17 The European Qualifications Framework for lifelong learning (EQF) To increase the transparency and comparability of qualifications throughout Europe First stage: Referencing of national qualifications to the EQF Second stage: EQF/NQF levels indicated on individual qualifications

18 EQF: 8 qualification levels based on LO EQF is based on 8 qualifications levels defined and agreed on the basis of learning outcomes and specified through Knowledge Skills Competence (defined as autonomy and responsibility) Qualifications must describe what a learner is expected to know, be able to do and understand not only the duration and place of learning Lifelong Guidance: it will be easier to understand foreign qualifications EQF Level 8 EQF Level 7 EQF Level 6 EQF Level 5 EQF Level 4 EQF Level 3 EQF Level 2 EQF Level 1

19 The opportunities offered by EQF, ESCO and ESP Stress on the need for a common language bridging education and training and the labour market Focus on learning outcomes and skills and competences as the basis of this common language Involvement and commitment required from both education and labour market stakeholders..

20 Council Recommendation on the validation of Nonformal and informal learning (20/12/2012) By 2018: National arrangements for validation for NFIL linked to NQF: Opportunities for individuals to validate their knowledge, skills and competences acquired through NFIL Opportunities to obtain a qualification on the basis of validated learning outcomes Validation systems should include: Support for identification of learning outcomes Documentation of learning outcomes Assessment of learning outcomes Certification of learning outcomes (e.g. credits or a full qualification)

21 Follow up to the Recommendation: Important role for stakeholders (E&T, Labour Market) in setting up and implementing validation arrangements Revision of the European Guidelines for validating non-formal and informal learning Updating the European Inventory on the validation of NFIL Important role for lifelong guidance: e.g. providing information on validation opportunities, identification and documentation of learning outcomes, guidance throughout the validation procedure

22 Council Recommendation on Early School leaving (2011): Framework for coherent, comprehensive and evidence based policies against early school leaving Member States agreed to work together and to facilitate an exchange of practices and knowledge on the most effective ways to combat early school leaving Emphasis on the need to strengthening guidance to support students career choices, as it reduces poor decision making based on false expectations or insufficient information and helps young people to make choices which meet their ambitions, personal interests and talents

23 Youth Employment Package Youth Employment Package adopted by the European Commission in December 2012 Council Recommendation on establishing a Youth Guarantee Youth Employment Initiative by the European Council in Feb 2013: 6 Billion during for combating European youth unemployment "European Alliance for Apprenticeships" and of improved mobility of young workers Leipzig 2 July 2013 (world skills)

24 Youth Guarantee Council Recommendation on the Youth Guarantee of so that Member States ensure that all young people up to 25 receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months of leaving school or becoming unemployed. Youth Guarantee schemes need to be implemented by Member States at relevant level of governance (national, regional, local coordinating body), should consider the needs of different groups of young people: strong partnerships between all stakeholders early intervention and activation supportive measures enabling labour market integration full use of EU Structural Funds assessment and continuous improvement of the schemes rapid implementation

26 Youth Guarantee: the role of lifelong guidance Building/up a partnership-based approach including those with career guidance providers, education and employment, social partners, youth Ensure that young people have full information before leaving school on education, employment, career options, support services Early intervention and activation in employment services (public, private, non-profit) focusing on young vulnerable people facing multiple barriers Considering to establish "focal points" (one-stop shops for youth) Effective outreach strategies / guidance and individual action planning such as individual support schemes based upon mutual obligation, monitoring and follow-up
