2 PUBLIC ADMINISTRATION FACULTY Core Faculty Rutgers SPAA Dean Marc Holzer (Ph.D. University of Michigan) is a Board of Governors Professor of Public Affairs and Administration. Since 1975, he has directed the National Center for Public Performance (NCPP), and he is the founder and Editor-in-Chief of the Public Performance and Management Review. He is a member of the National Academy of Public Administration. Kathe Callahan (Ph.D. Rutgers University) is an Assistant Professor of Public Affairs and Administration. She has written on the topics of citizen participation, government performance and public sector accountability. She is a published author of books and journal articles. Raphael J. Caprio (Ph.D. Rutgers University), who established the EMPA program, is Vice President for Continuous Education and Outreach, with university-wide responsibility. His research involves economic development, real estate, tax policy, municipal finance and budgeting. Kyle Farmbry (Ph.D. George Washington University) is an Assistant Professor of Public Affairs and Administration. His research interests include intersectoral dynamics; private and independent sector entrepreneurial development; public, private and nonprofit sector roles in minority enterprise development; and community voice in public administration. Judith J. Kirchhoff, Ph.D. is Associate Dean of Academic Affairs for SPAA. She holds a Ph.D. in Government and Politics from University of Maryland and her research interests are in U.S. health and human services delivery. She brings administrative experience in mental health and retardation policy and planning for the State of Massachusetts, health and human services implementation in a five county region in Nebraska, and consultation for a wide variety of public, nonprofit, and private organizations. Dorothy Olshfski (Ph.D. Temple University) is an Associate Professor of Public Affairs and Administration. She has published peer reviewed articles in many journals, as well as a book of case studies, and a recent volume on policy making and implementation. Suzanne J. Piotrowski (Ph.D. American University) is an Assistant Professor of Public Affairs and Administration. Dr. Piotrowski s research focuses on nonmission-based values in public administration, including administrative transparency and ethics. Her current research focuses on defining and measuring municipal transparency. Norma M. Riccucci (Ph.D. Maxwell School, Syracuse University) is a Professor of Public Affairs and Administration and directs the Ph.D. program. She has published extensively in the areas of employment discrimination law, affirmative action and diversity management. She is a member of the National Academy of Public Administration member. Alan Sadovnik (Ph.D. New York University) is a Professor of Education, Sociology and Public Affairs and Administration. His research interests include the sociology of education, urban educational policy and urban school improvement, and the history of progressive education. Robert Shick (Ph.D. New York University) is an Assistant Professor of Public Affairs and Administration, Managing Director of the National Center for Public Performance and Director of the Executive MPA Program. He has extensive experience in the public sector as a senior administrator in New York City government. His research interests include privatization and the contracting-out of government services, nonprofit management and organizational development. Evan Stark (Ph.D. SUNY - Binghamton) is an Associate Professor of Public Affairs and Administration and MPH Program Director. His research areas include the public health and legal dimensions of interpersonal violence, operation of the child welfare system, and the impact of racial and sexual inequality on health. Frank J. Thompson (Ph.D. UCLA Berkeley) is a Professor of Public Affairs and Administration. He has published extensively on issues of health policy, policy implementation, public personnel policy, and administrative politics. Gregg G. Van Ryzin (Ph.D. City University of New York) is an Associate Professor of Public Affairs and Administration (Sep 2008). His research focuses on the use of social science methods to measure the performance of government and nonprofit organizations and to evaluate program outcomes. He also conducts research on citizen satisfaction and other public attitudes toward government. Yahong Zhang (Ph.D. Florida State University) is an Assistant Professor of Public Affairs and Administration. She received a Master of Economics from Nanjing University (China) and a Master of Political Science from the University of Kansas. Her research focuses on local government, public policy, and gender issues. Affiliate Faculty Stephanie Bush-Baskette (Ph.D. Rutgers University) directs the Cornwall Center for Metropolitan Studies at Rutgers-Newark and is a member of the Law Firm of Florio, Perrucci, Steinhardt, & Fader, LLP. Her research interests include investigating the development, application and effects of public policy. Frank Fischer (Ph.D. New York University) is a Professor II of Political Science and Public Administration. He is interested in the theory and methods of public policy analysis, with particular emphasis on science, technology and environmental policies. John W. Graham (Ph.D. Northwestern University) is a Professor and Chairperson of the Department of Economics at Rutgers. His research interests focus on public policy issues surrounding women and work, marriage, families and children. He is a published author of three books and dozens of articles. Elizabeth Hull (Ph.D. New School for Social Research) is a Professor of Political Science and Public Administration. Her research includes the constitutional rights of minorities; public law, especially the Equal Protection Clause of the 14th Amendment; and the rights of ex-felons, immigrants, minorities and women. Peter D. Loeb (Ph.D. Rutgers University) is Professor of Economics and former chair of the Department of Economics. He serves on the Rutgers Graduate Faculty in both Newark and New Brunswick. Dr. Loeb researches in the areas of transportation economics and applied econometrics. Hindy Lauer Schachter (Ph.D. Columbia University) is a Professor in Management at the New Jersey Institute of Technology. Her research interests include citizen participation, organization theory, public administration history and scientific management. Lamar V. Bennett (M.P.A. Rutgers University) is an Instructor of Public Affairs and Administration. His research interests include Performance Measurement, Public Management and Education Reform, and Social Service and Education Management.

5 The Faculty Executive MPA classes are taught primarily by full-time Rutgers-Newark faculty members of the School of Public Affairs and Administration. Adjuncts are highly qualified and accomplished practitioners who combine knowledge with applications in their various experiential contexts, thereby integrating conceptual knowledge with effective practice. Students are active participants in EMPA classes, contributing their knowledge and experience to each other and faculty members. Program Schedule and Locations The MPA prepares seasoned managers, who have at least six years of public or nonprofit experience, for executive leadership roles. The Executive MPA classes meet twice a week. In the Trenton area, classes are held on Friday afternoons from 3:00p.m. to 6:00 p.m. and Saturday mornings from 9:00 a.m. to noon. At Newark City Hall, classes meet Thursday evenings from 5:30 to 8:30 p.m. and Saturday mornings from 9:00 a.m. to noon. This schedule is designed to minimize workweek interference. The two summer sessions consist of a one-week intense course taking place Monday through Friday from 9:00 a.m. to 5:00 p.m. The summer sessions are held in June. School s Mission The School of Public Affairs and Administration at Rutgers-Newark is dedicated to four goals: Competence: The efficacy of our curriculum is regularly confirmed by our colleagues: our MPA program is accredited by the National Association of Schools of Public Affairs and Administration; our MPA graduates are placed in positions of high responsibility at the federal, state and local levels; and our doctoral graduates are teaching and gaining tenure at more than a dozen universities. Diversity: We are proud that the Rutgers-Newark campus is, for the tenth year in a row, the most diverse in America (U.S. News and World Reports), and that our MPA and Ph.D. programs contribute substantially to that diversity. Knowledge: Our curriculum is continually revised to reflect the changing nature of the field of public administration. For example, recent additions to the curriculum include courses on E-Government and Digital Democracy. Service: Our faculty, alumni and students are leaders in the American Society for Public Administration, locally, nationally and internationally. We have taken strong initiatives to help develop the knowledge and practice of public administration through the United Nations, in China and in South Africa. 6 Executive Master of Public Administration Program The Executive Master of Public Administration program offered by Rutgers University School of Public Affairs and Administration (SPAA) prepares seasoned managers with six or more years of public or nonprofit professional experience for executive leadership in the organizations they manage. Students in the program are provided with strong knowledge foundations in public administration and current analytical, communications, technology, and interpersonal skills needed for executive leadership and performance management of 21st century organizations. The Executive MPA is accredited by NASPAA, the accrediting organization for programs in public affairs and administration. SPAA s Public Management and Administration program is ranked 10th in the U.S. by the U.S. News and World Report in its most recent peer reputational survey. Nomination and Application Acandidate may be nominated by their unit or agency, or may self-nominate. An agency nomination letter should address the candidate s qualifications and the agency s willingness to support the candidate s attendance. Self-nominations should address the candidate s career goals and the role of an MPA degree in achieving those goals. Executive Master of Public Administration Admission to the Executive MPA Program is competitive and limited to the strong nominees and applicants who have demonstrated leadership qualities. The maximum number admitted to a cohort is 25 students to ensure interactive classroom dynamics. Who Should Apply Qualified nominees and applicants from the following fields are encouraged: Federal Government Law Enforcement Fire Safety State Governments Special Purpose Districts Municipal Governments Curriculum and Course Schedule Nonprofit Organizations County Governments Education Districts and Schools Elected Officials Regulated Industries Health Care Providers EMPA students complete the curriculum as a cohort group, attending two courses per semester and one each summer over a two year period. Trenton cohorts begin each January and Newark City Hall cohorts begin each June. EMPA foundation courses are: Introduction to Public Administration, Political Economy, Administrative Ethics, and Analytical Methods. Management courses taken by EMPA students include Leadership and Diversity, Public /NP Productivity or Performance Measurement, Human Resources Administration, Government Budgeting, and Strategic Planning. The final course is a capstone project, where students propose and conduct a policy or administrative inquiry, write a report of their results and present their findings to their peers and invited guests. Admission Requirements All candidates must complete the Application Form contained herein or on-line at The application packet requires: two page statement indicating expected benefits of the program to the applicant, and what skills, characteristics, and strengths the nominee or applicant brings to the program; Official transcript of the undergraduate degree and other master s degrees or courses; A 3.0 undergraduate GPA; A current resume; GRE Scores are waived for the EMPA; Payment of the Rutgers-Newark admission fee.
