1 Bergen Community College Board of Trustees Board of Trustees Presidential Searches: Policy and Procedures The Bergen Community College Board of Trustees will generally use the services of a consultant from the Association of Community College Trustees to conduct the search for a president of Bergen Community College. As part of the process, the Board of Trustees will appoint a Presidential Search Committee comprised of members of the College community. Composition of the Search Committee The Search Committee shall consist of seventeen members, five of whom are trustees, nine of whom represent the faculty; staff, administration, and students, one representative from county government, one from the Foundation Board of Directors, and one who will be selected by the Chairman of the Board of Trustees in consultation with the Board of Trustees... The Board of Trustees has authorized that the committee can be expanded to nineteen persons, the two.additional to be drawn from the community in the event it is perceived by the Board of Trustees as necessary to more effectively reflect representation on the committee, i.e., race, ethnicity and gender. In the event that any group provides fewer than the requested number of nominees for each position, the Board of Trustees has the right to add names at their discretion. Conflict of Interest Any individual who is deemed to have a conflict of interest with the activities of the Search Committee shall be barred from serving as a member of the Search Committee. Further, any member of the Search Committee who announces any intention to submit his/her name as a candidate for the. Presidential Search is- deẹmed to have a conflict.-ọf interest with the activities of the Search Committee. Therefore, any such member shall be barred from submitting his/her name as a candidate for the Presidential Search. If there is any doubt, question, or dispute as to whether any individual has a conflict of interest with the activities of the Search Committee, the decision of the College Attorney shall determine whether any conflict of interest exists. Contact of Committee Members Members of the Search Committee understand that they will be barred from contacting any individual who intends to submit his/her name as a candidate for the Presidential Search for the purpose of discussing any matter or any issue relating to the Presidenntial Search.

2 It is further understood that any person who intends to or has submitted his/her name as a candidate for the Presidential Search shal1 be barred from having any contact with any member of the Search Committee for the purpose of discussing any matter or any issue relating to the Presidential Search. Procedures for Presidential Searches Phases of the Search Process 1. Appointment of Search Committee 2. Institutional analysis and profile development 3. Candidate recruitment 4. Candidate evaluation 5. Preliminary confidential interviews 6. Candidate visits to the college community 7. Selection of the new chief executive officer Role of the Presidential Search Committee The appointment of the Search Committee will have far reaching implications for the success of the search process. These individuals will be responsible for reviewing the application materials of all candidates, for interviewing the semi-final candidates, and for recommending a list of finalists to the Board of Trustees in alphabetical, unranked order. The Search Committee is an Advisory Committee to the Board of Trustees and can make no commitments. The Search Committee is charged with achieving the fol1owing objectives: 1. To assist in the development of Profile statement of desired Presidential qualifications. 2. To assist in the conduct of active national search for a President of Bergen Community College following affirmative action guidelines and considerations as well as the regulations of the State of New Jersey. 3. To follow a timetable for the search that will bring recommendations to the Board of Trustees in an expeditious manner. 4. To make periodic reports to the Board of Trustees and the Bergen Community College community and constituents on the progress of the search. 5. To observe policies of strict confidentiality with regard to candidates, applicants, and nominees for the position. 6. To recommend three to five candidates, in unranked alphabetical order to the Board of Trustees for its selection of the President of Bergen Community College.

3 Meeting Attendance It is expected that all members of the Search Committee will attend all meetings of the Search Committee. The Board of Trustees reserves the right to replace any member ofthe committee whose attendance is inconsistent. The Search Committee members understand that they will serve on their personal time and will receive no compensation. No alternates or substitutes will be accepted on the Search Committee. fu the event that a member of the committee finds that he or she will be unable to meet the commitment, the individual will be expected to resign from the committee. At that time, the Board of Trustees will review the original pool of nominees and make a selection to fill the vacant position on the Search Committee Confidentiality From the outset, members of the Search Committee and staff assigned to the process will understand that every aspect of the search process is strictly confidential and that they jeopardize removal from the committee and the search process if they breach this responsibility: The Board of Trustees reserves theright to replace any member of the committee or staff who breach the confidentiality of the search. - All individuals involved in the process of selecting a new President for Bergen Community College are expected to honor the following policies and to respect the confidentiality of candidates' personal and professional goals and.current position. 1. Bergen Community College is committed to conducting an open and equitable search process which conforms to the College's Affirmative Action and EEO regulations, and to meet the spirit of AA/EEO, as well as legal requirements. 2. The official spokesperson for the Presidential Search Committee are the Chair of the Presidential Search Committee and/or the Chair of the Board of Trustees. Other individuals should not discuss the search with members of the press or college constituency groups. Regular progress reports will be sent to all interested groups and/or the media. 3. All candidates files are considered confidential and must be maintained and reviewed in a manner that insures that candidates' identities are not divulged. 4. Information on whether or not an individual is a candidate, and candidates' status at each stage of the search, is considered confidential. 5. All information contained in semi-final and final candidates' background and reference reports is considered confidential. 6. The identity of candidates is not to be divulged to the press, to members of the college constituency groups, and to the community, unless and until all the candidates are invited to the college for open interviews, and then and only by the Chair of the Committee, the Chair of the Board of Trustees, or the College Liaison....

4 Composition of the Search Committee Board of Trustees - Five Positions The chairman of the Board of Trustees will automatically serve on the Search Committee. The four remaining positions available on the Search Committee for the Board of Trustees will be filled by an at large election among the trustees. The chairman will solicit nominations of those individuals who possess a personnel and/or an education background, with additional consideration to race, ethnicity and gender. The chairman will call for a closed ballot to elect the four trustees to the committee. The chairman of the Board of Trustees will select the chairman of the search committee from the four elected. The College Community- Nine Positions The Board of Trustees will request that representative constituencies of the college community submit three names for each position that exists on the committee. From those recommendations the Board will select members by closed ballot. Individuals who are to be considered will be expected to submit a brief biography and statement as to why they would be an effective member of the Search Committee, what they might contribute to the process, and. their willingness to devote their personal time to the committee's activities. Faculty - Three positions The Faculty Senate is considered the appropriate vehicle to solicit nominations to fill the three faculty positions available. The faculty Senate shall be responsible for providing a forum for all members of the faculty who wish to be considered as nominees. The faculty Senate will submit nine names to the Board of Trustees for consideration. Vice Presidents and Deans - One Position Vice Presidents and Deans will have the opportunity to submit three names to the Board of Trustees for the one position which exists representing their group on the Search Committee. They will use the Administrative Council to discuss and select their three recommendations. Directors - One Position The directors will have the opportunity to submit to the Board of Trustees three names for the one position on the Search Committee which represents their group. They will use the Directors' Council to discuss and select their three recommendations for the position: Professional Staff- One Position Professional Staff will have the opportunity to submit to the Board of Trustees for consideration three names for the one position on the Search Committee which represents their group. A meeting will be scheduled and a room will be provided at a specific hour to allow for discussion and selection of the three nominees. Adequate notice will be provided to ensure that the maximum number of professional staff are able to attend the meeting and participate in the selection process.

5 Supportive Staff- One Position Supportive staff will have the opportunity to submit to the Board of Trustees for consideration three names for the one position on the Search Committee which represents their group. A meeting will be scheduled and a room will be provided at a specified hour to allow for discussion and selection of the nominees. Adequate notice will be provided to ensure that the maximum number of supportive staff are able to attend the meeting and participate in the selection process. Students - Two Positions The Student Government Association has been chosen as the appropriate vehicle to solicit nominations from the entire student body and recent alumni from the last five graduating classes to fill the two positions available. The Student Government Association will provide a forum for the selection of six nominees who will be considered by the Board of Trustees for the two positions available on the Search Committee to represent students. There are criteria which will impact the students recommendations: In order to be considered, students must be in good standing and must anticipate being enrolled at the college during the time of the search. County Government- One Position The individual selected to represent the County government must be an individual elected to public county office whose term extends through the search period. No individual who is currently seeking reelection will be eligible for a position on the Search Committee. The Board of Chosen Freeholders together with the Bergen County Executive will be asked to submit three names to the Board of Trustees from the 'county government of individuals who they believe would be appropriate for the task of selecting -a new president for Bergen Community College. Bergen Community College Foundation - One Position The individual selected to represent the Bergen Community College Foundation must be an individual whose appointment extends through the search period. The Board of Directors of the Bergen Community College Foundation will be asked to submit three names for consideration by the Board of Trustees for participation in the Search Committee. Other - One Position The Board of Trustees shall add one additional member to the Search Committee to be chosen from the community at large. Other Additional Members - Up to Two Positions The Board of Trustees has the option to add up to two members to the Search Committee in the event that it is perceived by the Board as necessary to more effectively address, if needed, the representation of race, ethnicity, and gender. The remaining position (s) will be filled after the other members of the Search Committee are in place.

6 Search Committee Support Orientation Meeting The Search Committee will be provided with one or two orientation meetings to ensure that they have a strong sense of Bergen Community College and its missions and goals: Materials will be provided that will encompass a general overview of the college and important factual information that will be helpful in creating the fullest understanding of the College and its purpose and objectives. A reference list of secondary information will be provided in the event of Search Committee, or its individual members; feel it is necessary to have further detail on any aspect of the College. Legal Counsel The search Committee will have the opportunity to call upon the legal counsel of Bergen Community College if it is deemed necessary. Institutional Support A college liaison to the Association of Community College Trustees will be appointed; will attend meetings of the Search Committee, and will work closely with the consultant to ensure that all procedures, timetables, and other factors of the presidential search are strictly adhered to. It will be the. responsibility of the college liaison to ensure complete documentation of the search process including maintaining a full log of all proceedings, and for maintaining an accurate chronology of the entire process. The President of the College will provide confidential secretarial support to the meetings of the Search Committee. Said individual/swill be available to take minutes at all meetings of the Search Committee, and will be responsible for all correspondence with prospective candidates. It must also be understood that there must be no breach of confidentiality throughout the process. Budget Among the expenses to be incurred throughout the search process will be graphics and printing, postage, fax transmissions, travel and hotel accommodations, refreshments, and other miscellaneous items. The Search Committee, in consultation-with the college liaison and the ACCT consultant will determine the budget.
