1 POSITION VACANCY ANNOUNCEMENT University of California Cooperative Extension Division of Agriculture and Natural Resources Area 4-H Youth Development Advisor and County Director UCCE San Mateo County AP #12-21 Location Headquarters: Half Moon Bay, San Mateo County, CA CLOSING DATE: To assure full consideration, application packets must be received by January 31, 2013 (open until filled) BACKGROUND: University of California Cooperative Extension (UCCE), a statewide program with local delivery, is seeking an academic advisor responsible for administrative and programmatic 4- H youth development leadership emphasizing environmental education in San Mateo County. ANR envisions a thriving California in 2025 where healthy people and communities, healthy food systems, and healthy environments are strengthened by a close partnership between the University of California and its research and extension programs and the people of the state. The University remains connected and committed to the people of California, who enjoy a high quality of life, a healthy environment, and economic success in a global economy. University of California (UC) Cooperative Extension provides the bridge between local issues and the power of UC research through programmatic outreach in the 4-H Youth Development (4-HYD) Program, the Master Gardener Program, Elkus Ranch Environmental Education Program, and Nutrition Education, teaching thousands of school-aged children and serving the combined communities through the work of hundreds of volunteers. San Mateo County, the headquarters for this position, is located in the north central California Coast, in Half Moon Bay. The San Mateo County UCCE program is unique with the inclusion of the Elkus Ranch Environmental Center.

2 Half Moon Bay is located 35 minutes south of San Francisco along the Pacific Ocean where you will find miles of white sandy beaches, beautiful state parks, hiking and biking trails, and opportunities or engaging in watersports, bird watching, golf exploring the vast collection of tide pools. Please read more about the UC Cooperative Extension programs at San Mateo County at and Elkus Ranch at NATURE AND PURPOSE: Cooperative Extension and Elkus Ranch are a single administrative, research and programmatic unit. Cooperative Extension provides staff responsible for providing opportunities for collaboration, integration and delivery of research and extension programs relevant to San Mateo County and California. Elkus Ranch provides a location and support for this work. The successful candidate will help allocate, develop and manage resources for University of California researchers and educators to conduct quality research and extension programs on County and statewide issues related to the sustainability of agricultural, natural and human resources. The successful candidate is expected to maintain academic program activities of research and extension relevant to youth development, science literacy and environmental education, and to the overall goals of ANR s strategic vision and will be responsible for development of new and creative approaches to strengthen and expand programming to Youth. As we restructure, administrative and/or programmatic responsibilities may be transitioned. MAJOR DUTIES AND RESPONSIBILITIES: The successful candidate will provide leadership for research and extension in one of California s densely populated metropolitan areas with significant environmental attributes. Specific aspects of duties include: Develop and conduct a Cooperative Extension education and research program that meets critical needs and builds the knowledge base in youth development and environmental education. Oversee and guide various 4-HYD programs. Oversee implementation of the 4-H Thrive framework; ensure positive youth development occurs from an intentional process; provide volunteer development and youth opportunities to learn new skills, such as identification of sparks, development of a growth mindset, goal management, and self-reflection. Measure program effectiveness with volunteer deliveries and in partnership with members of the 4-H Thrive Leadership Team. Lead and contribute to the design and implementation of a volunteer development and management program. Evaluate clientele problems and needs for Extension programs. Advocate for the Elkus Ranch Environmental Education Program and Conference Center and UCCE San Mateo County; promoting research and collaboration of projects; develop research.

3 With input from the Ranch Advisory Board, efficiently utilize and manage the Ranch income and resources including Ranch property, animals and buildings. Cultivate collaborators and donors as well as grants for research and education/project support. Collaborate and network with governmental agencies, 4-H volunteer leaders, youth service organizations, industry groups, schools, fairs and interested individuals. Provide managerial leadership, supervision, expertise and direction including prioritization and exercising ultimate authority for allocation and approval of financial and human resources, long-range facility planning and development, and space planning and allocation. Exercise hiring, disciplinary and termination authority of human resources. Represent the University as a resource and contact person to local, County and State leaders, and the general public. Maintain liaison and respond to regulatory, state and federal agencies, external groups, and the mass media. Assure compliance with University policy, assist with conflict resolution and training. Counsel with staff in program planning, outreach delivery, and impact. RELATIONSHIPS: This position reports to the Associate Director of Cooperative Extension and the Agriculture Experiment Station. Programmatically, as YD Advisor, the incumbent will be responsible to the Director of the Statewide Youth, Families, and Communities Program. The incumbent will maintain communication and working relationships with CE Specialists and Advisors, 4-H Statewide Office, Agricultural Experimental Station faculty and researchers, ANR Strategic Initiative Leaders and other colleagues. AFFIRMATIVE ACTION: An understanding of and commitment to UCANR affirmative action goals is expected of all advisors. EDUCATION AND EXPERIENCE: A minimum of a Master s degree is required though other advanced degrees are encouraged, with emphasis in one of the following disciplines: education, youth development, environmental sciences, natural resources, agricultural sciences, and/or administration. Experience in conducting applied research and education programs is required. Experience managing and evaluating human, financial and technical resources and programs, is highly desirable. Excellent written, oral and interpersonal communication skills are required. Experience effectively managing and resolving conflict is highly desirable. Extension experience, especially in youth development programming and volunteer education, is desirable. ADDITIONAL REQUIREMENTS: A background investigation will be required for the successful candidate, including fingerprinting and a criminal history clearance by the Department of Justice and the Federal Bureau of Investigation. This position is subject to the requirements and compliance of the California s Child Abuse and Neglect Reporting Act (CANRA). Employment within UC ANR is contingent upon securing written acknowledgement to comply with California law.

4 SALARY: Beginning salary will be in the Cooperative Extension Advisor series, commensurate with applicable experience and professional qualifications. For information regarding Cooperative Extension Advisor salary scales, please refer to the University of California, ANR website: If the successful candidate is currently an ANR academic, the candidate will be offered the position as a lateral transfer, retaining their current rank, step, salary, and definite or indefinite status and receive an administrative stipend. BENEFITS: The University of California offers comprehensive benefits including two days per month paid vacation, one day per month paid sick leave, and approximately thirteen paid holidays per year. ANR is part of UC s Family-Friendly Policies. A variety of health and dental insurance plans are available, with employer contributions to the premiums. In addition, the University provides basic life and disability insurance, which may be supplemented at group rates. Workers' Compensation Insurance is provided. An excellent UC Retirement System is coordinated with social security, and optional annuity plans may supplement retirement. Automobile insurance is available.
