3 1 Introduction Thank you for your interest in becoming an Internal Quality Assurance (IQA) Officer for the Peep Learning Together Progression Pathway. This pack will guide you through: your role and responsibilities as an IQA officer the documentation you are required to complete as part of your role your journey through the Peep Progression Pathway including: internal quality assurance and standardisation pre-course delivery delivery monitoring and support evidence sampling documentation requirements for submission to Peeple certification and celebration External Quality Assurance (EQA) visit 2 What to expect As an IQA Officer you have overall responsibility for the internal quality assurance within your Delivery Centre. You therefore need to be aware of the specific requirements of the Peep Progression Pathway units that are SCQF credit rated by Scottish Qualifications Authority (SQA). These include the relevant standards of knowledge, understanding and practice required, as well as familiarity with the principles of good practice governing fair and valid assessment. Your role requires you to ensure that the Peep Progression Pathway units are being delivered to the appropriate standard and that everyone involved adheres to the agreed policies and procedures. As such you will need to ensure that your knowledge of the units remains current and that you are aware of any changes issued by Peeple. 4 2.1 Your role and responsibilities Important note The role of an Internal Quality Assurance (IQA) Officer can be demanding and time consuming. To ascertain the true capacity of this role, we would suggest that you start with one or two groups and a small number of learners. This will allow you to gradually build up the numbers as you become familiar with the role and its requirements. Additionally, as an IQA Officer, you can facilitate or co-deliver a group alongside or as an Assessor, but cannot sample the work produced by learners attending those sessions. Please contact the Peeple Qualifications Coordinator (denise.millan@peeple.org.uk) if you require further support and guidance. As an IQA Officer for the Peep Progression Pathway you will have: completed Peep Learning Together Programme Training (from 2015 onward). at least six months experience of the Peep Learning Together Programme ideally including working towards or the completion of City & Guilds Working with Parents. attended Peep Learning Together Progression Pathway Training half-day or full day depending on your adult learning knowledge/experience. experience in either or both of internally verifying accredited courses or experience of supervising the work of others. a qualification at SCQF level 7 or above in adult learning, community development or teaching. Other relevant qualifications, experience and/or competencies will be considered on an individual basis please discuss with Peeple if you feel this applies. completed a Professional Record regarding your competencies for this role. In your role as the IQA Officer you are responsible for assuring the quality of the Peep Progression Pathway delivery by: supporting Assessors through: an induction process to provide them with the latest resources, delivery and procedural guidance, followed by on-going support including advice on formative and summative assessment decisions. helping to provide parents/carers with information on the Peep Progression Pathway and assisting in the registration of parents/carers as learners. group support visits (at least once per course) to monitor consistency of delivery and observe practice. ensuring that everyone involved in delivery adheres to the Peep Progression Pathway processes, policies and procedures. sampling assessment decisions made by Assessors to monitor consistency against the standards provided by Peeple. following Malpractice and Appeals Procedures where disputes between learners and Peep Practitioners/Assessors arise, or where these is an appeal against an assessment decision. reviewing at least a 15% sample of the Parent/Carer Reflective Feedback forms. conducting regular standardisation and course review meetings. peeple 4

5 liaising with the Peeple External Quality Assurance (EQA) Officer - inviting them to standardisation meetings and course review meetings in a timely fashion and providing feedback when they are unable to attend. ensuring the correct fees for learner registration are submitted to Peeple (Please check the Peeple website for the current Learner Registration Fees.) keeping accurate sampling records, completing and submitting the required paperwork. As an IQA Officer, it is expected that you will bring a strong commitment to supporting Peep Practitioners/Assessors to create a positive and stimulating learning experience for both children and parents/carers. We hope that you will enjoy the experience and knowledge that can be gained through undertaking this role. 2.2 IQA induction You will be inducted into the role of an IQA Officer by Peeple who will: ensure you are familiar with the IQA paperwork requirements as well as the processes, policies and procedures relating to the Peep Progression Pathway. This will include understanding the Assessor role as documented in the Assessor/Peep Practitioner Pack. provide on-going support and arrange an annual External Quality Assurance (EQA) visit to support your delivery. circulate any updated guidance or documentation relating to the Peep Progression Pathway. This can then be disseminated to the Assessor(s) within your Delivery Centre. 2.3 IQA Support Meetings Peeple will host bi-annual IQA Support Meetings to provide you with an opportunity to meet with and receive peer support from other Peep Progression Pathway IQA s, and to make sure the standards and quality of delivery of the Peep Progression Pathway units are consistent across Delivery Centres. Attendance is optional, however we would encourage you to attend they are particularly beneficial for IQA s from newly established Delivery Centres. peeple 5

6 3 Documentation requirements The Peep Learning Together Programme and Peep Progression Pathway Training will have given you an in-depth understanding of the programme and how it can be delivered along with the Peep Progression Pathway units. A reminder of the key resources that are available for the planning and delivery of Peep Progression Pathway courses can be found in the Assessor/Peep Practitioner Pack. You will recognise and be familiar with many of the documents included in this section from your training. All documents are available in the Peep Progression Pathway area of the Peeple website. The implementation of the documentation is covered in more detail in Section 4 - An IQA Officer s journey through the Peep Progression Pathway peeple 6

7 3.1 Administration tasks As an IQA Officer, there are a number of processes, policies and procedures that you will need to adhere to, and forms you will need to complete in order to certificate any of the Peep Progression Pathway units that have been SCQF credit rated by SQA. It is important that you have a good understanding of the documentation requirements underpinning the Peep Progression Pathway as you will need to share and explain them with your Assessors as part of their induction. Your administration tasks will include: disseminating Peep Progression Pathway information to Assessors/Peep practitioners liaising with Peeple to ensure learner registrations are submitted and records are maintained ensuring that parents/carers have given consent to sharing personal data with Peeple under the terms of the Data Protection Act (1998) (See Learner Registration Form) notifying Peeple of learners results providing learner evidence to Peeple for External Quality Assurance (EQA) when requested collating all paperwork in an orderly fashion - this will form part of an annual review by the External Quality Assurance (EQA) Officer assigned by Peeple. The tables below show the documentation requirements which will enable you to achieve these tasks. These will have been explained in detail during your induction with Peeple. If you have any queries, please do contact the Peeple Qualifications Coordinator (denise.millan@peeple.org.uk). 3.2 Processes, policies and procedures The table below provides an overview of the processes, policies and procedure that you need to be aware of in your role as an IQA Officer. You are also responsible for ensuring that these are adhered to by all involved in the delivery of the Peep Progression Pathway units. Please note that some of the policies and procedures are those that will already be in place within your organisation the suitability of these will have been discussed and agreed during your induction process with Peeple. 9 3.3 Forms The following tables provide an overview of the forms that you are required to collate and return as part of the Peep Progression Pathway. (Note: The forms marked * are included in your pack.) Important note All documentation should be submitted by the the Peeple External Quality Assurance (EQA) Officer or Peeple Qualifications Coordinator (denise.millan@peeple.org.uk) within two weeks of course completion. (If your Delivery Centre has administrative support, alternative arrangements for submission can be made - please discuss this with the Peeple Qualifications Coordinator.) Forms received from Assessors As part of their role, Assessors are required to complete a number of forms See Assessor/Peep Practitioner Pack for full details. Assessors are required to submit all course documentation to you within one week of course completion. Your role as an IQA Officer requires you to check, and where necessary, complete the IQA components of these forms. The table below shows the forms you will receive from Assessors and the actions you are required to complete before final submission to Peeple. Don t forget The latest versions of all the documentation are available in electronic form on the Peep Progression Pathway area of the Peeple website. 3.4 Home-made documentation IQA Officers are more than welcome to supplement the Peep Progression Pathway documentation requirements in consultation with the Peeple Qualifications Coordinator Officer. These can be shared with colleagues in other Delivery Centres and will enable us to build a strong body of Peep Progression Pathway materials that are fit for purpose and support high delivery. peeple 10

11 4 An IQA Officer s journey through the Peep Progression Pathway Internal quality assurance and standardisation Embedded throughout the process to assure the quality of Peep Progression Pathway delivery. IQA activities include standardisation and course review meetings, advice and guidance, group support visits, adherence to policies and procedures, process monitoring and evidence sampling. 12 4.1 Pre-course delivery Internal information storage systems You will need to establish systems for safe storage of learner information. These should be in accordance with your Data Protection Policy and should ensure that information is only used for the purpose for which it has been provided. Individuals should be able to access any information held about them by the Delivery Centre at any time. Electronic information should be kept securely in a password-protected area on a personal computer or server, which should be backed up on a regular basis and stored securely. Paper-based information should be kept securely in a locked filing cabinet Maintaining up-to-date documentation The Peeple Qualifications Coordinator is responsible for ensuring that Delivery Centres are made aware of the most recent versions of documentation relating to the Peep Progression Pathway. It is the role of the ensure that the most recent versions are being used at all times. Peeple will clearly identify Peep Progression Pathway documentation using a version number and date. These will change to reflect any updates or amendments. All course materials are subject to an annual review which will be communicated to the Delivery Centres upon completion. On receipt of new information the IQA Officer should circulate this as soon as possible to all Peep Practitioners, Assessors and other staff and/or learners as appropriate. Previous versions of the document(s) should be removed from any filing systems that are open to staff and learners. You can use the form Documentation version control (optional) to track the version numbers and dates of the Peep Progression Pathway documentation and dissemination within the Delivery Centre. Don t forget The latest versions of all the documentation are available in electronic form on the Peep Progression Pathway area of the Peeple website Assessor induction and initial standardisation All staff who support or deliver the Peep Progression Pathway units that have been SCQF credit -rated by SQA should receive appropriate induction in Delivery Centres. Much of this is covered through the Peep Progression Pathway Training. However it is the responsibility for IQA Officer to induct Assessors/Peep Practitioner in advance of their delivery in order to confirm that they: understand their role as an Assessor for the Peep Progression Pathway units and have (and know where to find), the latest copies of the standards and supporting documentation. fully understand all policies and procedures relating to delivery and have the latest copies of the documentation as provided by Peeple and the Delivery Centre organisation. feel equipped and have the confidence to deliver the Peep Progression Pathway unit(s). As part of the induction process, you should ensure that each Assessor completes and signs an Assessor Induction Checklist. This should be retained as evidence for the EQA visit. peeple 12

13 It is good practice to carry out initial standardisation during your induction meeting with Assessors. This provides the opportunity to review the Performance Criteria for the relevant unit(s) to ensure that all Assessors understand the evidence requirements for each question at the different SCQF levels. The Assessment Procedure and unit Marking Guidance will help to support this. If course dates have been confirmed, you will also be able to schedule a group support visit for each Assessor during their delivery. The purpose of these visits should be fully explained with the emphasis being on support and guidance rather than monitoring and observation. See Standardisation and course review meetings You should arrange standardisation and course review meetings with your Assessors/Peep Practitioners at least once per course/term (whichever is appropriate). Through these meetings you can ensure that all Assessors are assessing to the same standard and share successes as well as collaborate to overcome challenges. They also provide you with the opportunity to monitor the use of Peep Progression Pathway materials and feedback to Peeple if you feel that these could be improved. An Agenda - Delivery Centre Standardisation and Course Review Meeting has been created for your use this includes the key areas to be covered. Minutes from these meetings should be securely retained for your annual EQA visit. Group support visits for further details. If capacity allows, you may also want to consider setting up a peer mentoring system for more experienced Assessors to support or co-deliver with new Assessors Venue suitability (internal and external) When selecting venues to be used for the delivery of Peep Progression Pathway courses, Delivery Centres should ensure that they: provide a safe and healthy environment for staff, parents/carers, babies and young children offer a learning environment that is appropriate to the course content are accessible and have a welcoming atmosphere provided parents/carers with access to the appropriate equipment, materials and staff to facilitate learning and complete To help you with this, the Venue Suitability Checklist (optional document) can be used when visiting and assessing potential venues Course registration Once the dates of Peep Progression Pathway courses have been confirmed, you will need to complete and return a Course Registration Form. This can be used to record the details of several courses and should be submitted to Peeple before the course starts. 4.2 Delivery monitoring As an IQA officer, you have a responsibility to assure the quality of delivery of the Peep Progression Pathway units. This includes: ensuring that parents/carers have completed the Peep Progression Pathway induction peeple 13

14 supporting learner registration monitoring the quality and effectiveness of course delivery ensuring the consistency of assessment decisions This can be done through regular standardisation and course review meetings as well as group support visits. It will also include being available to offer impromptu support and guidance Standardisation and course review meetings You should arrange standardisation and course review meetings with your Assessors/Peep Practitioners at least once per course/term (whichever is appropriate). Through these meetings you can ensure that all Assessors are assessing to the same standard and share successes as well as collaborate to overcome challenges. They also provide you with the opportunity to monitor the use of Peep Progression Pathway materials and feedback to Peeple if you feel that these could be improved. An Agenda - Delivery Centre Standardisation and Course Review Meeting has been created for your use this includes the key areas to be covered. Minutes from these meetings should be securely retained for your annual EQA visit Group support visits A group support visit should take place at least once during course delivery. A summary of the visit and any feedback to the Assessor should be recorded on the IQA Monitoring and Sampling Record. Further visits can be arranged if you and/or the Assessor deem it necessary. Visits can be used to: ensure that learners have been effectively inducted onto the Peep Progression Pathway (See Assessor/Peep Practitioner Pack - Parent/Carer Induction.) support the completion of learner registration (See Assessor/Peep Practitioner Pack Parent/Carer Induction.) observe the delivery of a Peep Progression Pathway session to ensure it effectively prepares learners to be able to meet the assessment requirements. review learner portfolios to verify assessment decisions (Note: Refer to portfolios as Keepsake Books when discussing with parents/carers.) provide 1-1 support to the Assessor/Peep Practitioner. 4.3 Sampling guidance The sampling of learners evidence for internal quality assurance is an import part of the national quality assurance process. This helps to ensure that the Peep Progression Pathway units stay relevant and meet the needs of the Delivery Centres and learners. The process requires you to sample learner portfolios in order to verify the Assessor s assessment decisions against the standards provided by Peeple. You will find the Assessment Procedure, unit Marking Guidance as well as the Appeals and Malpractice Procedures useful in supporting this process see Assessor/Peep Practitioner Pack for further details. You will need to complete an IQA Monitoring and Sampling Record (one for each Assessor) to record the results of each quality assurance exercise. You will also need to check and countersign the Learner Assessment Log and Declaration for those portfolios that are sampled. peeple 14

15 If remedial action is required this must be discussed with the Assessor and a plan to adjust assessment agreed and recorded. The Peeple EQA Officer can help with this if required. IQA sampling of and unit submissions should follow these principles: All Assessors will be included in IQA sampling activities. The work of all candidates will be included when selecting samples. The extent of sampling will be determined by the IQA s confidence in the Assessor s practice and the quality of evidence presented by the learners. This should never be lower than 15%. The Course Assessment Record and IQA Monitoring and Sampling Record should be used to support your decision. Please see the table below for suggested sampling calculations. The number of samples can be increased at the discretion of the IQA. Brand new assessor (Have never assessed an accredited or creditrated course.) Sample 50% of Sample 30% of Sample 20% of All documentation relating to IQA sampling activities must be securely retained and shared with Peeple during the EQA visit. At the end of each academic term, you are required to submit an IQA Delivery Centre Report to Peeple summarising course delivery and IQA activity. We would suggest that you use the IQA Monitor and Sampling Records to populate this report as you progress through the term. 4.4 Submission of documents to Peeple Each Assessor is required to provide you with the documentation relating to their Peep Progression Pathway delivery within two weeks of course completion. You will need to review and complete these following the guidance in section Forms received from Assessors. They should then be stored securely until ready for submission to Peeple or in preparation for the annual EQA visit. Please refer to section 3.3 Forms for the documentation requirements. Any information shared with Peeple for the purposes of registration should be annotated with the date of transmission. For ease, we would prefer to receive the documentation electronically via encrypted . Please contact the Peeple Qualification Coordinator in advance of submission to arrange an alternative process if this is not possible. peeple 15

16 4.5 Certification and celebration We strongly advise that Delivery Centres build in a celebration event to recognise the achievements of parents/carers and their children. Assessors may need some support and guidance from you to make these arrangements. Learner certificates will be posted to you for dissemination to Assessors on receipt of the required documentation and learner registration fees. 4.6 Retention of evidence and External Quality Assurance (EQA) visit Learner portfolios and course documentation You will need to retain the portfolios for three weeks after the course has completed. At all times these should be stored securely in accordance with your Data Protection Policy. You should also retain scanned copies of sample portfolios. Whilst we recognise that this is dependent upon learner consent, this should ideally be at least one portfolio from each course that is delivered by your Delivery Centre. All completed documentation relating to the Peep Progression Pathway (except for original portfolios, which should be returned to parents/carers) must be collated and retained securely for at least 15 months in order to be shown at the annual EQA visit EQA annual visit As part of quality assurance, Peeple conducts annual External Quality Assurance (EQA) visits to Delivery Centres involved in the Peep Progression Pathway. The purpose of these visits is to support your delivery and ensure that the required standards are applied uniformly in carried out by Delivery Centres.
