It is recommended and I move that the Board approves the HHS Wind Ensemble trip for students to attend the PMEA State Conference, Erie, PA on April 20, 2017 with support from the district not to exceed $1025 to help defray costs of transportation. New Business: Student Council Update Matt Bagley, Junior Class President, provided the School Board Representative Report this evening. Mr. Bagley reported: o Thon Planning has begun for this year s THON, which will be held on March 31. The public will be provided access to progress via a tracking program on the Hampton District website. o Prom - The planning for Prom also is also underway more information will be provided in the next few months. o HHS students are getting ready for their standardized tests.

21 Hampton Township School District Board Voting Meeting Monday, February 13, 2017 Dr. Harold Sarver Memorial Library at HMS 7:30 p.m. Technology Mr. Gregory Stein, Chairperson Action Items: None at this time. Old Business: Strategic Vision for Instructional Technology Dr. Loughead provided the Board with an overview of the tentative plans for implementation of a Districtwide instructional transformation with the emphasis on the District s responsibility to help students become creative and innovative problem-solvers and communicators in a way that will allow them to impact the world once they leave the halls of Hampton. The first step to accomplishing this task is to talk in a different way about technology in the District that supports this way of learning. The idea of technology being immersed and part of a student s everyday learning is key to achieving it. Dr. Loughead said he will come back to the Board with a series of plays in the Hampton Hub Playbook to implement some of these ideas in the District. He would like to provide those ideas at the March meeting. Remake Learning Days Plan - Project Based Learning Presentation Mr. McKaveney provided the Board with an overview of the District s plan to participate in Remake Learning Days this year on Wednesday, May 17, 2017 at the Hampton Middle School. Hampton s participation in the event will replace our former T4 Technology Fair. Brian Colonna, co-owner of CodeBreakers in Wexford, is collaborating with the District to create a first-ofits-kind escape room at Hampton Middle School that would be featured during our upcoming Remake Learning Days event. Colonna said these kinds of escape rooms promote logical thinking, STEAM skills and collaborative communication. Students at the Middle School, with some help from the programming students at the High School, will design their own puzzles based around a Mayan theme that will be called Mission to Maya. Mr. McKaveney said the students will be encouraged to participate in a Shark Tank competition, where they create puzzles and present them to a panel of judges, who will vote on the winning puzzle. Dr. Cunningham added that the excitement of this project is that it truly is cross-curricular. Mrs. Lux said the Mayan theme that has been chosen is relevant to every grade level at the Middle School. New Business: None at this time.

It is recommended and I move that the Board approves the HMS Program of Studies as amended.* Discussion: Action: Moved: Second: Aye: Nay: Old Business: District Calendar* Dr. Loughead presented a calendar option to the Board explaining that it was very similar to previous years. The only significant changes to this calendar involved professional development days and how they were arranged to allow for consecutive, productive learning opportunities for the faculty HMS Program of Studies* Dr. Removcik and Mrs. Lux presented an overview of the proposed changes to the Middle School Program of Studies. The major changes being proposed for the Middle School for the next school year include a new course offering, updated course titles and descriptions for several existing courses, as well as minor edits to other areas. Mrs. Lux expanded by saying it had been about seven years since the Middle School had proposed any significant changes to the Program of Studies, but the changes being proposed for next school year aligned nicely with the district s vision for the future. Memorandum of Understanding with Children, Youth and Families Dr. Cunningham presented a document from the PA Department of Education which would outline a relationship between the Hampton Township School District and the Allegheny County Department of Human Services, Office of Children, Youth and Families to ensure the educational success and school stability of students in foster care. The agreement, which requires the designation of a point of contact in the District and at CYF and outlines specific processes between the two parties, has been tabled for further review by the district solicitor. All updates are in blue print. Summary of Edits Grade levels added to core academic courses. Transcript language denoting Middle School courses (Algebra 1 Honors, Geometry Honors, and world language level 1 courses) receiving High School transfer credit moved to those course descriptions within the Program of Studies. Revised technical errors based on feedback. Recommendation It is recommended that the Board of School Directors approve the Middle School Program of Studies with the aforementioned changes. 25 Hampton Township School District VOTING MEETING Monday, February 13, :30 p.m. Dr. Harold Sarver Library FACILITIES AGENDA, Ms. Balason, Chair ACTION ITEMS There is no report this evening. OLD BUSINESS Elementary Facility Roof Projects (Wyland) - Update Mr. Farino reviewed the Wyland Roof project with the Board. Mr. Farino indicated that completing the roof replacement with EPDM rubber material was the most pressing large scale capital project for the District at this time. Mr. Farino requested permission to proceed with the bid process through VEBH Architects. Mr. Farino reported that the project will cost the District an estimated $300,000 to finish the remaining roof sections estimated to at approximately 20,000 25,000 sq. ft. Mr. Farino stated that the project could be bid either in phases or in its entirety. NEW BUSINESS Poff Elementary Plumbing Issue Mr. Farino reported that Poff Elementary experienced a backup in a sanitary line last week. The building s main level bathrooms, main lobby, nurse s suite and the computer lab were all effected by the backup. Mr. Farino stated that the District acted immediately, dispatching maintenance and additional custodial staff. The maintenance department snaked the internal building line as the custodial staff quickly and thoroughly addressed cleanup needs. Mr. Farino stated that the Township was working on the line as well, addressing blockage issues on their portion of the line. The District contacted two outside companies to identify and address any issues on the sanitary line from the building to the Township tie in. Mr. Farino reported that drain cleaning and evacuation of the sanitary manhole had been completed. He stated that a video inspection of the internal lines was also completed with no findings. Mr. Farino stated that he will continue to investigate and address any issues. Dr. Loughead stated that the Township and District have worked well together on this issue. He reported that the Township has indicated that they are willing to work with the District to complete the necessary corrective actions. Dr. Loughead stated in the interim, should any sanitary issues occur an action plan is in place. Facilities - Page 1 of 1

NEW BUSINESS Piper Jaffray & Company Underwriter 2006B Bonds Mr. Vasko stated the Board was being asked to approve Piper Jaffray as the underwriter for the current refunding of the District s 2006B bonds that will be available for refinancing in August. It is recommended and I move that the Board approves the first reading of revised policy #005 Organization.* Discussion: Action: Moved: Second: Aye: Nay: Old Business: Policy Revisions 1st Reading Mr. Shages said this policy was last updated in The changes are indicated on page 5 of the existing policy. Discussion occurred around the wording noted in Section 6 (Committee) of the policy with several Board members suggesting changes. The agreed upon changes have been incorporated into the policy and presented for the first reading approval above. New Business: PSBA Regional Director s Meeting Report (Held Saturday, February 4, 2017) o The structure of 15 current regions was proposed to be reduced to eight areas. Directors discussed the best ways to map the new areas and a convenient location for meetings for all regional members. Mr. Shages said the changes in organizational structure are based on recommendations from a consultant. Mr. Shages said he does not see any real effect on Hampton with these changes. o Property tax reform was discussed very little at the PSBA meeting on Saturday, and the Senate has tabled the resolution they had proposed to replace property taxes with an increase in other tax areas. Mr. Wesley suggested the Board ask Ms. Baxter from PSBA if she would be willing to come and do a presentation on this issue, and the District could push out the meeting date/time/topic via the website and social media to encourage taxpayer attendance. Mr. Shages also reported no-change to the status of the state budget for the current fiscal year, as the impasse enters its eighth month. *Attachment

31 No. No HAMPTON TOWNSHIP SCHOOL DISTRICT SECTION: SECTION: LOCAL LOCAL BOARD BOARD PROCEDURES PROCEDURES TITLE: TITLE: ORGANIZATION ORGANIZATION ADOPTED: ADOPTED: REVISED: REVISED: November 19, 2003 February 13, ORGANIZATION Section 1. Organization Meeting SC 401, 404, 421 The Board members shall meet and organize annually during the first week of December. Notice of the time and place of the organization meeting shall be given to all Board members by mail at least five (5) days before the proposed meeting by the Board Secretary. The organization meeting shall be a regular meeting. Section 2. Order SC 426 SC 402 The organization meeting shall be called to order by the past President, who shall preside over the election of a temporary President from among the hold-over Board members. The Board Secretary shall be secretary of the meeting. In an election year, the certificates of election or appointment of all new Board members shall be read, and a list shall be prepared of the legally elected or appointed and qualified Board members. The temporary President may administer the oath or affirmation of office to those Board members who have not previously taken and subscribed to the same. Section 3. Officers Election of officers shall be by a majority vote of the members. Where no such majority is achieved on the first ballot, a second ballot shall be cast for the two (2) candidates who received the greatest number of votes. SC 404 SC 426, 427 a. The Treasurer may be a corporation duly qualified and legally authorized to transact a fiduciary business in the Commonwealth, and may be a member of the Board. The Treasurer shall not enter upon his/her duties until furnishing bond in accordance with law and with Board approval. The Treasurer shall be compensated in the manner and at the rate determined by the Board. c. The school directors shall, during the month of May in every fourth year, elect a Secretary who shall serve a term of four (4) years beginning the first day of July following such election, and may be a member of the Board. The Secretary shall not enter upon his/her duties until furnishing bond in accordance with law and with Board approval. The Secretary shall be compensated in the manner and at the rate determined by the Board. Vacancies in any office shall be filled by Board action, and such appointed officers shall serve for the remainder of the unexpired term. The same school director may not hold more than one (1) office of the Board. No commissioned officer or professional employee of the Board shall serve, temporarily or permanently, as an officer of the Board. Section 4. Appointments The Board shall have the authority to appoint: SC 508, 683 SC 1410 a. SC 406 The Board shall annually appoint a qualified attorney as the solicitor for the district, who shall have the following responsibilities: a. Duties and responsibilities to be rendered in consideration of the yearly compensation set by the Board: 1. Attend the regular meetings of the Board and other meetings when requested. At these meetings, the solicitor shall act as a counselor to the Board. 2. Render a written opinion on any legal question when requested by the Board. 3. Prepare or supervise the preparation of all legal papers and documents, which shall be executed by the officers of the Board. 4. Provide to the Superintendent or designee such opinions or other legal information that may be necessary for the immediate or long range of conduct of the affairs of the district. b. Duties and responsibilities for which the solicitor may charge from time to time additional sums of money on the basis of the usual and customary charges for such service: 1. Represent the district in all litigation to which the district may be a party or in which it is interested. 2. Examine, upon the purchase of any real estate by the district, the abstract or preliminary report of title, as the case may be, render a written opinion concerning the same, and represent the Board in the purchase or sale of any real estate. 3. Handle such other matters that it may deem proper and advisable. The compensation for the solicitor shall be set by the Board. Page 3 of 6

ORGANIZATION - Pg. 4 SC 514 Appointees of the Board may be removed from office for incompetency, intemperance, neglect of duty, violation of the school laws of the Commonwealth, or other improper conduct, provided that the appointee charged has been given due notice of the reasons and an opportunity for a hearing. Removal shall be approved by the affirmative vote of a majority of those present and voting. Section 5. Resolutions The Board may at the organization meeting, but shall prior to July 1 next following, designate a: SC 621 SC 106 SC 421 a. Depository(s) for school funds. b. Newspaper(s) of general circulation as defined in law. c. Normal day, place and time for regular meetings. d. Normal day, place and time for open committee meetings. Section 6. Committees When specifically charged to do so by the Board, committees of Board members shall conduct studies, make recommendations, and act in an advisory capacity, but shall not take action on behalf of the Board. Members shall be appointed by the President. A member may request or refuse appointment to a committee. Refusal to serve on any one committee shall not be grounds for failure to appoint a member to another committee. Each Board committee shall be convened by a chairperson, who is appointed by the President. Board members shall be permitted and encouraged to attend all committee meetings whether a member or not. The agenda for all committee meetings shall be sent to all Board members. The committees, working in conjunction with the Superintendent, shall primarily act in a fact-finding and advisory capacity. The action of any committee shall not be binding on the Board as a whole, except where specifically empowered by a majority of the Board in advance. Recommendations of the committees shall be presented to the Board for action in accordance with the regular order of business. Any member of the Board may make recommendations or motions on any subject, whether or not considered by the committee. Committees with duties outside the district, such as the NASPS A.W. Beattie Career Center and Joint Recreation Committee, shall inform the Board of the activities of the groups. Standing committees, working in conjunction with the Superintendent, shall research, develop and recommend for adoption Board policies, which pertain or relate to designated areas of responsibility. Standing committees may be added, deleted, and/or modified by a majority vote of the school directors. The President may appoint, as soon after the organization meeting as practicable, members of the Board to the following standing committees, where they shall serve a term of one (1) year: a. Transportation Committee. b. Human Resources Personnel Committee. c. Buildings and Grounds Facilities Committee. d. Finance Committee. e. Educational Programs and Technology Committee. f. Technology Committee g. Student Affairs Committee. h. Policy and Legislative Affairs Committee. Ad hoc committees may be created, charged changed and assigned a fixed termination date, which may be extended by the President or a majority of the school directors present at any meeting at which the need for a committee becomes evident.
