N.B. This is a minimum requirement and does not limit the number of qualifications pursued by the learner. Units 1, 2 and 3 Units and Options Internally and Externally Moderated by WJEC through a portfolio of evidence. Results received from Awarding Organisation, with which the qualification was taken and aggregated towards Diploma. This Handbook should be used with the following publications: Welsh Baccalaureate Qualification Post 16 L1/L2 specifications. WJEC Entry Procedures and Coding Information.. Registration.1 Registration marks the starting date that learners can begin accumulating evidence to achieve the Diploma..2 Learners starting the course in Sept 2012 must be registered by October 31 st The codes for registering learners is: Level QAN Subject English Welsh Number No Option Option Level 1 600/97/ W1 Level 2 600/97/ W2. 6 WJEC Secure Website..6 Centres will be required to register the following individual Learners' personal details: candidate number; candidate name; Unique Candidate Identifier (UCI); Unique Learner Number (ULN); Sex; date of birth; Level of Diploma they will be registering for..7 Centres are expected to use the new Unique Learner Number (ULN) that is now being made available for use in Wales in all EDI files submitted that may be used for aggregation of the WBQ. 6. Fees 6.1 The cost of registering learners for the L1 or L2 Post-16 Diploma is per learner. 6.2 The fee will cover the cost of the following: Registration One Entry for the Diploma Any ESW/WKS taken during registration Foundation or Higher Project (as applicable) during registration Any WJEC qualifications in Modern Languages (QCF) 6.3 If the qualifications, highlighted in bold, are taken with another Awarding Organisation other than WJEC then centres are liable for the costs incurred as well as the fee. 7. Entries 7.1 The post-16 Level 1/Level 2 Diploma (pilot) will be available for certification in June Learners should only be entered for the qualification when they have completed all the learning outcomes and assessment criteria for units 1, 2 and 3 together with requirements of Units and (see pages 2 and 3 for details). 7.3 Entries can be made at any time from 21 February to 17 May. 7. Moderation 8.1 Learners must produce a portfolio of evidence which meets the requirements of the assessment criteria, as given in the specification, for all the elements within units 1, 2 and 3. The portfolio will be assessed on a Pass/Fail basis. 8.2 Each centre must appoint a Lead Assessor and an appropriate number of other assessors to carry out the internal assessment of units 1, 2 and Units 1, 2 and 3 must be internally assessed by the centre and externally moderated by a visiting WJEC Moderator during a centre visit in Early June. 8. A sample of two portfolios per course will be selected for External Moderation from across each vocational teaching group. 8. Centres must retain the portfolios of all learners until after the Enquires about Results deadline (EaR) which is the 20 September. Portfolios must be available to WJEC if requested. 8.6 For each learner the sample must include: An assessment sheet completed and signed by the assessor to confirm the assessment; A declaration sheet signed by the learner confirming the authenticity of the evidence presented. Failure to sign this declaration may result in the portfolio being deemed a fail; All evidence produced by learners in completion of the assessment annotated appropriately by the assessor. 9. Project Qualification 9.1 The Project Qualification is a stand-alone qualification that is aggregated towards the overall Diploma. 9.2 The deadlines given within this booklet are for WJEC Project Qualifications only. If the project is taken with another awarding Organisation you must refer to the relevant website for guidance. 9.3 To enable the project to be aggregated in time for the award of the L1/L2 Post 16 WBQ Diploma, the following deadline must be adhered to: 7

Post-Results Service 10.1 If a centre wishes to query the outcome of the Moderation Process (Units 1, 2 and 3), this must be done formally by the Head of Centre notifying WJEC by 20 September The original sample of work submitted for moderation will be reviewed by a moderator not involved in the original process, and the Centre informed of the outcome For units, and the options, Centre should refer to the guidance given by the relevant Awarding Organisation. 10. Should the centre not be satisfied with the outcome of the review, there is provision for an appeal to WJEC. 11. Certification 11.1 WJEC will issue certificates to candidates on successful completion of the L1/L2 Post 16 Diploma. 8
