6 Norfolk County Council Children s Services County Hall Martineau Lane Norwich NR1 2DH Dear Student NCC contact number: What Norfolk County Council does with data from schools, academies and post-16 providers of education, training and support Norfolk County Council uses information about children and young people for whom it provides services, to enable it to carry out its functions and duties. Below details are provided as to how Norfolk County Council will share students data with partner organisations to assist in providing young people with the best start in life and to provide information that will assist in post 16 transition. Raising of the Participation Age (RPA) From the summer of 2013 the law changed so that all young people of school leaving age will need to participate in education or training to their 18th birthday. This is known as the Raising of the Participation Age (RPA) Norfolk County Council has a statutory duty to encourage, enable or assist young people s participation in education or training (Section 68(1) of the Education and Skills Act 2008). Norfolk County Council therefore has a key role in ensuring that all 16 and 17 year olds are made aware that they should participate in learning and that they will be offered a place in post-16 education or training. Norfolk County Council will also work with partners to shape education and training provision to meet young people s needs and to collect and record the offers made to young people to help target resources on those who have still to find a suitable place. Post 16 providers sharing information with Norfolk County Council and NCC sharing information with post 16 providers Post 16 providers of education or training must by law inform Norfolk County Council of any young person that drops out of education or training from their institution. It is the duty of Norfolk County Council to promote the effective participation in education or training of all 16 and 17 year olds resident in Norfolk; and identify young people who are not participating. If a young person is not participating, or when it is not known what a young person is doing, Norfolk County Council will pass on the young person s details to providers of education, training or support who can assist the young person to participate. Norfolk County Council shares some of the information it collects with the Department for Education (DfE) to enable assessments of Norfolk County Council s performance and inform destinations of young people after they have left compulsory education.

7 Norfolk County Council is required to keep in touch with young people aged 16 to 18 at key transition points at least yearly. Information collected about the destination of the young person eg work, education or training at this transition point will be shared with the post 16 provider the young person attends. Norfolk County Council sharing Post-16 destination information with schools and other partners Norfolk County Council shares information with the school that young people attended at school leaving age about what young people do after compulsory education for three years after finishing year 11, and until age 24 if the young person has a statement of Special Education Need (SEN) and/or Education & Health Care Plan (EHCP). This enables the school to review and improve the quality and impact of its careers information, advice and guidance provision. Norfolk County Council Children s Services may use the information to assess whether they can work with you as part of their Norfolk Family Focus programme and, if applicable, use the information to assess and evaluate whether the programme has been successful in improving outcomes for you and your family. Norfolk County Council may also share relevant information on a confidential basis with the Department for Communities and Local Government, other Government agencies and other public bodies involved with the programme but only where this is necessary for the aims and objectives of the programme. The Norfolk Family Focus Programme is part of the national Troubled Families initiative. Controlling your information At any stage between the ages of 16 to 19 years (24 for SEN), a young person can ask that no information be passed from Norfolk County Council to post 16 education, training or support providers or to the school where compulsory education was completed. If as a young person aged 16 or over, you wish to opt-out and do not want post 16 providers to receive information from Norfolk County Council about you, then contact Norfolk County Council at: Participation Strategy Team Children s Services Norfolk County Council Floor 8 County Hall Martineau Lane Norwich NR1 2DH Telephone:

8 If you need our help, get in touch... If you become unemployed and are having problems with finding something to do, contact: Norfolk County Council s Helpline on Available from Monday-Thursday 9am-5pm and Fridays 9am-4.30pm. We can talk you through your options and, if you need more in-depth help, put you in touch with an Adviser who will provide you with advice and guidance about your education, employment and training options to sort out the right choice for you. Help You Choose Keeping in Touch Team Norfolk County Council is required to keep in regular contact with you between the ages of 16 and 18 to offer you support to help you get into education, training or work. This means that from time to time you will be called by our Help You Choose Keeping In Touch Team just to check things are going well. If you do need support, we are there to If you need this information in large print, audio, Braille, alternative format or in a different language please contact us on and we will do our best to help.
