2 Key Stage 4 (14-16 offers for schools/academies/fe Colleges) The Hair & Beauty team ran a series of successful events to help support curriculum planning for your year old learners. At these events we discussed our existing and brand new offer. The following two qualifications will be available for September 2014 for delivery, however Performance measures will only apply for Year 9 learners for 2017 Performance tables. 1. City & Guilds Technical Award in Business Enterprise within the Hair and Beauty sector (pre-16) (120 GLH) (SSA 15.3) Learners must take the four mandatory units: 201 Enterprise in the hair and beauty sector and related industries (30 GLH) 204 Event planning and development (30 GLH) 203 Marketing and promotion in the hair and beauty sector (30GLH) 202 Personal presentation and communication in the hair and beauty sector (30 GLH) And: 2. City & Guilds Technical Award in Hair and Beauty Studies (pre-16) (120 GLH) (SSA 7.3) Learners must take the three mandatory units: 210 Science of hair and beauty (30GLH) 211 Research historical influences in the hair and beauty sector (30 GLH) 212 Design a photographic image in the hair and beauty sector (30 GLH) Learners must take one of the optional units: 214 Exploring skin care and make-up (30 GLH) 215 Exploring hand care and nail art (30 GLH) 213 Exploring hair care and styling (30 GLH)
3 The presentation for this focus group can be found Frequently asked questions Q Can these be used this for Year 10 learners in September 2014? A Yes they can, but they will not have any GCSE equivalencies. Q Why then can Year 9 learners take these and get GCSE equivalencies? A - A learner can not claim their GCSE s until the year of their 16 th Birthday and these qualifications will not be counted until June Q Are these both worth 1 GCSE A* - C grade? A Yes Q Can learners take both qualifications? A Yes they can as they are built fewer than 2 separate SSA s. Qualifications 3001 All complexes E3 & L1 Introduction to the Hair & Beauty Sector All complexes L2/L3 VRQs in Hairdressing and Barbering All complexes L2/L3 NVQs in Beauty Therapy, Nails & Spa All complexes L1/L2/L3 in Hair & Beauty Therapy All complexes L1/L2/L3 NVQs in Beauty Therapy, Nails & Spa All complexes L1/L2/L3 NVQs in Hairdressing and Barbering All complexes L1/L2/L3 SVQs in Hairdressing and Barbering 5450 All complexes L4 Diploma in Management Practice & Advanced Techniques in Hair & Beauty Sector New registration end date 31/07/ /07/ /07/ /07/ /07/ /05/ /05/ /07/2016 Apprenticeships in Hairdressing and Barbering The new apprenticeship frameworks for England, Scotland, wales and Northern Ireland have now been delayed until May This is due to FISSS (Federation of Industry Skills and Standards) not accepting new frameworks in England past August As a result of this we will be holding a series of Apprenticeship focus group meetings to discuss the new Apprenticeship frameworks and trailblazer standard (England only) in November These events will allow centres to discuss the changes, The Future of Apprenticeships in Hair & Beauty Therapy ENGLAND ONLY After several months of work the hair and beauty trailblazer group have drafted a set of standards for the new apprenticeships (ENGLAND ONLY) this steering group which comprises of employers have asked for feedback on these standards and an on line consultation took place at the end of May. The results of this consultation will be made available on NHF and Habia s website. City & Guilds have not been part of the development of these standards but will be included in the development of the assessment.
6 DfE KS5 - Post 16 Following on from our success with our Level 3 Diplomas in Hairdressing, Beauty and Complementary Therapies (3002, 3003, and 7607) where we gained recognition of performance points for our qualifications (VRQ only). We are now in the process of submitting our Substantial Level 2 VRQ qualifications for Performance Measures for September The Department for Education (DfE) only recognise VRQ qualifications for measures towards the Performance tables, NVQs will not be considered for these measures. First teaching for Level 3 - September 2014 First teaching for Level 2 - September 2015 We have included a letter from Matthew Handcock to outline the vision and support needed for these qualifications. Recognition of high quality technical qualifications for school and college performance tables An open letter to employers The government needs your help in identifying which technical qualifications meet industry needs. In return, we will only recognise in school and college performance tables those technical qualifications that have secured industry endorsement. This will incentivise schools and colleges to deliver technical qualifications backed by industry. To help achieve this, we are asking awarding organisations to supply us with evidence that their qualifications are recognised and supported by employers and/or professional and trade bodies. So you may be approached by awarding organisations, asking you to confirm that a particular qualification or qualifications meet your skills needs, and to confirm this in writing. We hope you can consider the following when reviewing qualifications: Does the qualification cover the required knowledge and skills you expect of a new workforce entrant? would the qualification give a student an advantage when applying for related jobs or Apprenticeship opportunities in your industry or occupation? To help students and employers compare qualifications, each technical qualification will have a
7 Purpose statement explaining who it is designed for, and what it could lead to. You may find it useful to review a qualification s purpose statement when making your decision on whether to support a qualification. By pledging your support for particular technical qualifications you are helping year olds identify the qualifications that will provide the best preparation for entry and progression in their chosen career. If you do decide to provide a letter of support, this will be published on the awarding organisation s website so that learners can see for themselves which qualifications are recognised by industry as fit for purpose. Higher education and employer recognition is one of nine requirements that technical qualifications must meet to feature in performance tables. Please click on the hyperlink for details of the full requirement. Your help in identifying the best technical qualifications is greatly appreciated. Matthew Hancock Frequently asked questions Q Does this mean that Colleges can not use NVQs any longer for full time learners? A No they can still deliver NVQ qualifications, but NVQs will not have any Performance measures applied to them. Q When will the GCSEs or A levels are counted in the performance tables. A For Level 3 the first teaching is September 2014 with points claimed in the performance tables in At level 3 our qualifications will count towards A level measures. Level 2 first teaching is September 2015 with points claimed in performance tables in Our level 2 qualifications will count towards GSCE measures. Q What are KS4 QUALIFICATIONS? A These are qualifications which have been accepted by the DFE and are suitable for year (13-16) Q What are KS5 QUALIFICATIONS? A These are qualifications which have been accepted by the DFE as suitable qualifications which meet performance measures for GCSE and A levels post 16 SFA rules England From November 2013 the following rules will apply: No funding for Level 1 qualifications that fall under 6 Credits for 19+ learners No funding for Level 2 and Level 3 under 15 Credits for 19+ learners All qualifications need letters of support from Employers, Trade/Professional Associations
8 All qualifications MUST be submitted with recognition and purposes Qualifications with low or no take up will be reviewed by the SFA quarterly. Qualifications must be robust and have evidence of at least 100 learners across 5 different providers for the SFA to continue to fund. Many qualifications will cease to be funded for 19+ learners Frequently asked questions Q Does this mean that Colleges can not offer qualifications that are below 6 credits for Level 1 learners? A No they can still deliver any qualifications, however SFA fund 19+ learners so it would mean these qualifications are no longer funded. Q- Can a college deliver a small level 2 certificate (fewer than 15 credits?) A- Yes, again it would not be funded Q- What can I offer my learners who are over 19+ and who are unemployed A There are unit routes available in all our qualifications; these will be funded, if the unit also appears in a diploma size qualification. Q - What if I can t see a qualification I have previously run on the SFA funding list? A - These maybe qualifications which have previously been funded, however because of low or no take up the SFA have decided they will no longer fund these. Therefore these qualifications maybe offered as full cost recovery but wall ceases to draw down public funding. LARS lite To check to see if qualifications are fundable the SFA have launched a new learning aims search facility called the Hub. You can search learning aims for information as well as download the data. This replaces LARS Lite and the simplified funding rates catalogue with immediate effect. The Skills Funding Agency has produced its long-awaited and overdue online Learning Aims Reference System (Lars). It is an online tool that allows providers to, among other things, look up qualification funding values. And it went live today [click here for Lars]with learning aims data for the current academic year and also 2014/15. It had been due out for the start of 2013/14 as part of the agency s wider data collections and funding transformation programme. A new funding information system (Fis) was also part of the revamp, but it has produced inaccurate reports. And Online Data Collection (OLDC) system replacement the Hub has also had problems. But in November the agency conceded it was struggling to develop Lars in time for the R04 data return deadline the following month, and instead produced Lars Lite which didn t contain 2014/15 data.
9 However, there were reports that Lars Lite, a temporary downloadable database from the SFA, itself produced unreliable data. The problems could now be over though, with an SFA spokesperson revealing that Lars was now live. They said: On Thursday, May 22, we will make a new learning aims search facility available in the Hub. They added: This will replace Lars Lite and the simplified funding rates catalogue, which we will decommission in the coming months. We will also release an update to Fis to support the processing of 2014 to 2015 Individualised Learner Record (ILR) files alongside ILR files for 2013 to A reinstallation is not required. Lars helps providers Management Information System (MIS) officers check whether qualifications are eligible for funding, and how much per learner providers should receive. The Hub is now available at: With a Search help guide at: Please note the first menu page defaults to 2013/2014. You will need to select the Teaching Year drop-down menu and change to 2014/2015. Funding spreadsheet City and Guilds have produced funding spreadsheet for all out markets. These spreadsheets are updated monthly and can be accessed by centres to check funding against each qualification under different funding streams. If you haven t used this in the past please use the link to view all the qualification areas. You can select the hair and beauty spreadsheet from here: Level 1 Diploma in the Introduction to the hair and beauty sector The qualification handbook and assessment pack has been updated to confirm that the level 2 units within the qualification structure must meet the full requirements for assessment. I.e. the use of stimulation is not allowed in the following units: Unit 215 Unit 216 Unit 217 Unit 218 The Art of Dressing Hair The Art of Photographic Make-up The Art of Colouring Provide Nail Art Services**
10 Level 2 Diploma in Hair and Beauty The qualification handbook has been updated to highlight the following guidance for this route within the 3004 structures. This qualification is ONLY accessible to a 16+ learner. The units within this structure included technical units which are not suitable for a pre 16 learners Level 3 Diplomas in Barbering & Level 3 Diplomas for Cutting & Styling Technicians We are in the process of developing two new optional units to be added to the qualification structure of the Level 3 Diploma in Barbering for September Provide Shaving Services Design and Create Patterns in Hair Updated draft structure September 2014 Level 3 Diploma in Barbering 500/9100/1 A minimum of 54 credits is required to achieve the Level 3 Diploma in Barbering. 35 credits from unit group a plus a minimum of 19 credits from unit group B. Unit group A Credits Monitor and maintain health and safety Practice in the 4 salon Consultation support for colleagues on hair services 3 Cut men s hair to create a variety of looks 5 Cut facial hair to create a variety of looks 4 Creative hairdressing design skills 8 Colour hair to create a variety of looks* 11 Provide shaving and face massage services* 11 Unit group B Minimum of 19 credits Human resource management within the hair and beauty 7 sector Perm hair to create a variety of looks 7 Provide hair extension services 5 Make and Style a Hair Addition 7 Relaxing services for African Type Hair 5 Hair colour correction 12 Promote products and services to clients in a salon 3

The exclusive UK partnership will design and sell training resources that support the teaching and learning of hairdressing, barbering and beauty qualifications.
12 From 1 September 2014 the two companies will bring together their existing portfolios to offer innovative and high quality professional video-based resources online. The videos, which provide training on the latest techniques, qualification performance criteria and knowledge, are backed by key experts in the industry including Stacey Broughton and Tim Hartley. Accessible via computer, tablet and mobile phone, this means easy access to 507 videos, with 838 supporting PDFs, bringing the classroom into the salon for the first time. The resources will also support teachers to engage learners effectively, enabling them to progress at their own individual pace. The technology is designed to make it easier for trainers to track individuals performances for full visibility of all students and classes helping them to stretch and challenge learners to achieve their full potential. The teaching material is aimed at learners undertaking NVQs, VRQs and SVQs from Levels 1-3 and also includes embedded Math s & English Functional Skills components to help learners develop the core employability skills needed by employers.
