1 Cambridge Islington JOB DESCRIPTION POSITION Learning and Curriculum Manager SERVICE Islington s Virtual School for Children Looked After SALARY L 9-12 HOURS OF DUTY RESPONSIBLE TO RESPSONSIBLE FOR 35 hours per week Headteacher Contributing to raising the educational attainment and achievement of CLA by overseeing the Virtual School s tracking system and training schedule. Line-management of two Advisory Teachers, Business, Data and Systems Coordinator, Attendance and Inclusion Coordinator, and Education Support Officer and deputise for the Headteacher. SERVICE OBJECTIVES To contribute to raising standards of achievement and promoting social inclusion through the provision of high quality professional services which meet the ever changing expectations of the customers, users, schools and clients we serve. PURPOSE OF THE POST To raise the educational attainment and achievement of children and young people in care and help to improve their life chances. To provide teaching, education support, advice, training and guidance for children and young people in care to Islington Social Care Services and other Corporate Parents. Develop project work and be responsible for development and implementation of work to raise the education outcomes of young people in care. To lead on tracking, monitoring and raising the attainment of all young people in care, specifically at Key Stage 4. To act as the deputy team manager and provide day-to-day operational management within the Virtual School. MAIN RESPONSIBILTIES AND DUTIES 1. To lead on mulit-agency projects to raise the education of CLA, namely through overseeing PEPs, educational tracking and training. 2. Provide lead curriculum advice and support to schools and other institutions, Children s Social Care Service and other Corporate Parents. 3. Manage Education Welfare Officer, Data Manager, Advisory Teacher and Education Support Officer.

To act as the deputy team manager and operationally manage the Virtual School, providing the Headteacher of Virtual School with updates on attainment and attendance of CLA in care to Islington aged Operational management of the Virtual School in terms of lead on HR issues and procedures and overview of budgets of the Virtual School. 6. To contribute to the Virtual School s development plan, including development of written policy, its implementation, its audit and review. 7. Work alongside the Headteacher and other staff members on Business Development opportunities for the Virtual School, including initiation of projects, delivery and evaluation. 8. To be an active member of the Virtual School, providing regular reports of work undertaken with young people, social services and other agencies. 9. To produce high quality data information and analysis for inclusion in Government reports and reports to be presented on attainment to Executive Corporate Parenting Board, senior officers Education Strategy Group, and others as necessary. 10. Develop, deliver and produce materials and resources for regular training programmes for social work staff and other Corporate Parents. 11. Liaise with Children s Social Care Service s Team Managers for curriculum and learning support and advice. 12. To manage and facilitate Education Action Plan process developed with Children s Social Care Services including identifying young people who are under achieving, providing specialist advice to assist in the development of Education Action Plans, and to review these plans weekly. Provide update reports to Headteacher of Virtual School. 13. To provide guidance and advice to social work staff, carers and designated teachers on education legislation and guidance relevant to their work. 14. To lead on the return of monthly staffing forms for Cambridge Islington and aid Headteacher with HR procedures. 15. To assist social work staff, carers, and designated teachers in the provision of interim education support for pupils who are out of school on a short-term bases. 16. To facilitate transition into appropriate educational provision for CLA, including those with SEN and statements. 17. To assist in the assessment of CLA and contribute to annual review and full assessments as requested. 18. To advise and provide guidance to social work staff, carers and other staff in developing positive links with other education services, i.e. in EWS, EPS, Youth Service, Connexions, CAMHS and other agencies. 19. To facilitate, where necessary, and support Personal Education Plan (PEP) meetings and their outcomes and audits. 20. To record in the relevant places and in a timely manner (within 5 working days) detailed case notes on all correspondence and decisions concerning young people.

3 21. To advise and liaise with all agencies, including CAMHS, regarding CLA with SEN and statements. 22. To lead in the overall tracking, monitoring, evaluation and the setting of targets of the education of CLA, including those with SEN and statements. 23. To contribute to data collection and analysis of education outcomes of CLA and evaluation. 24. Coordinate, lead/chair multi-agency education planning meetings as necessary. 25. To attend other professionals meetings to inform continuity and stability in education for CLA. 26. To take lead responsibility for the development of specific projects and areas of work with the Virtual School e.g. training, literacy and numeracy, task groups and tracking. 27. To contribute and take an active role in the planning of events and publications which enhances the awareness of CLA and celebrates their achievements. 28. To integrate Cambridge Islington s policy on equal opportunities in all aspects of the work. 29. To undertake appropriate professional development as agreed with the Headteacher of Virtual School. 30. Attend Pan-London Network meetings to ensure shared good practice. 31. To contribute to the professional development of the Virtual School, social work staff, carers and teachers. 32. To undertake other duties, as required by the Headteacher of Virtual School within the scope and status of the post. PERSONAL RESPONSIBILITIES 1. To carry out the duties and responsibilities of the post, in accordance with Cambridge Islington s Health and Safety Policy and relevant Health and Safety Guidance and Legislation. 2. To use information technology systems as required to carry out the duties of the post in the most efficient and effective manner. 3. To undertake training and professional development as appropriate. 4. To undertake other duties appropriate to the post that may reasonably be required from time to time. PERFORMANCE STANDARDS 1. To ensure that all services within the areas of responsibility are provided in accordance with Cambridge Islington s commitment to high quality service provision to the customer and in line with the contract with Islington Council. 2. At all times to carry out the responsibilities of the post with due regard to Cambridge Islington s Equal Opportunities policies.

To ensure the development, implementation and maintenance of business-like relationships between Cambridge Islington and governing bodies and Headteachers, ensuring an effective and res ponsive service and promoting a positive, collaborative, working relationship between schools and Cambridge Islington. 4. To promote the ethos/ values of Cambridge Islington as set out in its values statement. ORGANISATIONAL RELATIONSHIPS This post will be located within the Virtual School. The post holder will be line managed by the Headteacher.

REQUIREMENTS Specification Essential Desirable Qualifications Degree or equivalent. Qualified teacher status. Evidence of ongoing professional development. Experience / Knowledge Successful experience of raising standards in an educational setting or children s service. Experience in the area of emotional and behavioural difficulties. Knowledge of the SEN Code of Practice, exclusions and other relevant legislation. Experience of working in partnership with schools, a wide range of agencies and developing inter-agency support for children. Understanding and experience of using and analysing data Ability to provide teaching for the educational and developmental needs of CLA. Knowledge and understanding of how to develop and implement the PEP process, including the setting of targets Experience of extended service (i.e. enrichment and out of school hours learning) and multi-agency negotiation and networking. Understanding and knowledge of recent guidance, legislation and policies in relation to CLA education Knowledge of Curriculum/ Developments

Ability to demonstrate vision and deliver strategies that focus on improving outcomes for CLA children and young people.
