15 DISTRICT 32 AAAA FOOTBALL PLAN I. Determining District Winner(s) and or District Representatives A. District Champion shall be determined on a percentage basis. B. If two teams are tied in percentage for the championship, both are declared Co Champions. C. If two or more teams are tied for one playoff position, the first consideration will be on a head to head match between the tied teams. D. If three teams tie for the Championship, they shall be declared Tri Champions and represent the district. E. If four teams tie for the Championship, all teams will be declared Champions. District representatives will be determined in the following order. 1. Best overall record among teams tied. 16 II. F. If three or more teams tie for 2 nd, 3 rd and/or 4 th, the teams will be sorted out as listed above in Section E, Article 1 3 to determine district representative(s). Tickets, Passes. Etc. A. Visiting school shall receive (80) complimentary reserved seat tickets from the host school. These tickets are to be held out of the block of sales tickets sent by the team. The number of tickets to be given at home limited to (80). The visiting team school must pay for House seats and any in excess of this number. Only one person is allowed entrance into a game with each pass. B. Tickets from the home school are to be sent to the visiting school at least seven calendar days prior to contest. C. It shall be the responsibility of the executive representative of the visiting school to see that all unsold tickets are returned 2 hours prior to game time, unless otherwise agreed upon. Visiting Schools shall deposit money for advance sales and send report of sales to host school. D. No student tickets will be sold at the gate. No adults are to admitted with student tickets. Uniformed students (Band, Pep Squad, Cheerleaders, etc.) are admitted free. F. Tickets are to be sold through the 3 rd quarter with each school using own discretion to what to do at the end of the third quarter. G. Admission for non varsity contests should not exceed $3.00 for adults and $2.00 for students. No reimbursement for visiting school. H. All Tickets available on the Visitors side shall be made available to the visiting Team until Gate opens. I. J. K. The District will issue ten student council passes. With a mutual agreement from both head coaches, all tickets in the stadium may be sold as reserved. Arrangement may be made prior to game between the Athletic Directors/Athletic Coordinators to accommodate an excess of fans when capacity has been met. (Section off a section on the opposite side 16 to accommodate)

17 III. Contracts A. Each School is to receive (80) district passes from the District Chairman. Passes May be used to attend all district contests and as scouting passes. C. Sub Varsity official fees: Each district will set their own. See Officials Pay Scale. IV. Football Weekly Game Report Forms A. Game Report Form Two copies are to be made, one copy to the district chairman each week, and one copy remains on file at the home school. (Do not mail the game report form to the UIL Office. Report all students who represent your school as you have them listed on your original eligibility list. Include all Sub Varsity participants on a supplemental list. C. List names as closely as possible as you have them listed on your original eligibility list. 17

18 V. Junior Varsity and Freshmen Football Games A. JV and Freshmen games are to be held on Thursday at 5:30 and 7:00 PM, unless otherwise agreed by both schools. In the event that a Varsity Game is played on a Thursday, then the Sub Varsity will play on Saturday at 2:00 PM and 4:00 PM, unless otherwise agreed by both schools. B. Varsity Pre game and Half time ceremonies. Scoreboard clock will be set at 30 minutes before game time to help follow pre game plan. It was approved by the District Executive Committee that all Thursday Night Games will start at 7:00 PM. Varsity Saturday Games will be played at 7:30 PM unless otherwise agreed by both schools. Time between halves will be 28 minutes and will be strictly observed. The Time will be equally divided between the two schools. Time may be divided in another manner upon mutual agreement of both schools, but not to exceed 28 minutes. Each band will get 12 minutes to perform. The clock will start when they step on the field. C. Both teams while entering the field will proceed to their respective sidelines. THERE WILL BE NO CONGREGATION IN THE CENTER OF THE FIELD Consequences will be upheld by the officials and the head coach could be referred to the DEC for their discretion. 18

19 VII. Supervision of Game A. A school administrator must be present at all varsity home & away games. In team sports contests such as basketball, football, soccer, softball, and volleyball, the superintendent and/or game administrator must be present at all home games and it is recommended that they also be present at games away from home when large numbers of students and fans are attending the game. B. Security/supervision personnel are required at all varsity, junior varsity, sophomore, freshmen, and junior high games. Minimum of four (4) security persons should be at a varsity contest. At all other levels, the home school is responsible for providing adequate security/supervision. VIII. Post Game Safety A. Student buses should delay departure until the majority of football fans have dispersed. B. Buses should leave together. C. It is strongly recommended that the home team provide a patrol car should lead the buses directly to the main highway. D. Bus drivers should be reminded to follow the plan of the exit established by the lead car. IX. Official Football A. The offensive team is to use the ball (striped) of their choice provided it is an Approved ball. X. Radio and Broadcast A. There will be no live TV broadcasting of football games. B. All charges made for broadcasting and televising must be mutually agreed upon by the two school principals involved, and the proceeds shall be considered a part of the gate receipts. XI. Drinks A. B. All drinks at concession stands shall be served in paper/plastic containers. Each team will provide their own drinks 19

20 XII. Eligibility Lists A. Football eligibility list is to be sent to the District Chairman prior to the first game. XIII. Injury Report A. Only the District Chairman should send an injury report. Schools that have a fatality or an injury that results in paralysis must submit a report. XIV. Video Taping A. Each participating school may videotape. When filming a football game, coaches must film from the top of the stadium press box. You should start the film when the offensive team breaks the huddle or in a timely manner and stop the film when the officials mark the spot. The visiting school is to furnish identification for video taping personnel. You show the score after each score & Quarter. B. Coaches must exchange at least three game videos as requested, including the previous week s game. Videos exchanged will be 3 wide angles and 3 tight angles, unless mutually agreed to trade differently. Two films shall be exchanged no later than Friday prior to Game time. The 3 rd or previous game film will be exchanged the morning of the following day. Exchanged videos must be new and of high quality. Video exchange will be changed no later that 9 a.m. the next morning. C. MINI DV tapes will be exchanged unless mutually agreed upon by both schools in a different format. View exchange tapes beforehand and let opposing teams know of any discrepancies. D. Coaches must return game films back to this week s opponent no later than 7:00 PM, Thursday. Failure to trade on a timely basis will result in a report to the DEC. E. The following diagram below is an example of what a wide and tight angle should cover. 20

The Home team has the discretion on where to place their opponent s end zone camera. (Visiting team will provide a blank tape) G. As soon as district starts no video tapes shall be given to any coaches outside the District 32 AAAA unless playing a non district opponent during their open week. H. After the termination of the District games; there shall be no lending of game tapes to schools outside the district. I. J. In case of bad weather videotape personnel should be given shelter when Taping. If space for filming is limited, the visiting team will be provided a copy by 9:00 AM. Camera Failure Team with malfunction will be provided copy of film from opponent by 9:00 AM 21

22 XV. All District Selections A. All District Selection meetings will be held on the second Wednesday after the certification date and hosted by the 5 th Place team. (Conducted by the Athletic Director or Athletic Coordinator) Each school will send their nominations to the host school prior to the meeting and selections will be based solely on votes. Discussion of nominees is not needed. B. Two MVP s will be selected prior to selection of All District Teams. One for Offense and one for Defense. The district executive committee may permit volleyball matches postponed by weather, public disaster (not including illness) or official s no show, to be played as an exception to the two match contest per week rule. The matches for those reasons will be made up in sequential order. Tuesday s match s will be made up on Thursday or Friday (mutual agreement between schools involved due to football games). 27 DISTRICT 32 AAAA VOLLEYBALL PLAN IV. Officials / Match Management A. Officials should be members of TASO. B. Admission for all matches: $3.00 for Adults and $2.00 for Students C. Game ball must be in accordance with state and national regulations. D. An adult will keep the book and clock for the Varsity Matches. E. The home team will be responsible for providing a Libero tracker (adult or student manager) for both teams. F. Home teams provide volleyballs and a cart or rack for the visiting team. G. Each team shall provide one linesman and that linesman may be a manager or a player from the sub varsity team or an adult or by mutual agreement two adults will call lines one from each team or the home team will provide both linesmen. H. Pre Match Warm up for all teams:18 minutes will be put on the clock before match time 5 minutes both teams on court 5 minutes visitors on the net 5 minutes home team on the net 3 minutes both teams serve I. An Administrator will be present and in charge at all matches. J. There will be designated HOME and VISITORS areas for fans. K. No megaphone or artificial noisemakers shall be permitted in the gym except that bands may play before a match or between games. V. L.Video cameras will be permitted at all matches. Exception will be that no scouts will be allowed to videotape. Playoff Structure: A. Best won loss percentage district record to be declared champion. B. Second best won loss percentage district record to be declared second place winner. C. Third best won loss percentage district record to be declared third place winner. D. Fourth best won loss percentage district record to be declared fourth place winner. E. If there is a two way tie and one team has won both mutual matches, then that team is designated first seed for play off purposes. The other tying team will be designated second seed. Both teams shall be declared co champions. F. If there is a two way tie and each tying team has won mutual matches, then there will be a playoff between those two teams. The winner will be designated as first seed. Both teams will be declared co champions. Play off factors would be arranged by the schools concerned. If there is a two way tie for second place each tying team has won a mutual match, then there will be a single elimination play off to determine the second seeded team. If there is a two way tie and one team has won both mutual matches, then that team is the district second seeded team. The other would be the third seed representative. H. If there is a multiple tie among three or more schools, there will be a district play off tournament to determine the first, second, third seed representative. However, if one team is undefeated in those mutual matches among them, that team will represent the district as first seed. The same principle will apply to the remaining teams. (This will be known as the won all mutual matches principle). In the case of no team having won all their mutual matches, then the tournament playoff format shall be applied. Teams involved will be recognized as district champions. Mutual agreement flip. I. If three teams tie for first (A,B,C, Example): Flip to determine bye with odd man drawing the bye A draws a bye, B plays C. C defeats B. C plays A and A wins. If four or more teams tied for first, a single elimination play off tournament determined by lot (draw) will determine the first, second, third place teams. The All District Selections meeting will be held the first Wednesday after the Certification date and hosted by the 5 th place team. The meeting will be conducted by A.D. /A.C. B. The Most Valuable Player, Most Valuable Offensive Player, the Most Valuable Defensive Player, The Newcomer of the Year and the Libero of the Year, will be selected prior to selection of All District Teams. The MVP, OPY, DPY, NCY and LY selection will not be named to any All District Team. The MVP,OPY, DPY, NCYand LY will be nominated by her own Coach. C. Only 7 nominations per team after the MVP, OPY, DPY, NCY and LY have been voted on. D. Select 10 first team and 10 second team. Any athlete receiving a vote that did not make the first two teams will be Honorable Mention All District. One player per school nominated for All District who does not receive a vote may be placed on the Honorable Mention Team at the request of her coach and the approval of the All District Selection committee. 35 District 32 AAAA Tennis District Plan & Schedule The official lineup for each school shall be turned in to the District Chair by Friday, September 9th prior to the first district match according to section 1319 (d) & (4): a. Revised lineups will be submitted to the District Chair only when changes are made to line ups before each match. b. Single ladder position. In singles, each player is to play according to ladder position meaning the best #1, the #2 and so on down the line up to #6. c. Doubles ladder position. In doubles, players shall be placed on doubles teams according to ladder position meaning the best two doubles players@ #1 doubles. The next two doubles #2 & so on for #3 doubles. 2. In a dual match, all (19) matches will be played to their conclusion, unless extenuating circumstances such as bad weather or darkness prohibits their completion. (10) Or more matches will constitute the winner. According to the U.I.L Constitution & Contest Rules Section (1310) Team Tennis Plan. a. Once a team reaches 10 matches won, all other matches could be concluded by playing 8 game pro set. b. Team Composition: 1. 6 Boys singles 2. 6 Girls singles 3. 3 Boys doubles 4. 3 Girls singles 5. 1 Mixed Doubles c. A minimum of (7) boys & (7) girls must be turned in on the eligibility list. d. In the event a team cannot fill the minimum requirement of (7) & (7) on the day of a dual match, that team will forfeit those individual matches only. The team that forfeits those individual matches may still continue to compete & win the dual match. e. Doubles will be played first followed by singles. f. In case of injury, ladder position is bumped, regardless if singles have started. A match which is rained out completely, or where the winner of the team match as not been determined, will be made up in the following manner: 1. The team which was scheduled to be home will again host the match if the home team s facilities do not allow the match to be made up after school in one session, then the visiting team will host the remainder of that match on the next available date (Monday). 2. Matches that are rained out will be made up in sequential order. a. Next available date for a Saturday match rained out will be Monday. 35

36 b. If Monday is rained out, match is resumed on designated Weather Day. c. Next available date for a Tuesday match rained out will be next available date agreed upon by both schools, and if not possible to make up that week, then match is resumed on designated Weather Day. 4. The assignment of matches & courts will be at the discretion of the home team. 5. If the home team has two playable facilities available, the home team may use both facilities in order to finish the matches in a timely manner. 6. All matches will start at 10:00 a.m. on Saturday, unless mutually agreed upon by both coaches. 7. Substitutions During Team Matches. Prior to play each coach must give his or her complete lineup for singles doubles & mixed doubles to the site director. A coach may make substitutions between team matches and/or during a team match before the individual match begins. In all instances of substitutions, the coach must use the following procedure and are allowed for the following reasons: Injury, Illness, or loss/gain of academic eligibility. * Singles: If a coach removes a player from the lineup, all players lower in the lineup move up to fill the vacant spot in the lineup & the alternate becomes the #6 player. A player removed from the lineup for substitution may return to the lineup for the next match, but only to the position he/she vacated. All other players will return to original positions. * Doubles: If the coach removes one member of a doubles team from the lineup, he/she places the alternate in the vacated spot, and the team remains in the same position. If the coach removes both members of a doubles team, then the lower teams will move up to fill vacant position and the alternate pair becomes the #3 team. *If a student has been out of the lineup for a grading period for academic reasons or injury and returns in time for the district team tennis match, the coach has the option to re rank the lineup with the new player in their appropriate position. *Under no circumstances shall the coach change his/her lineup during the tournament. The penalty for doing so will be to forfeit the individual matches involved, with the scores becoming 6 0, 6 0, in each match. Coaches should be aware that a substitution & a lineup change are not the same. Substitutions are made for injury, illness or loss/gain of academic eligibility. No Lineup changes are made for convenience or other reasons not specifically stated as rationale for a substitution. 8. Determining District Winner: The top (2) teams will advance to the play offs. 36

37 a. If two teams are tied in percentage for the Championship, both are declared Co Champions. Head to head play will determine 1st and 2nd seeds. b. If three teams tie for the Championship, they shall be declared tri Champions. The district representative shall be the team with the largest number of net Points in the matches between those three teams. 10. The all District Selection Meeting will be held the week after the regular season is over & will be hosted by the 5th Place finisher in District. a. A Male & Female MVP will be selected prior to selection of all district teams. In addition to voting for an MVP, a male and Female Newcomer of the year will also be selected. Home team will wear white uniforms and visitors will wear dark uniform unless mutually agreed by both teams to reverse colors. I. Pre game warm up time will be mutually agreed by both teams. If coaches can not agree, Fifteen minutes will be the warm up time provided. Half time will consist of 10 minutes. J. No bands, megaphones, or artificial noisemakers shall be permitted in the gym. Exception: (Bands may play before game and/or during half time only. K. Warm up basketballs: The home team is responsible for providing (6) basketballs for the visiting Team upon arrival. The warm up balls shall be the game ball brand. L It is recommended that the home team as a courtesy provide the visiting team with drinking water, Medical tape and the services of the Athletic Trainer. Coaches please inform your Athletic Trainers That the HOME TEAM will provide medical tape. M. Video cameras will be permitted at all games. (Exception, scouts not allowed to video). It s strongly recommended that District Coaches do not exchange film of our district games with Playoff opponents. II. All rules and regulations will be strictly adhered to. A. If there is a multiple tie among three or more schools, there will be a district Play Off Tournament to determine the First, Second and Third Seed teams. However, if one team is undefeated in those mutual games among them, that team will be First Seed. The same principle will apply to the remaining teams. (This will be known as the won all mutual games principle). In the case that no team has won all their mutual matches, then a tournament Play Off Format will be used. Teams involved will be recognized as District Champions. A flip may determine seeding if mutually agreed by all teams involved. H. If three teams tie for first (A,B,C): A flip will determine the bye with odd team drawing the bye. (Example): 1. (A) team draws a bye, (B) team plays C team and C team defeats B team, C team plays A team and A team wins. A team is the first seed, C team is the second seed and B team is the third seed. 2. All District Selection meeting will be held the SECOND Wednesday after the certification date is over and it will be hosted by the 5th place team. Meeting time is 7:00 P.M. (Evening) B. Three MVP s will be selected prior to selection of All District Teams. One MVP, One MVP for offense and one MVP for Defense. MVP selections will not be named to any All District Teams. MVP s will be nominated by his/her coach. Only one nomination per team. C. A Newcomer of the Year will be selected. The Newcomer shall be a player who is playing Varsity for the first time. The Newcomer will not be named to any All District Team. The Newcomer shall be nominated by his/her coach. Only one nom. Per Team. D. Select TEN (10) First Team and TEN (10) Second Team. Only seven (7) nominations per Team. Any Athlete receiving a vote that did not make the first two teams will be named to The Honorable Mention Team. One player per School nominated for ALL DISTRICT Who does not receive a vote may be placed on The Honorable Mention Team at the request of his/her coach and the approval of The All District Selection Committee. All ties will remain accordingly & will make The All District Team. The Coach of the Year will be the District Champion Coach(es). All Coaches must vote for players for available positions. 51 C. District Meet: The district meet is the responsibility of the District Chair. The meet director will be assigned by the District Chair to carry out the meet according to the National Federation rules & directives of U.I.L. III. Officials A. Dual Meets: Certified officials are not required for Dual Meets. A Dual Meet is considered a practice meet & counts as part of the eight hours a team is allowed to practice during the week. B. Invitational Meets: Officials should be U.I.L. certified. Meet sizes vary, thus the need for an adjustable pay scale to compensate officials could be used. The referee pay range is from $75.00 to $ & the other official(s) pay range is from $40.00 to $ C. District Meet: Officials will be U.I.L. certified & will consist of a referee, a starter, a timing system operator, & at least one stroke & turn judge. Each team is responsible for providing two Timers. A request to provide timers from visiting teams may be made in the Meet information, which shall be made available to participating twenty days prior to the meet. The referee, timing system operator, and officials are to be compensated for their time and effort. The Referee and timing system operator shall be paid $75.00 to $ plus mileage. There must be two or more U.I.L. Certified officials working the District meet. IV. District Meet: A. Site: 1 st choice Weslaco ISD Natatorium 2 nd choice Mission ISD Natatorium The site for the district meet will be on a scheduled rotation that has Weslaco, Mission, Brownsville, and Roma. The 51

54 DISTRICT 32 AAAA BASEBALL PLAN I. Eligibility is to be sent to the District Chairperson and one copy to be kept at the home school for their records. II. Admissions: Adults $3.00 Students. $2.00 III. Games to be made up: A. All district games will be played according to National Federation Rules. B. If a district game or district playoff game is stopped for any reason, other than a completed game, the game is to be replayed from the beginning. If unable to determine a winner and there are no more days/time available (in accordance to U.I.L.), a coin flip will determine the winner. C. Game(s) called on account of rain or no show by officials will be played on the next playable date. D. Non Playable Fields: If a site is determined to be unplayable in the first round of competition, the site will be reversed if the opponent s field is playable. The home team may arrange an alternative site. In the second round, the home team will be responsible for securing a playable field; including using the opponent s if it is playable. If both games are played at the same site, each team will be the home team once. Host team will be responsible for paying umpires and reporting game score. (The visiting team will provide game baseballs). If no site can be arranged, the game will be moved to the next playable date. E. Section C and D also apply to section B. A. 63 District 32 AAAA Softball Plan I. Game Planning Regulations A. Playing regulations will follow the National Federation of High School and University Interscholastic League guidelines except for the notations listed below. B. District play for both Varsity and Junior Varsity will begin in accordance with the UIL calendar. C. Varsity will use a Dudley 12 (.47 core) Game Ball. Subject to change due to UIL Rules and NFHS guidelines II. Admissions A. Adults $3.00 Students $2.00 III. Officials A. Texas A.S.A. Umpires, certified through UIL and assigned by the local association. IV. B. Fees: The game fee schedule will be as dictated by the UIL. Game Length A. 32 AAAA District games will be played according to National Federation of High School and UIL guidelines. B. All Varsity games will begin at 7:00 p.m. Teams that have spring break, upon mutual agreement can change the time and day of their games. Teams have the o C. Teams have the option of combining JV & Varsity games, if school only has one JV team. 1 st and 2 nd round of play. D. J.V. games will be seven (7) innings or 1 hour and 45 minutes. No inning can begin after 1 hour and 35 minutes. Five runs or three outs will constitute half inning. E. J.V. White games will be seven (7) innings or 1 hour and 30 minutes. No inning can begin after 1 hour and 20 minutes. Four runs or three outs will constitute a half inning. 63

64 Game Times: Monday Saturday 5:30 & 7:00 p.m. 9:30 & 11:00 a.m. V. Complete Games A. A game will be considered complete if, after three (3) completed innings (2 ½, if the home team is ahead), a team is ahead by fifteen (15) runs. B. A game will be considered complete if, after 95) completed innings (4 ½, if the home team is ahead), a team is ahead by ten (10) runs. VI. Tie Games A. In the event of a tie game after regulation play (7 innings), play shall continue until a winner is determined. (Both teams must be afforded the opportuninty to complete their half inning. B. J.V./ J.V. Light games stay as a tie. VII. Make Up Games A. Games called on account of rain or no show by officials will be played on the next playable date in sequential order. If only one official shows up, game may be played if mutually agreed. B. Tuesday s rain out or no show by officials will be made up on Wednesday if mutually agreed upon or Thursday. C. Friday s rain out game or no show by officials will be made up on Saturday. D. Saturday s game will be played at 2:00 p.m., unless mutually agreed. VIII. Non Playable Fields A. If a site is determined to be unplayable in the first round of competition, the site will be reversed if the opponent s field is playable. The home team may arrange an alternate site. B. In the second, the home team will be responsible to secure a playable field. Every effort must be made by the home team to secure a playing field which would be mutually agreed upon. If both games are played at the same site, each team will be the home team once. 64

65 C. If no site can be arranged, the game will be moved to the next playable date, i.e. Tuesday s game Wednesday if agreed or Thursday, Friday s game to Saturday. All make up games must IX. Play Off Structure A. The best won loss percentage DISTRICT record will be declared the Champion. B. The second best won loss percentage DISTRICT record will be declared the second place winner. C. The third best won loss percentage DISTRICT record will be declared third place winner. D. The fourth best won loss percentage DISTRICT record will be declared fourth place winner. E. If there is a two way tie for first and one team has won both mutual matches, then that team is designated the first seed for playoff purposes. The other team is designated the second seed. Both teams shall be declared co champions. F. If there is a two way tie for first and each team won a mutual match, then there will be a play off game between those teams. The winner will be designated as the first seed. Both teams will be declared co champions. The schools concerned would arrange play off factors. A flip may determine seeding if mutually agreed by both teams. G. If there is a two way tie for second and each team won a mutual match, then there will be a play off game between those teams. The winner will be designated as the second seed. If there is a two way tie for second and one team has won both mutual matches, then that team will be the second seed. The other team will be the third seed. A flip may determine seeding if mutually agreed by both teams. H. If there is a multiple tie among three or more schools, there will be a district play off tournament to determine the first, second, third, and fourth seed representative. However, if one team is undefeated in those mutual games among them, then that team will be the district s first seed. The same principle will apply to the remaining teams. This will be known as the WON ALL MUTUAL GAME principle. In the case of no team having won all their mutual games then the tournament play off format shall be applied. Teams involved will be recognized as District Champions. A flip may determine seeding if mutually agreed by all schools. 65

66 I. If three teams tie for first (A, B, C, and Example): Flip to determine bye with the odd man drawing the bye. 1. A draws a bye, B plays C. C defeats B. C plays A and A wins. A is the first place seed and C is the second seed. 2. A draws a bye, B plays C. C defeats B. C plays A and C wins. C is declared the first seed, but A must play B to determine the second seed. J. If four or more teams tie for first, single elimination play off tournament will determine the first, second, and third place teams. Teams will compete against each other according to lot (draw). The teams involved will agree upon site, time and officials. K. In case of multiple ties for second and/or third place, the principle described in sections G, H, and I will apply. L. Any ties will be played on April 21, (Varsity only) X. District Selections A. An Offensive MVP, Defensive MVP, and Newcomer (first year varsity player) of the year will be selected prior to selection of all district teams. MVP and Newcomer will not be named to any all district teams. An MVP will be nominated by her own coach. Only one nomination per team. B. Written nominations by coaches for selection by positions. C. Two (2) points for 1 st team selections One (1) point for second team selections Any player receiving a point will be considered honorable mention. D. Any player receiving at least one vote shall be included on the All District Honorable Mention list. Only one player per school may be placed on the Honorable Mention list at the request of the coach and the approval of the All District selection committee. Must have been nominated. E. 67 F. All coaches must vote for players for all available positions. G. A coach will not be allowed to Not Vote for any reason on any position. H. The District Champion Coach will automatically be the Coach of the Year. I. Coaches may not vote for their own team members. J. Team finishing fifth in district will host the All District Selection on the second Wednesday after district certification at 11 am... All District 11 am... Changes for the District Plan XI. Number of Games Allowed 2 games may be substituted for 1 Tournament. Total # of games includes District and Non District Games. 1 invitational tournament plus 21 games 2 invitational tournaments plus 19 games 3 invitational tournaments plus 17 games XII. Game Length Teams have the option of combining JV & Varsity games, if school only has one JV team. 1 st and 2 nd round of play. XIII. Schools will pay the regular green fees or in some cases the golf courses will offer special discounted rates. Any tournament hosted by a 32 4A school must be at a golf course with a maximum green fee of $25 per player per day unless the District Executive Committee decides otherwise. B. Invitational Tournaments 1. All District 32 4A teams will play a maximum of eight invitational tournaments plus the district tournament and all regional and state events. 2. If one district team hosts an invitational tournament, courtesy should be provided that no other member school host a tournament on that day or week, unless the other tournament is of different gender. 3. All participants will dress in accordance with respective school dress codes. 4. All tournaments will follow USGA rules. Golfers may not use caddies or electric carts during district, regional, or state tournaments. A pull cart may be used. If a player hits two consecutive shots into a hazard, his next shot will be played from a designated drop area between the hazard and the green if permitted by the tournament director. By District Executive Committee approval in District, Regional, and State Competition, the player shall pick up after his eighth shot and will take a nine on the scorecard for that hole. 5. Tournament Entries: For Invitational Tournaments the number of entries will be determined by the host schools. The host school must allow members of District 32 4A the opportunity to bring two teams to any tournament in District 32 4A. C. District Golf Tournament 1. Site, Date, and Times will be approved by the District Executive Committee. 2. Dress Code: In the District Tournament all participants will be dressed in school issued golf shirts (with collar). If schools have more than one team, they may wear different shirts to identify the team. 72

73 Scorekeepers/Monitors/Pairings: Each member school will provide two individuals with knowledge of the rules of golf to help for the District Tournament. The District Tournament Director will decide how the monitors will be assigned and used accordingly. Pairings for the District Tournament are based on the average team score. The best four teams will be paired together for the first 18 holes. The second day pairings will be based on the scores from the first day. There will be a Progressive or Shotgun start at the District Tournament. All 32 4A Head Golf Coaches will be members of the rules committee at the District Tournament along with the host golf course pro or golf director. Team Entries: A team is made up of a maximum of five players or a minimum of four players. If a school does not have enough golfers to field a full team, the golfers will be entered as individuals for the tournament. Scorecards: A regular scorecard from the tournament director will be provided at the District Tournament for each golfer participating. D. All District Selections 1. To be considered for any all district honors in 32 4A a golfer must participate in at least four of the six tournaments that will be hosted by 32 4A schools including Veterans, Edcouch Elsa, Mercedes, Valley View, Roma, Weslaco East, and the Pre District Tournament. 2. The golfers will choose their best four tournaments from the five invitational events and the Pre District tournament to be considered for those post season honors. The District tournament is required for All District honors meaning that a minimum total of FIVE tournaments must be played to be considered. If the District tournament is missed by a golfer, however, then he or she is no longer eligible for All District honors. 3. MVP This honor will go to the boy and girl with the best score average in District 32 4A 4. The 2 nd through 6 th Best Averages (and ties) will be named to the 1 st Team. The 7 th through 11 th Best Averages (and ties) will be named to the 2 nd Team. The 12 th through 16 th Best Averages (and ties) will be named Honorable Mention. 5. If a player withdraws from a tournament, the scores for that tournament cannot count for the All District Honors. All scores for the tournament must be omitted. A No Show does not constitute a Withdraw. If a player shows up only one day in a two day event, the one completed score may count for All District Honors. 6. If a school is not represented in the All District Teams for the year, then one selection may be added by that school to the Honorable Mention List. 7. 76 TRACK AND FIELD PLAN Heat Meeting to be held Wednesday April 4, 2012 at Brownsville Veterans. The JV and Varsity District Meet will be held on Thursday April 12 & Saturday April 14, 2012 by Brownsville Veterans High School TBA. All Coaches must bring official times to the heat meeting. The Freshman Invitational Meet will be held on Thursday April 5 th at Hidalgo Early High School. 2. Preliminary running events will be heated by times. The first 16 times will be placed in the first two heats with the fastest time going in lane 4 heat one and the second fastest time going in lane 4 heat two. This will continue until all athletes are placed. The fastest 8 times will advance to the finals in all running events. 3. The following events will be run as finals only: 4 X400 M. Relay fastest times will run in heat two 800 M. Run, 1600 M. Run, and the 3200 M. Run Sub Varsity will draw for lanes 4. The Meet Referee will be responsible for all calls. The Games committee will be called upon for assistance if there is a rules appeal on the meet referee. (Appeals need to be in writing on a form to be given during the heat meeting) We will obtain an impartial referee for the District Meet. 5. 85 District 32 AAAA Softball Plan I. Game Planning Regulations A. Playing regulations will follow the National Federation of High School and University Interscholastic League guidelines except for the notations listed below. B. District play for both Varsity and Junior Varsity will begin in accordance with the UIL calendar. II. C. Varsity will use a Dudley 12 (.47 core) Game Ball. Subject to change due to UIL Rules and NFHS guidelines. JV Teams could use either Wilson or Dudley. Admissions A. Adults $3.00 Students $2.00 III. Officials A. Texas A.S.A. Umpires, certified through UIL and assigned by the local association. B. Fees: The game fee schedule will be as dictated by the UIL. IV. Game Length A. 32 AAAA District games will be played according to National Federation of High School and UIL guidelines. B. C. D. E. All Varsity games will begin at 7:00 p.m. Teams that have spring break, upon mutual agreement can change the time and day of their games. Teams have the option of combining JV & Varsity games, if school only has one JV team. 1 st and 2 nd round of play. J.V. games will be seven (7) innings or 1 hour and 45 minutes. No inning can begin after 1 hour and 35 minutes. Five runs or three outs will constitute half inning. J.V. White games will be seven (7) innings or 1 hour and 30 minutes. No inning can begin after 1 hour and 20 minutes. Four runs or three outs will constitute a half inning. 85

A game will be considered complete if, after three (3) completed innings (2 ½, if the home team is ahead), a team is ahead by fifteen (15) runs. A game will be considered complete if, after (5) completed innings (4 ½, if the home team is ahead), a team is ahead by ten (10) runs. VI. Tie Games A. B. In the event of a tie game after regulation play (7 innings), play shall continue until a winner is determined. (Both teams must be afforded the opportunity to complete their half inning). J.V. games stay as tie. VII. Make Up Games A. Games called on account of rain or no show by officials will be played on the next playable date in sequential order. If only one official shows up, game may be played if mutually agreed. B. C. D. Tuesday s rain out or no show by officials will be made up on Wednesday if mutually agreed upon or Thursday. Friday s rain out game or no show by officials will be made up on Saturday. Saturday s game will be played at 2:00 p.m., unless mutually agreed. VIII. Non Payable Fields A. If a site is determined to be unplayable in the first round of competition, the site will be reversed if the opponent s field is playable. The home team may arrange an alternate site. B. In the second, the home team will be responsible to secure a playable field. Every effort must be made by the home team to secure a playing field which would be mutually agreed upon. If both games are played at the same site, each team will be the home team once. 86

This will be known as the WON ALL MUTUAL GAME principle. In the case of no team having won all their mutual games then the tournament play off format shall be applied. Teams involved will be recognized as District Champions. A flip may determine seeding if mutually agreed by all schools. 87
