1 MINUTES KCTCS Board of Regents Academic Affairs and Curriculum Committee Meeting June 22, 2006 Committee Members Present: Mr. Larry D. Savage, Chair Ms. Johnna R. Fasold Dr. Joseph B. Wise, III Committee Members Absent: Mr. William R. West, Vice Chair CALL TO ORDER Committee Chair Savage called to order the meeting of the Kentucky Community and Technical College System Board of Regents Academic Affairs and Curriculum Committee at 2:15 p.m. (CT), June 22, The meeting was held in Transpark Campus Room 102, Bowling Green Technical College, Bowling Green, Kentucky. Chair Savage announced that the press was notified of the meeting on June 16, There being a quorum present, Committee business began with the approval of the minutes from the last meeting. APPROVAL OF MINUTES MOTION: Ms. Fasold moved that the minutes of the March 9, 2006, Committee meeting be approved. Dr. Wise seconded the motion. VOTE: The minutes were approved unanimously. ADDITIONS OR CHANGES TO THE AGENDA There were no additions or changes to the agenda. ACTION: RATIFICATION OF NEW CREDIT CERTIFICATE AND DIPLOMA PROGRAMS RECOMMENDATIONS: That the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials and ratify the approval of the diploma listed, which was created by rollover to aligned curricula. Chair Savage called on KCTCS Chancellor Keith Bird to provide additional information related to the recommendation. Dr. Bird noted that some of the certificate programs listed are a result of rolling over an existing curriculum to a new integrated curriculum with multiple exit points. All certificate programs included on the list are applicable toward at least one degree program, and additional resources are not required for their implementation. As noted at the August 15, 2003, KCTCS Board of Regents meeting, procedures for Boardapproved certificate and/or diploma programs that are revised through the curriculum revision process in a manner that divides an existing program 77
2 credential into two or more separate credentials are to incorporate them into the rollover process with the approval of the KCTCS President and ratification of the KCTCS Board of Regents. The diploma listed in the agenda materials is applicable to this criterion. MOTION: Dr. Wise moved that the Committee recommend that the KCTCS Board of Regents ratify the approval of new credit certificate programs listed in the agenda materials and ratify the approval of the diploma listed, which was created by rollover to aligned curricula. Ms. Fasold seconded the motion. Dr. Bird provided an explanation of the differences between a credential and certificate. A copy of KCTCS curriculum credentials was distributed to Committee members. ACTION: QUANTITATIVE WAIVER REQUEST FOR MADISONVILLE COMMUNITY COLLEGE RECOMMENDATION: That the KCTCS Board of Regents adopt the attached resolution (Attachment A) exercising its option for a quantitative waiver on behalf of Madisonville Community College for the 2006 calendar year under the waiver provision of KRS , Section 19, as implemented through Kentucky Administrative Regulation 13 KAR 2: Chair Savage welcomed the following Madisonville Community College representatives to the meeting: Dr. Judith L. Rhoads, Madisonville Community College President/CEO Dr. Deborah M. Cox, Chief Academic Officer Mr. Jay Parrent, Dean of Student Affairs Chair Savage called on Mr. Lewis Prewitt, KCTCS System Director of Human Resources, to present this item. The quantitative waiver request meets two of four objectives found in The Kentucky Plan for Equal Opportunities (plan), which promotes compliance with Title VI of the Federal Civil Rights Act of Dr. Rhoads assisted with the presentation, highlighting the college s efforts to improve its performance relative to plan objectives. The college s performance for each objective follows: 1. Kentucky Resident African-American Undergraduate Student Enrollment Met objective was 6.5 percent; data show 4.5 percent, indicating that the college has shown continuous improvement in this area. 2. Employment of African-Americans in Executive, Administrative, and Managerial Positions Not Met objective was 5.0 percent; data show 0 percent snapshot of employment in this category reflects that objective is met. Employed an African-American as the Director of Cultural Diversity. 78
3 3. Employment of African-Americans as Faculty Not Met objective was 3.0 percent; data show 1.9 percent. The target objective is to employ at least one minority. The employment of African-Americans by the institution must be equal to the objective, or the institution must show progress by employing at least one full-time faculty person more than employed the previous year. 4. Employment of African-Americans as Other Professionals Met objective was 4.0 percent; data show 11.5 percent. MOTION: Ms. Fasold moved, and Dr. Wise seconded, that the Committee recommend that the KCTCS Board of Regents adopt the resolution (see Attachment A) presented in the agenda materials, exercising its option for a quantitative waiver on behalf of Madisonville Community College for the 2006 calendar year under the waiver provision of KRS , Section 19, as implemented through Kentucky Administrative Regulation 13 KAR 2: ACTION: NEW PROGRAM PROPOSAL ASSOCIATE IN APPLIED SCIENCE IN ELECTRICAL TECHNOLOGY FOR MADISONVILLE COMMUNITY COLLEGE RECOMMENDATION: That the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Electrical Technology with specializations in Industrial Electrician, Construction Electrician, and Motor Controls Electrician and a diploma in Motor Controls Technician for Madisonville Community College (MCC) to be implemented in fall 2006, contingent upon Board approval of a quantitative waiver for the college. Chair Savage called on Dr. Bird to provide additional information related to the program proposal. Dr. Bird noted that four other KCTCS colleges have this program: Bluegrass, Elizabethtown, Owensboro, and West Kentucky Community and Technical Colleges. Madisonville Community College currently is approved to offer diplomas and certificates. Faculty, facilities, and equipment are present to implement the program, meaning that no additional funding would be required for implementation. The proposed program is based on the approved KCTCS curriculum and consists of credit hours. Courses will be delivered by the college and the Kentucky Virtual University. KCTCS is working with the International Brotherhood of Electrical Workers (IBEW) on a statewide agreement related to training electricians. Electrical construction contractors and manufacturing plants that employ electricians in the Madisonville area, as well as members of their respective advisory committees, have expressed the need for trained electrical workers. The demand for construction and maintenance electricians will be spurred by economic growth, both in the private and public sectors. In addition, new jobs will be created in the next decade for electricians in mines, quarries, and oil and gas fields. 79
4 MOTION: Dr. Wise moved, and Ms. Fasold seconded, that the Committee recommend that the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Electrical Technology with specializations in Industrial Electrician, Construction Electrician, and Motor Controls Electrician and a diploma in Motor Controls Technician for Madisonville Community College (MCC) to be implemented in fall 2006, contingent upon Board approval of a quantitative waiver for the college. Concern arose regarding the title of one of the program s certificates, Electrician Apprentice. It was suggested that discussion on the agenda item be tabled so that staff could obtain additional information related to the embedded certificate. MOTION TO TABLE: Dr. Wise moved that this item be tabled to later in the meeting. Ms. Fasold seconded the motion. VOTE: The motion to table discussion on the proposal was approved unanimously. ACTION: KCTCS CANDIDATE FOR CREDENTIALS CHRISTINE A. BUCKNER RECOMMENDATION: That the KCTCS Board of Regents approve the awarding of an Associate in Applied Science in Information Technology to Ms. Christine A. Buckner, Gateway Community and Technical College, as presented in the supplemental booklet, KCTCS Candidates for Credentials January 19, 2006, through May 4, 2006, with the credential to be awarded to Ms. Buckner upon certification that the requirements have been satisfactorily completed. MOTION: Ms. Fasold moved, and Dr. Wise seconded, that the Committee recommend that the KCTCS Board of Regents approve the awarding of an Associate in Applied Science in Information Technology to Ms. Christine A. Buckner, Gateway Community and Technical College, as presented in the supplemental booklet, KCTCS Candidates for Credentials January 19, 2006, through May 4, 2006, with the credential to be awarded to Ms. Buckner upon certification that the requirements have been satisfactorily completed. ACTION: KCTCS CANDIDATES FOR CREDENTIALS RECOMMENDATIONS: That the KCTCS Board of Regents approve the awarding of KCTCS colleges candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials January 19, 2006, through May 4, 2006, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed. That the KCTCS Board of Regents approve the awarding of associate degrees as presented in the supplemental booklet, KCTCS Candidates for Credentials October January 19, 2006, through May 4, 2006, to KCTCS college candidates who have met all requirements for programs approved by the University of Kentucky Board of Trustees, with the degrees to be awarded to the candidates by UK upon certification that degree requirements have been satisfactorily completed. 80
5 Chair Savage asked Dr. Bird to provide additional information related to the candidates for credentials. Dr. Bird noted that for the period of January 18, 2006, through May 4, 2006, there were 11,322 credential requests, including 5,764 certificates; 1,540 diplomas; 1,077 associate in arts; 356 associate in science; 2,569 associate in applied science; 15 associate in applied technology; and one honorary degree. MOTION: Dr. Wise moved, and Ms. Fasold seconded, that the Committee recommend: That the KCTCS Board of Regents approve the awarding of KCTCS colleges candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials January 19, 2006, through May 4, 2006, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed; and That the KCTCS Board of Regents approve the awarding of associate degrees as presented in the supplemental booklet, KCTCS Candidates for Credentials January 19, 2006, through May 4, 2006, to KCTCS college candidates who have met all requirements for programs approved by the University of Kentucky Board of Trustees, with the degrees to be awarded to the candidates by UK upon certification that degree requirements have been satisfactorily completed. TABLED AGENDA ITEM ACTION: NEW PROGRAM PROPOSAL ASSOCIATE IN APPLIED SCIENCE IN ELECTRICAL TECHNOLOGY FOR MADISONVILLE COMMUNITY COLLEGE Chair Savage called the Committee s attention to the tabled agenda item. Staff reported that the embedded certificate s title is not indicative of occupational apprenticeship programs. A concern was voiced that the use of the term apprentice in the certificate s title promotes confusion in the sense that the certificate is unrelated to an occupational apprenticeship program. The Committee also expressed concern that students enrolling in the program might arrive at the wrong conclusion regarding eligibility to sit for the electrical licensure exam upon earning the program s electrician apprentice certificate. The issue is a systemwide issue that will be followed up on by Dr. Bird. Chair Savage called the vote on the previous motion related to the proposed program: MOTION FROM PREVIOUS DISCUSSION: Dr. Wise moved, and Ms. Fasold seconded, that the Committee recommend that the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Electrical Technology with specializations in Industrial Electrician, Construction Electrician, and Motor Controls Electrician and a diploma in Motor Controls Technician for Madisonville Community College (MCC) to be implemented in fall 2006, contingent upon Board approval of a quantitative waiver for the college. 81
6 UPDATE: BACCALAUREATE STUDENT TRANSFER Chair Savage called on Dr. Bird to present the update. Dr. Bird noted that four new transfer agreements have been completed giving KCTCS associate degree graduates the ability to apply their KCTCS credits toward a bachelor s degree: Morehead State University - AA to Bachelor of Social Work. Morehead will accept the entire 61 hours of an AA degree plus an additional 13 hours of electives. Upon the completion of 54 hours, the student will earn the Bachelor of Social Work degree. Morehead State University - AAS in Human Services to Bachelor of Social Work. Morehead will accept the entire 64 hours of the AAS degree in Human Services plus an additional 10 hours. Upon completion of 54 hours at Morehead, the student will earn the Bachelor of Social Work degree. Morehead State University - AAS in Nursing to Bachelor of Science in Nursing. After a KCTCS nursing graduate successfully completes the first course in Morehead s nursing program, Morehead will accept all 74 hours of the AAS in Nursing and an additional 13 hours of specified general education courses for a total of 87 hours. Students will complete 43 more hours at Morehead to complete the Bachelor of Science in Nursing. All of the Morehead nursing courses are offered online, allowing KCTCS students throughout the state to complete their BS degree without relocating. Western Kentucky University - AAS in Information Technology to BS in Computer Information Technology. Western will accept all required courses for the AAS in Information Technology (all options) plus an additional 23 hours of general education requirements. Upon transfer to WKU, the student will complete 36 to 42 hours to earn the Bachelor of Science in Computer Information Technology. UPDATE: ACCREDITATION VISITS Dr. Bird provided an update on recent accreditation visits. He noted that Gateway Community and Technical College hosted a Commission of the Council on Occupational Education (COE) visiting team from April 11-14, 2006, in regard to reaffirmation of accreditation. The college received 14 recommendations and four suggestions. Dr. Bird further noted that Ashland Community and Technical College hosted a Commission on Colleges of the Southern Association of Colleges and Schools (SACS) visiting team from April 24-25, 2006, in regard to their Third Monitoring Report (consolidation). The college received no recommendations from the SACS Visiting Team. 82
7 NEXT MEETING Chair Savage announced that the next regular meeting of the Academic Affairs and Curriculum Committee would be September 14, 2006, at Hazard Community and Technical College, School of Craft, Hindman, Kentucky. ADJOURNMENT Ms. Fasold moved that the meeting adjourn. Dr. Wise seconded the motion. 8 Attachment A Kentucky Community and Technical College System Board of Regents Resolution Approving a Request for a Quantitative Waiver for Madisonville Community College WHEREAS, KRS , Section 19, mandates that the Council on Postsecondary Education postpone approval of any new program unless the institution has met its equal educational opportunity goals; and WHEREAS, KRS , Section 19, also provides that an institution not meeting the goals shall be able to obtain a temporary waiver if the institution has made substantial progress toward meeting its equal educational opportunity goals; and WHEREAS, 13 KAR 2:060, Section 7, requires that a waiver request from an institution include a resolution submitted to the Council on Postsecondary Education approved by the institution s governing board; and WHEREAS, the quantitative waiver request includes assessments of the institution s efforts to achieve its objectives as set forth in the Kentucky Plan; NOW, THEREFORE, BE IT RESOLVED that the Kentucky Community and Technical College System Board of Regents approves the Madisonville Community College request for a Quantitative Waiver for SO RESOLVED this twenty-third day of June Beth R.
