1 The University of Florida Dean of the College of Medicine Jacksonville Campus Vice President for Health Affairs Jacksonville Campus The University of Florida (UF) seeks a Dean of the College of Medicine Jacksonville Campus, who will also serve as Vice President for Health Affairs Jacksonville Campus About University of Florida and University of Florida Health (UF Health) UF is one of the five largest universities in the nation, with an enrollment of nearly 50,000 students. As academically rich as it is large, UF is one of only 17 public, land-grant universities belonging to the Association of American Universities. Last year, UF generated over $700 million in research awards and contracts and currently ranks seventh in the number of U.S. patents produced by faculty. University leadership is committed to an ambitious plan to place UF among the top 10 public research universities in the United States. The UF College of Medicine Jacksonville Campus is an integral component of University of Florida Health, the Southeast s most comprehensive academic health center, based in Gainesville, Florida. The mission of UF Health is to promote health through outstanding patient care, innovative and rigorous education in the health professions and biomedical sciences, and high-impact research across the spectrum of basic, translational and clinical investigation. UF Health encompasses the six colleges of the University of Florida Health Science Center (UFHSC), two teaching hospitals: UF Health Shands (Gainesville) and UF Health Jacksonville, two specialty hospitals, and a host of physician medical practices and outpatient services throughout north central and northeast Florida. Three of these colleges Medicine, Nursing and Pharmacy have programs that operate on the UF Health at Jacksonville campus, based in downtown Jacksonville. Co-located with the colleges is UF Health Jacksonville, a private, not-for-profit, 672-bed urban teaching hospital. The hospital is legally distinct from UF, but under UF governance. In Jacksonville, the major component of the UF Health Science Center is the College of Medicine, containing 430 full-time faculty members and 1600 employees. Over 375 residents and fellows train in accredited residency programs, in 34 specialties, separate and distinct from the Gainesville campus. At any given time, the Jacksonville campus serves 60 medical students on clinical rotation, 200 pharmacy students and 80 nursing students. UF Health Jacksonville includes a Level 1 Trauma Center, Level 3 NICU, and helicopter air ambulance system and generates over 34,000 annual admissions. The size and scope of the UF Health Jacksonville operation make it the third largest academic health center campus in the state. The UF Health Academic Health Center operates on the Gainesville and Jacksonville campuses under the leadership of David S. Guzick, MD, PhD, Senior Vice President, Health Affairs and President, UF Health. The Dean of the College of Medicine Jacksonville Campus, who also
2 holds the title Vice President for Health Affairs, Jacksonville Campus, reports directly to Dr. Guzick. About College of Medicine Jacksonville (COM-J) UF's educational programs in the health professions have earned a reputation as being among the most progressive and productive in the country. UF medical students regularly perform near the top on their board examinations and earn residency positions at the country s most prestigious medical centers. Jacksonville has pioneered the use of simulation in teaching and includes a 22,000 square foot simulation laboratory with dedicated staff and well-developed programs. The Jacksonville campus is an integral part of the medical student education program of the UF College of Medicine. All UF medical students spend, on average, approximately 25 percent of their third year in required clerkships in Jacksonville, with individual students having the option to spend as few as 3 weeks and up to as many as 41 weeks in Jacksonville during that year. Fourth-year students from UF and other medical schools choose the Jacksonville campus for elective rotations as well. In 2015, third- and fourth-year students completed 3349 student weeks in Jacksonville. Students and department chairs consistently agree that the medical student learning experience is greatly enhanced by the complementary experiences provided by both the Gainesville and Jacksonville campuses. The College s strong patient-focused clinical programs have resulted in many medical firsts in Florida and the Southeast. When the UF Health Proton Therapy Institute opened its doors in August 2006, proton therapy was a new cancer treatment to the Southeast United States. With the availability of proton therapy, Florida residents and cancer patients throughout North America and the world enjoy access to one of the most advanced non-invasive cancer treatment tools available. Another first is UF Health North - the north Jacksonville campus of UF Health. UF Health opened the only state-of-the-art outpatient medical complex in north Jacksonville on February 17, 2015, bringing a wide range of services to the residents of northern Duval County, Nassau County and Southeast Georgia, the region s fastest growing area. Along with the full-service, 28-bed emergency room, the new 210,000-square-foot, six-story facility includes radiology, women s health services, five operating rooms, two endoscopy suites, two interventional diagnostic suites, 16 preoperative rooms, 16 postoperative rooms and 12 recovery rooms. Among the more unique services, is the UF Health Birth Center. The center is staffed by midwives and offers women seeking natural childbirth in a home-like setting the ability to determine their own birth plan. A 160,000 square-foot, 92-bed inpatient tower is under construction adjacent to the current medical office building. The new five-story, 160,000-square-foot facility will feature all-private rooms and will adjoin the outpatient medical complex. Once completed in mid-2017, UF Health North will be the only hospital in North Jacksonville, providing state-of-the-art medical services for residents of northern Duval County, Nassau County and Southeast Georgia.
3 Volumes at UF Health North have far exceeded expectations. There were 37,592 visits in the emergency department from its opening through March 31, These emergency department visits resulted in 4051 admissions to UF Health Jacksonville. Outpatient surgery began operations March 2, 2015, with a total of 2792 procedures performed through March 31, The COM-J operates a robust clinical practice that includes 74 patient care sites - 18 on campus, 56 in NE Florida/SE Georgia. College faculty provide 600,000 outpatient visits per year and manage 34,000 hospital admissions. In addition to UF Health Jacksonville, the College of Medicine has other affiliations throughout Florida, most prominently with North Florida/South Georgia Veterans Affairs Health System. The VA has a 120,000 square foot facility on the Jacksonville campus which promises to be a major venue for COM-J training, clinical care and research. COM-J faculty received $19.4 million in extramural funding in FY14-15, ranking it among the largest research programs in the country for regional campuses. Research resources include a Phase I clinical trials unit, and a 16,000 square foot research facility. There are numerous opportunities to link with the substantial research facilities in Gainesville as well, especially the NIH Clinical and Translational Science Institute. Position Summary The Dean of the College of Medicine - Jacksonville Campus ( dean ) is the Chief Academic and Administrative Officer of the campus and its faculty practice plan. The Dean also serves as a board member of UF Health Jacksonville Board of Directors. As Vice President for Health Affairs - Jacksonville Campus, the incumbent will work with the deans and faculty of the College of Pharmacy and College of Nursing in implementing their curricula. The incumbent will hold an academic appointment at the Associate Professor or Professor rank, which may be either tenure-accruing or non-tenure accruing, commensurate with individual qualifications and interests. The dean reports to the Senior Vice President for Health Affairs (SVPHA) for the University of Florida. Working with UF Health administration and faculty, the dean is expected to develop and implement a strategic vision for the future of the College of Medicine Jacksonville Campus, demonstrating innovative thinking and strategic use of resources. The Dean will work closely and collaboratively with the Dean of the UF College of Medicine and SVPHA to insure that faculty and students function in a complimentary fashion to advance educational, clinical and research goals. The Dean will work closely and collaboratively with the Chief Executive Officer of UF Health Jacksonville to align goals and strategies so that both organizations advance their overall missions. The Dean will be expected to provide inspired leadership for the Jacksonville campus and represent it within the University and affiliated institutions.
4 The Dean has oversight of the faculty in their clinical roles in the practice plan, UF Health Jacksonville and all affiliated hospitals. The Dean has oversight of all revenues and expenditures of the faculty practice plan. Ensuring a high-quality and financially successful faculty practice plan is a key responsibility. The Dean will serve as chair of the Board of Directors for the UF Jacksonville Physicians, Inc. and as chair of the campus Executive Management Group. The responsibilities of the Dean include oversight of all activities related to student and resident campus life, departmental and extra-departmental budgets, all office, educational and research space, faculty evaluations, appointments, promotions, compliance and discipline. The Dean will collaborate with college leadership, department chairs, and faculty to set research priorities, emphasizing interdisciplinary initiatives and attracting faculty to the College. The Dean will be expected to foster and develop interdisciplinary collaborations to enhance education, research and practice across the colleges of medicine, nursing and pharmacy. The Dean will serve as the primary liaison of the UF COM to the immediate community and the broader Jacksonville region. An engaging personal style and strong communication skills are required. The Dean must provide leadership in enhancing diversity and promoting cultural competence within all aspects of the COM-J and must demonstrate a commitment to the value of diversity. The Dean has a major role in fund-raising for the college, and will be expected to lead the effort of the Jacksonville Campus in UF s major capital campaign. The Dean will work with the SVPHA, hospital CEO and government relations staff on relevant legislative and policy issues. Collaborating with departmental chairs, the College s Faculty Council and with the individual faculty members, the dean will advance institutional goals while also creating and communicating a compelling vision for the future. The Dean must also be able to create an environment of trust, integrity, and accountability while fostering a positive climate for learning and development. The Dean will work closely and collaboratively with the leadership of affiliated organizations to ensure that mutual interests are appropriately addressed.

Clinical and business leadership of faculty practice plan: The success of the next dean will also depend importantly on his or her ability to lead a clinical practice plan with respect to the continual enhancement of quality of patient care and the establishment of financially strong and sustainable clinical programs. Fostering synergy between the main and branch campus of the UFHSC: The success of the next dean will also depend on his or her ability to foster synergy between faculty on the Gainesville and Jacksonville campuses, finding complementary roles and avoiding redundancy of highly specialized centers. Clinical and Academic Career: The successful candidate will be recognized for excellence in patient care and will have had experience in leading a large and complex clinical service that crosses several hospital and academic departments. He or she will have had experience with coordinating education and training for medical students, residents and/or fellows and will have
6 made scholarly contributions to the literature with an academic rank of Associate Professor or Professor. Administrative Experience: Significant administrative experience at the departmental or central administrative level at a U.S. LCME accredited medical school. Leadership Competency: Collaborative interpersonal and leadership skills are needed to ensure the continuation and enhancement of the College of Medicine s Jacksonville Campus s clinical, research, and educational missions. Demonstrated ability to motivate key constituencies. Evidence of significant leadership activities in and beyond the medical center. Demonstrated Vision: A commanding grasp of the challenging issues facing patient care operations, access, and payment, as well as the dynamics of leading and operating a major medical center. An ability to assess the organization s current position within this context and to articulate a compelling vision about the vital role of a regional campus, collaborating with the hospital partner to reach common goals. Demonstrated Financial Acumen: A strong understanding of the complex financial issues facing academic campuses, including the need to align resources with expenditures. Experience and success in philanthropy is also highly desirable. Community-Building Skills: Substantial ability to represent the health care enterprise in the local and regional community, including advocacy groups, community partners, and governmental entities. An engaging personal style that encourages teamwork, consensus building, conflict resolution, and the ability to manage ambiguity. Personal Values and Styles: Experience with all types of diversity in the housestaff, faculty, administration and community. Demonstration of the highest levels of personal and professional integrity throughout their career.
