4 Graduation Requirements Spirit of the Carl Perkins Law Signed by President Bush Perkins requires Career Technical Education (CTE) programs have Program of Study (POS) that Align rigorous academic standards and student achievement standards; Include academic and CTE content in a coordinated, nonduplicative progression of courses; Are relevant and challenging at the secondary and postsecondary level; Lead to employment in high skill, high wage, or high demand occupations; Offer opportunities for dual credit; and Lead to a degree, certificate, or credential. Industry partnerships

5 State CTE Plan Graduation Requirements Provide opportunities for all students to: Manage the dual role of family member and wage earner. Gain entry-level employment in a high skill, high-wage, high demand occupations or continuing the student s education at the postsecondary level. Gain competencies leading to academic & technical skill attainment. Earn industry recognized license, or certificates at post secondary level. Earn college credit. Participate in Career Technical Student Organizations( CTSOs). *CTE State Plan Updated Part II A (1)

6 Graduation Requirements Texas Administrative Code Minimum Requirement TAC 74.3 Description of a Required Secondary Curriculum states that a district must offer career and technical education courses selected from at least three of the eight (sixteen) career and technical areas (clusters) taught on a campus in the school district with provisions for contracting for additional offerings with programs or institutions as may be practical. Perkins grant requirement at least one POS in each of the three locally selected clusters.

7 Graduation Requirements CTE Teacher Certification Texas Administrative Code Chapter 231 Subchapter E Each CTE course must be taught by a qualified/certified teacher. Must report teacher of record for each CTE course. Maintain record showing ave. min./cte courses. Teacher provided resources to teach CTE TEKS. 12 OUR MANY CHALLENGES Graduation Requirements A high dropout rate of secondary students. Some students who graduate are lacking basic math and science skills. Most students think they are going to college, but do not prepare for it or any other possible future. Extraordinary high remediation rates for two-year and 4-year college applicants.

13 CTE Facts Graduation Requirements According to data from the Texas Education Agency, students who take two or more CTE courses have: lower drop out rates, higher graduation rates, better attendance rates and higher scores on standardized TAKS/STAAR exams than students who take one or no CTE courses.

Not all schools will be able to offer all 16 clusters. 50 Impact of HB 5 Section 16 Graduation Requirements Student Interest: Students may select an area of interest through one or more endorsements. Flexibility: Course sequencing is less rigid and allows for more course combinations and endorsement sequences. Local Control: Districts may define advanced courses and determine coherent sequences of courses based on Chapter guidelines.

52 Graduation Requirements Programs of Study Creating a Coherent Sequence Activity Using the flow charts, identify the associated programs of study that may be used in your school. Concentration There needs to be a sequence of courses, classified academic, technical or a combination that provides the technical knowledge and skill aspect of the program of study. Usually, one course each year will develop a sufficient concentration. Endorsements require four courses.
