values& vson In Nevada, the Arts are About Values & Vson In the fall and wnter of 2002, the Nevada Arts Councl (NAC) assessed the state of the arts n Nevada durng ts strategc plannng process, Values & Vson Through publc forums, surveys, focus groups, and one-on-one dscussons NAC lstened and learned from resdents, artsts, arts workers, educators, and arts groups throughout the state. In partcular, a seres of Arts Town Meetngs held n thrteen communtes elcted an extraordnary dalogue flled wth passon, energy, and commtment to communty and to the arts n Nevada. yeey These Arts Town Meetngs addressed fve crtcal ssues dentfed n the agency s standng plan Arts Awareness, Artsts, Educaton n the Arts, Arts Fundng, and Arts Servces. Durng the meetngs, partcpants selected an ssue of nterest, engaged n branstormng sessons, and reported ther fndngs. These actvtes resulted n clear, constructve recommendatons and generated new partnershps by havng consttuents work together and wth the NAC to dentfy crtcal cultural ssues. yeey It was also a chance for staff to meet many of Nevada s newest generaton of artsts and arts workers, whose nput helped shape many of the strateges ncluded n ths plan. yeey To ensure a balanced perspectve, NAC also dstrbuted a survey to artsts, arts workers, volunteers, board members, students, and nterested communty members by drect mal and through the agency webste. Two hundred and ffty three surveys were returned, addng a valuable and broad vewpont on the state of the arts n Nevada. A Legacy of Accomplshment As well as provdng nput and drecton for NAC s strategc plan, Arts Town Meetngs enable us to present accomplshments, ntroduce staff and programs to newcomers, and dscuss what remans to be acheved. yeey In the past three years wth support from the Nevada State Legslature, Natonal Endowment for the Arts, Western States Arts Federaton, and other fundng sources NAC expanded ts reach to all 17 countes and sgnfcantly ncreased nvestments n each of ts core programs that assst communtes, cultural organzatons, schools, and artsts. What s more, respondng to nput from the last plannng process n , NAC launched or expanded projects to better serve consttuents, ncludng Culture Grants Onlne (an Internetbased applcaton process), YouthReach Nevada, Folklfe Educaton Intatve, Offce Exhbton Seres, and the Nevada Tourng Intatve. These new endeavors and other partnershp actvtes have broadened access to the arts for Nevadans, as partcpants, audence members, patrons, and students. PAGE 2 NEVADA ARTS COUNCIL STRATEGIC PLAN

prortes Help educate corporatons, busnesses, and poltcal leaders as to the value and mportance of the arts n creatng an attractve place to lve AND provdng economc dversty. -quote, Values & Vson 2002 Survey A Vson for the Future The Values & Vson plannng process dentfed the followng as most crtcal for the Nevada Arts Councl to address through ts new plan, n prorty order: Expand the role of arts educaton n publc schools. Expand efforts to ncrease corporate and busness support for the arts. Increase publc awareness of arts and cultural actvty n the state. Promote the arts as fundamental to the qualty of lfe for all Nevadans. Expand communcatons, drect fundng opportuntes, and professonal development actvtes for Nevada s artsts. Addressng these prortes effectvely durng economcally and poltcally challengng tmes wll requre creatvty, flexblty, collaboraton, ncreased communcaton, and most of all, hard work. Actng n concert wth artsts, organzatons, communty leaders, and ctzens, we beleve that the goals of ths plan can and wll be acheved. Insghts from the Plannng Process Arts n Nevada s Landscape At tmes the challenge seems mmense, but not nsurmountable. As t turns out, the ssue of fundng whch s often at the forefront of Arts Town Meetngs was only one of the ponts deemed valuable and essental. Communcatons, professonal development, plannng, and networkng emerged as freshly relevant. Nevada s sheer sze and the dstance and solaton between communtes requre NAC to succeed at outreach and techncal assstance. By combnng electronc communcatons wth feldwork, we can provde crtcal tranng for new organzatons or those that are geographcally and/or socally solated. In developng new methods and strateges, we wll strengthen our poston as a hgh-touch, hgh-tech agency, whch n turn wll help Nevada s growng arts ndustry accomplsh ts goals. Advocacy and Publc Support for the Arts Surveys often reveal subtle dlemmas. For example, n the Values & Vson 2002 survey, respondents rated advocacy as a low prorty, but rated developng a broader base of support for the arts as a hgh prorty. Interestngly, these efforts go hand n hand; you can t develop broad-based support wthout an ongong, unfed advocacy campagn. Ths paradox prompted NAC to focus on the value and sklls of advocacy durng the next bennum. Arts Educaton Expandng the role of arts educaton n publc schools receved the hghest ratng of any ssue n the Values & Vson 2002 survey, and was a major topc of dscusson at all Arts Town Meetngs. To reflect ths prorty, we created a fourth goal for the Nevada Arts Councl, To ncorporate the arts as an essental element n the educatonal experence of all Nevadans (p. 5). NAC wll expand ts partnershp wth the educaton communty to secure the arts as a core subject for all Nevada students as a matter of polcy and practce. However, to ensure the arts are avalable n every school n Nevada, t wll also requre vgorous support for educatonal reform efforts at state and local levels by artsts, arts organzatons, and parents. 6 plannng& nsght nsght The Role of Artsts Bunka embrodery featurng dragon and tger by Yoko Arana, Las Vegas Attractng and keepng a healthy, vbrant, and talented base of artsts n our state s crtcal to our havng sustanable arts organzatons, qualty arts educaton, hgh artstc achevement, programs of dstncton, vtal communtes, and lfelong learnng for all Nevadans. Accessblty Arts programs are successful when people feel drectly nvolved and connected at the communty level. That s why NAC s msson of ensurng accessblty to cultural programs and facltes speaks to ALL communtes geographcally solated rural towns and reservatons, specal populaton communtes, and economcally challenged neghborhoods. Communcatons An exctng outcome of the plannng process was the emergence of a new sense of communty. Generated n part by the nflux of newcomers to the state and nto the arts sector, Arts Town Meetng attendees expressed a desre to work more closely together to buld shared vson and values, and acheve shared goals. Several n attendance voced an appette to be nformed, but admtted feelng perplexed about how best to connect wth NAC, ther local arts communty, or the statewde arts sector. Through ths feedback, NAC dentfed a clear mandate to act as clearnghouse for statewde arts nformaton n partnershp wth our network of cultural servce provders. Thank You We are deeply ndebted to the ndvduals and organzatons that have helped us wth our Arts Town Meetngs and who nspred us to complete ths strategc plan. yeey Vst our webste at NevadaCulture.org to download addtonal copes of ths plan, to read comments from the Arts Town Meetngs, and to montor our progress as acton steps and goals of ths plan are acheved. 7 I envson a state that encourages and sustans arts groups of all types. It s a state that proudly promotes the many and vared cultural opportuntes and shows that the arts Values & Vson, : The Plan In ths strategc plan, we ntroduce a new vson statement for the Nevada Arts Councl, fve crtcal ssues and goals, and acton steps (strateges) needed to reach those goals. Acton steps are grouped nto categores to better gude our actvtes for the four-year plan perod. Although each NAC program mantans unque actvtes created for specfc consttuences, staff wll use a team-based approach to maxmze resources and efforts to reach the goals of ths plan. yeey Effectve cultural development depends on the cooperaton and fnancal resources of both government and the prvate sector. Durng the next four years, our plan s to develop new and nontradtonal partners that can maxmze the money commtted to arts and cultural actvtes n Nevada. We ntend to nvest n new technology to mprove communcatons and cultural lteracy and to rase publc awareness of the mportant work of Nevada s artsts and cultural organzatons. Wth a contnung commtment to fundng and servces, NAC wll focus on the capacty-buldng of establshed cultural nsttutons and assst developng organzatons throughout the Slver State. yeey Vst our webste at NevadaCulture.org to download addtonal copes of ths plan, to read comments from the Arts Town Meetngs, and to montor our progress as acton steps and goals of the plan are realzed. Our Vson That Nevadans understand the mpact and central role of the arts n our lves, our communtes, and our state. Our Values That we work together to strengthen the envronment for artsts and arts organzatons to accomplsh ths vson. are a vtal part of goals our qualty of lfe. -quote, Values & Vson 2002 Survey Our Outcome A culturally vbrant state, from the most solated and small rural communtes to the urban centers of Reno/Sparks and the Las Vegas metropoltan area. PAGE 5 NEVADA ARTS COUNCIL STRATEGIC PLAN

Crtcal Issues, Goals & Acton Steps 1CRITICAL ISSUE 1: ARTS AWARENESS The arts are central to strong and healthy Nevada communtes and to the lves of our resdents. Long-tme Nevadans understand that the arts buld communty and serve as a major qualty of lfe ndcator. Newcomers to the state look for vtal arts programmng, educaton, and enrchment, as partcpants and audence members. From school plays to gospel musc, cowboy poetry to ballet, symphony and opera, NAC wll contnue to partner wth artsts and arts organzatons to buld publc awareness, partcpaton, and nvestment n makng the arts a part of everyday lfe. GOALS 1. Increase publc awareness of the value, qualty, and depth of arts and cultural actvty n Nevada. 2. Promote understandng that the arts, n all ther dversty, are ntegral to the lves of all Nevadans. 3. Increase the vsblty of the Nevada Arts Councl and the statewde arts ndustry. 4. Communcate the economc mpact of the arts. ACTION STEPS Communcatons 1. Promote publc dscusson to ncrease awareness of the value of the arts for Nevada s qualty of lfe. 2. Launch a comprehensve marketng campagn to buld awareness of cultural assets throughout the state, ncrease prde n the qualty of Nevada arts, and open the door for ncreased partcpaton. 3. Engage the meda to carry our message to the publc. 4. Gather nformaton and statstcs on the arts ndustry and ts benefts on natonal, regonal, and state levels and make t avalable to consttuents and the publc. 5. Increase the use of the NAC webste to dssemnate nformaton on agency programs and servces, statewde cultural connectons, news, and lnks to and from arts organzatons. 6. Emphasze Nevada s tradtonal artsts and art forms to promote the state s rch cultural hertage. 7. Enhance the vsblty of the NAC Las Vegas offce for expanded publc access, networkng, and techncal assstance n southern Nevada. 8. Increase Nevada Arts Lcense Plate marketng for arts educaton awareness. aware Engage more communty members to organze and work alongsde the Nevada Arts Councl. -quote, Values & Vson 2002 Survey Collaboratons 9. Mentor a strong arts advocacy coalton that s based on a statewde network, shared strateges, and a statewde covenant. PAGE 6 NEVADA ARTS COUNCIL STRATEGIC PLAN

Programmng 10. Expand relatonshps wth state agences and departments, ncludng Economc Development, Toursm, Parks, and Educaton, to broaden nvolvement and support for the arts. 11. Partner wth VSA arts of Nevada to develop strateges to ensure accessblty to facltes and cultural programs for resdents, vstors, and artsts wth dsabltes. 12. Strengthen the statewde delvery system of cultural servces by mentorng a local arts agency network to work n partnershp wth NAC and other organzatons. 13. Make all NAC materals accessble and clear. artsts I lve wth art daly and fnd the technques, deas, words, and color a rch tapestry that both sustans and transforms the moment. -quote, Values & Vson 2002 Survey 2 CRITICAL ISSUE 2: ARTISTS Communtes that value artsts as an mportant resource are communtes that prosper. The strength of Nevada s arts sector reles on the qualty of the artsts lvng and workng n the state. Nevada artsts seek opportuntes to be part of a strong arts network n whch enhanced vsblty and career development enable them to cope wth workng and lvng condtons that nclude solaton, lack of publc acknowledgement, and nsuffcent fnancal support. Nevada wll beneft from an envronment that nurtures artsts and arts workers through the development of arts facltes and work spaces, marketng efforts, and local fundng for exhbts, performances, and other publc presentatons. GOALS 1. Ensure that Nevada s conducve for artsts to lve and work. 2. Offer new and ongong opportuntes for Nevada artsts. 3. Strengthen the communty of and the communcatons between artsts statewde. ACTION STEPS Communcatons 1. Promote the work and servces of Nevada artsts, n- and out-ofstate through new ntatves and partnershps. 2. Focus on the value of the artst through the statewde marketng plan. 3. Buld a comprehensve, nteractve database of Nevada artsts. 4. Promote tradtonal artsts and arts forms for the preservaton of cultural hertage n the state. 5. Support the work of artsts wth specal needs. 6. Communcate the economc mpact of the cultural workforce. PAGE 7 NEVADA ARTS COUNCIL STRATEGIC PLAN

Collaboratons 7. Encourage arts organzatons to commsson new works and support Nevada artsts. 8. Foster partnershps wth arts organzatons to develop and fund artst-ntated projects. 9. Encourage Nevada artsts to develop stronger peer networks. 10. Support a coalton to strengthen local and state Art n Publc Places programs. Programmng 11. Bolster exstng programs that support the work of contemporary and tradtonal artsts. 12. Increase sudden opportunty fundng for artsts. 13. Increase career development tranng and opportuntes for mdcareer artsts. 14. Explore expandng the number of Artsts Fellowshps and Folk Arts Apprentceshps to be awarded. 15. Provde geographcally and/or economcally underserved communtes wth opportuntes to present qualty lterary, performng, and vsual arts events though the Nevada Tourng Intatve. 16. Contnue and expand techncal assstance tranng programs for ndvdual artsts. 17. Increase servces and techncal assstance for ndvdual artsts n southern Nevada by staffng the Las Vegas offce wth an Artst Servces Program assocate. 3CRITICAL ISSUE 3: EDUCATION IN THE ARTS Arts educaton helps Nevadans become more thoughtful, creatve, and productve ctzens, wth the added beneft of producng new artsts, audences, and patrons. The challenge, then, s to offer more consstent and complete communcaton to Nevada s ctzens and polcy makers about the crtcal and ongong need for arts educaton. In Nevada, entre countes are wthout a sngle art or musc nstructor. Some schools lack muscal nstruments or art supples. Educators and artsts who work n schools often do so n solaton wth few tools for advocacy and support. Nevada has outstandng teachng artsts, classroom arts educators, and organzatons commtted to provdng pre K-12 and lfelong educaton n the arts. The next four years are crucal. Efforts on both state and local levels must focus on advocacy, communcaton, and commtment to equal access to arts educaton for all students. GOALS 1. Identfy solutons that wll ensure access to arts educaton for Nevadans of all ages. 2. Identfy and nurture new poltcal leadershp that wll advocate the mportance of arts educaton for all Nevadans. 3. Buld a new communty and communcatons network of artst-educators, classroom arts educators, and organzatons to support efforts to provde qualty arts educaton for all ages. educate Start wth our chldren to develop future artsts and audences. -quote, Values & Vson 2002 Survey PAGE 8 NEVADA ARTS COUNCIL STRATEGIC PLAN

ACTION STEPS My vson of a culturally rch communty s a place where aesthetc values gude our decsons, from buldng a tran trench to manhole covers. -quote, Values & Vson 2002 Survey Communcatons 1. Foster networkng among state, school, and communty/ organzatons that are nvested n arts educaton. 2. Increase Nevada Arts Lcense Plate marketng for arts educaton awareness. 3. Market Nevada artsts to schools to ncrease resdences and outreach programs. 16. Increase arts educaton servces and techncal assstance n southern Nevada by staffng the Las Vegas offce wth an Arts n Educaton Program assocate. PAGE 9 NEVADA ARTS COUNCIL STRATEGIC PLAN

4CRITICAL ISSUE 4: ARTS FUNDING Arts fundng n Nevada has not kept pace wth populaton growth, and ths has a sgnfcant mpact on the ablty of Nevada s arts organzatons to meet audence and communty needs. What s more, emergng and ethnc arts organzatons have hstorcally suffered from lmted fundng opportuntes. A focus on sustanablty, partnershp, leadershp, and advocacy wll maxmze state fundng, leverage local fundng, and strengthen prvate sector and natonal gvng to our arts communtes. An ncrease n fundng s necessary to ensure ctzen and tourst access to dverse cultural programmng and wll magnfy the economc mpact of the arts n Nevada. fundng GOALS 1. Increase Nevada Arts Councl budget for grants and publc programs. 2. Expand professonal development opportuntes for Nevada arts organzatons to better compete for arts fundng locally, regonally, and natonally. 3. Intate a statewde effort to ncrease Nevada corporate and busness support for the arts. 4. Broaden publc and prvate partnershps whch ncrease resources for the arts. ACTION STEPS Fundng 1. Advocate contnued ncreases n NAC state and federal appropratons for grants and statewde programmng. 2. Identfy and develop new publc and prvate revenue sources to support the arts, ncludng nnovatve tax measures. 3. Promote state, local, and prvate nvestment n cultural facltes. 4. Fund the Nevada Cultural Trust through prvate contrbutons and desgnated publc revenues to support programs, projects, and partnershps that sustan arts and humantes actvtes statewde. 5. Leverage fundng for new NAC grant ntatves such as commssonng new works and artst-ntated project grants. 6. Evaluate ways to work wth prvate sector funders to brng more fundng to the arts n Nevada. 7. Support efforts to develop new revenue sources for museums n Nevada through the Department of Cultural Affars or other assocatons. 8. Encourage development or expanson of arts/cultural grant programs at the local level. The two most mportant roles for the Nevada Arts Councl are fundng and techncal assstance. -quote, Values & Vson 2002 Survey PAGE 10 NEVADA ARTS COUNCIL STRATEGIC PLAN

Programmng 9. Expand techncal assstance and tranng programs to encourage the development of sustanable arts organzatons and contnung educaton for ther staff and board members. 10. Assst consttuents n dentfyng and leveragng funds from prvate sector and other government sources. 11. Assst consttuents wth fnancal plannng and budget development, e.g. developng earned and contrbuted ncome strateges. 12. Mantan actvtes such as conferences and workshops to facltate statewde partnershps and networkng opportuntes. 13. Contnue to evaluate the responsveness of NAC grant programs to best serve consttuents and communtes throughout the state. 14. Expand Culture Grants Onlne to nclude all NAC grant programs and for reportng, analyss, and plannng opportuntes. communcate 5 CRITICAL ISSUE 5: COMMUNICATION & PROFESSIONAL DEVELOPMENT The plannng process revealed an overwhelmng necessty for ncreased communcatons and professonal development for the arts feld. Over and over, artsts and arts workers voced a concern and a need to feel connected, nformed, and prepared. Nevada contnues to lead the country n populaton growth. Ths steady nflux of new ctzens brngs new artsts, new audences, and expectatons of vbrant communtes flled wth a varety of cultural actvtes. New arts organzatons are created and exstng ones are growng to serve new populatons. Increasngly, NAC must serve as the prmary clearnghouse for nformaton, communcaton, and professonal development to captalze on the state s growth as an opportunty for the arts feld to become a hallmark of Nevada. GOALS 1. Poston Nevada Arts Councl as a prmary source for networkng, communcatons, and professonal development for Nevada s arts and cultural ndustry. 2. Strengthen the capacty of Nevada s artsts and arts organzatons to develop cultural partcpaton statewde. 3. Identfy and develop new arts leadershp statewde. ACTION STEPS Communcatons 1. Share research gathered by NAC ncludng trends, growth patterns, resource dstrbutons, and demographcs. 2. Upgrade NAC technologcal capablty to better provde nformaton, professonal development servces, and networkng opportuntes. 3. Ensure that all NAC-sponsored programs and actvtes are well publczed n a tmely manner. PAGE 11 NEVADA ARTS COUNCIL STRATEGIC PLAN

Collaboratons 4. Intate nteragency collaboratons and other partnershps to ncrease professonal development opportuntes for artsts and arts organzatons. 5. Enhance networkng and sklls-tranng opportuntes by collaboratng on statewde and regonal conferences and meetngs, and ncreased use of tele- and vdeo-conferencng. 6. Encourage and support more collaboratve and/or mentorng efforts wthn the arts communty where professonal resources can be shared, strengthened, and presented. Programmng 7. Establsh an Advancement Program to provde arts admnstrators and board members contnung educaton. 8. Comple and mantan Internet-based and prnt databases and drectores for artsts, arts organzatons, communty development, fundng, educaton n the arts, and publc art. 9. Develop a Crcut Rders Intatve to provde a roster of affordable consultants avalable to consttuents. 10. Evaluate and smplfy techncal assstance and professonal development stpend programs. 11. Support tranng for NAC staff as techncal assstance provders for artsts, organzatons and communtes, to offer sklled counsel n assessment, plannng, and program development. 12. To help artsts, educators and arts organzatons n southern Nevada be more effectve and resourceful n ther work, staff NAC Las Vegas offce wth assocates n both the Arts n Educaton and Artst Servces Programs.
