4 Parade of Champions Mailing The NDHSAA s 38th Annual Parade of Champions is scheduled for Saturday, March 17 prior to the championship game of the State B Boys Basketball Tournament. Letters and forms were mailed to participants schools the beginning of January concerning attendance and number of tickets. School personnel are urged to mail or fax back the parade participation form on or prior to February 14th to ensure their students inclusion in the event. A final mailing will be sent to participants schools during the first week of March. Please direct any questions concerning the event to Brian Bubach at brian.bubach@ndhsaa.org or (701) National Anthem Performers State tournaments are looking for high school students to perform the national anthem for each session of the 2018 Class B Girls and Boys State Basketball Tournaments. For audition/ performance information, please Mitch Lunde (mitch. lunde@minot.k12.nd.us), for the State B Girls Tournament and Raylette Sitter (raylette_sitter@bismarckschools.org), for the State B Boys Tournament. ATTENTION: Class B Band Directors We are looking to secure high school bands for the State Class B Girls and Boys Basketball Tournaments to be held in Minot March 1-3 and Bismarck March respectively. NFHS Network Consumer Help For all questions regarding difficulty viewing, inability to find a specific event link, technical issues within a broadcast, trouble subscribing, billing questions, etc., callers may contact memberadmin@nfhsnetwork.com or There are customer representatives standing by at all times to respond to issues and get fans set-up to view their events as quickly as possible. The NFHS Network is happy to issue refunds for accidental double subscribing as well as issues such as experiencing technical difficulties while viewing a game. ACT/SAT National Test Dates Administrators, activities directors and coaches should remind their students of the following dates so they may avoid conflicts. National Girls and Women in Sports Day - February 7, 2018 National Girls and Women in Sports Day is a nationwide celebration which recognizes the accomplishments of individuals in the promotion and advancement of girls and women s sports. The day also brings attention to the achievements of female athletes and to issues facing girls and women in sports. Agendas, Board minutes, special meeting information and other Board documents may be found on the NDHSAA website by clicking the Board Agendas and Minutes link under the Boards & Committees across the top of every page on the NDHSAA website NDHSAA BOARD MEETINGS April 10, Valley City June Valley City June 28-July 2 - NFHS Summer Meeting - Chicago, IL Changing Addresses in NDHSAA Accounts Users are reminded when addresses change, users must edit addresses in the NDHSAA system. Editing accounts will allow user history and all existing roles to remain connected to NDHSAA accounts. Users should not create new accounts, they should edit their existing accounts. To edit your NDHSAA address/login: 1) Log in to your NDHSAA account 2) Click on My Profile on the bottom left portion of the page 3) Click the Edit Button on the Profile page 4) Click the Account tab on the grey menu bar that goes across the page 5) Enter your new address 6) Confirm your new address 7) Click the blue SAVE button This is also where you would change your password, if you so desire. Editing your address on your NDHSAA account assures you receive the proper information from the NDHSAA office. NDHSAA Information - Find Officials Information Each month we post an NDHSAA Information article in our BULLETIN. This month the topic is finding Officials information. In order to find contact information for officials in NDHSAA you must have administrative privileges. To view officials and their contact information: Log in to NDHSAA Click on the officials tab on the left side of the page Click the Filter button on the right side of the page and choose a sport from the drop down menu You will see a list of all officials registered to officiate the sport you have selected for the current school year You may sort by clicking on the arrows on any column To show more than 10 officials on a page click a higher number than 10 from the Show Entries drop down menu You may view this information online or export to Excel by clicking on the Export icon on the top right side of the page. 7 Coaches and Officials Mandatory Online Testing Officials and head coaches of spring sports (baseball and softball) must take an open book test in the sport(s) in which he/she is a head coach/official. The test will be available online only and must be completed and submitted within the applicable window. The test will be available by following the Online Testing link on the main page of the NDHSAA website. ( The NDHSAA office will assess a penalty of $25 for non-completion of any mandatory online exam by a head coach. Officials non-completion of a mandatory online exam will result in a lower classification the following year. If an official is certified, they will drop to probationary for one year in that sport. If an official is probationary they will drop to ineligible for one year in that sport. Baseball and Softball Spring sports testing window: April 3-12, 2018 Farmers Union Insurance Distinguished Student Application Deadline NDHSAA /Farmers Union Insurance Distinguished Student Applications are available on the NDHSAA website under Administrators and Coaches, then Forms. Objectives & Goals: To recognize deserving young people who are the backbone of interscholastic activities, not necessarily the leader, but the individual whose participation in high school activities strengthens the program for participants, the school and the community. Criteria: Applicant must be a junior the year the application is submitted. Student must be a participant as a player, manager, statistician or other role in at least one NDHSAA sponsored activity in the current year. Note: Participation does not necessarily mean excellence, honors or even active play. Student must be a good citizen and role model to his/her peers as well as a contributor to the community. The committee will evaluate applicants essays on their demonstration of sportsmanship and citizenship and how the applicant feels these values derived from activities will provide them lifelong benefits. Selection Process: One applicant per school is allowed. A pre-screening committee will narrow the applicants to six finalists. The final selection will be based upon an interview conducted by a Selection Committee. Immediately following the interviews, the results will be announced at an NDHSAA sponsored luncheon for finalists and their families. Student must be available for interviews the ENTIRE morning of May 2nd. Deadlines: Completed application forms must be postmarked no later than April 1. Applications postmarked after April 1 will not be considered. Finalists will be notified by mid-april. Interviews and the luncheon announcing the results will be held on May 2nd. Awards: All applicants of the NDHSAA Distinguished Student Program will receive a certificate suitable for framing. A press release naming all applicants will be sent statewide. Finalists will be featured in the September issue of the NDHSAA Bulletin. They will also be invited to participate in other functions connected with NDHSAA events. Farmers Union Insurance has graciously funded scholarships for the finalists. The NDHSAA Distinguished Student recipient will receive a $2,000 scholarship to the college of his/her choice. The runner-up will receive a $1,000 scholarship. The other four finalists will receive a $500 scholarship to the college of his/her choice. The Distinguished Student will be invited to be the Grand Marshall of the NDHSAA Parade of Champions and, along with the other finalists, participate in other activities such as serving as the NDHSAA spokesperson for High School Activities Month, promoting the values of activity programs and participating in awarding of trophies at NDHSAA state contests. 9 State Gymnastics Information STATE MEET: February 23 and 24, 2018 SITE: Jamestown, Jim Roaldson, Jamestown AD, Manager STATE MEET SCHEDULE EVENTS A. Individual Events 1. Vault 2. All-Around REGISTRATION DEADLINE State meet entries are to be submitted electronically to the NDHSAA office and to the meet manager, no later than 10:00 AM Tuesday prior to the State Meet. Entries submitted after the deadline up to 4:00 PM that Tuesday will be accepted only if accompanied with payment of $25.00 late entry fee. No entries will be accepted later than 4:00 PM the Tuesday prior to the State Meet. EXPENSE ALLOWANCE Team payments will be made following the end of the fiscal year according to the team payment schedule. OFFICIAL RULES The Girls Gymnastics Rules Book published by the National Federation is the official rule book. UNIFORMS Participants must appear in appropriate school identifying uniforms. SCORING In determining the Team Champion, scores are determined by totaling the best four scores for each team in each event. STATE ENTRIES Each school is allowed six gymnasts for team competition. SUBSTITUTIONS Team substitutions are permitted up to the time of the start of the event using the roster as submitted on the state entry form. WARMUPS Touch warm-up shall be: Vault and Bars: Team A: Gymnasts 1, 2, & 3 touch, then compete Team B: Gymnasts 1, 2, & 3 touch, then compete Team A: Gymnasts 4, 5, & 6 touch, then compete Team B: Gymnasts 4, 5, & 6 touch, then compete The touch warm-up on vault consists of two vault attempts. 10 State Gymnastics Information (Continued) OFFICIAL RULES STATE TOURNAMENT QUALIFIERS TEAM QUALIFICATION 1. The top eight teams will advance to the State Meet using the top 5 team scores from the regular season, which includes the conference meet. There will be no NDHSAA sponsored regional meet. 2. Tie-breaker for team seeding (Start with number one and stop when the tie is broken): a. Head to head record where both teams competed b. Add team scores of meets where both teams competed c. Average top 4 scores (instead of 5) for tied teams d. Average top 3 scores for tied teams e. Average top 2 scores for tied teams f. Top score for tied teams g. Coin flip 3. There will be one (1) session. 4. The schedule will be: Friday: Introductions and anthem at 3:45 PM. Competition begins at 4:00 PM. All times are local time Friday (Team Day): 1:00 p.m. Gym Opens 1:15 p.m. - Coaches meeting 1:45 3:45 p.m. Timed Warm-ups (see note) 3:00 p.m. - Officials Meeting and video review for base score 3:45 p.m. - Opening Ceremony 4:00 p.m. - Begin Competition NOTE: Timed Warm-ups may be adjusted by the host school. Previously 1.5 minutes per athlete x 6 competitors, 2 minute equipment change was used. *** Teams will be seeded into the Team State Meet by use of simple ranking program. All host teams must report/submit team scores to Kent VanElls immediately after completion of competition, including Conference Meet. Final ranking will be simple average score of the top five regular season competitions in which the team participated. Example: December January January January January February February Total: = 683 divided by 5 meets = average. Top ranked teams will meet on floor exercise last round, etc. See Regulations for Warm-up and Competition Rotations: Coaches will declare the 6 Team Competition athletes per event by the Tuesday prior to the State Meet. INDIVIDUAL QUALIFICATION 1. The top 3 regular season scores will be used to advance the top 40 individuals and top 30 all around to the state meet. 2. The top 3 scores for each athlete must be posted on the NDHSAA website plus any update when an athlete achieves a better score. 3. Conference meet may contribute to the 3 score average. 4. Coaches must submit updates on an individual s score by noon Sunday prior to the State Meet. 5. Top 40 individuals and top 30 all around athletes statewide will qualify to Individual State Meet (no tie-break). Saturday (Individual Day): 10:45 a.m. - Gym Opens 11:00 a.m. - Coaches Meeting 11:30 a.m. - Timed Warm-ups Begin 12:30 p.m. - Video review for base score (optional) 12:45 p.m. - Opening Ceremonies 1:00 p.m. - Begin Competition NOTE: 1. Meet manager may view the field each day and adjust the warm-up if needed. Touch warm-ups will be used for team day and individual day. 2. 11 State Gymnastics Information (Continued) OTHER REGULATIONS 1. Only high school teams are eligible to enter the State Meet. Junior high teams are not eligible, but junior high girls are eligible for the senior high team. 2. If a girl wishes to compete in the all-around, she must enter all four of the individual events 3. The meet referee shall not be a high school coach of a competing team. SPECIAL MEETING: All judges and meet referees will meet one hour prior to the start of competition for video review prior to base scores. Prior to competition on both days of the State Meet, judges will review videos of routines of the event in which they are assigned. This will take place no later than 1/2 hour prior to the beginning of competition which is during the scheduled judges meeting. STATE SCHEDULE NOTE: Warm-up starting time will be reviewed by the meet manager for Friday for any necessary adjustments. STATE ADMISSION PRICES 1 Day Ticket: Adults - $10.00, Students - $ Tournament Ticket: Adults - $18.00, Students - $8.00 STATE AWARDS The top four teams receive a team trophy. In addition, competing members of the championship and runner-up teams will receive individual plaques. In each event, the top six individuals receive plaques and 7th through 15th receive ribbons. Because of the number of ties, individual awards will be ordered following competition. JUDGES A Meet Referee plus twelve judges - three in each event will be contracted. Scoring shall be tabulated to the tenthousandths and rounded off to the nearest thousandth. NDHSAA Local (Sub-Varsity) Official Certification Available NDHSAA will again offer a process to certify Local Sub-Varsity officials. Officials who complete all items needed to certify will be able to officiate at the sub-varsity level and below in the sport(s) in which they certify. This certification must be under the direction of an administrator of a NDHSAA member school. Requirements for Local Official include: 1) Create NDHSAA account at if user does not currently have an account. a. If user has an NDHSAA account complete requirements using the same account and address as used in current NDHSAA account. 2) Complete current year Local Officiating Rules Clinic, available on the Clinic tab when logged in to NDHSAA account. 3) Complete and submit the LOCAL Officials Registration Form available at end of Local Officiating Clinic. 4) Create an NFHS Learn account at if you do not have one and purchase and complete the following two (2) courses, although the courses are free. Instructions are available on the NDHSAA website at the Concussion Management Information link on the main NDHSAA webpage. a. Concussion in Sports Free (State law requires training every two years). b. Interscholastic Officiating - Free with course code received from NDHSAA upon completion of registration as a Local Official. i. You will receive a course code via within 12 hours of completion of the Local Official clinic. 5) Submit payment to LOCAL school administrator for submission to NDHSAA for processing or individual may submit registration fee to NDHSAA directly. a. User will receive an upon completion of registration stating the fee due. $32 for first sport and $12 for each additional sport. ALL 5 items must be complete BEFORE LOCAL officials are eligible to officiate contests. LOCAL Officials are able to officiate contests at the JV level and below only. Please contact the NDHSAA office with any questions concerning the certification of local sub-varsity officials through this program. 11 February BULLETIN 2018

12 2018 NDHSAA State Debate Tournament The NDHSAA State Debate Tournament will be held on February 2-3, 2018 at Fargo Davies High School located at th St. S. Fargo. Gayle Hyde will serve as tournament manager. The state tournament registration is due through the NDHSAA online system on Friday, January 19, 2018 by 11:59 P.M. CDT. should be directed to and The NSDA January Public Forum resolution will be used at the ND State Debate Tournament. Please note Fargo Davies will be in session through 3:45 p.m. so teams should enter through the Main Entrance and proceed directly to Gym 1. Please do not arrive before 2:15 p.m. Students will be allowed to wait in Gym 1 while the coaches meet in Room H101. The coaches meeting must recess at 3:00 p.m. so the general meeting may start on time. 13 NDHSAA Coaches Education - Permit Submission Form Beginning in the fall of 2013 all coaches who work with student athletes in grades 9-12 must be certified. To become certified a coach must complete the requirements for a NDHSAA Coaching Permit. Member schools submit their coaching rosters through the NDHSAA Coaching Permit Submission Form. The NDHSAA Coaching Permit Submission Form allows tracking of all coaches through member schools. This is the only form that will be accepted and it must be ed electronically as an excel spreadsheet. If you would like to track more coach information than listed on this form, please feel free to add columns AFTER (to the right of column 10). Only columns 1-10 need be submitted to NDHSAA. All coaches must be submitted each year. Only certified coaches not certified in a prior year will be mailed coaching permits. Coaching permits will be issued by the North Dakota High School Coaches Association. The due date for the Coaches Education Permit Submission form is April 1st each year. Finals: Eight contestants will qualify for the finals and eight contestants will qualify for the consolation finals in individual swimming events. The twenty highest scoring divers through the preliminaries advance to the semi- final round. (Rule 9-4-3). The sixteen highest scoring divers, through the semi-finals will advance to the final round (Rule 9-4-4). There will be no preliminaries for relays. Finals will be seeded by their regular season time and will be held on Saturday. Scoring for finals: Individual events (16 places): Relay Events: Each team shall be permitted a maximum of four entries in an individual event. Qualifying times are mandatory, using 107% of the 20th place cumulative time from the three previous State Meets. The following 2018 standards are: 200 Free: 2: IM: 2: Free: Fly: 1: Free: Free: 5:45: Back: 1: Breast: 1:12.70 The above times must have been achieved in a sanctioned swim meet during the current season. These times are 107% of the average of the fastest 20th place times from the three previous State Meets. Consideration times will no longer be used. The lead-off swimmer of each relay shall be eligible to qualify for state in that particular stroke and distance. Times from this event will not stand as a pool record, conference record or a state record. A competitor shall be permitted to enter a maximum of four events, no more than two of which shall be individual events. Being designated as a member of a relay team does not count as an entry unless the swimmer actually competes in a relay event. Heats will be drawn as prescribed in the current National Federation Swimming and Diving Rules Book in Rule 5 of Section 3 by using the swimmer s best time as reported during the season. Diving: Diving will be conducted in accordance with Rule 9. Divers shall qualify for the state with a total of 235 points in eleven dives. This scoring must be during a regular season meet with a minimum of three judges scoring. 20 January NDHSAA Board Synopsis VALLEY CITY, N.D. The North Dakota High School Activities Association Board of Directors met on Thursday, January 18. Highlights of the meeting included the announcement of new NDHSAA Board members for the school year, approval of guidelines for NDHSAA 2019 and 2020 Football Plan, approval of sub-region assignments for Class B softball and approval of 2018 fall region tournament sites. New NDHSAA Board members for the school year are: Mark Rerick, Athletic Director at Grand Forks Public Schools, was elected as the Class A East representative. Jeremy Brandt, Central Valley Superintendent, was elected as Class B Northeast representative. Alexis Baxley, Executive Director at the North Dakota School Board Association has been appointed as the NDSBA representative. The election of NDHSAA Board Members is determined by a vote of member schools. 21 NDHSAA Music Contest Information 21 February BULLETIN 2018 School Registration: Each director must electronically register through NDHSAA. Instructions for roster and registration may be found under the Music Files section at: When the roster and registration are complete, directors will need to print their Registration Report for voucher attachment to their business managers. Please send a copy of your registration along with your check (payable to Region Music) to your Region Manager on or before the deadline. Entries not registered by 11:59 p.m. CDT on the deadline date will be allowed to participate only under the 3 day late registration window (fee: $250). Once the deadline lapses, changes to entries, including change of category, may not be made unless under the 3 day late window. Reminders: April 27-State A Vocal & Strings at University of Jamestown May 5-State B Music at Bismarck State College Regional Recommendations: 1. The regional scheduler, contest manager, and site manager may be different individuals. Each regional treasurer should have a fee schedule with reference in Region meeting minutes. 2. Judge mileage is state rate ($0.545 cents per mile). 3. Piano tuners and piano rental/moving should be done by a bid process. 4. Regional Recommended Judge Fees: Minimum fee is $150. Points of emphasis for 2018: **Any photocopy at performance event without publisher permission, or, without proof of Public Domain, will be disqualified. 1. State A and B Music Contests will have a 9:00 a.m. start time. 2. Entries may not be changed after the region registration deadline. This includes changing the type of entry (e.g. Clarinet Ens) or the number within the group (e.g. 2-3, 4-6, 7-12). Entries that are not correct with registration will DQ. PRINT, POST, and PROOF your registration report or portion of the manager s report. Request students to VERIFY their entries are present and correctly listed. 3. Judges must be NDHSAA certified. 4. Festival manager must enforce the quota system. 5. Directors should inform parents state schedules are on the web at under Fine Arts>Music>Tournament. 6. Information. Managers are requested to submit region schedules as soon as they are developed. 7. Accompanists full names must be entered. Contests are primarily scheduled by accompanists. The fewer you have, the longer your day could be. 8. NDHSAA does not accept special requests for state music contest scheduling. 9. Awards and critique sheets should be picked up at the conclusion of the festival. If you must leave early, you may request a manager to send awards and ballots if you pay postage. For state contests, $5 must be left with the contest management. 10. Directors are not allowed to read critiques on the festival premises. If you have a concern with a judge, talk to the manager. If you have a concern with a written critique, send a copy to NDHSAA. 11. Schools must participate in their assigned region. The Region chairperson must make the final decision on postponement because of weather or other concerns.

The Class A East and West Region starting times are determined by the individual regions 2018 PAIRINGS FOR CLASS A REGION TOURNAMENTS The position of teams in Class A region tournaments is to be determined by a point system, allowing one point for games won against teams who play each other twice and two points for a win against teams playing each other once. REGION AWARDS Class A Team: 1st and 2nd; Class B Team: 1st, 2nd, 3rd & 4th. Region and State Tournament managers will assign ends of the court prior to warm-up for each game. B GIRLS STATE TOURNAMENT The State B Girls Basketball Tournament will be held on March 1, 2, 3, 2018 at the Minot State University Dome, Mitch Lunde, Manager. A GIRLS AND BOYS STATE TOURNAMENT The State A Girls and Boys Basketball Tournament will be held on March 8, 9, 10, 2018 at the FARGODOME/SCHEELS CENTER in the SANFORD HEALTH ATHLETIC COMPLEX in Fargo, Todd Olson, Manager. B BOYS STATE TOURNAMENT The State B Boys Basketball Tournament will be held on March 15, 16, 17, 2018 at the Bismarck Event Center, Dave Zittleman, Manager. OFFICIALS Three whistle crews will be assigned to all region and state tournament games. After selection by coaches ballot, the assignment of officials for regional games shall be made by the tournament manager. Said assignments are to be made by the manager one week prior to the tournament and officials are to be notified of their specific assignments immediately thereafter. Management is requested to provide two passes for each working game official. 25 2018 NDHSAA Basketball Tournament Regulations (Continued) 2018 STATE A TOURNAMENT PAIRINGS State A Team 1 West vs. Team 4 East Team 2 East vs. Team 3 West Team 1 East vs. Team 4 West Team 2 West vs. Team 3 East State B The head coaches of the eight qualifying teams will use an electronic process to seed the top five teams for the state tournament. Seed #4 will play Seed #5 in the last game of the day. An NDHSAA-approved designee will randomly draw the opponents for the other three seeded teams. We will use Ratings Percentage Index (RPI) if a coach does not submit electronic rankings for State seeding. The quarterfinal pairings are: #2 seed vs. Second Random Draw #3 seed vs. Third Random Draw #1 seed vs. First Random Draw #4 seed vs. #5 seed A consolation series will be played in each state final tournament and any team refusing to play in this series forfeits its rights to team payments from that tournament. GAME TIMES FOR STATE TOURNAMENTS Game schedules for the State Tournaments will be published in a future publication. STATE TOURNAMENT REGULATIONS TEAM ALLOWANCE FOR CLASS A REGIONAL AND STATE TOURNAMENTS Team payments will be made using the approved formula at the end of the fiscal year. Prior to June 30th, team payments will be sent to the schools from the association office. MOTEL ROOMS AT STATE TOURNAMENT Motel rooms have been reserved for schools qualifying for the state tournaments by the respective tournament managers. More information on same will be forthcoming. Any team that refuses to stay at the assigned motel will forfeit their per diem allowance. PLAYERS IN UNIFORM For all NDHSAA Region and State Tournament games, a maximum of 15 players may dress and play in a game. PLAYER SEATING It is recommended that managers reserve a section for players during the sessions in which they are not playing. UNIFORMS The top team listed in the bracket is the home team and shall wear white jerseys. The other team shall be the visiting team and wear dark jerseys. PRACTICE SESSIONS No Class B team is permitted to practice on the regional tournament floor after the seeding of district teams and no Class A team will be allowed to practice at their Class A regional site after the seeding of the tournament. No Class A or B teams will be allowed to practice on their respective state tournament floor following the conclusion of the regional tournament, with the exception of pre-tournament shoot-arounds. Class A shoot-arounds will happen during halftime of the previous game. PROTESTS Protests as to eligibility status of individual contestants will be considered by the Board of Directors prior to or after the completion of a tournament, but not while said tournament is in progress. 25 February BULLETIN NDHSAA Basketball Tournament Regulations Continued on Page 26

26 2018 NDHSAA Basketball Tournament Regulations (Continued) PASSES Schools A maximum of twenty-seven passes shall be given to competing schools in regional and state tournaments, plus cheerleader passes (maximum of 8 which includes the mascot). Schools are to notify the tournament manager as to the number of passes needed. Each player, student manager, coach and school official must present a pass or ticket for admission to any and all sessions. Additional passes must be requested from the tournament manager. The cost of these additional passes will be deducted from the team payment at the rate of an adult tournament pass. Officials Two passes shall be provided for each referee working the tournament. Radio Must contact NDHSAA for Passes/radio rights. Note: Must contact site for radio hook-up. Two passes to each station for each session broadcast. Media (All Media must contact the NDHSAA.) Two passes for writers and one for photographer to each daily paper represented. Two passes for each weekly paper represented. The NDHSAA will send State Managers names of media attending the tournament. Television Two passes are available to each television station. TICKET PURCHASES See Administrator/Coach BB Ticket Notice articles which were published in the December BULLETIN. SCHOOL RESPONSIBILITY PART II, SECTION V of the NDHSAA Constitution & By-Laws states: Contesting schools shall each have present an authorized faculty representative who shall be responsible to his/her school for the conduct of its participants and students throughout the contest and the visiting team s stay away from home. The NDHSAA Board of Directors, in response to a recommendation of the District Chairpersons, adopted the following policy: An appropriate shirt is required at all NDHSAA sponsored district, region and state events. An appropriate shirt is to be determined as per local school policy. Also, there shall be no body paint. Face paint is allowed. The NDHSAA Tournament Policy asks no objects shall be thrown into the stands by teams, cheerleaders, special interest groups, etc. TOURNAMENT BANDS Managers should provide passes to band members/directors only for games/sessions at which they perform. Managers should consult the band director on the size of the band and provide an adequate performance area or limit the number to fit the area. Consideration must be given to adequate sound projection. Regional Tournament Bands The host school band or a school band in the tournament site area shall be designated as the official tournament band. Regional managers are allowed to pay a stipend to tournament bands of $100 per session (no less than 2 games). Managers should provide passes for band members for the sessions at which they perform. State Tournament Bands Schools are requested to contact the state manager as soon as possible if they wish their band to perform at the State Tournament. (There will be no reserved assignments held for bands of state qualifying teams.) An honorarium may be paid at state tournaments to the host school for their band, but no payments are to be made for out-of-town bands. SPORTSMANSHIP The following statement shall appear in regional and state tournament programs: Good sportsmanship is conduct which imposes a type of self-control involving honest rivalry, courteous relations and graceful acceptance of results. School spirit is a reflection of those attitudes and behavior. Spectator etiquette requires that we refrain from displaying any action to taunt opponent s fan section such as carrying flags around the court and stopping to taunt the opponent s fan section. This may lead to competition among observers which is mistakenly under the guise of good sportsmanship. Spectators are asked to remain in their designated fan section. Approaching the opponent s fan section for the purpose of taunting and baiting will not be tolerated. Also, carrying of flags around the court will NOT be allowed! The use of profanity at ANY TIME will NOT be tolerated. Good sportsmanship shall be defined as those qualities of behavior which are characterized by respect and genuine concern for others. Awareness is expected concerning the impact of an individual s influence on the behavior of others. Good sportsmanship is viewed as a concrete measure of the understanding and commitment to fair play, ethical behavior and integrity. 27 2018 NDHSAA Basketball Tournament Regulations (Continued) NOISEMAKERS & CONFETTI The Board of Directors has banned the use of artificial noisemakers at all Association sponsored tournaments, including horns, bells, clapboards and drums used for such purposes. Confetti has also been banned because of the potential fire hazard and excessive clean-up work involved between sessions. Tournament managers are instructed to confiscate such articles at the door. GUIDELINES FOR HALF-TIME ENTERTAINMENT AT STATE TOURNAMENTS The local half-time entertainment committee may select pompon groups, dance teams, marching bands or other groups or individuals on the basis of variety and audience appeal. The performance time for each half-time is limited to ONE group - not to exceed seven minutes. Tournament managers will attempt to secure Class A performers for Class A tournaments and Class B performers for Class B tournaments. CHEERLEADERS Only bona-fide high school students are permitted as cheerleaders and allowed on the floor. Each school is responsible for the conduct of their cheerleaders. Cheerleaders should not be on the playing floor while the game is in progress, as this not only might interfere with the play of the game, but could result in accidental injury to cheerleaders or players alike. An area off the playing court should be provided for cheerleaders, and they should be restricted from going on to the court except during the intermission and 60 second time-out periods. There is a limit of EIGHT cheerleaders or SEVEN cheerleaders and ONE mascot at all regional and state tournaments. When pompons are used by cheerleaders or half-time entertainment, loose strings on the floor should be immediately removed by the group performing, as these can be the cause of serious injury to players. SOLICITATIONS No solicitations for any purpose shall be permitted at any Association sponsored tournament regardless of the merit of such a venture. CONCESSIONS Concession rights are awarded to the host school or building management. Concession merchandise shall be limited to types normally available at basketball games during the regular season, such as soft drinks, popcorn, candy, coffee, etc. The NDHSAA and management controls what can be sold in the tournament building and the area adjacent to it such as parking lots. Enterprises which might tend to exploit students are prohibited. Concession privileges may be awarded to school organizations, service clubs, or similar organizations by the management, but not to private individuals or companies. PROGRAMS (Regional and State) Program rights for regional and state tournaments are awarded to host schools, who may in turn assign such rights to a service club or similar organization in the community. However, in the case of such assignment, the host school shall be responsible for approving the contents of the program booklets. Tournament booklets shall include information supplied by the NDHSAA office which includes Farmers Union Insurance, the National Guard, and the North Dakota DOT. Use of advertising in programs is optional with the host school. However, such advertising shall be in good taste, with no advertisements pertaining to gambling, alcohol, drugs or tobacco. Advertising shall not take precedence over tournament, NDHSAA or school information. The host school shall keep any profit realized from programs and is responsible for any deficit that might occur. HOST CITY RESPONSIBILITIES Items which should not be charged to tournament expense include such items as program booklets, hospitality rooms, half-time entertainment and cheerleader supervision. These items are the responsibility of the host city or the participating group. TROPHIES AND AWARDS State Class B team awards are provided for 1st, 2nd, 3rd, 4th, 5th, 6th and 7th place winners. Additionally, a State Tournament Participant award will be given to the Class B 8th place team. State Class A team awards are given for places 1st through 6th. Eighteen individual participation awards are provided for coaches and players from each of the participating teams. Schools may purchase additional awards by contacting the NDHSAA office. A maximum of 8 participation awards will be given to the cheerleaders/mascot plus 1 for the cheer coach. Upon completion of the tournament, one ball should be presented to each one of the top four teams. BASKETBALL NETS The following policy shall be applied to region and state tournaments: Because of the danger of breaking glass backboards, nets are not to be cut or removed at the conclusion of the tournament by the winning team. If the nets are desired as a trophy, the tournament manager should be paid the price of a new set of nets. If nets are secured by the winning school in this manner, they shall be removed by the management following the tournament and not during the time the act will be witnessed by students and adult spectators. Tournament managers are requested to advise coaches of the regulation prior to the start of the tournament. INSURANCE Each tournament will be protected by a Master Property Damage Liability policy. All tournaments will be protected against robbery inside and outside the premises. TELEVISION Exclusive television rights have been sold to Forum Communications for the State Class A & B Tournaments. VIDEO TAPING AND FILMING Regulations prohibit the use of video equipment by schools except for the game(s) they are playing. This does not prohibit stations that have contracted for the televising of tournaments from videotaping or filming for delayed broadcasts. Private individuals may use video recorders at NDHSAA sponsored events provided they do not interfere with another person s view of the game. Tournament managers will determine if individuals are causing any viewing problems. OFFICIALS Assignments of officials for state tournament games are made by the NDHSAA office one week prior to the tournament and officials will be notified of their specific assignments. Management is requested to provide two passes to each working game official. Desk officials, ticket takers and sellers, ushers, etc., are to be obtained by the tournament manager. The desk official acting as scorekeeper is required to wear a distinguishing uniform so he/she can be readily identified. COACHES The eight coaches with teams in the state tournament are to meet with the tournament manager and an NDHSAA staff member at a designated time prior to the start of the tournament to go over any questions they might have and for a briefing of the operation of the tournament. 28 February BULLETIN 2018

33 Farmers Union Insurance Distinguished Student: Anna Holen Editorial note: We will be publishing a series of articles on getting to know this year s distinguished student finalists. Distinguished student, Anna Holen hales from LaMoure High School. Her friends call her An or Anny. This 18 year old has been an outstanding contributor to the NDHSAA distinguished student program. At LaMoure High School, Anna participates in several activities. She excels in basketball, volleyball, choir, swing choir, student council, youth basketball camp volunteer and the Fellowship of Christian Athletes. A myriad of activities to keep her busy most definitely. Anna states that while at school her favorite subject is history and government. Anna also has an admiration for her sister. She states, She is always there for me and pushing me to do my best. She has been by my side since she was born, and she has many qualities and characteristics that are desired by many. She is loving, passionate, and works hard in anything she does. I would not be who I am today without her. In what little spare time she does have, Anna enjoys singing, playing piano, ukulele or guitar, drawing, eating, playing sports and hanging with friends and family. Community service is also very important as you will see Anna volunteers as a youth soccer coach, youth basketball camp volunteer and participates in the Mingle at the Manor. Anna plans on pursuing a degree in exercise science at the University of Jamestown, while continuing her volleyball career. In 10 years she sees herself as a physical therapist with a family in someplace warm. Anna is obviously a young leader of today, she feels that determination is the most important characteristic of a good leader. Anna said that the biggest life lesson she has learned from being involved with education-based activities is to just work hard in anything you do. Whatever activity you re in, do your best and give your 110 Percent. If you work hard you will see progress, physically, emotionally, and mentally. The perfect vacation for Anna would be anywhere with an ocean and a beach. She also states she could not go a single day without her mother, She does a ridiculous amount of things for me. Thanksgiving is Anna s favorite holiday because I love to eat and I love all the food at a Thanksgiving meal. Individuals living or dead that Anna would like to share a meal with include: Jesus Christ, Steve Jobs, Donald Trump and Al Capone. Ellie (her sister), if she was an actress, would play Anna in a role about her life. Anna biggest pet peeve is When people don t use their manners. Anna s favorite tradition is setting up their big Christmas tree with her dad every year. Finally, Anna wanted to let everyone know that her favorite color is purple and her favorite athlete is LeBron James. Congratulations to Anna Holen, a NDHSAA/ Farmers Union Insurance Distinguished Student!
