In 1983, set up QCC. Jan 1989: Senior Quality Assurance Manager, Production control Purchasing. In 1989, established and implemented ISO-9000 and QS Apr 1995: General Manager of Manufacturing. 5

9 Background and Problems Background Lack of technicians in Thai Industry. Rapidly changing of manufacturing technology. Problems The quality of technical college students is quite low. The teachers of technical college do not have working experience in any Industry. Machines, devices etc. are out of date. Everyone needs to understand job in an industry and working culture. 9

11 Preface Concept of Dual system for vocational education Trainee gets paid during training. Structure of a system Strong points of dual system Dual system trainee The curriculum of training course was clearly designed. Trainee starts training in a company, while studying in a technical college. A chance to do a job training in a real workplace. Working experience. Gets paid. Company Technical College Working as specific specialist. Company An employee who ready to work. Labour contribution from a trainee during training period. A chance to select new employee. 11
12 Overview of Germany s Dual system Training in the company Study in a technical college. Company A compan y gets a permissi on for receiving trainees from CIC. Trainee applies for training at a company directly. Contract of training sent to CIC for approve and make a registration. Trainee finds training job position through CIC. The Local government prepare students for a college. Technical College Report training progress to CIC Trainees ~1.5 million people CIC CIC corporates with the government for making Training standard. Government A key of succession A private sector has a main role for deciding the training curriculum. The effectiveness of Quality assurance system. 12
13 Overview of Thailand s Dual system Company Corporate for making a training plan. Training in the company A company and trainee report training progress to a technical college. To register for studying in technical college. Trainees ~1 hundred thousand people Weak points of Thailand s Dual system Private sector have a minimum role for deciding the training curriculum. Lacking of quality assurance system. The government prepares a budget for a college. Technical colleges find a company for participating in the dual system project and send students for training. Technical College The government makes a core curriculum (For some curriculums, the private sector plays high role.) Government 13
14 Compare Thailand system with Germany system: Training curriculum In Germany, a private sector plays a main role for deciding the training curriculum. Germany System Thailand System Government CIC 3 parties Labour Union OVEC makes core curriculum for vocational and high vocational education. corporate for making a training standard. Curriculum for training in the company (~70%) and studying in the technical college (~30%) Technical college and a company use the core curriculum for adjusting to make a training standard. Then divide some parts of the curriculum for training in the company (about 50/50). 14
15 Compare Thailand system with Germany system: Guarantee the quality of graduated trainee In Germany, the guarantee of a quality of graduated trainee was done by a private sector which is a central organization. CIC guarantee the quality of trainee. Germany System Thailand System Technical colleges guarantee the quality of trainee. CIC provides an examination. During training period, have a test. Exit examination Examination by subjects Issue a certificate to a trainee who passed the examination. Issue a certificate 15

Germany System Thailand System A company was controlled by CIC for receiving trainee of Dual system. Conducting Accreditation System. CIC Company Accreditation System The level of preparation of a company Training curriculum - A Training standard Training implementation Following the progressive report A result of training A result of exit exam A few companies receive Dual System s trainee. Selection & Monitoring System is not effective, because a technical college needs to approach the companies. Technical College Company 16 Selection & Monitoring System Technical college teacher visits trainee. Following the progressive report and result of the training. A technical college may cancel MOU with a not qualified company.

18 Revision of Vocational Education Act (2008) Dual Vocational Education Council (DVEC) 1.President of the Dual Vocational Education Council. will be nominated by The Thai Chamber of Commerce, The Federation of Thai Industries, and The Tourism Council of Thailand. 2. Six Representatives from private sector The Thai Chamber of Commerce, The Federation of Thai Industries, and The Tourism Council of Thailand will find representatives from private sector. Two representatives for one bureau. 3. Four Representatives from the government Consist of Permanent Secretary of Ministry of Education, Permanent Secretary of Ministry of Labour, Permanent Secretary of Ministry of commerce, Permanent Secretary of Ministry of Industry. Secretary of DVEC (1) Representatives from a private sector nominate the secretary. (2) Secretary General of OVEC will be assistant secretary. A Role and authority of DVEC for promoting the Dual System Policy Setting policies and standards for promoting, supporting, and developing Dual System. Quality Standards & Accreditation Setting standards, and guarantee system for Dual System s training curriculum. Setting standards, and guarantee system for Dual system s company. Promotion To Promote the Dual System. Quality Assurance Conducting the examination, and guarantee a quality of Dual system graduated trainee. Clearing House Providing Dual System s trainee to the guaranteed company. Vocational Education Development Fund Budget: from the government. Purpose: (1) Developing a curriculum, Human Resources, and instruments for vocational education. (2) Promoting of Dual System. (3) An expense for implementation. 18
