1 REPUBLIC OF KENYA COUNTY GOVERNMENT OF TURKANA COUNTY PUBLIC SERVICE BOARD VACANCIES Turkana County Public Service Board invites applications from competent and qualified persons to fill the following positions: REF: TUR/CPSB/002/2018/2019: COUNTY SOLICITOR JOB GROUP S, ONE (1) POST Organize, coordinate and manage administrative and legal functions of the Office; Shall be the Principal assistant of the County Attorney in execution of functions of the office; Conduct or assign and supervise all cases, including appeals or petitions on behalf of the County Attorney; In consultation with County Public Service Board, be responsible for the discipline of the County Counsel and other members of staff of the Office; In the performance of the functions and exercise of the power under the office of the County Attorney, the County Solicitor will be responsible for formulating and ensuring implementation of the development of strategies for County Government legal services; Performing any other duty as may be assigned by the County Attorney; Support in drafting and Publication of legislative proposals for the County Government; Ensure amendments where necessary of County laws; Represent the County Government in Court, Tribunals, Commission of inquiry and any other legal proceedings which the County is a party or has interest, other than criminal proceedings and perform any other function conferred on in by law. Perform the duties of the Accounting Officer in the office of the County Attorney. Be a Kenyan Citizen; Bachelor of Laws (LLB) degree from a recognized University; Be an Advocate of the High Court of Kenya of not less than five (5) years postadministrative experience Must satisfy the requirements of chapter six of the Constitution of Kenya A master s in law will be an added advantage. Knowledge in records of relevant laws and professional standards.
2 Undertaking legal research and provide sound advisory briefs on legal matters to the County Government. Ensuring Compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity Terms of Service: Three (3) years. Contract. REF: TUR/CPSB/003/2018/2019: PRINCIPAL LEGAL OFFICER JOB GROUP N, ONE (2) POSTS. Representing the County Government in courts, arbitral tribunals, public inquires and any other legal proceedings to which the county is party to, other than criminal proceedings. Instituting civil proceedings on behalf of the County Government and County entities Assist in pursuing prosecution of county offences Undertaking legal research and provide sound advisory briefs on legal matters to the County Government. Supervision of staff in the litigation unit Liaise with the Council of Governors Legal Department and litigation department of the State Law Office / Office of the Attorney General for purpose of intergovernmental cases. Analyzing research data and compiling reports Preparing preliminary legal documents/instruments and Preparing legal opinions Ensuring Compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity Performing any other functions as shall be assigned from time to time Bachelor of Laws (LLB) degree from a recognized University Post graduate Diploma in Legal studies from the council of Legal Education Senior Management Course lasting not less than four (4) weeks from a recognized institution Proficiency in computer applications Must be an Advocate of the High Court of Kenya with a current practicing certificate Have at least two (2) years of post-admission experience in litigation in a busy law firm or in a government institution. Must satisfy the requirements of chapter six of the Constitution of Kenya 2010 A master s in law will be an added advantage Knowledge in records of relevant laws and professional standards. Demonstrable sound skills and competencies in litigation and alternative dispute resolution (ADR) methods such as negotiation, mediation, conflict resolution Good communication, presentation, research and analytical skills. Have excellent organizational and interpersonal skills and be able to work in a team. Proof of the ability to handle pressure and work with minimum supervision. Demonstrated managerial, administrative and professional competence in work performance

4 REF: TUR/CPSB/005/2018/2019: LEGAL CLERK JOB GROUP H, ONE (1) POST Offering general administration and handling of clerical issues in the office. Overseeing drafting and filing of legal documents in registries. Filing court documents and any legal documents Undertaking routine errands to public registries, courts and other relevant office. Attending court to file pleadings Serving court process Receiving court process under the guidance of counsel. At least a Diploma in Law from a recognized institution in Kenya Minimum Two (2) years relevant experience in a law firm or public institutions dealing with legal matters and court processes Computer literacy Knowledge of professional standards and ethics Communication skills Interpersonal skills Problem solving Team building skills Terms of Service: Permanent and pensionable. REF: TUR/CPSB/006/2018/2019: LODWAR MUNICIPALITY BOARD MEMBERS, (4) POSTS Oversee affairs of the municipality. Develop and adopt short, medium and long-term policies, plans, strategies and programmes and may set targets for delivery of services. Formulate and implement the Municipal Integrated Development Plan (MIDP). Control land use, land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping and other employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture and freight transit stations within the framework of the spatial and master plans for the city or municipality as may be delegated by the County Government. Maintain a comprehensive database and information system of the administration and provide access thereto upon payment of a nominal fee to be determined by the Board.
5 Develop and manage schemes, including site development in collaboration with the relevant National and County Government Agencies. Monitor and where appropriate regulate city and municipal services where those services are provided by service providers other than the board of the city or municipality. Establish, implement and monitor performance management systems. Monitor the impact and effectiveness of any services, policies as delegated by the county government Implement applicable national and county government legislations. Prepare and submit its annual budget estimates to the County Treasury for consideration and submission to the county Assembly for approval as part of the annual county appropriation Bill. Be a Kenyan Citizen; Hold a degree from a University recognized in Kenya or its equivalent; Has proven experience of not less than five years in administration or management either in Public or Private Sector. A member of a recognized professional body. Satisfy the requirements of the Chapter six [6] of the constitution of Kenya 2010 Must be ordinary resident or have a permanent dwelling in the municipality Must be carrying on Business in the Municipality or Must have lived in the municipality for at least five (5) years. Terms of Service: Three (5) years. Part time. REF: TUR/CPSB/007/2018/2019: LODWAR MUNICIPALITY MANAGER, JOB GROUP Q, ONE (1) POST Oversee affairs of the municipality. Must be a Kenyan citizen Bachelor s degree from a University recognized in Kenya or its equivalent; Has proven experience of not less than five years in administration or management either in Public or Private Sector. A member of a recognized professional body. Satisfy the requirements of the Chapter six [6] of the constitution of Kenya Terms of Service: Three (3) years. Contract. REF: TUR/CPSB/012/2017/2018: DIRECTOR, ROADS AND TRANSPORT, JOB GROUP R, ONE (1) POST (Re-Advert) Reviewing and updating policies, systems and procedures for design of roads, and civil engineering services; Formulating and reviewing general policies on procurement and maintenance of roads infrastructure; Overall planning, controlling and co-ordination of roads and civil engineering services designs and implementation; Carrying out quality assurance on civil engineering services; Approval of consultant s designs; and co-coordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract. Advise chief officer on matters roads and civil engineering. Requirements for appointment: - i. Bachelor s degree in any of the following disciplines; civil Engineering or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career of not less than seven (7), three (3) years of which should be at a senior managerial position in
7 management on civil engineering services and programs in the public service or equivalent in the private sector; iii. Master s degree in a relevant field is an added advantage; iv. Be registered member of relevant professional body; v. Attended a management course lasting not less than four (4) weeks from a recognized institution; vi. Attended a strategic leadership development course lasting not less than six (6) weeks from a recognized institution; vii. Demonstrated general administrative ability required for direction, control and implementation of civil engineering services and programs; viii. Performing any other relevant duties as may be assigned from time to time. Terms of Service: Three (3) years Contract. REF: TUR/CPSB/025/2017/2018: DEPUTY DIRECTOR, ELECTRICAL SERVICES, JOB GROUP Q ONE (1) POST (Re-advert) Duties and responsibilities: - Assist in the formulation, reviewing and updating policies, systems and procedures for design and installation of electrical/ electronic equipment in the County Government institutions and sites; Assist in the formulating and reviewing general policies on procurement of electrical/electronic services to ensure efficiency in public works; Assist in the overall planning, controlling and co-ordination of electrical services, designs, installation and maintenance; Assist in the carrying out quality assurance on civil/structural engineering services; Assist in the approval of consultants designs; and coordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract; Assist in the overall supervision of staff, control discipline, training and development of staff; Any other related duties that may be assigned from time to time; Requirements for appointment: - i. Bachelor s degree in any of the following disciplines; electrical Engineering or any equivalent qualification from a recognized university in Kenya; ii. Have relevant knowledge, experience and a distinguished career in electrical services of not less than five (5), three (3) years of which should be at a senior managerial position in the public service or equivalent in the private sector; iii. Possession of a Master s degree in a relevant field will be considered an added advantage. iv. been registered by the Engineers Board of Kenya or be a registered member of a relevant professional body; v. Corporate membership with the Institution of Engineers of Kenya (IEK); vi. Attended a project development and management course lasting not less than four (4) weeks; vii. Attended a management course lasting not less than four (4) weeks from a recognized institution;
8 viii. Attended a strategic leadership development course lasting not less than six (6) weeks from a recognized institution; ix. Attended a Strategic Leadership Course from a recognized Institution; and x. Demonstrated general administrative ability required for direction, control and implementation of electrical services. Terms of Service: Three (3) years Contract. NOTE: Salary, allowances and other benefits are per the rates prescribed by the salaries and remuneration commission.
