Mathematics; Communications; and the graphic design program, part of the Department of Visual Arts. It also includes state-of-the-art TV and radio studios (including FSU s NPR affiliate, WFWM) and a Multimedia Learning Center with a planetarium. The Performing Arts Center houses three performance spaces as well as scenic and costume shops, a box office, practice rooms, faculty and staff offices, dressing rooms, dedicated computer labs, and other production facilities that serve the programs in theatre, dance and music. The Lewis J. Ort Library includes computer work stations as well as rooms for individual and group study and instruction. In addition, the Lane University Center is the hub for student activities and 8

10 contains a fitness center, computer lab, a state-of-the-art smart lounge with gaming stations, student organization offices, a new University Bookstore, and a food court and coffee bar. The Cordts Physical Education Center houses three gymnasiums, a swimming pool, weight rooms, racquetball courts, a dance studio and climbing gym, as well as outdoor tennis courts and an all-weather track. Recently renovated, the football stadium and the athletics program enjoy a turf field for multiple sports, as well as fields for baseball, softball, and practice. Forty-eight percent of students live on campus in 11 residence halls and Edgewood Commons, a privately owned apartment-style community. LEADERSHIP AGENDA FOR THE PROVOST AND VICE PRESIDENT FOR ACADEMIC AFFAIRS The Provost and Vice President for Academic Affairs at Frostburg State University oversees the offices responsible for the delivery of the academic program and student progress from admission through graduation. In addition to the three Colleges, these include Admission and Financial Aid, the Registrar s Office, the Academic Success Network, Special Academic Services, Graduate Services, the Library, and the Assessment and Institutional Research Office. As the chief academic officer, the Provost will work with President Nowaczyk and members of the Executive Cabinet to align programs and academic resources with strategic directions. With a new strategic plan in development, the next Provost will have the opportunity to work with the faculty and staff of Academic Affairs to shape the implementation of strategic priorities that advance core missions for student success and university engagement with community. LEADERSHIP AND VISION Building on an understanding of the changing landscape of higher education and related issues, the Provost will foster a vision for what is possible within financial realities. While embracing and valuing FSU s history and culture, the Provost will advance a spirit of entrepreneurial and innovative thinking about the challenges and opportunities confronting the University. The Provost will demonstrate an understanding of the needs of the community beyond campus, and of the University s place as a cultural and educational hub of the region. S/he will also demonstrate a commitment to access and diversity as well as the cultural competence needed to build an inclusive community and advance a curriculum designed to prepare students for a changing and global society. With oversight for enrollment management, the Provost will understand the importance of developing diverse enrollment pipelines as a fundamental source of revenue, as well as the expenses and allocations required for delivery of academic programs. S/he will bring a good understanding of academic finances and building budgets that optimize and apportion resources equitably and in alignment with strategic priorities. While able to make difficult decisions regarding allocations, the Provost will work collegially within the shared governance culture, seeking input, listening carefully and being open to new ways of thinking to ensure that decisions are well informed and effectively communicated. The Provost will also lead an office that supports the work of the Academic Affairs Division with clear lines of communication related to processes and procedures, expectations, and accountability. PROGRAM REVIEW AND DEVELOPMENT The Provost will provide leadership to the review and assessment of existing programs and to the identification, creation, and implementation of programs that respond to regional needs; address non-traditional and transfer students; and integrate the thoughtful use of online and other alternate delivery modes. Bringing experience to inform the creation of new programs, including factors affecting the need for, and ability to sustain, new initiatives, the Provost will help departments think about new possibilities as well as rethink existing programs and modes of delivery to meet emerging needs for both traditional and non-traditional students. New program development will also build on the University s commitment to high impact practices including experiential learning, curricular and co-curricular integration developed through the strong and collaborative working relationship with Student Affairs, and developing a global perspective throughout the curriculum and programs. 10

12 REQUIRED QUALIFICATIONS The successful candidate will possess an earned terminal degree from an accredited institution and a record of teaching, scholarly or creative activity and service commensurate with appointment at the rank of professor at FSU. S/he will bring significant experience in positions of increasing responsibility in academic affairs, including responsibility for management of financial resources, hiring, and evaluation and promotion of personnel. Experience developing and assessing academic programs and a commitment to a liberal arts education and experiential learning are also required.
