These two waves included over $13 million in funding commitments for approved Priority 1 (Telecommunications Services and Internet Access) and Priority 2 (Internal Connections and Basic Maintenance of Internal Connections) requests for North Carolina public schools. 2 Universal Service Fund 3 (USF) disbursements for the schools and libraries or E(education)-rate support program operate on a school year calendar. USAC released Funding Year 2008 Wave 67 Funding Commitment Decision Letters during the month of September. This wave did not include any commitments for North Carolina public schools. The primary measure for determining Schools and Libraries (SLD) support discounts is the percentage of students eligible for free and reduced lunches under the National School Lunch Program (NSLP), as calculated by the individual school. A school district determines its overall (shared) discount by calculating a weighted average of the discounts of all its individual schools. Students from households whose income is at or below 185% of the federal poverty guideline are eligible for the NSLP. Schools most often report NSLP percentages based on a demographics report provided by their local nutrition department. The E-Rate program also allows applicants to use several alternative discount calculation methods including a survey. If Schools and Libraries Program Integrity Assurance (PIA) is unable to validate a school s NSLP data, adjustments are based on the latest state audited NSLP numbers. NCDPI extracts NSLP data on June 30 th, validates the data, and posts the file to the E-rate site at the end of September. 4 Schools may use the state spreadsheet as the primary NSLP data source. The E-rate program s annual 2.25 billion dollar pot helps schools and libraries connect to the Internet and receive discounts on telecommunications services (Priority 1) and essential networking components (Priority 2). Created by the 1996 Telecommunications Act and signed into law by President Clinton, E-rate is one of the very last sources of federal funding for schools and libraries to maintain and expand their technology and connectivity capacity. Since the inception of the E-rate Program North Carolina applicants have utilized $401,013, in total Priority 1 and Priority 2 requests. 1 The Funding Year 2009 application deadline was February 12 th. Commitment decisions are issued in bi-weekly cycles until the only remaining applications are those held for heightened scrutiny.
