1 5310 The 700 th Meeting of the Presbytery of San Francisco was convened at Trinity San Carlos, with the hymn Spirit, Spirit of Gentleness at 3:05pm. Moderator Debra Avery offered the opening prayer. All presbyters were welcomed, and guests, first time commissioners and corresponding members were introduced. Moderator Avery suggested that that former members of High Street Presbyterian Church could be granted privilege of the floor. There being no objection, it was so ordered. Welcome from the Host Congregation Rev. Mary Graves, host pastor, welcomed presbyters and shared information about the congregation and facility. Roll Call A quorum was present. 63 teaching elders, 41 ruling elders from 25 sessions, and 5 other ruling elders were enrolled for a total of 109 voting commissioners. 2 corresponding members were also enrolled. (See Appendix 1.) Vice Moderator Enicia Montalvo assumed the chair. Report 1 - Report of the Stated Clerk,Part 1 - Katherine J. Runyeon reporting Kathy announced that these persons are appointed as a committee to read the minutes of this meeting May 9, 2017: Linda Lee, ruling elder from Presbyterian Church in Chinatown, San Francisco, and Jake Medcalf, teaching elder serving as pastor at First PC, Hayward. Note that minutes from the previous meeting were not available to approve. The Stated Clerk presented and the Presbytery of San Francisco VOTED to approve the docket for this meeting. Following a call for any additional nominations, the Presbytery VOTED to approve the Omnibus Motion. [Items approved within the OMNIBUS MOTION] The Stated Clerk recommended and the Presbytery of San Francisco VOTED to: 1. Instruct the Stated Clerk to convey the appreciation of Presbytery to the members, officers and staff at Trinity, San Carlos for hosting this meeting of Presbytery. 2. Seat as Corresponding Members those who are qualified to be enrolled and introduce themselves at the meeting or sign-in at registration as Corresponding Members. 3. Dismiss the administrative commissions listed below, with thanks for work on presbytery s behalf: a. Through its administrative commission, the Presbytery of San Francisco ordained the Rev. William Eskew at Bethel Community Presbyterian Church, San Leandro, on Saturday, March 4, b. Through its administrative commission, the Presbytery of San Francisco ordained the Rev. Jamieson Prevoznak at First Presbyterian Church, Richmond, on Saturday, March 4, c. Through its administrative commission, the Presbytery of San Francisco ordained and installed the Rev. Jenna Meyers at Seventh Avenue Presbyterian Church, San Francisco, on Sunday, March 19, The Stated Clerk also shared this information in her written report: Previously, reports from the Stated Clerk have included minutes from regional meetings. But the regions are no longer being asked to do full, formal minutes with attendance. This is simply a recognition that registration is loose and only some groups have sent in notes. The Stated Clerk does share the following notes from the Presbytery Meeting Working Group. These notes do record when the Regions met or will meet, main topics discussed, number of participants if known, and plans for the next meeting. a. Far Side [East region] met at John Knox, Dublin, on March 29, Participant s included 21 elders and ministers representing eight (or 13) congregations. Barbara Barkley and Doug Schoonover led and discussion on spending criteria was discussed. This topic will be revisited in October. Worship was led by Randy McGrady-Beach, and others made short presentations after dinner. Jack Shriver will be the next convener and it will either be hosted at LOPC or Grace W.C. on October 10, 4-8 p.m. The quorum was established to be majority of regional churches represented by one or more teaching and/or ruling elders.

2 5311 b. The West region also met on March 29, They gathered at Covenant in San Francisco. Bruce Reyes- Chow facilitated small group discussion as a way of dreaming into future ministries. Others on the planning team included Betty Delaney, Grace Kaori Suzuki, Linda Lee and Jeff Cheifetz. A group of attendees will pull together the ideas that were shared and will convene the larger group for its next discussion in the fall. c. The Central Region will meet on May 23. Monte McClain, Kamal Hassan, Bob Kraut, and Talitha Ado will be planning that meeting Each region does need its own planning team. If you are interested /willing to help, please inform the previous team or someone on the Presbytery Meetings Working Group. Finance & Property Oversight Committee recommended and the Presbytery of San Francisco VOTED to take the following actions: 1. Faith Presbyterian Church, Oakland - Increase the approved emergency loan of up to $65,000 to $175,000. Faith will apply to Synod for a loan first to see what is available to them. If not approved by Synod, Presbytery will make an emergency loan at 4½% interest, interest only for a term of 5 years. 2. Ingleside Presbyterian Church, San Francisco - Increase their existing emergency loan of $100,000 to $200,000. The purpose of the loan will be for major elevator repairs, and possible roof repairs. IPCSF will apply to Synod for a loan first to see what is available to them. If not approved by Synod, Presbytery will make an emergency loan at 4½% interest, interest only for a term of 5 years. 3. Elmhurst Presbyterian Church, Oakland - Approve a very short term loan of $3,000 to be repaid from their property tax refund. 4. Iglesia Presbiteriana de la Mision, San Francisco - Approve their use of approximately $169k in Manse Sale Funds held in escrow for emergency repairs to their building. 5. Presbytery Education Center, El Cerrito a. Approve the following new terms with the Education Center (PEC) for the El Cerrito site between Presbytery and Rev. Karl Shadley with a proposed end date of December 31, 2018 without a guaranteed extension. [Karl is the coordinator for Commissioned Ruling Elder (CRE) education / PEC Site Coordinator and Manager.] 1. The CRE/PEC Program Coordinator administers the CRE Program under the auspices of COM, reporting to the West Bay COM and administers the PEC under the auspices of the PEC Program Working Group. 2. The Site Coordinator oversees use and maintenance of the site, working with the Site Working group, overseeing the site budget, the Site Caretaker, coordinating renters, managing site tenants (except Presbytery Office). Site Coordinator may negotiate leases subject to approval by FPOC in advance and not to extend beyond December 1, The Site Coordinator will set up a financial/employee relationship with a Host Church, approved by PSF. The Host Church will assume all payroll and worker s comp responsibilities for Site Coordinator, Site Caretaker, Bookkeeper and instructors. 4. The Presbytery Office will occupy approximately 750 sq.ft. of office space in 6 offices. PSF may use the remainder of the building free of additional charge, as available, for other uses such as meetings, conferences, etc., times to be negotiated. 5. Financial Details: a. PSF will insure the building for fire and casualty. PEC through its income from site rentals will reimburse PSF for half the actual costs of property insurance, plus half of the cost of property taxes on a monthly basis. PSF will receive rent checks from regular tenants and pass those along to Host Church after deducting for any expenses. b. PEC will pay for normal maintenance expenses (up to $350 per occurrence.) Major repairs and costs will be negotiated between PSF and PEC.

3 5312 c. PSF will be responsible for capital costs. PEC will pay utilities (electric, gas, water, sewer, garbage and recycling) and PSF will reimburse for utilities on a pro-rata basis for their use. PSF will be responsible for only their own phone, CATV and wireless. b. Presbytery will commit $250k in 2017 and oversee Major Capital Improvements at the PEC site, using a portion of the Durant Sale Proceeds that were a reimbursement to PSF for improvements made at that site. Those improvements were paid for using regular budget funds of PSF at the time. (Note that there will be an additional capital commitment needed in 2018). The Committee on Preparation for Ministry recommended and the Presbytery VOTED to: 1. Enroll Samuel Chen from First United, San Francisco as an Inquirer, effective January 5, Enroll Christópher Abreu from Mission Bay, San Francisco as an Inquirer, effective February 1, Waive the requirement for a class in Presbyterian Polity for Candidate Koan Shin Choi. 4 Yong Ho Lee/Korean Presbyterian, SF Approve dissolution of the pastoral relationship between the Rev. Yong Ho Lee and the Korean Presbyterian Church, San Francisco, as of December 31, 2016, and move him to Member-at-Large. 10. Janet Ewart/Broadmoor, Daly City Approve dissolution of the pastoral relationship between the Rev. Janet Ewart and Broadmoor Presbyterian Church as of June 30, 2017 and grant her the status of Honorably Retired. 11. Matt Prinz/Ignazio Valley Presbyterian, Concord Approve sabbatical plans and Board of Pensions sabbatical grant application for the Rev. Matt Prinz from June 1 to July 31, Erwin Barron/Old First Presbyterian, SF Grant permission for the Rev. Erwin Barron to moderate the session of Old First Presbyterian Church, San Francisco on April 24, Toby Nelson/First Presbyterian, Concord Approve extending the Interim Pastor contract between the Rev. Paul Lee and Sturge Presbyterian Church, San Mateo as of March 31, Gary Ziccardi - At their request, transfer the Rev. Dr. Gary Ziccardi to the Presbytery of San Diego, as of March 28, Dr. Ziccardi has retired from the military, is making San Diego his permanent home and will next serve as interim pastor at Faith PC, San Diego. 16. InHo Kim/Presbytery of San Francisco Approve the work of the Rev. InHo Kim as part time staff for the Presbytery of San Francisco as validated ministry and allot $20,000 of compensation as Housing Allowance. InHo serves as Committee on Ministry Resource Manager. This position is approximately half-time. His responsibilities include: resourcing COM with Policy and strategy decisions, engaging pastors and congregations during transitions, and connecting Pastors and congregations with the resources of the Committee on Ministry. 17. Leonard Nielson/Presbytery of San Francisco Approve the work of the Rev. Leonard Nielson as part time staff for the Presbytery of San Francisco as validated ministry and allot and allot $20,000 of compensation as Housing Allowance. Leonard serves as Finance and Property Resource Engagement Manager. This position is approximately half-time. His responsibilities include: resourcing FPOC with policy and strategy decisions; engaging pastors and congregations around issues related to Finance and Property, and helping congregations enhance intentionality in their mission. Mission & Vision Leadership recommended and the Presbytery of San Francisco VOTED to take the following actions: 1. Accept the final report from the Sturge PET and dismiss them with them with heartfelt thanks! (See Appendix 2.) 2. Dismiss the Staff Calibration Team with heartfelt thanks. 3. Approve using Fund 3 funds to start adaptive change funding and to allow facilities evaluations. Disbursements, to a cap of $180,000, will be overseen by FPOC/COM who are recommending the criteria for the overall funding.

5 Approve a disbursement to each of our current congregations, based upon the parable of the talents, of $5k per congregation to spend on regional mission, Congregations are asked to report back to MLV and to have a conversation in their region about how they made their spending decisions. 5. Authorize Personnel Working Group to negotiate a severance package under the staff calibrations guidelines and any other termination details for Kathy s departure and report to MLV for formal approval of that package. 6. Empower Personnel Working Group to act as a project team (including pulling together others if so desired) to nominate an Interim Stated Clerk and to propose the job description for the interim position, and propose that to PSF for approval. [End of Omnibus motion] Stated Clerk Kathy Runyeon continued her report by sharing statistics on the percentages of our ministers in a variety of positions, on women in ministry, and on racial-ethnic and multicultural congregations. (See Appendix 3.) She also pointed to many resources available on racism, including a new website of the PCUSA found at and encouraged presbyters to make use of these. Report of the Committee of Ministry, Part 1 Ruling Elder Betty Delaney and Rev. Janet Bower reporting Rev. Judy Durff presented information on Journey Groups and Retreat. Rev. Janet Bower recognized pastoral transitions. Rev. Deborah Wright, Rev. Jim Kitchens and Rev. JD Ward presented resources for Congregational Transformation. Janet Bower offered prayers for our ministers and ministries. Presbytery sang Spirit vs. 1 and chorus as a Centering Song and then recessed at 4:03 pm for two rounds of Open Space followed by dinner and fellowship. Presbytery resumed at 7:03 p.m. with Centering Song Spirit vs. 2 and chorus and 60 second celebrations from our congregations and other ministries. Report of the Stated Clerk, Part 2 - Rev. Katherine J. Runyeon reporting Kathy shared these and other concerns and celebrations from the Presbytery and wider church: John A. Wilson, who was pastor at Walnut Creek in the late 1950 s and at First, Newark in the early and mid-1960 s, passed away on October 23, He was 88 and living on his ranch in Santa Clara County, CA. William R. Anderson, pastor at Mt Eden in Hayward from , passed away on February 25, He was 89 and living in Lakeport, Big Tent will be held this coming summer, July 6-8,2017, in St. Louis. This year s theme is Race, Reconciliation and the Reformation. The PC(USA) recently partnered with Praesidium, a national leader in abuse risk management, and has launched a Safe Church helpline SAFE (7233). This helpline, provided for all PC(USA) congregations and members, is staffed by experts in abuse prevention. Other Safe Church resources are also available through United Church Insurance services and available whether or not your congregation uses that insurance program. Following a heart attack in February and as a result of the many staffing and design changes, Kathy shared her intent to resign in the fall and begin discernment on where God next calls her to serve. Her letter of resignation was circulated as part of the Personnel report. Service of Worship The Presbytery gathered for a Pentecost Service of Worship with the Rev. Kamal Hassan preaching and celebrating the Lord's Supper. The offering was dedicated to the Presbytery Deacons Fund and totaled $

6 5315 Following worship Moderator Debra Avery assumed the chair. Report of the Committee on Ministry, Part 2 - Rev. Monte McClain reporting Monte presented candidate Koan Shin Choi, member of Good News Korean in San Francisco for an examination on his readiness to proceed to ordination for minister of Word and Sacrament. Koan Shin shared information about his call to mission work in Rwanda and Burundi and his enthusiasm for working with all of God s children. He ably answered questions from the floor and then was excused. COM recommended and the Presbytery VOTED to approve the call to Koan Shin Choi as Tentmaking Pastor and Missionary, at Good News Presbyterian Church, San Francisco, effective June 1, The Presbytery VOTED to approve the following Administrative Commission to ordain Koan Shin Choi at Good News Presbyterian Church, San Francisco on March 21, 2017 at 4:00 p.m.: Moderator: Rev. Deb Avery, TE, First, Oakland Teaching elders: Rev. Stephen Cho, Agape, San Ramon Rev. InHo Kim, TE, First United, San Francisco Rulings Elders: Elder Young S. Kim, RE, Good News, SF Elder Hee Jung Kim, RE, Golden Gate, Daly City Upon returning to the meeting, Koan articulated his gratitude in being a part of the Presbytery of San Francisco. His wife, Hye Lyen Kim, shared her gratitude, too, including a story from her childhood in Korea and thanksgiving for delivery of "food" bags with the Presbyterian Church name on them. Monte lead in prayer for Koan Choi, joined in a circle by representatives of COM, CPM and other members of the Presbytery. Report of the Administration Commission for High Street Presbyterian Church - Rev. Kathy Runyeon reporting Kathy introduced members of the commission and shared a summary of the packet report. (See Appendices 4 and 5.) She invited questions of clarity. Fred Harvey, member of the AC, added a prayer of appreciation for HSPC who just celebrated 110 years of service as a congregation in the High Street neighborhood. Kathy presented the following action items on behalf of the Administrative Commission, acting as the Session and Trustees of the High Street Presbyterian Church following the resignation of the congregation, and the Presbytery VOTED to dissolve the Congregation of High Street Presbyterian Church according to the following terms: The Congregation of HSPC would be dissolved on July 1, 2017, provided that the requirement (of Motion #2) to transfer the property trusteeship to Primera Iglesia Presbyteriana Hispana (PIPH), Oakland, and to retitle the real property into the name of the Presbytery of San Francisco has been completed by that date. If either of these two conditions is not completed as of July 1, 2017, the formal date of dissolution will be the date on which both of these requirements have been completed. The actual date of dissolution would then be reported to the Presbytery at its next meeting. The Corporation of HSPC will remain intact to handle any legal issues that may arise, and the present officers will remain the same for now. The Presbytery of San Francisco VOTED to transfer the real and personal property of High Street Presbyterian Church to Primera Iglesia Presbiteriana Hispana, Oakland, according the following terms: a. Real Estate (and personal property) Upon dissolution of HSPC as a congregation, and consistent with G of the Book of Order, PIPH will become primary trustee of and responsible for all of the real and personal property of HSPC, for the use of and under the trustee control of PIPH, as if they had originally purchased the property. Legal title will be vested as The Presbytery of San Francisco.

7 5316 b. Lease with Aspire School For the remainder of the term of the current lease, Landlord control will be transferred to both PIPH and Presbytery. As of the date of the transfer of the lease and the property, all lease income will go to PIPH and all current and future expenses for the property, including maintenance, taxes, and capital costs will be assumed by PIPH. The unused space of HSPC that is not currently rented to Aspire will be under the control of PIPH, including any additional rent if PIPH chooses to rent it out. When the lease expires, PIPH will be free to choose a new tenant or to renegotiate a new lease with Aspire. The Presbytery will remain as a co-signer of the lease under any Book of Order provisions and under any State Law requirements. c. Current Missional Support that Presbytery sends to PIPH, which is $6000 per month, will end as of the date of the transfer of rental income to PIPH. d. Building Improvements: To date, Presbytery has spent approx. $140k on the roof and the drainage at PIPH, and has a commitment to do lead abatement in the amount of approx. $35k, as well as a commitment for some roof repairs to the Julia Morgan chapel roof in the amount of approx. $4.5k. These expenses will not be transferred to PIPH but will be assumed by Presbytery. Over the next 5-10 years, there will be additional improvements needed throughout the property for roofs, drainage, landscaping, walkways, tree removal, electrical upgrades, sewer replacement, painting, roofing and gutters, furnace replacement, bathroom replacements, kitchen upgrades, flooring and painting, and possible classroom upgrades. These costs are expected to be in the neighborhood of $250k - $400k. To ensure that PIPH has a reliable funding source for capital improvements, Presbytery will establish an interest-only line of credit to PIPH. The terms for the Line of Credit would be the same as the terms of an emergency loan made to several of our churches: 4.5% yearly interest on any balance, paid monthly, except that it would be a 10-year term. At the end of the 10-year period Presbytery and PIPH can renegotiate the loan. For any work done using the Line of Credit, Presbytery would work with the congregation to ensure that all liens are expunged, bills paid and contracts well written on behalf of the congregation. PIPH will request assistance from Presbytery as needed for facilities evaluation, training for building maintenance (large and small projects), and for the timing and planning of when capital work should be undertaken. Moderator Avery led the Presbytery in prayer for the history of ministry by High Street, for the growing ministry of Primera Iglesia, Oakland, and for the several commissions which have worked with these congregations. Report of Mission & Vision Leadership / Presbytery Meetings Working Group - Rev. Talitha Abo reporting Talitha shared Power Point slides with information on current activities of the working group. She urged presbyters to complete the survey in the packet to share thoughts and ideas about our gatherings. She announced that our next meeting on Saturday, September 9, 2017 will be different format to allow for extended time with a keynote speaker from Crossroads who will lead us in anti-racism training. Congregations are encouraged to have members join in that day. Talitha also shared the upcoming regional meetings schedule. Report of MVL / Presbytery Engagement Team for Sturge - Rev. Cal Chinn, Rev. Roberta McReynolds and Rev. Ruth T. West reporting (See Appendix 2.) Cal shared his thoughts on the one and a half years of difficult work as a PET. He quoted William Sloan Coffin to make the point that diversity is one of the most difficult things to live with and one of the most dangerous to be without. Cal reiterated that the promise of Christ is to live in the midst of diversity and that reconciliation is not achieved by a vote but is a process. He reminded us that Sturge has been with us since 1951 (66 years). Roberta also reflected on the 1.5 years of work and their focus on discussion and prayer. She is grateful that Sturge has decided to remain as a congregation of the Presbytery and that they shared in a prayer of thanksgiving for being with us.

8 5317 Ruth reported on their work as a discernment process, using contemplation and prayer and silence. She reflected on the need to hold their tongues and to bring kindness to the work. Ruth ended their report by leading the Presbytery in this prayer: Holy one, We used to ask for signs. Through each of our days, we d watch and wait, hope and pray, discern and dismiss. Did the signs every come? Or did our homemade formulas suit us better? Somehow we stopped looking and instead claimed those easy answers as divine tokens. We turned our introspective mirrors outward and with our emotional suitcases packed tightly with spiritual supplies that would ensure our own safety, we reached out to the world offering sanctuary to all. Somehow we missed that being true allies might be uncomfortable; That grace might look different on the receiving end; That sometimes our noblest efforts necessarily produce emotional callouses. Real love is difficult for us who are simple human beings, yearning for what s holy, always it seems, for ourselves first. Show us how to leave ourselves behind so that another who has nothing can get ahead; one less drama, one less luxury, one less morsel for the compost heap. With hopeful hearts, Amen. Report of MVL / Partnership Working Group Ruling Elders Bill Campbell and Kathy Kyne reporting Bill shared that the working group encourages congregations of the Presbytery to work together and focused on two current opportunities to do so in the areas of refugee support and the Interfaith movement for Integrity. Statistics on refugee and immigrants at risk of deportation made clear the great needs in these areas. Bill reported that congregations are working together to learn more and to join in supporting for the Sanctuary support. Kathy Kyne reported on these congregations that have supported the Presbytery Hunger Fund: Sojourner Truth, Delta Community, 1 st Livermore, High St, Old First and Trinity, San Carlos. The working group solicited grant applications by June 1 for use of this fund. The Presbytery also has a Peacemaking fund which is small right now but will hopefully receive more gifts, e.g. through the fall offering. Bill also told of a Peacemaking grant to Sojourner Truth PC in Richmond to support their peace camp for children ages 6-8. Bill reported that their group has room for more members and invited those interested in these projects to contact them. Report of MVL / Funds Update - Rev. Karen Thistlethwaite, Rev. Jack Shriver and Ruling Elder Bob Kraut reporting Karen reported that MVL recommended and Presbytery is setting aside $30K for pastor support from Fund 3. The projects will nurture and support our ministers. In 2018, this amount will be a budgeted line item to enable COM s work in supporting our ministers. Jack shared the parable of talents and said that when at Trinity and the session gave everybody $100, it really energized the life of the church. For Presbytery, MVL has decided to give $5k to each congregation in to use for a mission project of its choice maybe something could not fund or something for which have a dream and the hope this will energize all of us! Bob reflected that this is not a trivial of money and reported that it will come from Fund 2, set aside for regional mission partnerships. The total of the $5000 checks will represent less than 10% of this fund and it is given in hope

9 5318 of jump starting using it. He also noted that the motion to do this did pass it in the omnibus motion. While it could be undone if there is objection, MVL hopes instead that presbyters will earn to read ahead of all of the omnibus actions. Bob also reported that Fund 3 is to be used for congregations that are struggling and that Presbytery had asked COM and FPOC to suggest ways to manage that fund. MVL has decided to start use of that fund now by authorizing up to $180k to assist congregations with property assessment and congregational transformation. Report of MVL/ Personnel Working Group Ruling Elder Linda Lee reporting Linda pointed out the short written packet report. Responding to a question, she shared that Personnel did receive evaluations of Jeff Hutchison and his work as Presbytery Pastor for Mission & Visions. Summary results were shared with Jeff. Personnel has also received Jeff s self-evaluation. Linda reported on two new persons working for the Presbytery. A picture was shown of Earl Lavagnino, accountant. Jennifer Sacramento-Streett was introduced as our administrative coordinator and in the moment, also working as recording clerk. Linda drew Presbytery s attention to omnibus actions regarding the Stated Clerk position. She reported that work is beginning on a job description for interim Stated Clerk and input is welcomed. She invited presbyters to consider who could help with Personnel Working Group. They would like some members with Human Resources experience and Linda stressed that working group members do not need to be ruling or teaching elders, just ; members of one of our congregations.. Presbytery Pastor for Mission and Vision - Rev. Dr. Jeff Hutcheson reporting Jeff reported on MVL action to authorize a project team to work on support for new church developments and new worshipping communities. He reminded us that Jesus is on the loose! Jeff shared on a picture of two women on the way to Jesus tomb and the bewilderment on their faces when they see that Jesus is no longer there. He reflected that, like their reactions, so we are in an in between time and that we must move forward, grieve, laugh and surrender. He read a poem attributed to Sapphire Rose that tells the story of the women and their realization that Christ is alive and so we must let go not ask for advice or read a book, but let go, let go of planning and calculations, and let go to Christ. Jeff closed his report with prayer. The Rev. Pablo Morataya Gomez, pastor at PIPH, was recognized for a moment of personal privilege. He shared his gratitude to God and to this presbytery for the different commissions that have worked with them and for those that are truly friends to PIPH. He said it is a blessing to be a part of this congregation, a sanctuary congregation, maybe the only Spanish speaking congregation that is a sanctuary church. He requested continuing prayer as PIPH faces the challenge of being a good steward of the property that was HSPC and the challenges brought on by the current political environment. Recognizing that God s justice is always present, he asks that God s people be brave, faithful and just, too. The presbytery sang our Centering Song Spirit vs. 4 and the chorus. 14 5323 Appendix 2, Page 1 REPORT TO PRESBYTERY OF SAN FRANCISCO Presbytery Engagement Team for Sturge Presbyterian Church, San Mateo April 4, 2017 Our Presbytery Engagement Team (PET) met with the session of Sturge Presbyterian Church, San Mateo, for its initial meeting in October, We went in committed to the work of spiritual discernment and to achieving reconciliation. We were informed that the session was open to that in light of the fact that the congregation was not united in seeking dismissal. We soon learned that the pastor and some influential vocal elders on the session felt that discernment had already been done and were not open to any delay in the movement towards dismissal of the congregation. After 7 meetings with the session, an open chat with the congregation, followed by 6 small group meetings of the congregation, a Special Committee of the Congregation (SCC) was formed as the next step in the process towards dismissal. The PET and SCC had 5 meetings, including another meeting with the congregation. By this stage, we were concerned primarily with the health and well-being of the congregation regardless of the outcome of any vote. In preparation for the terms of dismissal negotiations, the PET examined the financial situation of the congregation including a current appraisal of the property and buildings. At the February 9, 2017 meeting with the Sturge SCC, the PET presented the Presbytery's Proposed Terms of Dismissal. Taking seriously that we are to recognize the responsibility to deploy the assets of people and material resources for the furtherance of the mission of the PCUSA according to the policy, the PET proposed "that the real property, of which the congregation is the primary trustee remain as the property of the PCUSA to be used for the mission work of the PCUSA." Our proposal also included provisions for the departing congregation to retain financial assets owned by the congregation up to a maximum of a million dollars, with the Presbytery adding an amount up to half a million dollars to help them establish a mission apart from the PC(USA). Following that meeting, the SCC made the following recommendation to the congregation: "In light of the Presbytery's proposal--which is final--the members of the SCC believe that the best way forward for the congregation is to cancel the dismissal process. The cancellation of the process means that those members who believe that the church body should leave PC(USA) would do so on their own. Those members who want to stay in the PC(USA) would retain the church property and assets". The SCC then made themselves available to the congregation for small group conversations to explain their decision and answer questions. At the Annual Meeting of the Congregation on Sunday, February 26, 2017, a non-binding vote by ballot was taken on the following motion: "Do you accept the recommendation of the Special Committee of the Congregation to suspend the dismissal process?" By a vote of 35-9, the majority of the congregation voted in favor of ending the dismissal process. The pastor, Reverend Paul Lee, announced his resignation later in the week. His last Sunday was March 26, The Committee on Ministry and the Presbytery staff have begun the work of healing and reconciliation with the congregation. Assistance with church officer training, financial planning and strategy, and spiritual care including grief work will be offered. From this stressful experience our team recommends that the MVL find funds to ensure financial support for spiritual care and grief work, as needed, for both the congregation as well as the PET members. 16 5325 Appendix 3, Page 2 Female teaching elders (TEs) in the Presbytery of San Francisco [Note that this tally was made as of 9/24/16 and used the roll at the end of Transitions in calls occur throughout the year so exact numbers may change but the percentages seem to hold.] At the time of this tally, we had 78 female teaching elders in the Presbytery of San Francisco compared to 278 overall TEs. Women in ministry comprised 28% of the total. 24 women had calls in congregational ministry compared to 79 total TEs in congregational ministry. Women were 30% of the total. 11 women were serving in other validated ministry compared to 39 total TEs in validated ministry. Women were 28% of the total. 19 female TEs were Honorably Retired compared to 102 total HR s. Women were less than 20% of the total number of retired teaching elders. Note from the Stated Clerk: I am assuming this is because women have not been ordained for as long a period and so fewer have reached retirement age. 24 female TEs were members at large or inactive compared to 58 total TEs in these categories. Women were more than 40% of the total - a surprise! Note from the Stated Clerk: Other percentages seemed in keeping with overall patterns of total numbers of teaching elders in different forms of ministry, but this figure does not fit the pattern. I hypothesize that the higher numbers here are because more women may opt to step out of ministry for a season, e.g. to care for family. Also, I had previously seen statistics showing that women receive calls at a slower rate so longer search tines could also result in higher percentages of women searching for a next call than the total number of teaching elders. 18 5327 Appendix 4, Page 1 REPORT FROM THE ADMINISTRATIVE COMMISSION FOR HIGH STREET PRESBYTERIAN CHURCH Presbytery of San Francisco May 9, 2017 ITEMS FOR DISCUSSION AND ACTION These items are included in the body of the minutes for the May 2017 meeting of the Presbytery of San Francisco. HISTORY of the HIGH STREET ADMINISTRATIVE COMMISSION ESTABLISHING THIS HSPC AC At its meeting on November 15, 2016 the Presbytery of San Francisco took the action shown below and established this commission. As reported then, the Rev. Linda Gruel, then pastor at High Street, renounced the jurisdiction of the PC(USA) while under accusation for disciplinary offenses. The session had resigned en masse and sent the Presbytery notice of their intent to dissolve the congregation. (See full report in the November 2016 packet: REPORT #10 JUDICIAL REPORT & HIGH STREET PRESBYTERIAN CHURCH.) MOTION (presented and approved on November 15, 2016): The Stated Clerk recommends these actions to the Presbytery of San Francisco: a. That an administrative commission shall be appointed to assume original jurisdiction in that the session of High Street Presbyterian Church has resigned. b. That the administrative commission shall hold all authority and responsibility as the session of High Street Presbyterian, including care for members; maintenance of records, rolls and registers; property and financial management; and legal and other responsibilities of the corporation of High Street Presbyterian Church. c. If the congregation of HSPC is dissolved, that this commission shall continue serving to oversee corporate matters until such time as the corporation of HSPC is dissolved with the Presbytery of San Francisco named as successor. d. That the membership of the commission and corporate officers shall be: 1. Jonelle Crow (ruling elder, San Leandro Bethel and member of FPOC) President 2. 19 5328 Appendix 4, Page 2 MEETING OF NOVEMBER 2016 The first in person meeting of the AC was held on November 28, 2016 at the Presbytery office. All members of the AC were present. This meeting included the required orientation by the Stated Clerk to the work of an administrative commission. At this meeting, Kathy Runyeon was elected as Moderator of the Session so facilitated the AC meeting, and Leonard Nielson was elected as Clerk of Session and took minutes. By consensus (and with gratitude for their willingness), the AC delegated immediate decisions on building use to Leonard Nielson and Jonelle Crow. The AC divided into teams to begin to address a long list of both pastoral and business/corporate tasks: contacting all known members of the congregation as of October 2016 to ascertain their level of desire to leave the congregation; reviewing rolls to determine if there are other members; requesting COM to make a pastoral follow up with the former minister; searching for session minutes and other records; researching the status of financial assets, including a Presbyterian Foundation account and other assets; determining the extent of spending and responding to checks written to individuals during last month of session activity; securing bank accounts and reconstructing ledgers; receiving rent checks from Aspire and establishing a new account at the Presbytery office from which may pay bills for utilities, alarm, etc. securing the building by rekeying locks; beginning the end of year work for payroll and other taxes; coordinating building use; continuing repair efforts on the main sanctuary roof and other maintenance tasks; determining title and arranging to update records; and coordinating efforts with the Presbytery AC established to advocate for better relationships and space use negotiation between HSPC and PIPH. Voting as the corporation of HSPC the AC VOTED: Resolved, that the four officers, Jonelle Crow, President; Leonard Nielson, Vice President; Kathy Runyeon, Secretary; and Cindy Cake, Treasurer, will hence forth be the authorized signers on any bank accounts or financial accounts. For the checking account, only one signature will be required for a check of less than $500. Two signatures will be required for any check of $500 or larger. The AC also arranged for all commission members who wished for the opportunity to meet at HSPC in December 2016 to walk through the site to learn more about the facilities, search for records, and begin to get a more widely shared sense of what cleanup and repair may be needed. BETWEEN MEETINGS, communications continued in person, by phone and by . Some surprises were found as we began to share information: o The pastor had been removed earlier from the PC(USA) benefits plan by session action and at her initiative. This seems to have been done without COM discussion and definitely was not approved by the Presbytery. Though against PC(USA) polity, it did make simpler the end of the pastoral relationship and the end of the pastor s relationship with the Board of Pensions and the PC(USA).
